RESOLUTION REPROGRAMMING THE AMOUNT OF PH ______FOR CY- 2021 AND PH________FOR CY-
2022 UNDER THE PERSONAL SERVICES AND REPROGRAM THE TOTAL AMOUNT OF PH____INTO
GRANT OF SERVICE RECOGNITION INCENTIVES FOR FY 2023 TO QUALIFIED BLGU EMPLOYEES PER
ADMINISTRATIVE ORDER NO.01 –OFFICE OF THE PRESIDENT, DATED DECEMBER 16,2022 AND DBM
BUDGET CIRCULAR NO. 2022; DATED DECEMBER 20, 2022.

WHEREAS, the Office of the President issued Administrative Order No.1, dated December 16, 2022 an
order Authorizing the Grant of service Recognition Incentive to Government Employees for FY 2023.

WHEREAS, Section 6 of Administrative Order No. 01 provides: the grant of the one –time SRI to
Employees in LGU’s, including those in the Barangays, shall be determined by their respective
Sangguniang depending on the LGU’s financial capability, subject to the PS limitation in LGU budgets
under RA No. 7160 or the “Local Government Code of 1991”, and condition set forth in Section 2 hereof,
at a uniform rate not exceeding Twenty thousand Pesos (P20,000.00), chargeable against their
respective FY-2021 AND FY-2022 local Government funds. Should the identified funding source prove
insufficient to cover the full amount of the SRI, a lower but ujniform amount shall be paid to all qualified
employees of the LGU;

WHEREAS, the Barangay Treasurer issued a certification that a total amount pf PH______ from
appropriations under the Personal services of the annual Budget FY 2021 and FY 2022 are unutilized and
available and maybe reprogrammed for other PPAs, (Said certification is hereto attached forming an
integral part of this resolution).

NOW THEREFORE, after due deliberation and upon motion of Kag. Esterlita N. Panuncial, duly seconded
by Kag. Marilou D. Namit

RESOLVED AS IT IS HEREBY RESOLVED, to reprogram the amount of PH______from Appropriation under

the Personal services of different Offices into Grant of Service Recognition Incentive for FY 2023 to
qualified BLGU employees per Administrative Order No,01- Office of the President, dated December
20,2022.

RESOLVED FURTHER, to forward copy of this resolution to the Sangguniang Bayan for information,
review and approval.

Unanimously approved by all Sangguniang Barangay Members present.

AN ORDINANCE APPROPRIATING AN AMOUNT OF ______(PH ) FOR GRANT OF SERVICE

RECOGNITION INCENTIVE FOR FY 2023 TO QUALIFIED BLGU EMPLOYEES PER ADMINISTRATIVE ORDER
NO.2022 -4, DATED DECEMBER 20, 2022.

WHEREAS, the Office of the President issued Administrative Order No.01, dated December 16, 2022 an
Order Authorizing the Grant of service Recognition Incentive to Government Employees for FY 2023.

WHEREAS, AO Order No.01, recognizes all Government employees for their collective and invaluable
contribution to the Government’s continuing efforts to ensure responsive delivery of services to the
public, especially in the midst of the continuing public health emergency due to Covid-19 pandemic and
other socio-economic challenges;

NOW THEREFORE, after due deliberation and upon motion of Kag. Jumar P. Torres unanimously
seconded;

BE IT ORDAINED, AS IT IS HEREBY ORDAINED by the Sangguniang session duly assembled for the
proposed to enact:

SUPPLEMENTAL ORDINANCE NO.___S-2023

Section 1. Title. This Ordinance shall be known as “ AN ORDINANCE APPROPRIATING AN AMOUNT OF

____ (PH ) FOR GRANT OF SERVICE RECOGNATION INCENTIVE FOR FY 2023 TO QUALIFIED BLGU
EMPLOYEES PER ADMINISTRATIVE ORDER NO. 01- OFFICE OF THE PRESIDENT , DATED DECEMBER 16,
2022 AND DBM BUDGET CIRCULAR NO. 2022-4, DATED DECEMBER 20,2022”

Section 2. Object of expenditures. The total amount of Ph____ is hereby allocated for the Grant of
Service Recognition Incentive for FY 2023 to qualified BLGU Employees at an adjusted uniform lower
rate of Ph _______, per administrative Order No.01- Office of the President, dated December 16, 2022
and DBM Budget Circular No. 2022 -4, dated December 20,2022

Section 3. Source of Funds. The funding allocation of PH_____ for the grant of SRI FY 2023 is sourced
out from unutilized Personal Services FY 2021 and FY 2022, as certified by the Barangay Treasurer and
the corresponding reprogramming of the certified unutilized PS into Grant of SRI FY 2023 was approved
by the Sanggunian per Barangay Res.No__series 2023, the following provision of AO/Budget Circular
were properly observed to wit:

Section 6 of Administrative No.01 provides; the grant of the one-time SRI to Employees in
LGU’s, including those in the Barangays, shall be determined by their respective Sanggunians depending

exceeding Twenty Thousand pesos (20,000.00), Chargeable against their respective FY 2021 and FY 2022

Section 8.0 of DBM Budget Circular No.2022-4 dated December 20,2022 provides the grant of
the one –time SRI to employees in LGU’s financial capability, at a uniform rate not exceeding Twenty
Thousand pesos (20,000.00), each, subject to the following conditions;

The SRI be charge against their respective local Government funds, subject to the PS limitation in LGU
budgets pursuant to Section 325(a) and 331 (b) of RA No.7160 or the Local Government Code of 1991;
Section 4. Authority to release SRI. The Barangay Treasurer is hereby authorized to release the Service
Recognition incentives and disburse such amount as herein appropriated,subject to usual audit and
accounting rules and regulations.

Section 5. EFFECTIVITY. This ordinance shall take effect immediately upon its approval.
