1. INTRODUCTION
JOB Pertamina - Medco E&P Simenggaris, hereafter known as COMPANY, is the operator of
South Sembakung Field located at Simenggaris Block, North Kalimantan. The South Sembakung
Field has a South Sembakung Gas Plant was designed to produce 30 MMscfd gas for 20 years.
Currently, there are 4 (four) wells which have been drilled; namely SSB-2 as production well and
three development wells namely SSB-4, SSB 5 and SSB-7, which are currently under temporary
suspension.
Based on the Gas Sales and Purchase Agreement (PJBG) to PT. PLN 8 MMSCFD and PT.
Kayan LNG 22 MMSCFD, the addition of 3 (three) development wells will be required, namely
SSB-8, SSB-9 and SSB-10.
COMPANY has initiated the new Project to accommodate produced gas from the new wells. The
project will consist of installation of : new wellsite facilities and its flowlines, LLP production
manifold and LLP production separator, new condensate handling system (heater, tanks,
pumps, custody meter and export line), new (future) compressor package during wells pressure
depletion and other repair and modifications required.

2. SCOPE OF WORK
The scope of work covers by this procedure is the instrument tubing leak test with 1.5 x operating
pressure which will be applicable for the following tubing line or network:
Note: Hydraulic Oil WHCP will be performed by Vendor and all documents associated with that will
be under vendor scope
3. REFERENCE
International Specification
Internal Specification
a. Before implementing this procedure, ensure that the hydro test package has been completed
meaning the flange management, bolt tightening, vessel final closure and re-instatement has been
accepted by CPY.
b. A notification letter with at least 24-48 hours period shall be sent to CPY for witnessing the tube
leak test and flushing activity.
c. Line up the system and the temporary equipment as per the test procedure
d. Ensure that the test medium (compressed air) is dry and oil free or nitrogen gas.
e. Soap bubble solution will be used in checking/verifying each joint including instrument tapping
points for any leak.
f. Ensure that no repair work shall be done should leak/s found on the network while the system is
pressurized. Slowly depressurized the network until the pressure is completely released before
performing the repair or rectification works.

To optimize and ensure a smooth test and not to waste CPY time for witnessing, as a practice and
understanding, an internal/preliminary test can be performed without CPY witness as long as all
installation tubing line or network check list associated in the system or sub-system are already
accepted by CPY and all Safety measures are respected and in place similar to the actual test to
avoid any untoward incident/accident. If the internal/preliminary test is successful only then CTR will
notify the CPY for the actual test.
The following step by step procedure will be implemented for the final gross leak test with CPY
witness.
a. Isolate/Disconnect instrument device from testing line before starting leak test to avoid
damage during leak test period
b. Perform air blowing for cleaning inside tubing and ensure tubing line was cleaned before
start leak test.
c. Pump, Calibration pressure gauge to be connected to manifold and from the discharge of
manifold connect to the tubing line or network injection point.
d. Tie down/secure the temporary hose or tubing against movement by tying it down at regular
interval.
e. Increase the pressure gradually up to 25% and let it stabilize for 5 minute. If no leak,
increase the pressure up to 50% and let it stabilize for 5 minute. Continue building up the
pressure in the system up to 75% until 100% of the desired test pressure with 5mins
stabilization period and if no leaks found in between.
f. Hold the 100% pressure in the system for 15 minute. Ensure that the line or network has
been disconnected from the source once 100% has reached to avoid further pressure
introduced into the system. Perform the visual inspection on the system and check all flange
joints and other tube fitting connections for leaks.
g. if no leaks found, but if found some leaks or dropped pressure attributed by leaks , the line or
network should then be immediately fully depressurized and do the necessary repair and/or
rectification. Re-test of the same line or network shall be performed in the same step by step
mentioned herein above.
