PURPOSE
This Specification defines requirements for the design, fabrication, inspection and testing of
Aboveground Shop Fabricated Storage Tanks (ASFTs) for use by TC Energy (the Company).
This caters mainly to the storage of petroleum, petroleum products, liquid hydrocarbons,
water and other liquid products (as deemed appropriate by the Company) across the
different lines of business in Canada, the United States and Mexico.

SCOPE/APPLICABILITY
This Specification applies to the minimum requirements for materials, design, fabrication,
testing, welding and required records of aboveground, shop fabricated welded steel tanks
operating at atmospheric pressure, or to a maximum internal design pressure of 103.4 kPag
(15 psig), and vacuum pressures not larger than 6.89 kPag (1 psig).
The ASFTs which are designed and built for the Company shall meet all the requirements of
this Specification and at least one (1) of the following Industry Standards of fabrication:
• UL-142 Steel Aboveground Tanks for Flammable and Combustible Liquids
• ULC/ORD-C142.18 Rectangular Steel Aboveground Tanks for Flammable and Combustible
Liquids
• CAN/ULC-S601 Standard for Shop Fabricated Steel Aboveground Tanks for Flammable
and Combustible Liquids
• CAN/ULC-S602 Standard for Aboveground Steel Tanks for Fuel Oil and Lubricating Oil
• API 12F Specification for Shop Welded Tanks for Storage of Production Liquids
• API STD 650 Welded Tanks for Oil Storage (Annex J)
• API STD 620 Design and Construction of Large, Welded, Low-Pressure Storage Tanks
• AWWA D100 Welded Steel Tanks for Water Storage
• NFPA 22 Standard for Water Tanks for Private Fire Protection
• API 650 Annex J tanks shall also meet certain requirements of the main sections of API
650. In the event that those sections of API 650 require Company input, such input shall
be in accordance with TES-ME-AST-GLE Field Erected Aboveground Storage Tanks -
Atmospheric Specification (CDN-US-MEX) (ITEM ID 008042207).
The tank can be supported by legs, skirt, lugs or saddles, or it may directly lay on the floor,
concrete pad, or over a supporting structural skid.
This Specification does not apply to the following equipment
• Fired equipment
• Recipients with a design pressure over 103.4 kPag (15 psig)

Within an Engineering Standards Collection document, the following terms and definitions
apply for requirements:
• ‘Company’ means the TC Energy entity for whom work, services and/or materials are
being provided.
• ‘Must’ or a similar term (e.g., ‘shall’) is used to express a mandatory requirement. All
statements in this document must be interpreted as mandatory requirements unless
clearly stated as optional. A formally-approved Variance Request is required to deviate
from a mandatory requirement.

2. GENERAL REQUIREMENTS
2.1 The size limits shall be determined as per the applicable Industry Standard and the maximum
size permitted by local regulations for transportation to the route between the fabrication
shop and the facility of operation. Larger ASFTs might be specified depending on limitations
for the route and shall additionally comply with APPENDIX B–Large Shop Fabricated Tanks.
2.2 If the service requires a tank to be specified to AWWA D100 or API 620 and due to the size it
is convenient for the Company to be ASFT, the tank shall also be evaluated as per APPENDIX
B– Large Shop Fabricated Tanks since those two standards do not provide recommendations
for shop fabrication and some conditions for transportation and lifting shall be fulfilled.
2.3 If required, the process outlined in APPENDIX C – Industry Standard Selection, may be used to
help select the most suitable Industry Standard for the tank. APPENDIX C also provides brief
descriptions and scope limitations for every Industry Standard listed in this Specification.
2.4 Tanks shall be provided with adequate venting for both normal and emergency operation.
Normal tank venting and emergency venting shall be as per the Industry Standard specified
for the tank. If Industry Standardad does not address venting, API 2000 Venting Atmospheric
and Low-pressure Storage Tanks, may be used to meet this requirement.
2.5 Use this Specification as a general document in conjunction with the applicable Industry
Standard, the appropriate datasheets and scope of work developed for every project.
2.6 Shop-fabricated tanks shall be delivered tested and ready for installation.
2.7 Work by Others Requirements
Work by others shall be defined in the project-specific scope of work. Potential work by
others items could include the following:
• Transportation
• Foundation construction
• Grounding and electrical
• Instrumentation on the tank
• Piping work (interface connection) external to tank nozzle flanges
• Third-party shop inspection or quality assurance (by Company or third party QA
Inspector)
• Supply of mixers
• Cathodic protection

2.8 Conflicting Requirements


Where a conflict exists between the contents of this Specification and any other applicable
specification, regulation, code or standard, the Vendor shall obtain written clarification from
the Company before proceeding with any work

3. SAFETY REQUIREMENTS
The following safety requirements shall be met:
ASFTs acquired by TC Energy shall meet the industry’s legislative Health, Safety and
Environment (HSE) requirements in Canada, the United States and Mexico. The Vendor shall
comply with these requirements and the Company’s safe work practices.

