Northern Samar, it has been my desire to come up with a comprehensive barangay
development plan that serves as guide in reaching towards our vision, mission, and goals.

I enjoin the residents of our barangay to maintain the spirit of


active participation in the implementation, monitoring and evaluation of the
projects in our development plan. To the Sangguniang Barangay, your commitment
and support to this endeavor is our inspiration with all hopes that being an official we

As the smallest administrative unit in our local government system, the barangay
holds a pivotal role in providing essential services and fostering a sense of unity and
cooperation among its constituents. The Barangay Development Plan encapsulates our
aspirations, priorities, and strategies to address the evolving needs and challenges of our
community.

This plan is the result of extensive consultations, collaboration, and data analysis
conducted with the active participation of barangay officials, community leaders, and
residents. It reflects our shared vision for sustainable development, social inclusion, and
economic progress.

Within these pages, you will find a holistic framework that outlines key areas of
focus, including infrastructure development, environmental sustainability, livelihood and

BACKGROUND OF THE BARANGAY
1.1 Rationale

The Barangay Development Plan for Barangay Magsaysay is a strategic and essential
framework designed to guide and promote the overall progress and well-being of our
community. This plan is rooted in the recognition of the unique challenges, opportunities,
and aspirations that shape the future of our barangay.

Sustainable Growth and Development: The rationale for this development plan
lies in our commitment to achieving sustainable growth and development. By focusing on
key areas such as infrastructure, environmental sustainability, livelihood and employment,
health and education, peace and order, and social welfare, we aim to create a balanced and
thriving community that meets the needs of present and future generations.

Community Engagement and Participation: The Barangay Development Plan


recognizes the importance of community engagement and participation. We believe that
sustainable development can only be achieved when all stakeholders actively contribute
their ideas, expertise, and resources. By involving residents, community leaders, and other
key actors, we foster a sense of ownership, unity, and shared responsibility for the progress
of Barangay E. Duran.

Addressing Calamity and Agricultural Challenges: The plan acknowledges the


significant impact of natural calamities, such as typhoons, on our agricultural production.
The decline in coconut and root crops due to these calamities necessitates a proactive
approach to strengthen our agricultural sector. Through appropriate measures, including
disaster preparedness, resilient farming practices, and diversification of crops, we aim to
mitigate risks and enhance the resilience of our agricultural industry.

Infrastructure Development: The rationale for the development plan also lies in

1.2 Barangay Profile

Brgy E Duran, Bobon, Northern Samar is situated in the hinterlands of Bobon with Grid
Coordinate 51PXP 62848 68197 and approximately 22 Kms away from its municipal proper.
Barangay E Duran is bounded Brgy. Calantiao in the North, Brgy. Acerida in the East, Brgy.
Macatingog in the South and Municipality of San Jose in the West. Accessible by all types of
vehicles and it takes more or less 30 minutes estimated time travel from the barangay.

Barangay E Duran has a total land area of 443-31-68 Square Meter It is characterized of
soil is clay and clay-loam. Farming is the major source of income of the populace in the
barangay. Soil is mostly fertile, farmers venture on farming and other related agriculture
activities. Some farmers used fertilizers to supplement needed nutrients for good production.
Several agricultural products are cultivated including copra, root crops, vegetables, upland
rice and abaca while other residents engaged on small-scale business such as sari-sari store
and livestock raising. The copra and other secondary products were taken and sold to
municipal proper. During natural calamities and extreme rainfall, the barangay is safe for
flash floods. Waters from rainfall was immediately drained going to its nearby creek just
located in the barangay. The barangay has own water system but is insufficient to supply
every household for their daily needs and other uses.

Brgy. E. Duran, is rich in natural resources, first class timber woods can be seen in the
forest land of the barangay. Animals such as wild chicken, wild pig, Halo and snakes are
present also in their area. Their soil is rich in minerals suited for planting crops such as
coconut, banana, pineapple, cassava and other root crops.

The only mode of transportation to reach the barangay is thru motorcycle also known
as ‘’habal-habal’’. Approximately, from Barangay E Duran to town proper, the distance is 22
kilometers away and it takes about 30 mins of travel time using motorcycle.

