1.0 OBJECTIVE

This procedure it to provide a documented guidelines for the first aid treatment,

2.0 SCOPE

This procedure outlines the process departmental workplaces must follow to ensure
compliance with the Occupational Safety and Health and Factory and Machinery Act.

3.0 DEFINITION

3.1 Injury & ill health adverse effect on the physical, mental or cognitive condition of a
personcombination of the likelihood of occurrence of a work-related
hazardous event(s) or exposure(s) and the severity of injury and ill
health that can be caused by the event(s) or exposure(s).

3.2 OH&S risk circumstance or set of circumstances that can lead to improvement of
OH&S performance.

3.3 OH&S opportunity process of evaluating the OH&S risk(s) arising from hazard(s), taking
into account the adequacy of any existing controls.

3.4 Risk assessment Measures/actions used to control risks.

3.5 Risk control Occurrenve arising out of, or in the course of, work that could or does
Incident result in injury and/or ill health.

An incident where injury and/or ill health occurs is sometimes


referred to as an “accident”.

An incident where no injury and/or ill health occurs, but has the
potential to do so, may be referred to as a “near-miss”, “near-hit” or
close call”.

3.6 Risk assessment A systematic process of evaluating the potential risks that
may be involved in a projected activity or undertaking.

3.7 First aider The immediate care given to someone who is ill or injured
until more advanced care is provided or the person
recovers. First aider provision also encompasses the
identification and management of trained first aider,
resources and equipment.

3.8 First aid controls Training Resources and protocols implemented to address first
aid risks in the workplace.

3.9 First aid officer An employee who holds a current, recognised first aid
qualification as described in First aid officers: Selecting
and training the correct number for your workplace and is
responsible for monitoring and maintaining first aid
facilities at the workplace, administering first aid and
monitoring and reporting OSH risks and incidents.

3.10 First aid register A standardised format for recording first aid rendered at a
workplace

3.11 First aid requirements i-the number, location and contents of first aid kits and
other equipment
ii-the type of first aid facilities needed
iii-first aid procedures
iv-the number of trained first aider.

3.12 Hazard An object or situation that has the potential to harm a


person, the environment or cause damage to property.
Hazards at work may include: noisy machinery, a moving
vehicle, chemicals, electricity, working at heights, a
repetitive job and violence at the workplace.

3.13 Protocol Processes or arrangements that are established locally.

3.14 Reasonable care The degree of caution and concern for the safety of
himself/herself and others an ordinarily prudent and
rational person would use in the circumstances.

3.15 Risk management Risk management is a proactive process that helps


you identify risks, identify control measures and
implement continuous improvement. This process
includes:

i. identify hazards – find out what could cause harm

ii. assess risks if necessary – understand the nature of


the harm that could be caused by the hazard, how
serious the harm could be and the likelihood of it
happening

iii. control risks – implement the most effective control


measure that is reasonably practicable in the
circumstances

iv. review control measures to ensure they are working


as planned.

3.16 Standard precautions for


infection control
Work practices that assume all blood and body fluids are
potentially infectious. Standard precautions are to be
used as a first-line approach to preventing infection
and are to be adopted for contact with all blood and body
fluids. Standard precautionsinclude: good hygiene
practices (hand washing), use of personal protective
equipment (e.g. disposable gloves), appropriate handling
and disposal of sharps and other infectious waste,
appropriate cleaning and disinfection of contaminated
items

4.0 RESPONSIBILITY

4.1 The First aid box shall be kept by Requested Department and shall be easyly
traceable.

4.2 The First aid replenish shall be request to FMA by using First Aid Replenish
Forms (Appendix C) if the item is inadequate. The requestion must be send every
5th each months.

4.3 List of the first ai box shall accordingly to follow Factory and Machinery Act
FOURTH SCHEDULE (Regulation 38 (2) (i)) for (refer to Appendix D)

4.4 First aider Incharge/PIC/HOD shall check preiodicalky (Once Per months by the
department) the availibality of the items dan request if any are required by using
First Aid Box – Contents, Inventory And Checklist ( Appendix A).

5.0 TRAIINING

5.1 First Aider training shall be given to selected employee of each department that
required.

5.2 Maintain required first aider certification First aider required a level of
training/certification achieved, it can also include Basic Life Support (BLS).

6.0 ALL EMPLOYEES

6.1 Take reasonable care for the health and safety of themselves and other persons
at the workplace.

6.2 Until medical assistance is available or the person recovers, unless doing so
places the first aider personal safety at risk.

