NSTP 101 (CWTS)

COURSE DESCRIPTION:
A program designed as a service component of the NSTP contributory to the general welfare and
development of the community members particularly in terms of health education, safety, livelihood,
recreation, environmental protection and the moral of the citizenry. The teaching learning activities is
focused in the development of the students to become assets of the community, society and to the nation
as a whole. Thus, making them aware of their responsibilities as individuals and integrate values
education, transformational leadership and sustainable social mobilization for youth and family
development, community building, national security, and global solidarity.

COURSE OBJECTIVE:
1. Explain the National Service Training Program, its goals and objective, and its
importance to the students in nation building,
2. Integrate values education and transformational leadership,
3. Discuss the various social problems and express responsibilities as individuals towards
mankind and the environment.

LESSON 1

Section 4, Article II, 1998 Constitution

 The prime duty of the Government is to Serve and protect the people.
 The Government may call upon the people to defend the Senate.
 In fulfillment thereof, all citizens may be required, under conditions provided by law, to render
personal, military or civic service.

Section 2, Commonwealth Act No. 1


 The preservation of the state is the obligation of every citizen.

 To provide the base for the expansion of the Armed Forces of the Philippines in the event of war,
invasion or rebellion; to assist in relief and rescue during disaster or calamities; to assist in socio-
economic development; and to assist in the operation and maintenance of essential government or
private utilities in the furtherance of the overall mission.

LESSON 2

Philippine National Security Situation

External Threats:

 Territorial Aggressions – West Philippine Sea, Spratlys Islands, Sabah


 Global Terrorism – violent acts which are intended to create fear and is driven by religious,
political or ideological goal that targets civilians and are committed by non-government agencies.
 Transnational Crimes – crimes that have actual or potential affect across national borders and
are infra-state which offends fundamental values of the international community (e.g. Human
Trafficking, Organ trafficking, cybercrime, piracy, smuggling, money laundering, gun smuggling,
and drug trafficking.)

Internal Threats:

 Insurgency
 Rape
 Drug-rape
 Robbery or Theft
 Murder
 Illegal Gambling

R.A. No 9163 or the National Service Training Program (NSTP) Act of 2001
 Aims to enhance civic consciousness and defense preparedness in youth by developing the ethics
of service and patriotism while undergoing training in any of its three-program components
namely: a.) Reserved Office Training Corps (ROTC), b.) Literacy Training Service (LTS)
and c.) Civic Welfare Training Service (CWTS).
 LTS – is designed to train students to become teachers of literacy and numeracy skills to school
children, out of school youth and other segments of society in ne
 ed of their service.
 CWTS – is designed to promote contributory activities to the general welfare and the battlement
of life for the members of the community or the enhancement of its facilities, especially those
devoted to improving health, education, environment, entrepreneurship, safety, recreation and
morals of the citizenry and other social welfare services.
 Male and Female – freshmen students enrolled in any baccalaureate degree and in at least 2
years of tech-voc or associate courses are required to complete one NSTP component of their
choice as a graduation requirement.
 Three units are credited per semester for 54 to 90 training hourse per semester.
 CWTS and LTS can be taken at CDU.
 ROTC can be taken by cross enrolling with Cebu Technological University.
