1. What’s a Roadworthy eCertificate?


Welcome to VicRoads’ Roadworthy eCertificate system, the new system that allows you to create, manage
and store all your roadworthy certificates online.

The Roadworthy eCertificate (eRWC) system has been designed to make it easier for Licensed Vehicle Testers
(LVTs) to capture and store the required details and photographs more efficiently.

You can now generate electronic copies of completed Certificates of Roadworthiness directly from your
computer, smartphone or tablet for emailing to your customers – these are called Roadworthy eCertificates,
or eRWCs.

What’s changed?
The requirements and steps for creating Roadworthy eCertificates are exactly the same as the paper-based
certificates you’ve been using:
• Start by creating a certificate.
• Undertake the first test.
• Undertake a second test, if needed.
• Complete the certificate and sign it off.

The only difference is that you can now create your certificates and capture all the inspection details –
including the required photographs – online.

2. What devices can I use?


You can create Roadworthy eCertificates using a computer, laptop, tablet or smartphone – it’s totally up to
you and how you prefer to work. You just need to make sure whatever device you’re using is connected to
the internet while you’re using the Roadworthy eCertificate system.

Is it better to use one type of device over another?


The steps you need to go through to create an eCertificate are exactly the same whether you use a computer
a smartphone or a tablet. There are some advantages to using a tablet or smartphone, but it really comes
down to personal preference.

Using a computer
If you prefer to make written notes as you do your inspections, and then
complete your certificates up later that day in batches, you might prefer to
use your desktop or laptop computer to create and complete your
Roadworthy eCertificates.

Using a device
If you like completing certificates as you go, a tablet or smartphone is a good
option. With the eRWC system, you can use your device to complete the
form on the go, as you inspect the vehicle, including taking photos with the
device and uploading them straight into your eCertificate.

Your device will need to be connected to the internet at all times – you will
need to have access to Wi-Fi or mobile data to be able to access the
eCertificate system and save your work.

You can start an eCertificate on one device – for example, your desktop computer – and finish it on another
– like your smart phone – as long as you’ve saved your work. Simply log in to your myVicRoads partner
account from any device – once you’ve signed in, you can pick up where you left off.

3. Do I need to use a particular web browser or operating system?


You’ll need to use a web browser like Chrome, Safari or Firefox to access the Roadworthy eCertificate system.

VicRoads offers support for all popular modern web browsers and platforms. At the time of publishing this
guide, here’s the list of browsers, operating systems and versions we support:

Don’t use Internet Explorer
Internet Explorer is not supported by VicRoads as a browser for use with the myVicRoads partner
account, as it is no longer supported by its developer, Microsoft (it’s been replaced with Microsoft
Edge.)

4. Getting started with a myVicRoads account


Before you can start creating Roadworthy eCertificates, you need access to your workshop’s myVicRoads
partner account. This is an online account that allows you to complete certain transactions, like eRWCs,
online.

How do I get access to a myVicRoads partner account?


You’ll need to be added by the person who manages the myVicRoads partner account for your workshop –
called a myVicRoads partner account Administrator. If you don’t have access, find out who your partner
account Administrator is, and ask them to add you as a user.

It’s important to note that VicRoads also needs to approve you being added – you won’t be approved unless
you already have licence vehicle testing accreditation with VicRoads.

What permissions will I have in the eRWC system?


There are three roles in the Roadworthy eCertificate system:

Your workshop’s partner account Administrator will assign you the appropriate role, depending on the LVT
accreditation you currently have with VicRoads. You can be assigned more than one role in the Roadworthy
eCertificate system as long as you have the appropriate accreditations and VicRoads approvals.

How to access your workshop’s myVicRoads partner account

Once you’ve got access to your workshop’s myVicRoads partner account, start by logging in to it:

1. Head to the VicRoads website (www.vicroads.vic.gov.au) and click on the person icon at the top right
of the homepage.

2. Make sure to select the Partner tab, then entering your email address and password to log in.

Once you’re logged in, the first thing you’ll see is your partner account dashboard. It looks like this:

You’re now ready to start creating Roadworthy eCertificates.

