SOCIETY OF YOUNG
AGRICULTURIST
(SOYA)
Vision
To become a dynamic agricultural organization leading all College of Agriculture and
Agri-Industries Students to enhance their technical knowledge, skills and capabilities in the
field of agriculture.
Mission
To develop, promote and educate agriculture students with the insight and skills
necessary to become future agriculturist and sustain community development initiatives and
propagate technical knowledge and skills affecting productivity and principles of agriculture.
History of SOYA
The Society Of Young Agriculturist (SOYA) was founded on October 2021 at
Caraga State University Main Campus by the joint effort and perseverance of students
founders namely: Mr. John Pol S. Maglasang - Governor Candidate for College of
Agriculture and Agri-Industries (2021), Femilyn Tangcogo - CAA Vice Governor Candidate
(2021), and other CAA Local Government Candidates, Darwin Parco, John Kiven Candar,
John Michael Ubo, Sherlee Mahinay, Julian Pasatiempo and Aljohn Solis – University
Student Government Senator (2020-2021), USG Senators Candidates Mark Problete and
Jhade Silires with the special support of Mr. Duke Barbac – League of Campus Organization
President (2020-2021), Jhon Paul Guergio Dhan Felias – USG Senator (2021-2022)
It was being realized with the dynamic support of SOYA Adviser, Mr. Vince Robert
Carillo – Faculty, College of Agriculture and Agri-Industries.
It was established and create due to unrenew of YAS Young Agriculturist Society
which lead and force the Student Local Government loss candidate to merge their goals and
objectives and to form a sustainable student organization which aims for the General Welfare
of All College of Agriculture and Agri-Industries Students, promote high Academic
Standards and Develop Research, Extension and Services in the field of Agriculture.
THE PREAMBLE
We the members of Society Of Young Agriculturist of Caraga State University,
demand the aid of our heavenly father to establish an educational society that shall embody
our ideals and aspiration, conserve and enlarge our talents and promote social, mental and
spiritual inclined personalities under the blessing of independence and of the law in which
equality and democracy may provide, do ordain and promulgate this Constitution By-Laws.
ARTICLE I
NAME AND DOMICILE
ARTICLE II
PURPOSE AND OBJECTIVES
Section 1 The purpose of the organization is to unite the students who are enthusiast in
agriculture and enrolled in the College of Agriculture and Agri-Industries of
Caraga State University in order to be productive as a whole and as individual
both in campus and in outside in the campus.
Section 2 To develop the potential of the students in leadership and other socio-
economic concerns and equip them with skills for meeting the requirements
for local, regional, national and international development in agricultural
aspects and needs.
Section 3 To develop sensitive students who will serve as conveyors of innovation to
spark socio-economic upliftment in the country in terms of agricultural
productivity.
ARTICLE III
MEMBERSHIP
Section 1 All bona fide students who enrolled in College of Agriculture and Agri-
Industries shall be automatically become a member and are oblige to
cooperate in this Constitution By-Laws.
Section 2 all members are Free to register in this society without any amount of
registration fee.
Section 3 Lost of membership from the organization shall be in accordance with the
following considerations: upon graduation, expulsion, separation, from the
institution and shifting to another course and college.
ARTICLE IV
PENALTIES
Section 1 Members who are absent in a regular and special assembly shall be given a
penalty of ten (10) pesos per absences and fifty (50) pesos for the officers.
Section 2 The officers have prerogative to impose rules and regulations to sanction
member(s) who has done any action can harm the image of the organization
and for lack of participants to any of its activity.
ARTICLE V
BILL OF RIGHTS
Section 1 As mandated by the 1987 Philippine Constitution, Article the Bill of Rights, it
shall be fundamental law of individual member as it may be applicable for
their protection of the law.
ARTICLE VI
DUTIES AND RESPONSIBILITIES OF THE MEMBERS
Section 1 Every SOYA member shall be obliged to attend meetings and other related
activities of the organization.
Section 2 It shall be the duty of all members to cast their votes during election of the
new set officers.
Section 3 Every SOYA member required to render financial support for the realization
of activities and projects of the organization in the manner provided by laws.
ARTICLE VII
FUNDS
Section 1 All financial resources will be protected under the depository account of the
SOYA in the Bank with either the President or the Treasurer and the Adviser
as the signatories (two out of three).
Section 2 The organization shall formally receive donations, pledges and other form of
grants as well as proceeds from fund raising.
ARTICLE VIII
THE PRESIDENT
Section 2 The President shall countersign any slip for withdrawal from the treasury and
liquidations dully approved by the SOYA.
Section 3 The President shall be the presiding officer of all the meeting of the YAS.
Section 4 Must be bonafide student of Caraga State University and must be a member of
the SOYA.
Section 5 However, the Vice President shall fill the vacancy thereof.
ARTICLE IX
THE VICE PRESIDENT
Section 1 The Vice President shall poses the power of the President in the absence
thereof.
Section 2 Shall assist the President in whatever functions or responsibilities assigned.
Section 3 He may be appointed as head of the committee.
Section 4 Shall have the same qualification and term of office with the president.
Section 5 Special meeting shall be conducted in electing new officer upon filling of
vacancies thereof.

AUDITOR
Section 1 There shall be SOYA Auditor.
Section 2 Shall have the same term of office and the manner of electing as the President.
Section 3 Shall have the authority to audit available funds the organization has produced
and used.

ADVISER
Section 1 There shall be at least two (2) advisers for the SOYA who are faculty member
of the College of Agriculture and Agri-Industries (CAA).
Section 2 The SOYA Advisers shall have the following duties and functions:
a. To give advises to the SOYA officers on the areas of planning,
budgeting, implementing and executing SOYA projects and
activities.
Section 3 The advisers shall be voted by members of the organization every two (2)
years. However, vacancies shall be filled upon the declaration thereof;
succession of position shall be considered.

ARTICLE XVII
AMENDMENTS OF THE CONSTITUTION
Section 1 Any bona fide member of Society Of Young Agriculturist may instigator
amendments to the constitution.
Section 2 The proposed amendments must be presented in writing to adviser through the
president for deliberation and discussion.
Section 3 The proposed amendments must be achieving two-third (2/3) votes of all the
officers before it qualifies for the presentation and approval of the general
assembly.
Section 4 No amendments of the constitution by-laws shall have anticipated within one
year subsequently the ratification.
Section 5 Approval of planned amendments shall require a two-third majority vote of
the SOYA members present during the General Assembly.
Section 6 The amendments shall take effect immediately after it has been ratified.
ARTICLE XVIII
RATIFICATION OF THE CONSTITUTION
Section 1 The Constitution of the SOYA shall be ratified during the general assembly set
aside for the purpose of and attended by at least two-third (2/3) of the entire
membership of the group.
Section 2 Ratification of this constitution shall require a two-third (2/3) majority votes
of the members present during ratification.
Section 3 The Constitution shall take instantaneously after the ratification.
