Abstract

This policy study aims to examine the conformance of the Municipal


Sanitation Code of Santo Tomas, Davao del Norte, Philippines. The
Health and Sanitation Code of Santo Tomas, Davao del Norte (2010) is
a comprehensive set of guidelines and regulations aimed at maintaining
the health and hygiene of the community. One of the key sections of
this code is Section 10, which deals with public markets and other
similar places. Paragraph G of this section is particularly focused on
the fish market area, which is a critical public space for the sale and
consumption of fish and other seafood products. Under this paragraph,
the local government has implemented several protocols and standards
to ensure that the fish market is clean, safe, and free from health
hazards. Some of the key guidelines outlined in paragraph G include
requirements for the proper handling, storage, and transport of fish, as
well as strict regulations on the use of chemicals and other substances
that can pose a health risk to consumers. The code also mandates
regular inspections of fish market facilities, as well as proper waste
management and sanitation practices to prevent the spread of disease.
Through these measures, the Health and Sanitation Code of Santo
Tomas, Davao del Norte (2010) is helping to ensure that residents have
access to safe, high-quality fish and seafood products, while also
safeguarding the health and well-being of the broader community. The
respondents of this study are the fish vendors in the Public Market of
Santo Tomas, Davao Del Norte. This study used quantitative research
methods. The researcher used a survey questionnaire to collect the
data.

CHAPTER I

PROBLEM AND ITS SETTING

Introduction

The Health and Sanitation Code of Santo Tomas, Davao del Norte

(2010) is a municipal sanitation code that outlines the rules and

regulations related to public health and sanitation within the

municipality. Section 10, paragraph G, specifically pertains to fish

marketing areas and aims to ensure the safety and quality of fish sold

within the municipality.

Under this section, fish marketing areas must meet specific

standards to ensure the safety and quality of the fish. These standards

include adequate lighting and ventilation, proper drainage and waste

disposal systems, clean and sanitary facilities for storing and

processing fish, proper labeling and packaging of fish products, and

compliance with all relevant health and safety regulations.

Additionally, this section specifies that fish cannot be sold in any

public market or fish market that does not meet these standards. Non-

compliance with these regulations may result in fines or other penalties.

In summary, the Health and Sanitation Code of Santo Tomas,

Davao del Norte (2010) aims to ensure the safety and quality of fish sold

within the municipality, and it sets standards for fish marketing areas

to protect the health and safety of consumers.

The code covers a wide range of topics related to food safety in

retail food establishments, including employee hygiene, equipment and

utensils, food storage and preparation, and sanitation and pest control.

The code also provides detailed guidelines for inspections and

enforcement (Associations of Food and Drug Officials, 2017).

It is well known that adherence to the sanitation code by fish

vendors is crucial to ensuring the food safety and quality of fish and

fishery products. Maintaining a sanitized facility creates a safe

environment for producing food products for the public. Proper facility

maintenance results in better-quality products and reduces the risk of

contamination.

The researcher aimed to raise awareness among fish handlers

and customers about the consequences of mishandling fish and

exposing it to contaminated areas. Consuming toxic fish meat, resulting

from mishandling, can lead to symptoms such as vomiting, diarrhea,

abdominal cramps, headaches, fatigue, and fainting within 1 to 24

hours. These serious side effects can be life-threatening if not treated

promptly. The researcher aims to emphasize the importance of proper

handling and processing to prevent such incidents.

This research recommends identifying proper disposal methods

for fish waste and exploring fish waste recycling options. It also

suggests capacity development and training for fish operators and staff,

focusing on adhering to the sanitation code and maintaining discipline

throughout the process of fish production, from the beginning to the

fish markets. This includes considering both profit and safety aspects

for the traders and the consumers. The fishing industry must ensure

that its fish handling, processing, and transportation facilities meet the

required standards.