About your partner account dashboard  Good to know


In additional to accessing the eRWC system, you can use your partner account dashboard to:
• manage your personal settings, including changing your password
• access LVT inspection standards and LVT newsletters

5. Creating an eCertificate (Part A)


Now that you’ve got access to the eRWC system, let’s step through the process for creating an eCertificate.

1. Once you’re logged into your myVicRoads partner account, start by clicking Roadworthy eCertificate on
your partner account dashboard.

This will take you to a page with a table showing all the eCertificates that have been created by your
workshop, together with their current status – this is your Roadworthy eCertificate dashboard.

On the Roadworthy eCertificate dashboard you can search and filter all your Roadworthy eCertificates (we’ll
show you how to do that later in this guide). The dashboard also shows you how many eCertificates your
workshop has left.

Good to know
Your Roadworthy eCertificate dashboard is your new register
The eCertificate dashboard in your myVicRoads partner account replaces the need for your
workshop to keep a separate register of Certificates of Roadworthiness (unless, for any reason, you
need to create a paper Certificate of Roadworthiness).

2. On your Roadworthy eCertificate dashboard, click Create certificate.

This will open a new page with the first part of the online form for your new eCertificate. Like Part A of the
paper certificate, this is where you fill in the vehicle and presenter details. However, unlike the paper form,
you don’t need to fill in your own name, testing site address and telephone number – the online form
automatically captures those details for you.

Save. Save. SAVE. Important 


Make sure you always save as you go, especially if you’re using a tablet or smartphone that may end
up out of Wi-Fi or mobile data range. You’ll find the Save button at the bottom of every page.
The eRWC system will show you a warning message if you’re out of range – you’ll have 5 minutes to
re-connect to avoid losing any work.
If you don’t save your work and you lose internet connection on your device, you’ll lose any work
you completed since your last save.

Before you start


All fields throughout the eCertificate system that are marked with an asterisk (*) are mandatory. The system
will not allow you to complete an eRWC if you have not completed all mandatory fields.

3. Begin by choosing your Vehicle type.

4. To populate the remaining vehicle detail fields, complete either the VIN or Chassis number or the
Registration number field, then click the dark blue Lookup button beside the field you’ve filled in.

If the vehicle you’re inspecting has ever been registered in Victoria, the Lookup button will automatically fill
in the rest of the vehicle details in for you.

Check the vehicle details


Important 
Before moving to the next step, you must check that all vehicle details the eRWC form has auto-
populated for you actually match the vehicle you are inspecting.

If there are any discrepancies – for example, vehicle colour – you need to manually correct 10 of 37
details in the eRWC form. You can over-write any field that has been filled in for you.

Troubleshooting
My vehicle details are not auto-populating
If the vehicle you’re inspecting has not been registered in Victoria, the Lookup button won’t be able
to populate the remaining vehicles details for you. You’ll need to key in all the mandatory vehicle
detail fields yourself.
If you know the vehicle has been registered in Victoria and your Lookup search isn’t returning any
results for you, start by checking that you’ve entered the VIN/chassis number or registration
correctly. If that still fails to auto-populate the vehicle details for you, you’ll need to key the vehicle
details in manually.

Need help filling in a field?
If you’re not sure about the requirements for correctly filling in a field, clicking the dark blue Help+
button next to that field will give you advice.

5. Scrolling down the same page, fill in the Presenter details (these are the details of the person who has
presented the vehicle to you for inspection). It’s particularly important to enter the presenter’s preferred
email address correctly – the eRWC system will automatically send key completed documents like your test
report and the final eRWC to that email address.

Troubleshooting
My customer doesn’t have an email address
In this case, we recommend entering your own email address in the email field of the form. This means
you’ll need to provide your customer with a printed copy of their eCertificate.
You can either do this by printing the copy that was emailed to you, or you can download a copy of the
eCertificate straight from your myVicRoads partner account and print it from there.

Once you’ve completed the vehicle and presenter details, you can choose either Create and return to
dashboard or, if you’re a Testing Mechanic, you can choose Create and start first test.

If you choose Create and return to dashboard, your certificate will save and be ready for a Test Examiner to
begin a test report. Its status will show on your Roadworthy eCertificate dashboard as Awaiting first test.

Before you click ‘Create’ Important 


It’s important to understand that clicking either Create and return to dashboard or Create and
start first test will confirm the details and commit the certificate number. You won’t be able to
make changes to the vehicle or presenter details after this step.