4. MEASUREMENT UNITS REQUIREMENTS


For ASFT installations, the Vendor shall use units of measure based on the location:
• Tanks installed in Canada and Mexico shall use the International System of Units (SI).
• Tanks installed in the United States shall use US Customary units of measure.
All drawings and calculations shall be performed using the measurement units specified for
each Country, the units shall be shown in accordance to the selected system, with “soft”
conversion to the other system shown in parenthesis if preferred by the Vendor. The
acceptance criteria for purchasing, inspection and testing shall be the same unit system
specified for the Country.

5. COMPANY SUPPLIED MATERIALS REQUIREMENTS


Any material the Company provides to the Vendor shall be listed in the scope of work for
every project. If none is listed, then the Vendor shall supply all the materials necessary for
the complete fabrication, inspection and testing of the tank.

6. MATERIAL REQUIREMENTS
6.1 General
• Materials for the fabrication of the tank shall be as per the Industry Standard proposed
for the tank. Other materials may be acceptable in a case-by-case basis if approved by
TC Energy.
• All materials used for tank construction shall be new and clearly identified. Used or
unidentified materials shall NOT be permitted.
• The minimum design metal temperature (MDMT) shall be specified in the datasheets.
• The lowest one-day mean temperature shall be as per applicable building code for the
site of installation. If this information is not available in the building code, Isothermal
curves shown in Figure 4.2 of API 650 may be used to determine the MDMT.

6.2 Company and Vendor Supplied Materials Requirements


6.2.1 Any material the Company provides to the Vendor shall be listed in the scope of work for
every project. If none is listed, then the Vendor shall supply all the materials necessary for
the complete fabrication, inspection and testing of the tank.
6.2.2 The Vendor shall fabricate and deliver the ASFT complete with all the equipment and systems
specified in datasheets (i.e. insulation, coils, painting, coating, internals, heaters, etc.) to the
maximum extent possible. Mixers and vents (PVRVs, VRVs, EPRVs, hatches), if included in the
scope, shall be delivered ship-loose.
6.2.3 The Vendor shall provide any additional material required for the completed tank’s structural
stability and good performance in the Material Requisition. The Vendor shall supply the
following items on the tank as a minimum:
• Nameplate and bracket
• Grounding lugs and cathodic protection lugs
• Blind flanges with bolts/nuts and gaskets for manholes and nominated nozzles
• Hinge or davit for manholes
• Platforms and ladders, if indicated in the datasheet, as per OSHA/OH&S requirements in
the Industry Standard and local regulations
• All internals including pipes, structural steel, and flanges with bolts, nuts and washers
• Supply of heaters, coils or any other specific internal element identified in the scope of
work. Brackets welded to the tank required to support any of those equipment shall be
supplied and installed by the Vendor
• Installation of coils
• Mixer clips and brackets welded to the tank shell required to support the equipment
• Sizing, selection and supply of vents, pressure/vacuum devices according to the
datasheet and the Industry Standard
• Testing in accordance with the specified Industry Standard requirements and this
Specification
• Inspection
• Loading data for foundation design
• Flush-type door and manhole covers complete with davits if specified in the datasheets
• Spare parts for construction and commissioning, minimum two (2) sets of gaskets and
bolts for blind nozzles
• Clips for nominated pipe supports, cable tray supports, heat/flame detector supports and
appurtenances

• Surface preparation and painting (external and internal) in accordance with TES-PAINT-
GL Paint Systems for Above Ground Facilities (Coastal and Non-Coastal) Specification
(CAN-US-MEX) ITEM ID 003694704, if specified in the datasheet.
• If the tank will store crude oil, external surface preparation and painting shall be as per
TES-CO-EXTNK-L Paint Systems for Tanks External Surfaces Specification (CAN-US-MEX)
ITEM ID 006317837, if specified in the datasheet
6.2.4 The Vendor shall supply all other materials defined on the drawings, on the material
requisition, the scope of work, and on the datasheets; and shall supply any other
miscellaneous items not specifically identified on the above documents that are required to
complete the scope.
6.2.5 The Vendor’s sub-contractors and sub-suppliers shall be approved by the Company.
Additional Vendor-supplied materials may be stated in the scope of work for specific
projects.
6.3 Gaskets
• Gaskets for manholes and doors shall be compressed composition materials, 1.6 mm
(1/16 in.) thick (minimum). Nozzles with blinds shall have gaskets with a minimum
thickness of 3.2 mm (⅛ in.). Unless otherwise specified in the datasheet, gaskets shall be
Spiral Wound Flexitallic style. The gasket materials shall be specified in the datasheet.
Materials shall be selected based on service conditions.
NOTE: Gasket material shall NOT contain asbestos.
• Gaskets used for hydrostatic testing and shipping shall be the same type and materials as
service gaskets. The gaskets for the test shall be disposed of after the test. New gaskets
shall be provided and installed before delivery.