Adequate training for both industry and control authority staff

should be provided by support institutions, and channels for consumer

feedback should be established. Ensuring high standards for quality

and safety improves economic performance by reducing losses caused

by customer illness, business losses, and product deterioration.

Statement of the Problem

The municipal sanitation code, known as "The Health and

Sanitation Code of Santo Tomas, Davao del Norte 2010," focuses on

Section 10, Paragraph G, which pertains to fish marketing areas. This

section mandates that vendors in the public market area must comply

with the policy.

The purpose of this study is to determine whether the owners of

fish market areas in the public market of Santo Tomas, Davao del Norte

have conformed to the Sanitation Code. Specifically, the study aims to

address the following problems:

1. What is the demographic profile of fish vendors in the Municipality

of Santo Tomas in terms of:

2. What is the level of conformance to the sanitation code among fish

3. Is there a significant difference between the Municipal Sanitation

Code in the Municipality of Santo Tomas and the demographic profile

of the respondents?

Objectives of the Study

The objective of the study is to determine whether the fish

vendors' handling, selling practices and distribution of fish, as well as

their level of awareness regarding conforming to the Municipal

Sanitation Code of Santo Tomas, Davao Del Norte.

Methodology of the Study

This study utilizes quantitative research, which involves data,

reasoning, and an impartial viewpoint. Unlike divergent reasoning,

quantitative research emphasizes detailed convergent reasoning, often

utilizing structured research tools to gather data. The study employs

larger sample sizes that are representative of the population to obtain

results. Due to its high reliability, the research study can be replicated

or reproduced. The researcher aims to find unbiased solutions to a

specific research question, and careful planning is done before data

collection. Data in this study consists of numbers and statistics, often

presented in tables, charts, and other non-textual formats.

Likert-scale will also be used in this study, which is a commonly used

survey question format to measure respondents' attitudes, feelings, or

opinions on a particular topic. Likert-scale questions typically ask

respondents to rate their level of agreement or disagreement with a

statement by selecting a response option along a scale, typically ranging

from "strongly agree" to "strongly disagree." (Carifio, J. & Perla, R.,

2007).

Scope and Limitations

This study specifically focuses on the fish section within the

Public Market of the Municipality of Santo Tomas, Davao del Norte. The

research respondents are limited to the fish vendors operating in that

area.

Significance of the Study

The significance of this study lies in understanding the

awareness and conformity of fish vendors to the sanitation code. By

conducting this study, the respondents will gain insights into the

consequences of not adhering to the rules and the potential impact on

local consumers. The findings will provide the respondents with

knowledge about proper sanitation practices to prevent fish

contamination.

The outcomes of this study are relevant to the following

stakeholders:

Fish Vendors. The study holds significance for fish vendors as it

provides insights into the importance of proper fish vending and

production processes. It also helps vendors in formulating strategies to

attract consumers' attention.

Researchers. This study will enable researchers to address

unknown issues, gather evidence to support theories and contribute to

the advancement of knowledge in data analysis.

Local Government Unit. The study will assist the Municipality

in strengthening the sanitation code based on the findings and

recommendations.

CHAPTER II

THEORETICAL AND CONCEPTUAL FRAMEWORKS

Theoretical Framework

The Health and Sanitation Code of Santo Tomas, Davao del

Norte 2010 serves as a regulatory framework aimed at safeguarding

public health and promoting sanitation in the municipality of Santo

Tomas. This code sets forth a comprehensive set of standards and

guidelines for implementing sanitation and hygiene practices across

various settings, including residential, commercial, and industrial

areas. Its overarching objective is to enhance the quality of life for the

community.

Section 10, Paragraph G of the code specifically focuses on fish

marketing areas within the municipality. This provision underscores

the significance of maintaining a safe and sanitary environment in these

areas due to the inherent risks of contamination and the potential for

disease transmission associated with the sale and handling of fish.

