1. PREAMBLE & INTRODUCTION

PREAMBLE

The need to prepare an ON-SITE EMERGENCY PLAN (OEP)


for dealing with incidences which may still occur and are
likely to affect HEALTH, SAFETY, LIFE, PROPERTY and
ENVIRONMENT both at site and in the immediate
neighborhood. An On-site Emergency Plan is essential to
mitigate and localize the effects of a major accident /
emergency.

INTRODUCTION

This On-Site Emergency Plan (OEP) explains the code of


conduct of all personnel at site & supporting cell at Head Office
along with the actions to be carried out in the event of an
emergency.

This plan is guideline for employees, contractors,


transporters, etc. It not only defines responsibilities, but also
informs about prompt rescue operations, medical treatment, co-
ordination and communication among various team members. The
OEP is prepared to give clear instructions to concerned team
members to avoid any confusion, panic during emergency at site.

2. IDENTIFICATION OF EMERGENCIES
Major accident like serious injury to personnel, vehicle
1 accident fall from height, electrical shock, food poisoning,
etc.
Fire / explosion: inside nacelle, in control room, in H.T.

yard, in LPG gas bank or in any building at site.
Emergency condition at height: person gets fainted in
3 nacelle or hub or ladder or on tower. Hanging on belt at
height. Trapped inside nacelle or hub.
Natural calamity like cyclone, earthquake, flood, lightning,

3. OBJECTIVES

The overall objectives of an OEP are:

a) To mitigate the emergency and localize it.

b) To have clear communication and instructions to handle

the emergency situation.

c) Proper management of Evacuation, Rescue operation

and Head count of personnel, medical facilities, external

Sites.

d) Take appropriate steps to prevent recurrence.

e) Restoring normalcy.

f) Smooth operation from support cell of head office.

g) Enhance effectiveness of the present emergency

planning systems.

4. EMERGENCY CONTROL CENTRE (ECC)

The Emergency Control Centre (ECC) is located at Main


Office (Admin Office). The ECC is the focal point in case of an
emergency. All the communication regarding the emergency

shall be controlled at the ECC. Board indicating ‘Emergency

Control Centre (ECC)’ is displayed for easy identification.

This ECC shall possess the following:


1) Copy of On-site Emergency Plan (OEP).
2) Telephone numbers for internal and external
communication:
a) HEAD (O&M) : +91-7094488806 (Mobile
Number)
b) Site In-Charge (O&M) : +91-9344931731 (Mobile
Number)
3) List of important Telephone numbers such as police, fire
brigade, hospitals, OEP team members, blood banks,
snake catchers, forest dept. etc.
4) Site layout indicating ECC, Assembly points, Buildings,
WTG, roads, Material stores, fire-fighting equipment, first-
aid boxes, etc.
5) Personal Protective Equipments (PPE), safety equipments
as per attached list.

IDENTIFICATION OF EMERGENCY TEAM

Team members of emergency team are provided with


‘Fluorescent Orange’ Coloured jackets and helmets. No other
than OEP team members shall use this material in any case.

As soon an emergency is declared, OEP team members


available at site shall collect their fluorescent jackets &
helmets from ECC for identification. If OEP team members are
at Emergency Site and away from ECC, Administration
Coordinator shall arrange to send this material to OEP team
members.

3 sets of jackets & helmets are kept in spare for OEP


Team members & experts coming from outside for handling
the situation. Security are authorized to keep employees
other than OEP Team Members, away from emergency site.

In case of mock drill ‘Observers' will be provided with


identification for working in ‘Emergency Area’.

5. EMERGENCY SOUND SYSTEM

EMERGENCY SOUND

The emergency sound will be used during an EMERGENCY


and also to give ALL CLEAR signal. This will sound
continuously for a period of FIVE MINUTE in case of an
EMERGENCY. Such sound will signify the employees that an
EMERGENCY has occurred and that they have to evacuate and
designated employees would put their Sites into operation, as
mentioned in OEP plan.
Employees other than OEP team members, employees from
other sites, visitors, out siders shall assemble at ASSEMBLY
POINT.
Dual power supply is provided to signal considering power
failure in emergency.

ALL CLEAR SIGNAL

After the EMERGENCY is over the SITE IN-CHARGE would take


stock of the situation and finally blow the ALL CLEAR signal. The
ALL CLEAR signal shall be sounded for atleast ONE MINUTE
through an INTERMITTENT signal.