7. DESIGN REQUIREMENTS
The Design requirements shall be as per the Industry Standard specified for the tank.
7.1 Joints
• All internal and external attachments and fittings to the tank shell and bottom shall be
100% seal welded.
• All the joints shall be as per the specified Industry Standard for the tank.
7.2 Loads
The loads and combinations to be used in the design of ASFT shall be as per the Industry
Standard specified for the tank.
• Live load and dead load for platform design:
The minimum design live load for platforms shall be in accordance with TES-CI-STDES
Structural Design Specification (CAN-US-MEX) ID 008040018. The dead load shall be the
weight of the platform. These loads shall be transmitted to the tank and the Vendor shall

perform the required due diligence to perform a structural evaluation of the tank if
required due to these loads.
• Design Pressure
The design internal and external pressure shall be indicated in the datasheet and shall
not be larger than the maximum pressure indicated by the Industry Standard.
• Snow (S)
As per the specified Industry Standard and applicable building code. Snow load shall be
specified in the datasheet.
• Wind (W)
As per the specified Industry Standard and applicable building code. Wind load shall be
specified in the datasheet.
7.2.1 Local Loads
• The Company’s Project Engineer shall determine if the tank is subject to bear local loads
from nozzles or attached piping. That requirement shall be specified in the datasheet.
The loads shall be provided during the detail-engineering phase.
• The Vendor shall perform the required calculations to determine the stress on the tank
plates, nozzles and support clips due to local loads.
• Local loads due to nozzles and attachments (platforms, ladders, piping and cable tray
supports) shall be evaluated by the Vendor, and the tank shell, nozzle or attachment
shall be designed to support these loads. Reinforcements shall be provided by the
Vendor if required.
• Localized loads on the roof or body due to platforms and stairways shall consider the
sum of the dead load and the live loads.
7.2.2 Impact Loads
For fall arrestor anchors or devices attached to the structure of platforms, walkways,
stairways or ladders, the design shall be based on an impact load of 5000 kg (10000 lbs) plus
the minimum requirements as per OSHA/OH&S. The structure shall be designed accordingly
and shall transmit the loading to the local points connecting the structure to the tank shell.
7.2.3 Special Considerations
• Corrosion Allowance
When required the corrosion allowance shall be specified in the tank datasheet. When
corrosion allowance is specified for structural members, it shall be applied to the total
thickness.

TC Energy shall indicate any special material considerations in the datasheet. Special
conditions like the presence of hydrogen sulfide or other conditions that could promote
hydrogen-induced cracking, chemicals, etc., shall also be indicated in the datasheet.
• Minimum Thickness
As per the Industry Standard specified for the tank.
• Tank Foundation
Type of tank foundation shall be as indicated in the datasheet. Vendor shall determine
total loading transferred by the tank system to the foundation and shall communicate
this data to the Company’s civil engineer for the design of the foundation system.
Foundation requirements are found in TES-CI-STDES-GLE Structural Design Specification
(CAN-US-MEX) (ITEM ID 8040018)
7.2.4 Tank Anchorage
• Anchorage for tanks shall be as per requirements established in the specified Industry
Standard for the tank.
• If the industry Standard does not address anchorage, the Project Engineer shall ensure a
proper assessment is conducted during the the design phase to determine if anchorage
in required.
• Project engineer shall facilitate communication of anchorage requirements between tank
Vendor and the civil engineer to allow for proper anchor bolts to be installed on the tank
foundation. Vendor shall communicate all applicable lifting loads to civil engineer so
he/she can adequately size the anchor bolts.
• Vendor shall be responsible for sizing and installing anchor chairs attached to the tank.
Vendor shall also determine the total number and location of anchor points.
• Foundation contractor shall install anchor bolts designed by civil engineer on to the tank
foundation.
7.2.5 Supports and structural grids
• If the tank is horizontal design, two saddles shall be provided welded to it. The design
shall be as per the Industry Standard specified for the tank.
• The Vendor shall provide for review the design methods and calculations of the tank
supports if the tank is specified with them.
• If the tank is vertical and supported by legs, lugs or a skirt, the design methods for
pressure vessels with those supports are allowed. Local loads and stresses on the shell
shall be determined and evaluated to certify the structural stability of the equipment is
acceptable.
• Legs or lugs shall be attached to the tank’s shell or body, and the skirts attached to the
bottom head with full penetration welds and a diameter equal to the tank body’s