1.3 History of the Barangay

According to the reliable source Bobon was then a barrio of the municipality of
Catarman until it become an independent in 1906. It was composed of 18 barrios and of
these was barrio E Duran. But before it become a barrio it was a sitio of Barrio Acereda and
it was known as “GUISUGAYAN” (A place where Carabaos fought)

On 1945 it become a barrio E Duran after the name of Fr. GEPRGE E DURAN a
Spanish priest who conduct the first mass in the place. Hence, every month of April 12-13,
citizen in the barrio celebrate always a fiesta in Honor to their patron Saint Nuestra
Senioreta De Salvacion.

CHAPTER II
SITUATIONAL ANALYSIS

2.1 Climate Information

The weather in Barangay Magsaysay experiences hot temperatures from March to


June, while the rainy season occurs from July to February. The occurrence of natural
disasters, such as typhoons, has a significant impact on agricultural production in the
barangay. The coconut, root crop and vegetable plantations have been adversely affected,
leading to a decline in agricultural output over the past few years. There are 10
construction firms in the barangay and their timeframe of the projects are affected during
rainy days, so the revenue lessen. The construction workers has no income for they
cannot render their work due the rainfall.

Barangay Magsaysay, being located in the low land and coastal of Bobon, is not
prone to landslides. In the event of a strong earthquake, the infrastructure in the barangay,
mostly consisting of lightweight houses, there are concrete houses but is unlikely to suffer
major damage. There are area on risk of flooding in Purok II & III of the barangay they are
situated in the lowland area. However, there is a high likelihood of significant damage to
the lightweight houses if a typhoon strikes the barangay.

2.2 Potential Impacts on Exposed Elements


Agricultural production: The occurrence of natural calamities, such as typhoons, can have
a detrimental effect on the coconut and root crops plantations in Barangay Magsaysay. This
can result in a decline in agricultural output, affecting the livelihoods of farmers and the
local economy.

Infrastructure: While the houses in the barangay are mostly built from light materials, a
strong earthquake can still cause damage to the infrastructure. This includes the risk of
collapse or structural instability, posing potential threats to the safety and well-being of
residents.

Housing: The lightweight houses in Barangay Magsaysay are vulnerable to significant


damage in the event of a typhoon. The strong winds and heavy rainfall associated with
typhoons can lead to roof damage, structural collapse, and displacement of residents.

Landslides: Although Barangay Magsaysay is not prone to landslides due to its location in
the lowland part of Bobon, it's important to note that heavy rainfall during the rainy season
can still increase the risk of localized slope instability. This can potentially affect certain
areas or terrains within the barangay.

Flooding: There are areas lower than surroundings areas which are prone to flooding
during the prolonged or intense rainfall, localized flooding may occur. This could impact
low-lying areas or areas near water bodies.

It is crucial for the barangay to assess and mitigate these potential impacts through
appropriate disaster preparedness measures, infrastructure reinforcement, and land-use
planning to ensure the safety and resilience of the community.

Barangay Magsaysay comprises a total of 209 households. The prevailing type of


toilet facility utilized by the residents is the pour-flush toilet. Out of the 209 households,
108 have their own septic tanks, providing them with a more sanitary and sustainable
waste management system. However, it is concerning to note that nearly half of the
households in Barangay E. Duran, representing a significant percentage, do not have access
to proper toilet facilities. This highlights an urgent need to address the inadequate
sanitation conditions in the barangay and ensure that all residents have access to safe and
hygienic sanitation facilities.

Barangay E. Duran relies solely on a shared community water system as its primary
source of water. This system draws water from nearby lakes and streams, serving as the
main water supply for the entire barangay. As a result, the residents of Barangay E. Duran
predominantly consume surface water as their primary source of drinking water. It is
essential to recognize that the dependence on surface water for drinking purposes poses
potential challenges in terms of water quality and safety.

