The letter disapproves a request to extend the time of completion for casting basin and immersed tunnel works. It asks for clarification on why progress was slower than expected, taking more than a month to excavate 4,000 cubic meters per day as instructed. It also requests explanation for why the durations to drag out closure joints and dredge trenches extended by 3 and 2 months respectively beyond original schedules.

Referring to your letter No.ST-PCI-0932-06 dated 11 January 2006 we give our
comments as below and disapprove the captioned extension without the clarification. 1) Even if we deemed the delay of commencement of excavation was because of the delay of relocation, we expected you could have the progress more than 4,000 m3 per day to crash the duration before 1 month complying with our instructions such as the improvement of equipment number and idleness including adequate pumping. 2) It is not clear the reason why the duration from the Dragging out to the Closure Joint extends 3 months from 3 months at the original schedule to 6 months. 3) It is not clear the reason why the duration of the Trench Dredging extends 2 months from 6 months at the original schedule to 8 months.
