A fraction can be written as percent. Percent means “per hundred.”
A percent is a ratio of a number to 100. The symbol for percent is %.

13-5 Relate Percents to Decimals
You can use the meaning of percent to rename a
percent as a decimal or a decimal as a percent. % means per hundred.

To rename a percent as a decimal: 45% red


Rename the percent as a fraction 5% blue
with a denominator of 100.