Therefore, ensuring the provision of clean, treated, and potable water to the
residents of Barangay E. Duran becomes a critical priority to safeguard their health and
well-being. Implementation of appropriate water treatment measures and regular
monitoring of the water supply are crucial to mitigate any potential health risks associated
with consuming surface water.

reflecting the unique living conditions and resources available to its residents. The
predominant type of housing material utilized by the community is light materials,
comprising a staggering 80.86% of the total housing structures.

As you stroll through the barangay, you'll come across rows of houses constructed
with light materials such as bamboo, wood, and galvanized iron sheets. These houses
possess a distinctive charm, showcasing the resourcefulness and adaptability of the
residents in utilizing locally available materials to create shelter. Despite their humble
appearance, these homes hold deep significance as they provide a haven for families and
serve as the backdrop for their daily lives.

Amidst the light material houses, you'll also encounter pockets of concrete
structures. These solid houses, accounting for 13.40% of the housing facilities, stand as a
testament to the progress and stability of certain households in Barangay E. Duran. The
concrete homes offer durability and resilience against the elements, providing a sense of
security for the families who reside within their sturdy walls.
Nestled within the barangay, you'll find a few scattered semi-concrete houses, constituting
4.78% of the housing facilities. These dwellings exhibit a blend of strength and
affordability, combining concrete foundations and walls with other lightweight materials
for construction. The semi-concrete houses symbolize the aspirations of the residents,
reflecting their desire for improved living conditions while managing the financial
constraints that may be present.

Although scarce in number, makeshift structures can still be found in Barangay E.


Duran, representing 0.96% of the housing facilities. These temporary and improvised
shelters serve as a stark reminder of the challenges faced by some families, highlighting the
urgent need for improved housing conditions and social support within the community.
As you observe the diverse housing landscape of Barangay E. Duran, it becomes apparent
that the community thrives on resilience and resourcefulness. The variety of housing
materials utilized by the residents reflects their ability to adapt to their surroundings,
optimize available resources, and create homes that cater to their unique circumstances.
The housing facilities in Barangay E. Duran are not merely physical structures; they are an
embodiment of the spirit and strength of its residents, providing them with a sense of
belonging and security in the midst of their daily lives.

Economic
A. Sources of Income
The economic status of the residents of Barangay E Duran are mostly below average
and poor. Only few residents of this barangay have a stable or permanent work, while
ninety-nine percent (99%) of the main source of income rely on coconut farming, root
crops farming, vegetable farming, and Habal-Habal. They usually brought their farm
products to the town’s public market.
While one percent (1%) is in small type business like ‘’sari-sari” store. The average
income of the residents of Barangay E Duran, Bobon N. Samar is twenty to thirty thousand
pesos (20,000Php - 30,000Php.) per year.

In the vibrant barangay of E. Duran, crop production plays a vital role in the
community's agricultural landscape. The fertile lands and favorable climate contribute to a
diverse range of crops being cultivated by the hardworking farmers.
Kamote, or sweet potato, holds a significant share in the crop production of
Barangay E. Duran, accounting for approximately 15% of the total output. The farmers'
expertise and dedication to cultivating this nutritious tuber have led to abundant harvests,
providing sustenance for the community and potential income through local markets.
Saging, or bananas, also make their mark in the agricultural scene, comprising 10%
of the crop production in Barangay E. Duran. The lush green banana plantations are a
testament to the farmers' meticulous care and their commitment to delivering high-quality
fruit to consumers. The bananas not only serve as a staple food source but also contribute
to the economic growth of the barangay through trade and commercial transactions.
Lubi, or coconuts, dominate the crop production with a remarkable 50% share. The
sprawling coconut groves in Barangay E. Duran paint a picturesque landscape, highlighting
the importance of this versatile tree. The farmers' expertise in cultivating coconuts enables
them to harness various products such as coconut water, copra, and coconut oil. The
abundance of coconuts has become an integral part of the barangay's identity and a
significant source of income for the local economy.
While fruits (prutas) constitute a smaller portion, approximately 5% of the crop
production, the farmers take great pride in nurturing trees that bear luscious fruits. These
vibrant and flavorful fruits, ranging from mangoes to papayas, bring a burst of natural
sweetness to the community. They also contribute to the barangay's gastronomic delights
and provide a refreshing source of nutrition.
Lastly, the cultivation of Utanon, or vegetables, accounts for 20% of the crop
production in Barangay E. Duran. The farmers' dedication to growing an array of nutritious
leafy greens, root crops, and other vegetables is evident in the bountiful harvests. These
vegetables not only grace the local dining tables with their freshness and flavors but also
promote a healthier lifestyle among the residents.
Through the concerted efforts of the hardworking farmers, Barangay E. Duran
thrives as a hub of crop production. The collective contribution of kamote, saging, lubi,
prutas, and utanon enriches the community's diet, sustains livelihoods, and fosters a sense
of pride in their agricultural heritage. The abundance of these crops not only satisfies the
needs of the residents but also offers opportunities for economic growth and prosperity in
the barangay.