FEED BACK

In case of mock drill, all OEP team shall meet in a conference


room for carrying out discussion & to give their feedback in
presence of the SITE IN-CHARGE. In case of actual emergency, Site
In-Charge shall call meeting as per convenience and obtain written

feed back. Based on the feedback of team, SITE IN-CHARGE shall


submit a report to the HEAD- O&M within a period of 48 hrs. The
HEAD- O&M shall in turn submit a final report to the HEAD- HSE and
MD also.

6. MOCK DRILL

Success of an OEP depends on regular, planned and unplanned


MOCK DRILLS. MOCK drill helps all employees to get familarised
with the OEP and also check the accuracy of their roles.

PROCEDURE FOR MOCK DRILLS


1) For first three mock drills, all employees shall be
informed about MOCK-DRILLS.
2) Once awareness is created, only key persons shall be
informed before mock drills.
3) Date and location of the EMERGENCY SITE for
MOCKDRILL shall be fixed.
4) MOCKDRILLS shall be monitored by observers giving
due importance to response time. ‘Observers’ shall be
senior officers and shall not be part of OEP exercise.
5) All members of the team shall follow instructions as
mentioned in the OEP.
6) OEP Team shall meet in a conference room for
carrying out discussion & to give their feedback in
presence of the SITE IN-CHARGE.

OEP APPRAISAL AND UPDATING

After every MOCK-DRILL the OEP will be thoroughly


reviewed to take care of omissions or shortcomings.
Observations should be noted, studied and updated for
improvements if any.

7. DUTIES OF OEP TEAM MEMBERS

DO’S

1. Follow all instructions as per Onsite Emergency plan.

2. On spotting the emergency situation, inform Site In-charge and


mention your Name and Location of Emergency.

3. After listening to the emergency signal, follow the Supervisor’s


instructions.

4. Arrange to collect fluorescent jacket & helmet and move


towards the emergency location.

5. No person shall work at emergency site without identification


& proper PPEs.
6. Guide the visitors / contract labours outside the
emergency zone.
7. Only qualified first-aiders shall provide first-aid before
the injured is removed to the doctor.
8. Co-operate with Security Supervisor to enable him to take a
quick head count.
9. Shift In-charge will act as Site In-charge in absence of Site in-
charge.

DONT’S

• Do not panic.
• Do not communicate with any external agency, unless
instructed.
• Do not spread rumours.
• Do not keep any telephone engaged for a long time.
• Do not approach the emergency site as a spectator.

7.1 DUTIES OF SITE IN-CHARGE

1. On receiving information quickly move towards the


emergency site and assess the emergency situation along
with Shift Engineer.

2. Assess the situation; if it is not emergency situation, ON


SITE EMERGENCY PLAN will not be implemented.

3. If emergency exists, blow the signal from Emergency


Control Centre (ECC) located at Main Office (Admin Office).

4. Depute one person for co-ordination & communication at


ECC.

5. Immediately inform the following through telephone or

7. Instruct team on action plan for handling emergency


situation.

8. If NECESSARY summon the fire brigade / ambulance / medical


facility through Administration Coordinator.

9. Ask for any assistance from Head Office, Tirunelveli


through Site Head.

10. After bringing the situations under control, consult Shift In-
charge, Security Supervisor, Administration Co-ordinator and give
instructions for “All Clear” signal (intermittent sound).

11.Obtain feedback on OEP from all members.

12. Submit report to the Admin Head.

13. Handle or Appoint representative to guide media person,

public, political representatives, Government authorities and


police.

7.2 DUTIES OF SECURITY

1. On receiving information, quickly move towards the


emergency site leaving Security guard at main Gate.

2. Co-ordinate with the Site In-charge for action plan.

3. Immediately cordon off the site with the help of fluorescent


barricading tape.

4. Carry out head count at assembly points and other locations


and submit report to Site In-charge. Consider present
employees / visitors/ contractors labour on site.

5. Ensure strict vigilance on the main gates of the complex in


order to restrict unauthorised entry of any personnel and
control vehicular traffic in and around the emergency area.

6. After the emergency, co-ordinate with the Site In-charge to


enable for the blowing the “All Clear” signal (intermittent
sound).

7. Assemble in ECC after “All Clear” signal is sounded for your


feedback.

