Location: Railway Street, situated within Barangay Poblacion IX in Roxas City, Capiz, is
characterized by a complex blend of urban dynamics. While this street holds historical
significance, it has unfortunately garnered a reputation as a crime-prone area within the city.
Community Demographics: Since Railway Street Is located in Brgy. Poblacion IX, Poblacion
IX, is a barangay in Roxas City, in the province of Capiz. Its population as determined by the 2020
Census was 1,794. This represented 1.00% of the total population of Roxas City. The household
population of Poblacion IX in the 2015 Census was 1, 726 broken down into 403 households or
an average of 4.37 members per household. The age group with the highest population in Poblacion
IX is 15 to 19, with 200 individuals. Conversely, the age group with the lowest population is 80
and over, with 12 individuals.
Needs and Goals:
Redevelopment: Railway Street gained notoriety for its elevated incidence of criminal incidents
within the city. This reputation stems from factors such as the absence of an efficient surveillance
system, a lack of coordinated urban planning, inadequate maintenance of infrastructure, and the
existence of poorly lit alleyways. Addressing these concerns is imperative, urging the area's
transformation through redevelopment into a secure, sustainable space that authentically embodies
the essence of the neighborhood.
Functional Spaces: Creating a well-maintained and well-lit community park can serve as a central
gathering place for residents. It encourages social interactions, provides recreational opportunities,
and increases visibility, thereby deterring criminal activities. An urban plaza can host various
events, markets, and cultural activities. Pedestrian Walkways; Designing safe and well-lit
pedestrian walkways encourages foot traffic, making the area less conducive to criminal behavior.
Strategic placement of these walkways can enhance connectivity and ease of movement. Installing
effective lighting infrastructure, including streetlights, pathway lights, and well-lit gathering areas,
significantly enhances safety by reducing hidden corners and shadowy spots. Spaces for youth-
oriented activities, such as sports courts or creative spaces, offers young people positive outlets for
their energy and creativity, reducing the likelihood of engaging in risky behavior. Green Spaces,
Integrating well-maintained green spaces with landscaping and seating areas can offer a peaceful
retreat for residents, encouraging relaxation and community interaction. Community Policing

is paramount. There are ways to address accessibility concerns: Well-Planned Pathways, Inclusive
Design, Proper Lighting, Public Transportation, Mobility-Friendly Infrastructure and Safe
Crossings. By incorporating these measures, Railway Street's redevelopment can prioritize
accessibility, making the area safer, more inviting, and inclusive for all residents and visitors,
thereby mitigating crime-related challenges.

Sustainability: Redeveloping Railway Street, known for crime issues, offers a chance to
exemplify sustainability. Integration of sustainability involves introducing green spaces, energy-
