Organizational Context
The overall goal of the IFRC is to inspire, encourage, facilitate, and promote
always forms of humanitarian action by National (Red Cross) Societies to
prevent and alleviate human suffering, thereby contributing to the preservation
and promotion of human dignity and peace in the world.
Our work is guided by our seven Fundamental Principles (Humanity,
Impartiality, Neutrality, Independence, Volunteerism, Unity, and Universality),
our Humanitarian Values (Integrity, Partnerships, Diversity, Leadership,
Innovation) and Strategy 2030, the IFRC network's collective action plan to
address the major humanitarian and development challenges of this decade.
Strategy 2030 (S2030) - a platform for change - defines our vision, approach,
and strategy for the period 2021-2030. S2030 is about the changes that will
enable the IFRC network to be better able to save lives and support efforts to
strengthen people's own capabilities and capacities. To this end, S2030
proposes a series of transformations to achieve these goals, challenging us all
to think beyond the status quo.
The IFRC Secretariat's Plan and Budget for 2021-2025 consists of 5 Strategic
Priorities (SPs) and 3 Enablers; it has a stronger focus at country level, while
ensuring global coherence and consistency of action. The Plan and Budget is
based on S2030 and is further informed by the Agenda for Renewal, which
articulates the role of the IFRC Secretariat in the implementation of S2030.
The IFRC Secretariat is organized into a group of support services and
technical functions and delegations with geographical management
responsibilities. The Venezuela Delegation is transitioning to a team that is
equipped to offer advice and support to the Venezuelan Red Cross (VRC)
during a period of comprehensive restructuring.
The PMER Officer will report to the Programmes and Operations Coordinator.
S/he is a member of the programmes and operations team. S/he may be
deployed to various locations, where humanitarian response operations
require. Deployments may be subject to additional terms of reference specific
to the needs of the humanitarian response operation.

Job Purpose
The Officer will review and improve planning, monitoring, evaluation and
reporting systems and processes and their efficient and effective
implementation in accordance with established policies, procedures and
processes. S/he will be responsible for strengthening and developing the
capacity and core competencies of the Venezuelan Red Cross. S/he will also
be responsible for coordinate and lead the development project proposals
expanding partnerships.

Job Duties and Responsibilities


1. Planning:

 Leading the annual planning processes and ensuring the quality


check (coherence of information, editing, formatting etc.), liaising with
technical and financial teams, to ensure that they meet required
quality standards.

 Follow-up with project and programme owners on the revision of


operational plans (narratives, M&E plans, activity tables) in line with
quarterly budgetary revisions.
 Review and provide feedback during the design of plans and logical
frameworks with a view to ensure logical coherence, SMART
indicators, and inclusion of means of verifications, targets, and
baselines.

2. Monitoring and Evaluation:

 Monitoring of projects, programmes, and plans to facilitate results-


based management, guaranteeing accountability and evidence-based
results.

 Ensure compliance with the IFRC Framework for Evaluations,


including completion of management responses, follow-up
recommendations, and support in the development of external
evaluation ToRs.

 Develop lessons learned exercises and include lessons learned from


past project evaluations into new plans for projects/programmes or
operations.

 Coordinate data collection, analysis, feedback from affected


populations, socialize tools such as the monitoring and evaluation
(M&E) plans, Gantt charts, indicator tracking tables (ITTs), baseline –
end line studies, and matrixes to monitor objectives, indicators, and
activities, as per IFRC guidelines.

3. Reporting:

 Ensure the quality control of reports for operational plans, pledges,


and emergencies. This includes revising/cross referencing financial
reports together with plans, and ensuring reports have a clear link to
the plans.

 Ensure quality control and technical feedback of programme and


project proposals with a focus on logical framework quality and
monitoring & evaluation aspects of the proposal.

 Submit finalized pledge-based reports to the Strategic Partnerships &


Resource Management (SPRM) department for their submission to
the donor.
4. Support resource mobilisation efforts by guiding the proposal and
project development process.

 Coordinate, support, assist and advise the development and drafting


of concept notes and project proposals.

 Support the Head of Delegation in the identification and development


of new funding proposals.

 Develop and maintain knowledge and understanding of the activities


and programmes of the Venezuelan Red Cross, including support
provided by the PNS, ICRC and other partners.

4. Capacity building and general support:

 Support the training of IFRC’s secretariat and National Society staff in


PMER topics with the objective of guaranteeing compliance with
IFRC’s standards and procedures, and in line with PMER training
package.

 Contribute to strengthen the PMER network of the Venezuelan Red


Cross and facilitate peer support.

 Identify and share lessons learned and promote best practices.

5. Cultivate relationships, maintain expertise, and undertake professional development

 Establish and maintain effective professional working relationships


with national and international staff in country, regional and global
offices, as well as with counterparts in national Red Cross societies,
the International Committee of the Red Cross.

 Contribute to the development of more efficient ways of running the


office, troubleshooting, reviewing, and recommending changes to
procedures, policies, and processes.

 Stay abreast of the latest developments, trends, and innovations in the field by regularly
researching and studying relevant literature and undertaking relevant trainings.

Education
Graduate degree in a relevant humanitarian or Social Sciences, studies
relating to
data management, statistics, etc (Required).

Experience
- Strong skills in designing and using PMER concepts, tools, and best
practices (required).
- 3 years of experience in report writing and editing, with attention to product
delivery in accordance with deadlines (required).
- 3 years’ experience in the project planning and implementation and results-
based project management, including M&E systems (required).
- Knowledge and skills around results-based planning (logframe) and setting
up robust
planning systems for complex programmes (required).
- Experience in the implementation and facilitation of training sessions
(required).