7.3 DUTIES OF SITE CO-ORDINATOR

1. On hearing the emergency signal or receiving the


information proceed towards the Emergency Site and co-
ordinate the activities with

a. Site In-Charge

b. Fire, rescue and evacuation team

c. O&M team

2. Co-ordinate and arrange the following in consultation with


the Site In-charge and Administration Coordinator
a. Transport Site required if any
b. Additional Security
c. Food / water or any other welfare facility
d. Medical facility, ambulance

3. Prepare team(s) to handle the emergency situation and take


action.
4. If necessary prepare shift schedule for O&M team to work
during emergency.
5. After the emergency, co-ordinate with the O&M team, Site
In-charge to blow the “All Clear” signal (INTERMITTENT
sound).
6. After emergency is over, ensure all PPEs & other
equipments shall be put back in the ECC.

7.4 DUTIES OF ADMIN HEAD

1. On receiving information, coordinate for support required to site.

2. Shall be in constant touch with the Site In-charge.

3. Assess severity of the emergency situation in co-ordination of


Site In-charge & accordingly pass on the information to Head.

4. Inform HSE In-charge, Materials In-charge, P&A In-charge,


Finance & Account Head & guide them for support.

5. Co-ordinate with official spokesman of the organisation for


Liasoning with media, Govt. Authorities & pass over
information to Site Incharge.

6. Depute technical expert if required.

7. After situation is under control, Collect feed back from Site In-
Charge & pass on information to Head.

8. Pass on your observations on improvement on OEP to the HSE In-


charge.

7.5 DUTIES OF SITE HEAD

1. On receiving information from the Site Head, pass on information


to Director

2. Execute the instructions received (if any) from the Director, and
advise the Site Head accordingly.

3. After getting back the situation under control, co-ordinate with


the Director, Site Head.

4. Pass on your observations on improvement on OEP to the HSE In-


charge.

7.6 DUTIES OF HSE INCHARGE

1. On receiving information follow instruction given by Safety Manager

2. Provide all support for safety requirements in co-ordination with the State

Head.

3. If necessary move towards the site.

If you are on site

4. Ensure safety measures in all operations being carried out during emergency.

5. Provide guidelines required for mitigating the emergency.

6. Co-ordinate for safety equipments, PPE’s.

7. Guide Site In-charge & OEP team for smooth execution of Emergency Plan.

8. Collect feedback from all concerned about improvement of Emergency Plan.

Emergency intimation will be given to State Head with these categories. This will
help to assess level of severity of the emergency & also to decide level of passing
information to top management.

8.1 MAJOR ACCIDENT

INTRODUCTION

If we follow all safety instructions, there is no chance of major accident.


But in case of following unsafe working practice, there are likely chances of
vehicle accident, electrical accident, falling of person from height, etc. that can
be converted in to emergency situation.

HANDLING OF EMERGENCY SITUATION LIKE MAJOR ACCIDENT

1. Assess situation & declare emergency.


2. Blow signal for intimation at site.
3. Give importance for treatment to injured person.
4. Contact trained first-aider available at site.
5. Contact vehicle to shift injured person for medical treatment. Call for ambulance if
vehicle is not available.
6. Inform nearest Doctor, Hospital about accident so that he will be ready for
treatment in advance.
7. Keep Petty cash for emergency situation.
8. Provide basic information like Blood Group, allergies to medicine, medical history
to the Doctor for advance preparation.

FOR ELECTRICAL ACCIDENTS


1. Open ‘ISOLATOR’ close to the location.
2. Follow all safety precautions of HT work.
3. Display ‘CAUTION’ board at the isolator & put lock.
4. Only Shift In-charge shall open the lock after emergency.
5. Common ISOLATOR is indicated with board & also shown on Site layout.

8.2 FIRE / EXPLOSION

INTRODUCTION:
Fire hazard is divided in to two broad categories.
a. WTG related fire
b. Other than WTG fire

We have considered chances of emergency due to electrical


fire in WTG. It may start from electrical panels / cables kept at
nacelle & control rooms

Fires other than WTG are may be due to storage of flammable


chemicals like oils, HSD, petrol, thinner, kerosene, LPG cylinders,
etc. at stores, CMS yards, etc. also fire due to other reasons at
offices, workshop, hostels, etc.