diameter. The tank shall be designed to support local loads and stresses from the
supports.
• For tanks specified with structural grid or skid floors, the structure shall be designed by
the Vendor with orthogonal or polygonal external perimetral beams and traversing
beam(s) to ensure the bottom and the entire perimeter of the shell are uniformly
supported by the structure.
• Supporting elements of the floor structure shall be welded to the floor plate with
continuous welds to avoid corrosion due to moisture between the plate and the
elements.
• Steel structures and support structures shall comply with all civil/structural requirements
in the Company's documents TES-CI-STDES-GLE Structural Design Specification (CAN-US-
MEX) (ITEM ID 8040018) and TES-CI-STEEL-GLE Structural Steel and Miscellaneous Metals
Specification (CAN) (ITEM ID 000006488).
7.2.6 Shell and Roof Openings
• Openings and nozzles shall be as per the Industry Standard and as indicated in the
datasheet.
• Tanks shall be supplied with at least two PN 50 (NPS 2) spare flanged connections, unless
a different size is specified in the datasheet.
• Project engineer shall ensure all required openings for process, venting and inspection
purposes are fully identified and specified in the datasheet.
• Threaded connections are not allowed.
• Tanks shall have adequate inspection manholes to allow for future internal and external
inspection of bottom, body (shell) and roof.
• Vent openings shall be fitted with means to prevent water, animals or debris ingress to
the tank.
• If it is anticipated that water/product vapours may be escaping from the vents,
gooseneck piping shall not be directed toward the tank roof, as this will create
deterioration and potential erosion of the roof plates. In this case Vendor shall supply a
means to re-direct and collect the vapours outside the tank.
• Flanged connections shall be tightened in accordance with:
 TES-ME-FBT-GL Flange Bolt Tightening Specification (CAN-US-MEX) ITEM ID
006489784, for ASME type flanged connections, and as per
 Vendor standard procedures for Non-ASME flanged connections.
• Vendor tightening procedures shall be submitted to the Company for review and record.
7.2.7 Attachments and Tank Appurtenances

• All internal attachments to the tank plate shall have reinforcing pads seal-welded to the
tank.
• External structures, such as ladders, platforms and railings, shall be in accordance with
the specified Industry Standard, and with any of the following, as applicable, where the
most stringent shall apply:
 the Occupational Safety and Health Administration (OSHA), CFR Title 29 Part 1910
Occupational Safety and Health Standards, Subpart D in the US,
 the Occupational Health and Safety (OH&S) Regulations in Canada,
 The local or the International Building Code or,
 any other equivalent national standard.
• Requirements for platforms and ladders shall be indicated in the datasheet. The final
dimensions shall be provided during the design phase. The detailed design shall be by the
Vendor.
• Roof platforms shall be large enough so safety gates can be opened from the platform
while allowing the operator safe egress from it.
• The Vendor shall provide one (1) grounding lug on tanks with diameters smaller or equal
to 4.5 m (15 ft) and two (2) grounding lugs for larger diameters. Lightning protection of
tanks for flammable or combustible liquids shall be in accordance with API RP 2003
Protection Against Ignitions Arising Out of Static, Lightning, and Stray Currents
• Piping and cable tray support clips shall be provided by the Vendor. The clips shall be
attached to the tank shell by welding. Reinforcing pads shall be used between the plate
and the clip.
• Vendor shall install striker plates on tank bottoms for tanks fitted with top-side vertical
inlet connections.
• All piping and cable tray supports shall be supplied, installed and painted by the Vendor if
indicated in the scope of work.
• If the tank is insulated, the Vendor shall make provisions to prevent water infiltration into
the insulation (e.g., angle of lip to be installed oriented toward outside radius of tank;
supports shall extend beyond the insulation as required).
• Lifting trunnions, lugs and tailing lugs shall be provided with plate pads and permanently
attached to the tank. All the welds shall be 100% MPE. The lugs and trunnions shall be
made of material to the MDMT of the tank. The design shall be as per the Industry
Standard.
• Platforms, ladders, and piping or cable tray supports on the roof shall be provided with
local reinforcing pads between the plates and the support or leg.
• On tank bodies or shells, the ladder supports shall be provided with repads unless an
evaluation by the Vendor certifies the repad is not required. If the study is required due

to Vendor’s decision or expressly indicated in the datasheet an additional vertical weight


of 300 kg (660 lbs) shall be considered in the evaluation.
7.3 Overfill Protection
Shop fabricated tanks shall be designed and manufactured with adequate mechanisms for
overfill protection. As applicable, overfill protection shall be in accordance with:
• PEI RP600, Recommended Practices for Overfill Prevention for Shop-Fabricated
Aboveground Tanks,
• NFPA 30, Flammable and Combustible Liquids Code or,
• Standard for Overfill Protection Devices for Flammable and Combustible Liquid Storage
Tanks, CAN/ULC-S661

8. FABRICATION REQUIREMENTS
8.1 General
• The fabrication shall be as per the Industry Standard specified for the tank.
• Fabrication shall not start until the Vendor receives the Company’s written approval and
after the review of calculations, QA/QC procedures, and drawings by the Company.
8.2 Welding
• Welding Procedures and Welder Qualifications shall be as per the Industry Standard
specified for the tank. If the Industry Standard does not specify welding requirements,
welding shall be in accordance with API 650 Annex J.
• Welding Procedures and Welder Qualifications include those required for structural
members such as ladders, platforms, supports, handrails, stairways and other
miscellaneous assemblies.
• Examination of welds shall be as per the Industry Standard specified for the tank. If the
Industry Standard does not specify examination criteria, examination shall be as per API
650 Annex J - Examination of Shell Joints and Section A-3 of this Specification as
applicable. This includes examination of welds on heads for horizontal tanks and
structural members.
• Vendor shall produce Welding Procedure Specifications (WPS) and Procedure
Qualification Records (PQR) use for the fanrication of the tank.
• Vendor shall provide weld map or drawing for the tank and structural members
indicating the WPS and PQR used for all welded joints.
8.3 Inspection, Testing and Repairs
• All tanks shall be tested to confirm integrity and quality of fabrication. Inspection, testing
and repairs shall be as per the Industry Standard specified for the tank.

