AERONAUTICAL INFORMATION PUBLICATION

I. Introduction

a. Definition

Aeronautical Information Publication, or shortly known as AIP, is a crucial

document issued by a State containing the aeronautical data and information

essential for air navigation (ICAO - Annex 15). It contains the accurate details of

regulations, procedures and other information relevant to the operation of an aircraft.

b. Role of AIP in Aviation Industry

AIP plays a pivotal role in the aviation industry as it is the source of

comprehensive and standardized aeronautical information needed by the pilots, air

traffic controllers, and other aviation professionals to perform air navigation safely

and efficiently. It is intended primarily to satisfy international requirements for the

exchange of aeronautical information.

c. Key Stakeholders in the Creation of AIP

The collaboration among stakeholders in the creation of AIP ensures the

accuracy, completeness, and consistency of aeronautical data. Key stakeholders in

the creation of AIP typically includes:

● Civil Aviation Authority of the Philippines (CAAP)

● Aeronautical Information Services

● Air Navigation Service Providers

● Meteorological Authorities

● Military Authorities

● Airlines and Aircraft Operators

● Pilots and Flight Crew

● International Civil Aviation Organization

Collaboration among these various stakeholders is essential in producing

aeronautical data and information contained in AIP in accordance with the Standards

and Recommended Practices (SARPs) of annex 15 from the convention of ICAO

and the ICAO Aeronautical Information Service Manual (ICAO - Chapter 8).

II. Aeronautical Information Publication Structure

The AIP is divided into three parts: General (GEN), En-routes (ENR), and

Aerodromes (AD), each are divided into sections containing various types of

information.

PART 1 - GENERAL (GEN)

GEN 0. Preface; Record of AIP Amendments; Record of AIP Supplements;

Checklist of AIP pages; List of hand amendments to the AIP; and the Table of

Contents to Part 1.

GEN 1. National regulations and requirements

— Designated authorities; Entry, transit and departure

of aircraft; Entry, transit and departure of passengers

and crew; Entry, transit and departure of cargo;

Aircraft instruments, equipment and flight documents;

Summary of national regulations and international

agreements/ conventions; and Differences from ICAO

Standards, Recommended Practices and Procedures.

GEN 2. Tables and codes — Measuring

system, aircraft markings, holidays; Abbreviations used in AIS publications; Chart

symbols; Location indicators; List of radio navigation aids; Conversion tables; and

Sunrise/Sunset tables.

GEN 3. Services — Aeronautical information services; Aeronautical charts; Air

traffic services; Communication services; Meteorological services; and Search and

rescue.

GEN 4. Charges for aerodromes/heliports and air navigation services —

Aerodrome/heliport charges; and Air navigation services charges.

PART 2 - EN-ROUTE (ENR)

ENR 1. General rules and procedures — General rules; Visual flight rules;

supplementary procedures; Air traffic flow management; Flight planning; Addressing

ENR 2. Air traffic services airspace — Detailed description of Flight

information regions (FIR); Upper flight information regions (UIR); Terminal control

areas (TMA); and Other regulated airspace.

ENR 3. ATS routes — Detailed description of Lower ATS routes; Upper ATS

routes; Area navigation routes; Helicopter routes; Other routes; and En-route

holding.

ENR 4. Radio navigation aids/systems — Radio navigation aids — en-route;

Special navigation systems; Namecode designators for significant points; and

Aeronautical ground lights —en-route.

ENR 5. Navigation warnings — Prohibited, restricted and danger areas;

Military exercise and training areas and air

defence identification zone (ADIZ); Other

activities of a dangerous nature and other

potential hazards; Air navigation obstacles

— en-route; Aerial sporting and recreational

activities; and Bird migration and areas with

sensitive fauna.

PART 3 - AERODROMES (AD)

AD 1. Aerodromes/Heliports — Introduction — Aerodrome/heliport availability;

Rescue and fire fighting services and Snow plan; Index to aerodromes and heliports;

and Grouping of aerodromes/heliports.

AD 2. Aerodromes — Detailed information about aerodromes, including

helicopter landing areas, if located at the aerodromes, listed under 24 subsections.

AD 3. Heliports — Detailed information about heliports (not located at

aerodromes), listed under 23 subsections.

III. Issues and Challenges of Aeronautical Information Publication

Behind the scenes of smooth take-offs and safe landings, there are also some

challenges and issues that may pose a negative impact on our skies and our aviation

professionals. Some of the common challenges associated with AIP include:

Timeliness and Updates, Data Accuracy, International Harmonization, Publication

and Distribution, Technology Integration, Emergency Updates, Security Concerns,

and more.

To address these challenges, active participation and collaboration of aviation

authorities and international organizations are needed. Improvement in data

collection, dissemination, and technology adoption can mitigate the challenges

associated with AIP, ensuring safe and efficient aviation operations.
