ABSTRACT
This report is all about field work practical training the practical requirement for
Bachelor Degree course in Human Resource Management .It emphasizes learned
theory for my studies at Institute of social work and how it applied in organization
which is Mbulu town council.

CHAPTER ONE
INTRODUCATION

Field Work is the collection of information outside a laboratory, library or


workplace setting. The approaches and methods used in field work vary across
disciplines .for example, biologist who conduct field research may simply observe
animals interacting with their environments, whereas social scientists conducting
field research may interview or observe people in their natural environments to lean
their languages, folklore, and social structures.

Field research involves a range of well-defined, although variable, methods: informal


interviews direct observation, participation in the life of the group, collective
discussions, analyses, of personal documents produced within the group, self –
analysis results from activities undertaken off- or on-line and life –histories.
Although the method generally is characterized as qualitative research, it may (and
often does) include quantitative dimensions.

Field research practices is basically is actin of student Appling the knowledge


taught in class into practices in the field, where by the student work directly with
individual, groups within the organization so as to build an acquire with individual,
groups within the organization so as build and acquire skills and develop
competence .it’s also help the student to develop competence on performing various
skills, growing up and commitment to work practice is together with ability to
develop work effectively and efficiency at the work place .it where the student s
apply and practice what he or she learnt in class according to various events and
cases that student wittiness towards to client.

real knowledge of BHRM by working a variety activities like recruitment and
selection, training and development, compel

job analysis in the organization

Students that complete the foundation field practicum which focuses on HR


practice arrive in the advanced year with a solid knowledge of theoretical
frameworks that guide generalist practice, with an understanding and acceptance of
ethics and human resource privates issue with well-developed skills related to
beginning social work practice. Field education in the foundation years provides the
student with an opportunity to gain first-hand knowledge of social service systems
in urban settings, apply theoretical knowledge to urban problems such as poverty,
and to determine how to access appropriate community resources. In addition,
students learn to communicate oral, written, and technological information
reflecting professional human resources skills.

The report was” composed of the Description of Institute of Social Work, Description
of Agency MBULU TOWN COUNCILS, and Activities which was done during the field
period, Problems facing during the field as well as My Recommendation for the
Human resource Department and the Institute of Social Work in general and
Conclusion

1.1 Purposes of field work training.

Students self-confessed in the program of Bachelor in Human Resources


Management are compulsory to undergo field work training as part of their course.
At the Institute only theoretical work Is covered, this field work was undertaken at.

The end of the first semester in second year of Bachelor in Human Resources
Management (BHRM),
There are several reasons why fieldwork training is an essential element in Human
Resources Management course are as follows:

 To empower students relate theoretical work from class to practical work in


the field.
 To rendering students to risks and challenges faced in Human Resources
operations.
 To give students practical experience in enforcement of various laws and
Regulations.
 To rendering students to the real work environment surrounding all Human
Resources operations in the organization.
 To provide students with genuine learning opportunities in the field of social
services and community work.
 To offer a variety of settings and experiences as a learning base.
 To engender self-development and a striving for competence, by establishing
clear learning goals, and through ongoing evaluation and assessment
processes.
 To provide an environment where student limitations may be worked upon
and strengths maximized;
 To help students develop bicultural practice.
The report shall describe in detail much of the work that was done during the
fieldwork training, together with attained knowledge and competencies. Lastly, in
line with the many observations seen during the fieldwork training, the report shall
provide recommendations on areas

CHAPTER TWO
2.0 DESCRIPTION OF AN INSTITUTE

2.1 HISTORICAL BACKGROUND OF THE INSTITUTE

The Institute of Social Work (ISW) is one of the higher learning institutions in
Tanzania. It was established by the National Social Welfare Training Institute Act
No. 26 of 1973 (as amended by the Miscellaneous Act No. 13 of 2002). The Institute
started operating in 1974 in rented buildings of the Tanzania Episcopal Council
(TEC) Kurasini, Dar es Salaam before moving to the Institute’s present premises at
Kijitonyama, Dar es Salaam in 1978. The institute was established to provide
qualified Human Resources for strengthening the social service delivery system in
Tanzania. The first program me was an ordinary diploma in social work which was
designed to address the problem of man power faced the department of social
welfare. In 1977 the Institute began to offer Advanced Diploma in Social Work, this
was necessitated by the need to meet social work professional standards. In 1982
the Institute of Social Work introduced a certificate course in Labor Studies and
letter in 1990 the Advanced Diploma in labor Studies was introduced. The purpose
of the course was to train Labor Inspectors and Labor Administrators from the
department of Labor.
Further development was experienced in 2002 when the Institute of Social Work
introduced courses in Human Resources Management (at certificate and Advanced
Diploma levels) and Postgraduate Diploma in Social Work, in 2004 Postgraduate
Diploma in Law, Mediation and Arbitration was introduced. In 2006 the Institute
introduced Bachelor Degree programmers (National Technical Award-Level 8) and in
2007 Ordinary Diploma (National Technical Award-Level 6) was
Introduced in all fields of study offered at the Institute. All the training programmed
offered by the Institute are a e competency based, aimed at equipping the trainees
with required professional knowledge, skills and competencies in their respective
areas of specialization

