Section 27 “any SK Official, whether elected or appointed, or any member of the


LYDC must undergo the mandatory and continuing training programs before he
or she can assume office.”
Financial Independence
SK shall have financial independence in its operations,
disbursements, and encashments of their funds, income,
and expenditures.
Local Youth Development Office
LYDO is established in every province, city and
municipality, under the Office of the Local Chief
Executive (LCE), the Office of Planning and
Development, the Office of Social Welfare, or
under/in any other office deemed appropriate by
the LGU.
Local Youth Development Council
The LYDC is convened in every province, city and
municipality and is known as Provincial Youth
Development Council (PYDC), City Youth
Development Council (CYDC) and Municipal
Youth Development Council (MYDC).
SK will coordinate with the LYDO
in the following activities:
1.In the registration and verification of youth
and youth-serving organizations;
2.In SK’s participation to the mandatory and
continuing training programs; and
3.In convening the Local Youth Development
Councils.
SK will coordinate with the LYDC
in the following activities:
1.Finalizing the LYDP, and then crafting of the
CBYDP; and
2. Conducting monitoring and evaluation of the
implementation of LYDP and the execution of
youth development programs and projects.
Functions of
KK and of SK
The KK shall:
1. Elect the SK chairperson and seven (7)
members; and
2. Serve as the highest policy-making body to
decide on matters affecting the youth in the
barangay.
The SK, in general shall:
1. Create a federation in city/municipal and
provincial level;
2. Conduct SK and KK meetings;
3. Conduct an annual activity to be known as the
Linggo ng Kabataan.
The SK, in general shall:
4. Convene the Local Youth Development
Council (LYDC);
5. Coordinate with Local Youth Development
Office;
6. Promulgate resolutions necessary to carry out
the objectives of the youth in the barangay;
The SK, in general shall:
7. Initiate and implement programs, projects to
promote general welfare, development and
empowerment of the youth; and
8. Ensure timely submission of documentary
outputs.

Grounds for Suspension and Removal from Office
1. Absence from the regular SK meetings without valid cause for
two (2) consecutive meetings or accumulated absences of
four (4) days within a period of twelve (12) months.
2. Failure of the SK Chairperson to convene the regular assembly
of the KK for two (2) consecutive times;
3. Failure to convene the regular SK meetings for three (3)
consecutive months in the case of the SK Chairperson;
4. Failure to formulate the CBYDP and the ABYIP, or approve the
annual budget within the prescribed period of time without
justifiable reason;

5. Failure to implement programs and projects outlined in the
ABYIP without justifiable reason, as evaluated by the C/MYDC;
6. Four (4) consecutive absences during the regular Sangguniang
Barangay sessions without valid cause in the case of the SK
Chairperson;
7. Conviction by final judgment of a crime involving moral
turpitude; and violation of existing laws against graft and
corruption and other civil service laws, rules, and regulations;
and
8. Failure in the discharge of his/her duty or has committed an
abuse of authority.