Good to know
If you need to make a correction after an eRWC has been created, you’ll have to cancel that
certificate and create a new one, just like you do when you make a mistake on a paper
roadworthy certificate. You won’t be able to re-use the cancelled certificate number or get a
refund on the eCertificate cost.

6. Undertaking a first test (Part B)


Start your first test by opening the Complete a report page. There are two ways to do this:

1. You can click Awaiting first test from your Roadworthy eCertificate dashboard.

Or

2. You can click the Create and start first test button at the bottom of the Create a Roadworthy
eCertificate page.

OR

Note that you need to have Test Examiner permission to undertake a first test. If you haven’t been given this
permission within the Roadworthy eCertificate system, the Create and start first test button will not be
clickable for you.

1. Start the first test by filling in the Date, Time and Odometer reading details.

2. Work through the test checklist provided in the form – select Pass, Fail or N/A for each test.

Easy access to Vehicle Standards Information Good to know


Clicking on the dark blue Help+ buttons next to each test item will give you links to the relevant
Vehicle Standards Information documents for that test.

Managing failed items


If you select Fail for a particular test, you’ll be presented with a section for providing details of the failure
point – you can add more than one failure point for any test. For each failure point, you will need to select
Failure component, Failure location and Failure reason from the dropdown lists provided.

The fault I want isn’t on the list

If you can’t find the specific fault details from our dropdown menu, choose the item that’s most appropriate

fault, then use the Additional comments box to add any explanatory notes. If you think the missing fault detail
should be added to our dropdown menu, let us know by emailing us at roadworthy@roads.vic.gov.au.

Upload defect photos


You will need to upload a photo of each defect before completing your test report. If you’re using a tablet or
smart phone, you can take your photo and upload it at the time of filling in the failure point details. Or you
can come back to it later. You’ll find detailed information on uploading photos in the Photography
Requirements section of this User Guide.

Once you’ve taken your photo, you need to upload it to the eRWC system by clicking the Upload file button.

You can also choose to add additional information about each failure point you report by checking the Add
additional comment box.

About additional comments  Good to know


Your vehicle presenter will see all additional comments you add to your eRWC (they will appear on
the Test Report that the system automatically emails to the vehicle presenter). It’s good to be aware
that any notes you add will appear on your customer’s Test Report.

2. The next test is Brake Performance.

Perform your brake test, then click Yes on the form, as shown below. This will open a section with a number
of fields that you will need to fill in.

4.Upload any mandatory and relevant photos in the Document upload section of the page.

For your own protection and backup, LVTs are strongly encouraged to upload photos for all areas of each
vehicle they inspect, but it’s important to note that there are a number of key areas of the vehicle for which
photo upload is mandatory. Mandatory photos are indicated on the form with an asterisk (*).

Note that you will not be able to complete your first test in the eRWC system until all the mandatory photos
are uploaded. If you aren’t ready to upload photos, simply save your form by clicking the Save button at the
bottom of the page. You can then come back to it later to upload the photos. However, just like the paper
certificate, you must complete a test in the eRWC system on the same day that you started it.

Good to know

You’ll find advice on the requirements for photos – including formats accepted, size and quality –and
tips for uploading them in the Photography Requirements section of this User Guide. We also have a
video showing how to upload photos – see the last page of this Guide for details.

5. Once you’ve uploaded all your photos, complete your first test by clicking the Confirm button. It’s
important to note that you will not be able to change any of the test details once you’ve clicked Confirm, so
now’s the time to double-check them.

At this point, your first test is completed, and a copy of the test report will be automatically emailed to the
presenter of the vehicle, at the email address that was entered in the Presenter details section of the online
form.

Clicking Confirm will take you back to your Roadworthy eCertificate dashboard. If the vehicle has passed its
inspection, the status of the certificate you’ve been working on will show as Awaiting sign-off.

7. Completing a second test (if needed)


Good to know
If a vehicle has failed any aspect of its first test, its status on your Roadworthy eCertificate dashboard will
show as Awaiting second test.

To complete a second test


1. On your Roadworthy eCertificate dashboard, click on Awaiting second test for the vehicle you want – this
will open the Complete a report page. Any failure points from the first test will be shown in red.