To achieve this objective, the code outlines specific requirements

for fish marketing areas. These requirements encompass the provision

of appropriate facilities for fish storage, handling, and sale, as well as

measures to prevent contamination and the spread of diseases.

Examples of such measures include regular inspections of fish storage

facilities, routine cleaning and disinfection of equipment and premises,

proper ventilation and lighting, and the utilization of adequate personal

protective equipment by workers involved in fish handling.

The framework outlined by Section 10, Paragraph G of the Health

and Sanitation Code of Santo Tomas, Davao del Norte 2010 is grounded

in principles of public health and sanitation. By providing clear

guidelines for the management of fish marketing areas, the code plays

a crucial role in promoting safe and sustainable practices that

safeguard the health and well-being of individuals within the

municipality.

A conceptual framework is important in conducting study

research because it helps to identify and define the research problem

or topic, guides the selection of data collection methods and analysis

techniques, provides a theoretical basis for the research, and helps to

organize and structure the research study.

In this case, the input is the profile of the respondents, which

includes their age, sex, and marital status. This information might be

important for the analysis or interpretation of the results. The process

involves conducting a survey, which will likely include asking

respondents questions or gathering their opinions on a particular

subject related to the municipal ordinance and its conformance to the

code. This could refer to how well respondents adhere to existing

municipal ordinances or how well their opinions align with current

policies.

The outcome is the enhancement of the municipal ordinance,

which could be based on the feedback gathered through the survey. The

improvement will be informed by the new information generated by the

survey.

CHAPTER III

UNIT OF ANALYSIS

Locale

The study will be conducted in the Public Market of Barangay

Tibal-og, Santo Tomas, Davao Del Norte. The respondents of the study

consist of 40 stallholders. The respondents are the vendors and will be

interviewed in a comfortable location chosen by each respondent. These

respondents will be interviewed using a questionnaire provided by the

researchers. The study will take place in the second semester of the

academic year 2022-2023.

Current Situation

The Public Market of Santo Tomas, Davao del Norte has

implemented the municipal sanitation code known as "The Health and

Sanitation Code of Santo Tomas, Davao del Norte 2010." Specifically,

section 10 paragraph G focuses on fish marketing areas. Members of

the community are required to comply with the implemented policy of

the municipality. The municipality should explore new strategies to

enhance the policy and prevent unsanitary food processing.

CHAPTER IV

RESULTS AND DISCUSSION

The results and discussion of this study consist of two parts: the

demographic profile of the respondents and the outcomes derived from

the collected data obtained through survey questionnaires.

The demographic profile provides information about the

respondents, including their age, sex, and other relevant

characteristics.

The computed data obtained from the survey questionnaires are

presented and discussed in tables and figures, which illustrate the

findings of the survey conducted among the fish vendors in the Public

Market of Santo Tomas, Davao del Norte. Each table corresponds to a

specific aspect of the survey results, allowing for a clear representation

of the findings.

Table 1 presents the demographic profile of the respondents

categorized by their age. The majority of respondents fall within the age

range of 31 to 40, comprising 38% of the total sample. Additionally,

there was one respondent who was 60 years old, representing 3% of the

sample. These findings indicate that the gathered information from the

respondents can be considered valid responses based on their

experiences and personal opinions.

Table 2 displays the demographic profile of the survey

respondents categorized by gender. The findings reveal that out of the

total respondents, 13 individuals identified as male, while 27

individuals identified as female. Consequently, it can be observed that

the majority of the respondents are female.

Table 3 depicts the marital status of the respondents, providing

insights into the vendors in the Municipality of Santo Tomas. The

findings indicate that the majority, accounting for 60% of the

respondents, are married, with a frequency of 24. On the other hand,

40% of the respondents are single, with a frequency of 16.

Table 4 presents the computed data obtained from the

respondents regarding the level of awareness. The data consists of

fifteen questions, with nine questions receiving a "very high" rate and

six questions receiving a "high" rate. The awareness indicator has a

mean of 4.30 and a standard deviation of 0.89, which indicates that the

respondents are highly aware and knowledgeable about sanitary

processing practices.