HANDLING FIRE SITUATIONS

1. Evacuate people from the fire area.

2. People in nearby area of Admin Office; assemble at ‘Assembly


point’ in front of Admin Office.

3. Give your attendance to Security.

4. In case of electrical fire, first cut OFF the electrical supply. Cut
off points are displayed on site lay out. Indicator boards are also
displayed on location.

5. If a small flame or smoke is seen at nacelle and If it is safe and


practicable to extinguish fire by reaching to nacelle, then
extinguish it with the help of Dry Chemical Powder (DCP)
cylinders of 2kg which are easy to carry to nacelle.
6. Human life is always important, give priority to it.
7. If it is not practicable to reach to nacelle call fire brigade to fight the fire.

8. In case of fire to flammable material, remove people to safe area.


9. Remove other material to safe place.
10. Use Dry chemical powder, Mechanical Foam or CO2 type fire
extinguishers.
11. If fire is not controlled within 10 minutes, call fire brigade &
inform them about material on fire.
12. Study Material safety Data Sheet (MSDS) for other chemical
fires. Be prepared for any other emergency coming out from other
chemicals on fire.

LPG FIRE

INTRODUCTION:
LPG has a wide explosive range. Even a small leakage of LPG,
on contact with a spark, can lead to an explosion. The manner in
which an LPG cylinder may burn depends upon the location, size of
the leak and the pressure within the cylinder.

IMPORTANT PROPERTIES OF LPG:

Odor - Original LPG is odor less. Mecapten is


added in to it for leak detection which
gives garlic smell.
Physical state - Gas
Flammable limit in air - 1.9 % - 9.5 % (by volume)

SAFE STORAGE AND HANDLING PRACTICES


1. Cylinders should be stored and handled in upright position.

2. Cylinders should be stored under cover to protect them against


direct rays of the sun.

3. Empty cylinder should be marked and stored separately.

4. Valve protection caps should always remain in place before and


after the use of cylinders.

5. Identify leaks in cylinders and fittings by application of soap


solution.

6. Cylinders with damaged valves should immediately be labeled


appropriately and returned to the supplier.

7. Persons affected by exposure to LPG should be removed to fresh


air and kept warm.

8. Check pipelines, valves, and manifolds regularly for leakage.

9. Paint gas manifold, pipes regularly as per standard color-coding.

10. Use of gas bank is a safe practice.

11. Never use more than one big burner on one cylinder.

HANDLING FIRE SITUATIONS

1. If LPG fire observed, avoid panic, evacuate area.

2. DO NOT OPERATE ANY ELECTRICAL SWITCH.

3. Turn the valve ‘OFF’

4. Shift cylinder to open air.

5. Keep away source of ignition. Stop vehicle movement in that


area.

6. Put plastic cap on valve. Plastic protection cap can stop leakage
of the valve.
7. If a small flame is seen on the cylinder, then extinguish it with

the help of Dry Chemical Powder (DCP) cylinder, CO 2 cylinder or

a fire hose from a safe distance.


8. Use glove, heavy cloth or wet material to extinguish the fire.
9. In case of gas bank, close the main valve.
10. Simultaneously the LPG cylinder must be liberally cooled with
water.
11. Summon the supplier immediately and ask him to move the
cylinder .

8.3 EMERGENCY SITUATION AT HEIGHT

INTRODUCTION:

Normal height of WTG is 100 Meters. Our employees are


working at this height every day. There are chances of any
emergency situation like

1. Person fainted while working in nacelle / hub


2. Fall inside nacelle, on ladder because of any injury
3. Material falling down from height on head
4. Electrical shock while working
5. Etc.

In such situation it is very critical to bring down the injured


person safely.

Handling emergency situation at height

 Never climb tower alone.


 Always use head gears & safety belts while climbing
 Always carry communication equipment while going to tower
 In case of emergency, contact others for help
 Call first aiders & rescue team for help
 Use emergency rescue equipment to bring him down if available.
 Connect your rescue kit to the anchorage point above the victim.
 Rescue kit descended hook connect with sterna D-ring of victim’s
safety harness.

 Initially lift the victim through rescue kit to load his weight on
rescue kit. After then we will remove his secondary
attachments.

8.4 NATURAL CALAMITY / MAJOR ACCIDENT

INTRODUCTION

We have to be prepared for any emergency situation like natural calamity


for emergency preparedness..