2. If you’re satisfied that a failure point has been rectified, click the Yes button under Has this defect been
corrected? for that failure point. You will then be prompted to upload a photo of the rectified item –
this is a mandatory requirement. Repeat this process for each failure point.

3. Before you can confirm that you are satisfied with the second test, you will need to upload photos of the
entire vehicle at the testing premises and the odometer at the time of the second inspection.

When you have uploaded the required photos and completed all other requirements, click Confirm – this will
complete the vehicle’s second test.

Clicking Confirm will take you back to your Roadworthy eCertificate dashboard. The status of the certificate
you’ve been working on will now show as Awaiting sign-off.

Failing a second test


Clicking the No button under Has this defect been corrected? will automatically fail the vehicle.

Before you can confirm that you wish to fail the vehicle’s second test, you will need to upload photos of the
entire vehicle at the testing premises and the odometer at the time of the second inspection.

When confirming that you wish to fail the vehicle, you will be advised that your action is not reversible and
will result in the vehicle being declared un-roadworthy.

Clicking Confirm will take you back to your Roadworthy eCertificate dashboard. If you fail a vehicle on its
second test, it will show in your Roadworthy eCertificate dashboard as Failed.

Good to know
Automatic cancellation of incomplete certificates
If a second test isn’t completed within 14 business days of a first test failure, the eRWC system will
automatically cancel it. You’ll still be able to see in your Roadworthy eCertificate dashboard (it will
show as Cancelled).

8. Signing off on an eCertificate


Who can sign off on a Roadworthy eCertificate?
Only people who have completed the Licensed Vehicle Tested (LVT) Administration Course and have been
given Admin Part A or Licence Holder access in your organisation’s partner account can sign off a
Roadworthy eCertificate (this is the equivalent of signing Part A of a paper Certificate of Roadworthiness).

If you have been given permission to sign off on Roadworthy eCertificates, the Awaiting sign-off link on your
eCertificate dashboard will be green and it will be clickable. If you don’t have permission to sign off, it will be
grey, and you won’t be able to use it to click through to the sign off page.

To sign off on an eRWC

1. Click Awaiting sign-off on your eCertificate dashboard. You’ll be taken to the Full Roadworthy details
page for that certificate – this where you can check and confirm that all vehicle and certificate details are
correct.

2. Check the Vehicle, Presenter and Test details by clicking on the + at the right of the page – clicking the +
will open up that section and show you all the details that were entered previously.

It’s important to note that this is your last chance to cancel the certificate if any of the details are wrong (you
can’t correct individual details from this page; if you need to change anything, you will need to cancel the
eRWC and start it again).

3. If you are satisfied that requirements for examining and testing the vehicle have been met, sign off on the
certificate by clicking the Sign button.

Once you’ve signed off on the certificate, its status on your eRWC dashboard will show as Complete, and a
copy of the Roadworthy eCertificate will be automatically emailed to the presenter of the vehicle at the email
address that was entered in the Presenter details section of the online form. You will not be able to cancel
the certificate at this point.

9. Requirements for taking and storing photos


What’s changed?
The first thing to note is that the requirements for taking photographs are the same whether you’re creating
a paper certificate using the Roadworthiness Book or creating an eRWC using the online Roadworthy
eCertificate system.

The only differences are that with the Roadworthy eCertificate system:
• you can upload photos to the system directly from your smartphone or tablet
• once uploaded, they’re automatically stored in the Roadworthy eCertificate system linked to the
correct eRWC – there is no longer a requirement for you to file each photo by RWC number, copy it
to two independent storage media and keep it on file for seven years.

Equipment requirements
In line with the requirements set out in the LVT Licence Conditions, you must:
• use a digital camera or camera-enabled device (tablet or mobile phone) that has a minimum of five-
megapixel capacity and is also capable of capturing video footage
• have the digital camera, or the device that you’re using to take your photos, set to the correct date
and time.

Photograph requirements
A number of photos are mandatory for first tests and second tests, including photos of all defects identified.
Mandatory photos are indicated in the online system with an asterisk (*) – the number of mandatory
photographs differs depending on the vehicle category type.