6.3 Identify, report and control hazards and risks in the workplace relevant to their
level of ability and authority

7.0 FOLLOW WORKPLACE FIRST AID PROTOCOL.

7.1 Follow standard precautions for infection control when providing first aid.

7.2 Advise the HOD ,manager or Supervisor when unable to fulfil the role of first aider
to ensure adequate coverage can be arranged.

7.3 Take reasonable care of own safety and that of others when performing first aid.

7.4 Record first aid treatment within the first aid register by using First Aid Material
Use Log (Appendix B).

7.5 Maintain confidentiality of personal information gathered while treating an injured


or ill person and only record information critical to provision of first aid.

7.5 Ensure first aid facilities, kits, contents and other equipment are complete, in-date,
in working order and ready for use.

8.0 HOD, MANAGERS AND SUPERVISOR

8.1 Implement the requirements of the department’s OSH Management System and

associated policies and procedures. Maintain awareness of all workplace
operations, associated hazards and risks.

8.2 Implement systems and processes for the identification, assessment and effective
management of workplace hazards and associated risks including the completion
of first aid risk assessments to identify first aid requirements.

8.3 Provide the necessary resources to ensure the effective implementation of the first
aid requirements.

8.4 Provide relevant safety and health information, instruction, supervision and training
to enable the conduct of safe work and maintenance of safe work environments.

8.5 Maintain records related to the identification, assessment and control of hazards
and risks.

9.0 HAZARD IDENTIFICATION PROCESS

9.1 The manager, HOD or supervisor must identify hazards present in the workplace
(and those likely to be encountered during workplace activities) through:

9.2 Consultation and feedback from staff regarding possible hazards


i. review of the workplace hazard assessment(HIRARC)
ii. past first aid records
iii. known medical conditions
iv. other sources of information such as health and safety incident data.

9.3 When identifying hazards, consider (If Necessary):


i. school/workplace size and layout
ii. number of staff and students
iii. employees/students requiring emergency medication
iv. location of nearest medical facility/major hospital (distance, travel time, contact
details)
v. approximate ambulance response teams
vi. numbers and types of first aid incidents occurring in last 12 months
vii. specific hazards that require emergency treatment – chemicals, Physical,
electricity,
viii. machinery, school pool
ix. curriculum activities
x. other relevant information.

10.0 ASSESSMENT OF THE FIRST AID RISK

10.1 Using the hazards information identified, and the First aid risk assessment
template the HOD/manager/Supervisor is to assess the risk of workplace
injury/illness requiring first aid by:

i. assessing the type, severity and likelihood of injuries and illness from identified
hazards and the level of risk determined

ii. assessing the risk associated with each hazardwith consideration to other
information collected.

iii. Based on the risk assessment, determine the first aid controls and retain a copy of
the completed First aid risk assessment template.

11.0 DETERMINE FIRST AID CONTROL

11.1 Where hazards cannot be eliminated, controls to address risks must be identified
and implemented. These controls must consider:

i. the number of first aider and the level of training required

ii. the number, type, contents and location of first aid kits. Guidance is provided
within the First aid kits and facilities information sheet.

iii. other first aid equipment and facilities needed. Consider first aid rooms and room
contents, automated external defibrillator (AED) and any maintenance required.
Guidance on AEDs is provided in the Automated external defibrillators (AEDs)
information sheet.specific protocols and processes that meet the specific
requirements of the workplace.

iv. A range of resources to support the implementation of first aid controls can be
found in this SOP. These include templates for displaying First aid location (Refer
Appendix E-First Aid Kit Signage) through to advice on Providing first aid safely.

11.2 Implement first aid controls and Implement identified controls.The HOD, manager,
or supervisor must:

i. ensure the appropriate number of first aider are available on site (as per the risk
assessment if necessary)

ii. ensure first aider hold appropriate and current qualifications

iii. ensure records of training are kept.

11.3 The HOD, manager, or supervisor must ensure employees are aware of how first
aid is managed in the workplace. This includes but is not limited to the information
provided in the following information sheets:

i. Calling an ambulance

ii. Managing head injuries.

11.4 Record all first aid rendered

i. The first aider must maintain a workplace register of any first aid rendered.

11.5 Guidance is provided in the Recording first aid information sheet.

Management of first aid resources

i- The HOD,manager/supervisor must implement a schedule to monitor the contents


of the first aid kit and other first aid resources to ensure they are adequately
stocked, in date and are in good working order (as appropriate).

11.6 Review and improve

The HOD/manager/principal must implement a process of continual improvement by:

i. scheduling and conducting a First aid review at least annually reviewing the
types of first aid administered and identifying any preventative measures that
could be implemented at regular intervals such as at OSH committee meetings

ii. implementing recommendations for improvement.