STRATEGIC ACTIONS

3.1 VISION

3.1 MSSION
An mga molopyo sa Barangay E. Duran magburobligay pagpatuman sin mga kadungganan
nga igkakaupay sa Barangay agod kilalal-on in mga balaudnon nga magmamantiner san
kalimpyo ug pagprotiher sa kalibungan, maimplementar an pagpauswag, pagsustinar sa
mga proyekto nga gintindog san molopyo.

3.1 GOALS AND OBJECTIVES


 Progresibo nga sentro agricultural sa bungto sa Bobon
- To promote collaborative and cooperative among farmers, agricultural
stakeholders, and the local community to work together towards sustainable
agricultural development.

- To work as one and help one another.

- To cultivate a culture of respect and mutual understanding among all
stakeholders, including farmers, officials, researchers, and the community, to foster
harmonious relationships and effective communication.

adoption of modern techniques and practices.

- Promote sustainable farming methods that minimize negative environmental impacts,
such as soil erosion, water pollution, and biodiversity loss. Encourage the use of organic

Subject : Constitution of the Barangay Development Council of Barangay E. Duran

Pursuant to Republic Act 7160, otherwise known as the Local Government Code of 1991 and its
Implementing Rules and Regulations, the Barangay Development Council (BDC) of Barangay E.
Duran, Bobon, Northern Samar is hereby constituted as follows:

Section 1. Composition – The Barangay Development Council (BDC) shall be composed of the
following:

Section 2. Functions of BDC - The BDC shall have the following functions:

1. Mobilize people's participation in local development efforts;


2. Prepare barangay development plans based on local requirements;
3. Monitor and evaluate the implementation of national or local programs and projects; and
4. Perform such other functions as may be provided by law or competent authority.
a) Engage the BBIs and sectoral planning group in the process of formulation and
implementation of the BDP.
b) Coordinate with city/municipal development councils in the process of formulation
and implementation of the BDP.
c) Ensure the BDP is presented and discussed during barangay assembly days or
special assemblies for the purpose; and
d) Formulate and implement a monitoring and evaluation system participated by
barangay members and other stakeholders.

Section 3. BDC Executive Committee - The BDC Executive Committee shall likewise be constituted
with the following composition:

3. ALFIE C. TERMO , Representative of (Name of NGO) – Member

Section 4. Functions of the BDC Executive Committee – The BDC Exec. comm shall have the
following functions:

1. Ensure that the decision of the council are faithfully carried out and implemented;
2. Act on matters requiring immediate attention or action by the council;
3. Formulate policies, plans, and programs based on the general principles laid down by the
council; and
4. Act on other matters that may be authorized by the council.

Section 5. BDC Secretariat – The BDC Secretariat shall be created, composed by the following:

Section 8. Functions of the BDC Technical Working Group – The BDC TWG shall have the
following functions:

1. Provide the BDC with data and information essential to the formulation of plans, programs,
and activities;
2. Define sectoral or functional objectives, set targets, and identify programs, projects, and
activities foe particular sector or function;
3. Collate and analyze information and statistics and conduct related studies;
4. Conduct public hearings on vital issues affecting the sector or function;
5. Coordinate planning, programming, and implementation of programs, projects, and
activities within each sector;
6. Monitor and evaluate programs and projects; and
7. Perform such other functions as may be assigned by the BDC.

Section 9. Effectivity – This Order shall take effect immediately.