For your own protection and backup, we strongly encourage you to upload photos for all areas of each
vehicle you inspect.

Note that you will not be able to complete your first test in the Roadworthy eCertificate system until all the
mandatory photos are uploaded. If you aren’t ready to upload photos, simply save your form by clicking the
Save button at the bottom of the page. You can then come back to it later to upload the photos. However,
you must complete a test on the same day you started it.

File size and format requirements


The most important requirement is that your photographs and videos be in focus and well-lit so that the
detail of what you’re trying to show is clear.

• Size: While we recommend your photos be no more than 5MB each, you can upload photos of larger
size.

• Acceptable file formats: You can upload photographs, videos and document files.

Good to know
You can use video to document faults
We know that some faults are hard to photograph – for example, electrical issues. Taking a short
video – for example, the horn being pressed – or a general photo of the area in question can be a
good solution.

How to upload your photographs

If using a desktop or laptop computer


You’ll need to save the photos you’ve taken from whatever device you took them with to the computer
you’re using. Or you can save them to cloud-based storage, if that’s how you’ve been managing the photos
you’ve been taking for the paper certificates.

Once you’ve saved the photos, upload them to the online form by either dragging and dropping the image to
the correct section of the form, or by browsing your computer.

You can add as many files to the same section of the forms as you want.

If using a smartphone or tablet


One of the great features of the eRWC system is that you can take photos and videos with your smartphone
or tablet, and upload them directly to the eRWC you’re working on.

Clicking Browse file(s) will give you three options for uploading photos and videos with a smartphone or
tablet:

• you can take a photo or video using your device’s camera app
• you can upload an existing photo or video from your device’s photo app
• you can browse your device for images that you’ve stored elsewhere.

Taking photos while using the system


Important 
If you use a smartphone or tablet to take and upload a photo while you’re in the eRWC system
(using the Take Photo or Video option shown above), you may find that photo does not appear
in the Photo Library app of your device.

You’ll always be able to view any photo that’s been uploaded and saved to an eRWC. But if
you’d like to have access to a photo outside the eRWC system, you should consider taking the
photo with your device’s Camera app then selecting it for upload from your Photo Library (the
second option shown above).

How to view photos that have been uploaded to the eRWC system
You can view any photo that has been uploaded and saved to an eRWC – all photos are accessible from the
Full roadworthy details page of the online system.
1. To see the roadworthy details for a particular eRWC, click on the certificate number from your Roadworthy
eCertificate dashboard:

2. This will take you to the Full Roadworthy details page. To view a photo, open the relevant section (Test 1
or Test 2) by clicking on the + symbol on the right-hand side of the page:

3. This will open the section with the photographs associated with that test. Open any photograph by clicking
on the small thumbnail image:

Good to know
You can’t remove a photo once it’s uploaded
If you’ve uploaded the wrong photo to a section of the online form, simply leave it and
upload the correct photo (you can add multiple photos to each section of the online
Roadworthy form. You can also add an explanatory note about the incorrect photo in the
Comment section, if you feel it’s needed.

10. Cancelling an eRWC


There are 3 scenarios where you might need to cancel an eRWC:

1. Before a first test: This can happen if the eRWC has been created and confirmed, and you find you
need to change either the vehicle or presenter details – for example, if some of the details have been
entered incorrectly. You can’t edit the vehicle or presenter details once the certificate has been
created in the system – you’ll need to cancel the certificate and create a new one.

2. Before a second test: If a customer cancels their second test, you need to cancel the eRWC (the
system will automatically cancel the test if you don’t come back to it within 14 days).

3. After a second test fail: If the vehicle has failed both tests, you need to cancel the eRWC.

You can’t cancel an eRWC if the tests have been finalised and signed off in the eRWC system (when it’s
showing as Complete on your dashboard)

How to cancel an eRWC


1. On your Roadworthy eCertificate dashboard, click the number of the certificate you wish to cancel.

2. This will take you to the Full Roadworthy details page. Click the red Cancel button.

3. You’ll be asked if you’re sure you want to cancel the certificate. It’s important to note that you will not be
able to change your mind if you proceed to cancel.

Clicking Yes will cancel the certificate. That certificate will then show as Cancelled on your Roadworthy
eCertificate dashboard.