• If the Industry Standard does not specify criteria for testing, testing shall be in
accordance with API 650 Annex J.
• The Vendor shall provide the ITP or equivalent document for review. Project Engineer
shall identify holding points in the ITP and ensure adequate QA/QC is perfomed.
• Tank testing shall be witnessed by Company’s Inspector and this shall be indicated in the
ITP as a hold point. Testing of double walled tanks shall have the Company’s Inspector
witnessing both, the inner and outer tanks’ tests.
• The Company reserves the right to make shop visits and shop inspections during
fabrication and testing according to the procedures described in the particular Industry
Standard.
• A complete test report shall be produced by Vendor to confirm the tank has passed the
testing and it is deemed suitable for service. The report shall include shop test records
(e.g. pressures used, liquid levels, etc). For double wall tanks, the records shall
demonstrate both tanks were properly tested.
• Impact testing, if applicable, shall be provided as per the specified Industry Standard for
the tank.
• Tank and welding materials shall have adequate toughness for the specified MDMT.
Materials that have been tested at the mill are acceptable. If the Industry Standard does
not address material toughness, the Vendor shall use the criteria in API 650 to
demonstrate adequate material toughness as required.
• All lifting and tailing lug welds shall be 100% MPE tested.
8.4 Dimensional Tolerances
Dimensional tolerances shall be applied in accordance with the specified Industry Standard. If
the Industry Standard does not specify criteria for tolerances the following shall apply:
• Plumbness: for vertical tanks, the maximum out-of-plumbness of the top part of the shell
relative to the bottom of the shell shall not exceed 1/200 of the total height.
• Roundness: the maximum out-of-roundness shall be +/- 13 mm (1/2 in).
• Peaking at vertical weld joints shall not exceed 13 mm (1/2 in) measured using a 900 mm
(36 in) horizontal sweep board made to the nominal diameter of the tank.
• Banding at horizontal weld joints shall not exceed 13 mm (1/2 in) measured using a 900
mm (36 in) straight edge vertical sweep board.
• Flatness and waiveness on any shell flat spot shall not exceed the permissible variations
indicated in ASTM A6M/A6, ASTM A20M/A20, or ASTM A480M/A480, whichever is
applicable.
• Nozzle projection from outside the tank shell to the flange face: +/- 5 mm (3/16 in)
• Elevation of a shell nozlle or radial location of a roof nozzle: +/- 6 mm (1/4 in)

o +/- ½ degree for nozzles greater than NPS 12 diameter
o +/- 3 mm (1/8 in) at the outside flange diameter for nozzles smaller than NPS 12
• Flange bolt hole orientation: +/- 3 mm (1/8 in)

9. MARKING REQUIREMENTS
9.1 Materials
All ship-loose items shall be marked or tagged with an appropriate and identifiable shipping
mark
9.2 Nameplates
• The Vendor shall provide a stainless steel nameplate attached to the tank shell,
displaying essential data, in accordance with the specified Industry Standard.
• The units used for nameplates shall be as follows as per Section 4.
9.3 Certification
The Vendor shall provide a Certificate that confirms the tank is in compliance with the
Industry Standard used.

10. CLEANING REQUIREMENTS


All new tanks shall be thoroughly cleaned from all debris, rinsed, and dried, including the
interstitial space, following the hydrostatic or final air or leak testing and before internal
coating or final delivery is complete.

11. PAINTING, INTERNAL COATING AND INSULATION REQUIREMENTS


11.1 Exterior
• All tanks built to this Specification, including external supports, shall be painted.
• Painting shall be in accordance with the requirements of TES-PAINT-GL Paint Systems for
Above Ground Facilities (Coastal and Non-Coastal) Specification (CAN-US-MEX) ITEM ID
003694704.
• If the tank will store crude oil, external surface preparation and painting shall be as per
TES-CO-EXTNK-L Paint Systems for Tanks External Surfaces Specification (CAN-US-MEX)
ITEM ID 006317837
• Exterior treads and grating for platforms, handrail assembly, and ladders shall be hot-
dipped galvanized.
• For maximum temperature and corrosion protection, external priming and painting
under insulation, if specified, shall be based on dew point consideration.

