COMMUNITY/CONSTITUENCY MINES CONCEPT NOTE BY:

1.0 INTRODUCTION
Zimbabwe is endowed with over 40 minerals of economic value. There is needy to let the
youths participate in the sector through setting up of community or constituency mines
where 50 youths will be grouped in syndicates then be allocated a 25ha claim to work on.
The arrangement will be in the form of allocating tributaries to the syndicates whose
agreements will be undersigned by Mines and Minerals Development Ministry. The target
minerals shall be base metals, semi-precious stones and industrial minerals. For one to be
considered he has to be registered voter, being an active member of the party. The concept
shall dove tail with the HEs mantras, “Leaving no one and no place behind” and “Nyika
Inovakwa Nevene Vayo”. This will be an empowerment project that will complement the
2000 Land Reform Program as all the resources of the world are either farmed or mined.
The purpose of the project is to target youth vote.

3.0 IMPLIMENTATION PLAN
The party shall roll out the project at respective constituencies and identify youths who are
bona fide members of the party. The youths will be grouped and possibly fused with
university graduates who have expertise in the fields of mining, metallurgy, geology and
environmental sciences. We shall engage ZICOSU to recommend students from tertiary
institutes who shall be seconded to the Community Mines, each Community/Constituency
mine shall have a Mining Engineer, Metallurgical Engineer, Geologist and Environmental
Scientist to provide necessary expertise and instil form of professionalism in the process.
We shall be coordinating with respective Provincial Mining Directors with regards to
expeditiously processing the paperwork. The shall be need to create a vehicle to register the
claims and this has to remain under party structures from respective constituency. For one
to be eligible he or she has to belong to known cell/branch/district, has to be a registered
voter. The following minerals should be considered:
Base Metals like Lithium/Chrome etc
Industrial Minerals
Semi-Precious Stones
The costs necessary to implement the project for each claim are as follows
Acquisition of Prospectus License US$75(ZWL Equivalent at bank rate)
Registration of 25ha (block) US$300 (ZWL Equivalent at bank rate)
Pegging 25ha block US$600
The pilot projects can be done in Mashonaland East, Mashonaland Central and Manicaland
given the existing food relations between the PMDs and Skyworld Consultancy. There shall
be need to arrange robust marketing of the minerals mined and partnerships in terms of
capitalisation and with high demands for the 3 minerals we shall engage Chamber of
Chinese Enterprises, UAE and India who the biggest buyers of these minerals for potential
partnerships, technological exchange programs plus markets thus helping in the growing of
mining contribution to GDP. The community mines shall take part in Corporate Social
Responsibility Programs like adopting school children to pay fees for or clinics to help with
drugs and so on.
Mineral Marketing Corporation of Zimbabwe shall be engage to help with assaying process
and lab reports as bulk of the minerals are exported.
A web based database platform shall be deployed to capture the information.Those not in
the party structures have to join and be registered as voters ,Gender balance has to

4.0 BENEFITS
The project has the potential to woo the Youth Vote thus neutralising the urban vote as
majority of unemployed youths are in urban areas and this job creation venture based on
empowerment will be a master stroke. The sustainability mining aspect will ensure revenue
flows into the formal system thus contributing to the national fiscus. The setting up of
Corporate Social Responsibility as part of the scheme will in calculate sense of national
belonging and nation building within the youth thus promoting Patriotism. The Project will
neutralise the protest vote that the opposition thrives on. The project will benefit mainly
the youth who constitute 67% of the voting block.

5.0 BUDGET

By targeting 10 claims we would have empowered 500 youths and considering the down
stream effect then the target of 5 million votes will be attainable.

Mashonaland East, Central and Manicaland are targeted for pilot project ,target
constituencies are swing constituencies around the areas