Based on these findings, the instrument used in the study

included indicators of awareness to assess compliance with the

sanitation code of Santo Tomas, Davao Del Norte. Furthermore, the

study aimed to identify any significant differences based on the

respondent's age, sex, and marital status. To provide a comprehensive

presentation of the study findings, the indicators are tabulated

separately.

To facilitate a comprehensive discussion of the results, the mean

and standard deviation are also provided. Table 4 specifically presents

the tabulated results related to awareness, revealing an overall high

rate. This suggests that the respondents possess a high level of

awareness.

Synthesis and Support

According to the computed and tabulated data, it is evident that

the majority of vendors in the public market of Santo Tomas possess a

high level of awareness and knowledge regarding sanitary processing

and proper selling of fish. However, it is worth noting that there may

still be a minority of vendors who are unaware of these areas.

Overall, the findings indicate that the fish vendors in the public

market of Santo Tomas are highly responsive and committed to

conforming to the sanitation code. They prioritize the safety of

consumers and actively contribute to strengthening the implementation

of the Municipal Sanitation code. This reflects their dedication to

maintaining high standards of sanitation and ensuring the well-being

of their customers.

CHAPTER V

CONCLUSION AND RECOMMENDATION

Conclusion

The objective of the policy study titled "Policy Study on the

Conformance to the Municipal Sanitation Code of the Municipality of

Santo Tomas, Davao Del Norte" is to assess the level of awareness and

conformity of fish vendors to the Municipal Sanitation Code.

Based on the findings, it is determined that the majority of fish

vendors are fully aware of sanitary processing and conform to the

Municipal Sanitation Code. However, it is also evident that some

vendors lack awareness and do not fully conform to the code.

For instance, in item number 5, which pertains to the

requirement of selling only fresh fish, the rating is 4.15, indicating a

high level of compliance. To achieve a "very high" rating, vendors should

avoid purchasing excessive amounts of fish and instead estimate their

needs more accurately.

In item number 6, which assesses the vendors' knowledge of

handling frozen fish, the rating is 4.05, indicating a high level of

compliance. To attain a "very high" rating, vendors should strive to

acquire more knowledge on proper freezing techniques for fish.

In item number 7, which concerns the understanding of the

negative health effects of dynamite fishing, the rating is 4.15, indicating

a high level of compliance. To achieve a "very high" rating, vendors

should ensure that the fish they purchase is safe and free from any

contamination caused by dynamite fishing.

Recommendation

Based on the findings of this policy study, the researchers

recommend the following actions for fish vendors to ensure the daily

sale of fresh fish:

1. Purchase estimated fish quantities that can be sold within a day

to maintain freshness and avoid excessive stock.

2. Give preference to purchasing fish from reputable sources that

guarantee the freshness of their products.

3. Advocate for responsible fishing practices that prioritize the

health and well-being of consumers, such as supporting

sustainable fishing methods and avoiding harmful practices like

dynamite fishing.

4. Enhance the knowledge of fish vendors regarding consumer

health, including proper handling, storage, and hygiene practices

related to fish.

5. Encourage the residents of the public market, as members of the

community, to cooperate and support the local government in

strengthening the implementation of the sanitation code. This

can include following proper waste disposal practices, promoting

cleanliness, and actively participating in hygiene and sanitation

initiatives.

Furthermore, the findings of this study can be utilized to develop

hygiene promotion campaigns and provide training to individuals

working in sectors that are susceptible to diseases, ensuring they have

the necessary knowledge and skills to maintain hygienic practices.

Lastly, the researchers suggest conducting further studies on other

wet products to safeguard consumer welfare and expand the

understanding of sanitation practices in various sectors. This will

contribute to broader efforts in ensuring the safety and well-being of

consumers with different products.