11.2 Interior
• The Vendor shall apply the tank’s interior coating as specified in the datasheet, including
appurtenances, internal piping and structural steel. The surface finish, coating materials
and application shall be in accordance with TES-PAINT-GL Paint Systems for Above
Ground Facilities (Coastal and Non-Coastal) Specification (CAN-US-MEX) ITEM ID
003694704 . The coating system shall be indicated in the datasheet.
11.3 Insulation
Tank insulation shall be as specified in the datasheet and in accordance with TES-ME-INSUL-
GLE Piping and Equipment Insulation Specification (CAN-US-MX) ITEM ID 1003873027.
Additionally, tank insulation shall comply with the following:
• Pins, clips and studs welded to shell and roof shall be made of the same material group
as the tank.
• Insulation rims and supports shall clear seams by 50 mm (2.0 in.).
• Insulation rims and supports shall extend at least one half (½) the distance through the
outermost layer of insulation.
• Inspection ports shall be incorporated in accordance with TES-ME-INSUL-GLE Piping and
Equipment Insualtion Specification (CAN-US-MEX) as follows:
o For vertical tanks smaller or equal to 4.5 m (15 ft) diameter, one port on each
shell course and one port on the roof as applicable
o For vertical tanks larger than 4.5 m (15 ft), at least two ports on the bottom
course and at least one port on each other shell course and at least one port on
the roof.
o For horizontal tanks up to 4.5 m (15 ft) long, one port shall be located at the
bottom and one port at the top of the tank shell and one port on each of the
tank heads.
o For horizontal tanks longer than 4.5 m (15 ft), at least two ports shall be located
at the bottom of the tank shell, one at the top of the shell and at least one on
each of the tank heads.

12. GUARANTEE REQUIREMENTS


The Vendor shall guarantee the tank against defective materials, poor workmanship,
improper design or failure from normal usage, for a period of one (1) year from the date of
placing the tank into service, or 18 months from the completion readiness for hydrostatic
testing or final air or leak testing, whichever occurs first. The Vendor shall repair or make
good any defective work or materials discovered in the time noted, without expense to the
Company.

13. TRANSPORTATION REQUIREMENTS


• The Vendor shall provide all the reinforcing stiffeners necessary to prevent tank plate
damage due to buckling. If the tank is transported horizontally, the Vendor shall provide
the transportation saddles.
• All the flanges shall be protected with temporary blinds made of plate, with gaskets
made of cardboard or similar material and avoid damages to the face.
• For tanks fabricated as per API 620 or AWWA D100 or the if tank is a large ASFT, refer to
APPENDIX B - Large Shop Fabricated Tanks for additional transportation considerations.

14. VARIANCES
Any deviation shall follow the Company Controlled Document Variance Procedure (Cdn-US-
Mex) (ITEM ID. 007728702). Contractors shall contact the Company for variance approval.
14.1 Any deviation from this Specification must be pre-approved in writing by the Company. The
Vendor shall submit any proposed deviations from this Specification in writing to the
Company (or designate) for approval.
14.2 If the Vendor’s interpretation suggests a conflict between the purchasing documents, the
Vendor shall obtain written clarification from the Company before proceeding with any work
14.3 Upon contract award, the Vendor shall follow the Company’s Request for Information (RFI)
procedure to request clarifications for conflicting information.
14.4 The Company is not responsible for any errors or omissions in drawings or documents
submitted by the Vendor. The Company’s approval of drawings and calculations shall in no
way relieve the Vendor of any responsibility of fulfilling its responsibilities and obligations
under the Contract.

15. ROLES AND RESPONSIBILITIES

requirements that may affect the tank’s design and
construction. Such information shall be communicated to the
Vendor using the datasheet and the scope of work developed
for the tank.
Project Engineer shall use Company datasheet TEF-TANK-GNRL-
DS General Purpose Aboveground/Underground Storage Tank
Datasheet (CDN-US-MEX), ITEM ID 009264988 unless the tank
being purchased is made to API 650 Annex J, in which case the
Company datasheet TEF-TANK-API650-SHEET API 650 Tank
Datasheet (CDN-US-MEX), ITEM ID 009270488, shall be used.

Quality Assurance (QA) Inspector The Company representative who:


• Ensures compliance with:
• the specified Industry Standard for the tank
• the Company specifications
• scope of work
• Is responsible for various quality control and quality assurance

APPENDIX A REQUIREMENTS FOR DOUBLE WALLED TANKS


This appendix provides additional requirements for shop fabricated double wall tanks (DWTs) which
shall be considered part of this Specification. No paragraph in this Specification is waived in this
Appendix, unless explicitly stated.