HANDLING OF EMERGENCY SITUATION LIKE NATURAL


CALAMITIES

1. Assemble all persons at site at Assembly point or any other safe place.
2. Contact trained first-aider available at site.
3. Contact vehicle to shift injured person for medical treatment. Call for ambulance
if vehicle is not available.
4. Inform nearest Doctor, Hospital about disaster so that he will be ready for
treatment in advance.
5. Keep Petty cash for emergency situation.
6. Provide basic information like Blood Group, allergies to medicine, medical
history to the Doctor for advance preparation.
7. Seek help from Head office & apprise MD / Head-HSE about Site status
through O&M Head.
8. Remain in constant touch with whether bureau, Collector office to have latest
information on calamity.

8.5 SNAKE BITE EMERGENCY RESPONSE PROCEDURE

 Don’t panic & don’t run. Be calm:

The majority of snake bites are not venomous, but because patients go into a
state of panic they put themselves at risk of severe danger. Panicking also
increases the heart rate and would circulate the venom faster in the body.

 Don’t pick up the bitted snakes:

Don’t pick up the snake or kill it, as this will increase your chance of getting
bitten again. Even dead snakes can bite.

 Take a photo of the snake for identification (if possible):

Take a photograph of the snake from a safe distance if possible. Identifying


the snake can help with treatment of the snakebite. But don’t waste your time
to take photos of the snake.

 Provide First aid treatment:

 Remove rings and watches before swelling starts.


 Wash the bite with soap and water.
 Cover the bite with a clean, dry dressing bandage (Not too tight).
 Do not apply a tourniquet or tight bandages for stopping the flow of
blood through a vein. Because it leads to venomous blood in a
particular body part and results in the loss of that body part.
 Do not try to suck out the venom. Because it’s dangerous to venom
suckers also and not suggested from safety department.
 Don’t cut the bitted wound with knife. Because the wound get infected
and make the treatment at hospital more complicated.
 Don’t allow the victim to eat or drink anything. Do not take pain relief
medicine also.
 Keep the area of the bite below the heart in order to slow the spread of
venom through the bloodstream.

 Go to nearby Government Hospital by Emergency vehicle:

Immediately go to nearby government hospital by emergency vehicle with the


help of assistance for snake bite treatment. Because each and every snake
bite will have been treated with separate anti-venom which is available only at
Government hospital.

9. FIRE FIGHTING FACILITIES

Equipped with various systems that can be put to action


during emergency control operations. Such facilities are
provided for the personnel to be prepared for facing any
emergency situation resulting from major fires. These
facilities include firefighting equipments, medical Sites,
communication network, assembly point etc. In addition to
these facilities, list and contact numbers of external agencies
like police, local fire brigade, hospitals, ambulance Sites and
regulatory authorities is maintained in readily available form
for aid during emergency situations.

Firefighting systems

Different types of fire extinguishers like DCP, CO2 gas are


strategically located at site. Fire extinguishers are being sited &
refilled every year. Most of the employees are trained for firefighting.

A Fire station from Tirunelveli can be made available at


Tirunelveli region site any time within 1 hour and will aid in
firefighting operations during Emergency.

10. MEDICAL FACILITIES

First Aid
First aid boxes are available at all important locations & four
wheeler vehicles. The stock of First Aid material can be replenished
through stores regularly. Two employees of Administration
Department are responsible for maintaining first aid boxes.
Frequency for checking first aid box is once in a month. In addition to
this a well-equipped portable First-Aid box is readily available in ECC
during emergency.

Trained First Aiders are available at the site.

Rescue
Government hospital is available near Main Office (Admin
Office) and all sites for safe & quick rescue of affected personnel.
Any other vehicle available at site could be used for emergency.

Medical Treatment

A well-equipped Multi Specialty Hospital is located at


Tirunelveli where, medical treatment can be given to affected
personnel during an emergency.

The hospital is manned by a Medical officer. In case of major


cases the affected personnel can be transported to Tirunelveli Gov.
hospitals with the help of ambulance / any vehicle.

Medical Emergency contact numbers is displayed in the ECC


for quick reference.

External Communication

12. ASSEMBLY POINT

The assembly point is located near the easy exit area of all sites and all
employees shall assemble at the assembly point in case of emergencies.

The Site Supervisor shall report the status of the assembled persons to the
Site-In-charge.

A Signage board is provided for easy identification of assembly point.
