HISTORICAL BACKGROUND

The Regional Mobile Force Battalion traces its humble beginnings from the
merger of two distinct units in Metro Manila, one from the Philippine Constabulary and
the other from the Integrated National Police sometime in 1991, immediately following
the creation of the Philippine National Police as embodied in Philippine Constitution and
subsequently the passage of Republic Act 6975 otherwise known as the PNP Law.
Under the Capital Command (CAPCOM) Field Force, the 15th Regional Special Action
Force (RSAF) was originally known as the Reaction Strike Force of the
Metropolitan Command (METROCOM) Philippine Constabulary. It was activated
in 1972 and then reactivated and renamed in 1986 after February EDSA Revolution. It
was later renamed Metropolitan Field Force (MFF) sometime in 1988. In 1992,
CAPCOM was divided into two commands, the North and South CAPCOM.
It resulted to the division of the CAPCOM Field Force into the South
CAPCOM Regional SWAT stationed at Camp Ricardo R. Papa, Bicutan, Taguig and
North CAPCOM at Camp Maj. Gen. Tomas B. Karingal, Quezon City, respectively. The
South CAPCOM Field Force and the North CAPCOM, Regional SWAT with its base at
Camp Maj. Gen. Tomas B. Karingal, Quezon City were merged on May 1,1993 and
subsequently formed into one Regional Mobile Force. It was then relocated to Camp
Ricardo R. Papa, now Camp Bagong Diwa and later renamed as Regional
Mobile Group (RMG) in 1997. On May 13, 2002, RMG was renamed as Regional
Special Action Unit (`RSAU) pursuant to NCRPO General Order 229 effective May 01,
2002. On April 28, 2010, RSAU was renamed Regional Public Safety Management
Battalion (RPSMB) and later to Regional Public Safety Battalion (RPSB) pursuant to
NAPOLCOM NHQ-PNP Circular No 2009-020. Regional Public Safety Battalion
serves as the main maneuver unit of the National Capital Region Police Office
(NCRPO) for the conduct of tactical operation particularly in the aspect of Anti-
Criminality, Internal Security Operation, Anti-Terrorism, Civil Disturbance and other
related police operations.
On December 5, 2017, RPSB was renamed Regional Mobile Force Battalion (RMFB)
pursuant to NCRPO Implan to PNP Memorandum Circular No. 2017-063 with subject:
“Restructuring and Strengthening of the PNP Mobile Forces”. Vision By 2020, RMFB
will be motivated, highly competent, well equipped, Tactical maneuver force, ready
to respond 24/7 against any forms of threat and provide public safety services in
support to local police units to make Metro Manila a safer place to live, work and do
business. Mission To support NCRPO in the conduct of Internal Security Operation,
Counterterrorism, Civil Disturbance, Public Safety, Prevention of Crimes, respond to
crisis situation and conduct of rescue and relief operations anywhere in Metro Manila.
DESCRIPTION OF UNIT
The Regional Mobile Force Battalion, NCRPO is the main maneuvering unit in the
Metropolis in the fight against all forms of criminality and terrorism in the region
supporting all the operations and deployments of NCRPO and its five (5) Police Districts
(NEMSQ) in maintaining the peace and order, delivering base police services and quick
response against form of threat as well as the conduct of rescue and relief operations
anywhere in Metro manila and nearby regions.
RMFB, NCRPO has a total number of 1461 personnel broken down into 49
Police Commissioned Offices (PCOs) and 1412 Police non-commissioned officers
(PNCOs), of which 275 are females and 1186 are males. Further, it has seven Public
Safety Companies and two Rapid Deployment Companies. 1 st MFC located at Brgy.
Poblacion, Muntinlupa City in the south; 2nd Company based at San Isidro, Concepcion
Uno, Marikina City in the south; 3rd Company based at Ph10 B package 5 lot 65 Langit
Road Bagong Silang Caloocan City; 4th Company base at Shelterville, Brgy.171,
Caloocan City; 5th Company base at La Mesa Dam Eco Park, Brgy. Greater Lagro,
Quezon City; 6th, 7th, 8th and 9th Companies co-located at Camp Bagong Diwa.
Despite persistent threats from terrorist groups and criminal groups in NCR,
peace and order situation within the area of responsibility remain stable as evidence by
decreasing number of index crimes while internal security situation is notably dissipating
attributed to the relentless legal and tactical offensives as well as the unclosing conduct
of Intelligence Division Joint Operations with AFP counterparts, high risk intelligence
operations and consistent efforts in the implementation of best practices and strategic
crime interventions in cooperation with other police units and community itself.
Fights against the CTGs has gained ground after the arrest of several CPP-NPA-
NDF personalities in Metro Manila such as Head, Secretary, Deputy Secretary, Leaders
and Recruiters who are top leaders of Metro Manila Regional Pantry Committee
(MMRPC) on December 9 and 10, 2021, respectively, wherein RMFB, NCRPO SWAT
Teams as the lead tactical unit during the said operations.
In addition, RMFB, NCRPO has been continuously conducting counter white
area operations particularly on labor sector in industrial companies deeply infiltrated by
the Communist Terrorist Group (CTG’s) Personalities of coopted and redirected due to
conduct of negotiation efforts and constant face to face dialogues.
For the first time ever in NCRPO, cooptation of while are personalities and
members of CTGs took place spearheaded by his Battalion with the active support of
AFP counterparts. Such undertaking paved the way in the series of other similar
activities that followed. Now strengthen the relationships between the government and
communist-influenced barangays and industries.
On its Public Safety Functions, RMFB NCRPO has conducted several trainings,
seminars and drills and even purchased some mission essential equipment to enhance
the preparedness and capabilities of its personnel considering the level of disaster risk
in the National Capital Region. The West Valley Fault Line that lies within the Metro that
continues to pose the threat of “Big One” and flood prone areas that are expected to
engulf these long lying communities during rainy seasons and heavy storms. The
numerous projects and activities of this battalion have contributed to the service of
successful search and rescue operations even outside the region such as the Taal
Volcano Eruption in 2020 wherein RMFB, NCRPO was the first PNP unit outside
CALABARZON to respond by sending SAR personnel and mobility assets for the
evacuation of affected victims. In 2013, this Battalion also responded to a very
disastrous Typhoon Yolanda wherein two companies of SAR Personnel were sent to
Tacloban City for rescue and relief operations effort as well as restore the peace and
order situation in the area.
Metro Manila has been consistently considered a top target of terrorist groups as
it is the capital of commerce and location of the seat of the government companied to
other regions, NCR has always been a venue of major local and international events to
include the incessant rallies from militant groups that appeared to be a regularly
provides public safety operations during these events.
RMFB, NCRPO also provides support to law enforcement operations. With its
highly and tactically competent personnel and through its strengthened coordination
with other law enforcement agencies and local police unit, numerous joint operations on
service of Warrant of arrest and implementation of Search Warrant were successfully
conducted against High Value Targets and other wanted persons. Operations against
violations of anti-illegal drugs, anti-illegal gambling campaigns and other special laws
were likewise widely conducted that yielded positive results as well.
With the Public Safety and Rapid Deployment Companies of the Battalions that
reflect a capable, effective and credible police force in the delivery of public service and
security to the community, we will embark in the realization of our vision in attaining a
safer place to live, work and do business.