A-1 GENERAL REQUIREMENTS


A-1-1 This appendix shall apply to ASFTs with double walls (DW) that are made of metal.
A-1-2 DWTs shall normally be specified as either UL-142 in the US and ULC S601 in Canada. When
tank service conditions warrant a more engineered approach, DWTs should be designed as
either API 650 Anned J or API 620 as applicable. See Appendix C.
Note: API 650 tanks are subject to the additional requirements stated in sections A-2 and A-
3.
A-1-3 A tank shall be deemed DWT if provided with at least a double floor, heads and body made of
metal plate.
A-1-4 The double wall body of vertical and squared tanks shall extend to the roof-to-shell juncture.
A-1-5 The outer and inner shells of vertical and square tanks shall be welded to the roof with a full
penetration structural weld.
A-1-6 The interstitial space of the body of vertical and squared tanks shall be connected to the floor
and/or to t he interstitial spaces of the heads to provide continuity between those spaces.
Note: A single continuous interstitial space allows the use of a single leak detection system
attached to the outer shell of the body for the whole tank.
A-1-7 The leak detection system for horizontal, vertical and squared tanks shall consist of two
parts:
• one nozzle located at the lowest possible elevation on the body and attached only to the
outer shell, for a leak detection device for the interstitial space
• for tanks operating at atmospheric pressure, at least two vent connections attached to the
outer body to allow the tank to breathe and facilitate leak detection
A-1-8 The bottom of the vent connections on vertical and squared tanks shall be at least 25 mm (1
in.) above the design liquid level (DLL) of the tank.
A-1-9 Vents for interstitial space shall be sized in accordance with, Section 2 of this Specification
and shall be at least 25 mm (1 in.) diameter. Vents shall be welded to the tank.
A-1-10 The height of the tank body shall be sufficient to accommodate the DLL plus any required
freeboard.
A-1-11 Specifications for the leak detection device shall be submitted to the Company for approval.
A-1-12 Full penetration welds shall be used for the whole tank unless otherwise specified in the
Industry Standard.

A-2 DESIGN REQUIREMENTS FOR API 650 ANNEX J DOUBLE WALL TANKS

A-2-1 The design of the outer and inner container shall be as per the Industry Standard specified
for the tank.
A-2-2 The inner and outer shells, shall have the same thickness as the one calculated for the outer
shell.
A-2-3 The minimum interstitial space between shells shall be 25 mm (1 in.)
A-2-4 Reinforcing structural elements shall be used to maintain the separation in the interstitial
space during operation, and to weld the secondary containment to the inner tank after
completion of the hydrostatic test of the inner tank.

A-3 EXAMINATON AND TESTING REQUIREMENTS FOR API 650 ANNEX J DOUBLE WALL TANKS
A-3-1 Testing, repairs and inspection shall be done as per the Industry Standard specified for the
tank.
A-3-2 Examination shall include the following:
• The seams of the shell of the inner and outer tank shall be radiographic tested as per
API 650 sections J.5 and 8.
• The internal and external floors shall be vacuum box tested as per API 650 section 8.6.
• The outer and inner shell-to-floor weld seams shall be vacuum box tested, magnetic
particle examined and visually inspected as per API 650 sections 7.2.4 and 8.
• Tanks subject to small pressures in accordance with API 650 Annex F shall be given a
hydrostatic water test for the inner tank in accordance with, API 650 section F 4.4 and
API 650 section F 8.3, if the tank is anchored, in addition to external visual inspection.
• After completion of the outer tank (secondary containment), it shall be leak-tested with
air as per API 650 J 4.2.2 as follows:
 The inner tank shall be pressurized with air at a pressure indicated in API 650
J.4.2.2.
 After the inner tank is pressurized, the interstitial space between the inner tank
and outer tank shall be pressurized to the same pressure as the inner tank.
 Inspection of the secondary container, shell and roof shall be done as per API
650 J 4.2.2.
A-3-3 The tank shall be completed with no testing indications. If repairs are required after testing,
they shall be performed and the tank retested as per the Industry Standard or as indicated in
Section A-3-2, as applicable.

APPENDIX B REQUIREMENTS FOR LARGE ABOVE GROUND SHOP-FABRICATED TANKS (LASFT)


This appendix provides requirements for evaluating transportation and lifting scenarios for LASFTs. If
shop fabrication provides cost savings over field erection, the requirements specified in this Appendix
for transportation and lifting shall apply.

B-1 GENERAL REQUIREMENTS

B-1-1 This appendix shall apply to ASFTs that are specified to API 620 (any size) and AWWA D100
(any size), provided those tanks can be transported as per local regulation without
restrictions, from the final assembly shop to the installation site.
The Industry Standards for ASFTs cover design, fabrication, inspection and testing methods
for small tanks. These methods are already proven acceptable to transporting and lifting
tanks without any additional evaluation. However, LASFTs or shop fabricated tanks built to
API 620 and AWWA D100 require additional assessment to ensure the integrity of the tank
and the safety of the transportation and lifting procedures are maintained.
B-1-2 The evaluation as per this Appendix shall require an engineering assessment (EA) to be
performed to determine if there will be excessive deflection, deformation or stresses from
transporting and lifting that may affect the tank’s structural integrity. The Vendor shall
reinforce the tank to withstand transportation and lifting conditions based on the
assessment.
B-1-3 The EA shall be prepared and stamped by a Professional Engineer with experience in tank
design and fabrications and shall be submitted to the Company for review.