Troubleshooting
I can’t see a Cancel button
If there’s no Cancel button on the Full Roadworthy details page, it means that particular certificate
cannot be cancelled due to its status. For example, certificates that are already complete can’t be
cancelled.

What happens if my customer doesn’t return within 14 days of the first test fail?
Our system will automatically cancel the certificate. Just like the paper-based system, the vehicle owner will
have to request a new certificate, and you’ll need to start the process again.

11. Locating an eCertificate


One of the great features of the eRWC system is its ability to allow you to search for your eRWCs in a number
of ways.

Using the Filter tool on your Roadworthy eCertificate dashboard, you can search for eRWCs by the person
who last worked on it, by its status (for example, Complete, Awaiting first test, Awaiting sign-off), by the
vehicle details, by the presenter’s name or licence number or by date range.

1. To open the Filter tool, click on the + symbol at the right of the page – this will expand the Filter tool for
you.

2. Choose the criteria you’d like to filter on (you can choose more than one), then click the Search button.
You’ll see your results in the table on your dashboard.

To remove your filters, click Clear all on the bottom right corner, then click the Search button.

12. Exporting eCertificate data


If you’d like to generate a report, you can use the eRWC system to export data on any Roadworthy
eCertificates that your workshop has created to Excel.

To export eRWC data, simply click on the Export button on the right-hand side of your Roadworthy
eCertificate dashboard:

This will generate an Excel report for you:

Note that only eCertificates that are showing on your Roadworthy eCertificate dashboard at the time you
click the Export button will be exported. To learn how to filter which eCertificates show on your dashboard,
see Locating an eCertificate.

13. Issuing eCertificates to customers


The Roadworthy eCertificate system will automatically email a copy of all completed reports and signed off
eRWCs to the email address that your entered in the Presenter details section of the online form. These
include:
• the first test report
the second test report (if a second test was needed)
• the Roadworthy eCertificate.

The Roadworthy eCertificate system will also automatically provide VicRoads systems with information on
every eRWC issued.

What if my customer doesn’t have an email address?


In this case, we recommend entering your own email address in the email field of the Presenter details form.

You will then need to provide your customer with a printed copy of their Roadworthy eCertificate, and also
their First Test report, if they ask for that.

You can either do this by printing the copy that was emailed to you instead of your customer, or you can
download a copy of the eRWC straight from your myVicRoads partner account and print it from there.

How to print an eRWC from your partner account

1. On your Roadworthy eCertificate dashboard, click on the certificate number of the eRWC you wish to print:

2. You’ll be taken to the Full roadworthy details page – clicking Download certificate will give you a
downloaded version that you can print.

You can also print a first test report or a second test report by downloading it from the same page:

Does my customer need to do anything differently if I issue them with an eRWC?


No. The VicRoads processes are exactly the same, whether the customer has a Roadworthy eCertificate or a
paper Certificate of Roadworthiness. They will still need to present us with a hard copy of their certificate.

Will VicRoads still accept the current paper certificates?


Yes, we will continue to accept paper certificates as well as eRWCs.

14. Ordering eCertificate numbers


The person who has been ordering your Roadworthiness Books can also order eCertificate numbers.

The process is exactly the same as ordering Roadworthiness Books through our online bookstore. If you have
an online bookstore account, simply log in and select a bundle of 100 eCertificates.

Once your business is on the Roadworthy eCertificate system, we’ll automatically issue any certificates you
purchase as eCertificates. If you want a hard copy Roadworthiness Book instead of eCertificates, you must
email us at LVTbookstore@roads.vic.gov.au after placing your order to let us know.

Your order will be processed the next business day to your workshop’s myVicRoads partner account.

How can I tell how many eCertificates my business has left?


The number of certificates your business has remaining shows at the top of your Roadworthy eCertificate
dashboard.

What if there are issues with the eRWC system? Troubleshooting


If you experience problems using the eRWC system – for example, the system won’t open when you log
in, or you find you can’t generate eCertificates – please contact us urgently on 1300 309 571 (Option 1)
Monday to Friday between 8.30am- 5.00pm or email roadworthy@roads.vic.gov.au. We will check
whether other LVTs are experiencing the same issue – if so, we will log it with our IT team for urgent
review and resolution.