B-1-4 The EA shall contain the following components as a minimum:


• calculation of impact loads and maximum probable wind loads during transportation
• calculation of stresses and maximum deflexions on the tank roof, floor, and body or
shell
• maximum buckling on the body or shell during transportation and lifting
• a sketch showing areas of reinforcement of the tank for transportation
• calculation of stresses on the tank plates where transportation lugs are necessary
• design calculations and drawings of the lugs required for transportation
• loads applied, deflexion and stresses on the tank during lifting
• the lifting procedure and sketches
• design calculation and drawings for lifting lugs, trunnions and tailing lugs
• NDE reports
• dynamic evaluation, if required by the Vendor, to verify the structural stability of the
tank during transportation
• any other evaluation required by the Vendor
• The EA shall clearly demonstrate that all stresses determined are within acceptable
limits for the materials and design of the LASFT.

B-1-5 Tanks transported horizontally shall be supported by at least two saddles.


B-1-6 As a minimum, the tank shall be designed to withstand stresses on the body, roof and floor
using the Zick method, finite element analysis (FEA) or equivalent method approved by the
Company, and fabricated with the required reinforcements.
B-1-7 If lugs are necessary for transportation, they shall be permanently attached to the tank and
100% MPE tested.
B-1-8 The Vendor shall be responsible for determining any load or loading combination necessary
for the evaluation of the tank for transporting and lifting, as well as providing any other
evaluation required to warrant the tank integrity in any of these cases. Transportation loads,
including at least wind load and impact load, must be included in the design calculations.

B-1-9 The Vendor shall determine if the roof-to-shell and the shell-to-floor juncture must be
reinforced to withstand the transportation stresses and to prevent roof or floor buckling,
based on the criteria in the applicable Industry Standard. The roof and floor shall be
reinforced, if necessary, for transportation.
B-1-10 The Vendor shall provide all the necessary temporary extra reinforcement where required to
avoid deformation of the body, roof or floor during transportation or lifting, and shall
determine where those reinforcements are required.
B-1-11 The Vendor shall warrant the tank’s structural stability during transportation and lifting.
B-1-12 The Vendor shall provide all studies, calculations and evaluations necessary to ensure the
integrity of the tank to the Company for approval.
B-1-13 For pressurized or wetted joints, including nozzles, only full penetration welds shall be used.

APPENDIX C INDUSTRY STANDARD SELECTION


This Appendix provides guidance for selecting the Industry Standard suitable for the tank, based on the
service (product), temperature, pressure, shape of the tank, materials, position and other particularities
(e.g. elevated tanks) that define the tank design.

C-1 GENERAL REQUIREMENTS


The Application Reference tables (Tables C-1 and Table C-2) provide a preliminary outline of the
different Standards used for ASFT to help select the right Standard for the service. The tables provide
key information on the scope and limitations of every Industry Standard listed in this Specification.

C-1-1 This Appendix is for guidance only. The Project Engineer shall ensure the Industry Standard
selected is the most suitable for the service or application.

C-1-2 Table C-1 provides guidance on pressure, temperature, service, typical materials, position of
installation and size limitations for tanks built to the Industry Standards discussed in this
Specification. The Project Engineer may use this table to identify the most suitable Industry
Standard to be used for his/her application.

C-1-4 Tanks built to API 620 are subject to the following minimum design metal temperatures:
• Basic rules in the Standard: -45 °C (-50 °F ),
• If Annex S is used: no limitation on low temperatures.
• If Annex R is used: not lower than -51 °C (-60 °F ).
• If Annex Q is used: not lower than -198 °C (-325 °F ).

C-1-5 Tanks built to API 12F and AWWA D100 shall not be used for minimum design metal
temperatures below -40 °C (-40 °F ).
C-1-6 Tanks built to other Standards besides those in C-1-2 and C-1-3 may be specified for low
temperature service not lower than -50 °C (-58 °F).
C-1-7 Toughness testing requirements, if applicable, shall be fulfilled as per the Industry Standard.
C-1-8 Tanks built to AWWA D100 shall not be used for hydrocarbon services
C-1-9 Tanks expected to operate at pressures higher than 17.4 kPag (2.5 psig) but less than 103.4
kPag (15 psig), shall be specified to API 620.
C-1-10 Horizontal tanks should be specified to UL-142, ULC-S601, or ULC-S602, if the design
conditions and service are under the scope of these Industry Standards. Otherwise, API 620
should be specified.
C-1-11 Tanks made of metals other than SS or CS, independent of the design temperature, design
pressure or product, shall be specified under API 650.
C-1-12 Shop fabricated tanks larger than 6 m (20 ft) diameter shall specified as either API 620 or
AWWA-D100 (see Appendix B).
C-1-13 UL Standards are mainly used for tanks in the U.S. while ULC Standards are for Canadian
installations. However, the use of any Standard in any country may be allowed if approved by
the Authority Having Jurisdction, by applicable regulations or there is not a country specific
Standard suitable for the required service. The Project Engineer shall perform the necessary
due diligence to verify the applicability of Standard.
C-1-14 Tanks supported by legs, skirt or lugs shall not be specified as API 650 or API 620.
C-1-15 Tanks for firewater service shall be designed as per NFPA 22.

Project’s scope of work to specify the type of tank, including all nozzles, instrumentation and
Appurtenances required for the application. The standard datsheet template can be found in the