2.2 VISION, MISSION AND FUNCTION OF THE INSTITUTE

2.2.1 VISION

To become a provider of high quality, effective and competitive training, research


and consultancy services built around the Institute’s core competencies which are
responsive to the needs of its stakeholders

2.2.2 MISSION

To train, conduct research and provide consultancy services in areas of core


competences to meet the market demand and contribute to the overall social,
political and economic development of the country.

2.2.3 FUNCTION OF THE INSTITUTE

The major functions of the institute of Social Work are clearly stipulated in the Act,
which established the Institute. They entail:

 To provide training in the principles, procedures and techniques of Social


Work, labor Studies and Human Resources Management
 To conduct training leading to professional qualification in generic and malt
functional of other related subjects as the Board of Governors may decide
from time to time.
 To stimulate and promote the pursuit by students specialized and higher
professional courses of study in Social Work, Labour Studies and Human

Resources Management in accordance with the national policies and development


requirements.
 To provide consultancy services to the public in the area of Social Work,
Labour Studies and Human Resources Management and other related areas.

 To conduct examination and grant award of the ISW as provided by the Act
and other relevant bodies such as the NACTE.

 To perform all such other functions as stipulated in the Act which established
the Institute.

2.3 LOCATION OF THE INSTITUTE

The institute of Social Work is located at the junction of Ali Hassan Mwinyi and
Shekilango Road; it is about ten (10) kilometers from Dar es Salaam City Centre.
Access to the Institute is either through Ali Hassan Mwinyi Road or through
Shekilango Road.

2.4 THE OWNERSHIP AND STRUCTURE OF THE INSTITUTE

The institute of Social Work is under the Ministry of Health and Social Welfare as a
parent ministry. The Institute is under the direction and control of the Board of
Governors, which is headed by a Chairperson who is appointed by the President of
the United Republic of Tanzania. The Board functions include control, making
appointments, discipline and promulgation of various decrees. The current Board of
Governors is constituted of eight members that appointed by the Ministry of Health
and Social Welfare including the chairperson.

CHAPTER THREE
3.0 DESCRIPTION OF THE AGENCY

3.1 HISTORICAL BACKGROUND OF THE MBULU TOWN COUNCIL.

The status of Mbulu Town Council was promoted from township authority to town
25th September 2015.Being town council many investors are interested to invest
and people seeking employment increased. Therefore increased needs of social and
physical infrastructure, water drainage systems, buildings, recreational facilities,
utilities and planning availability of surveyed plots of different uses.

3.2 VISION MISSION AND VALUE

 “Transformed Mbulu Town Council communities live hood through promotion


of quality social-economic services by the Year 2019”

 To provide high quantity social-economic services to the community through

CHAPTER FOUR
4.0 INTRODUCTION

This chapter explaining different duties or tasks that I performed and the
experiences that I gained during the field practices at MTC in MBULU town council
it involving in performing different duties by depending on each department that
has given

4.1 DESCRIPTIONS OF ACTIVITIES PERFORMED DURING FIELD


ATTENDANCE.

During my practical training at MTC, I have performed a lot of jobs as I was


instructed by my supervisor.

The duties and tasks done in the different departments with collaboration by other
field students under the strong supervision of Mr…. who is the assistant of human
resource officer. These tasks are described as customers findings and handling.
Preparation of travelling and facilities also I was attended in the organization
meeting which held in the office of operation officer, sorting process and
Administrative procedures.

RECORD

Record and registry are two separated units but have similar task through receiving
preserve workers documents. In record unit I learned various things under the close
supervision of EDWARD WILLIAM MBOYA. Record units the activities carried out
are preparing of travelling facilities, developing sorting, travelling estimation, how to
find workers file by using numerical file, dispatching preparing short and long term
lives, change every day stamp dates, filling and so on.

COMPESATION
Is everything that a company offers its employees in return for their talent and time.
When organized the right way, compensation dollars can be strategically leveraged
to reduce turnover Compensation, boost employee engagement and attract top
talent. The purpose of compensation management is to make the most of company
dollars in a way that rewards employees for their work.

To determine compensation, organization should develop a compensation and


rewards program. This types of program outlines an equitable process for
compensating employees. A well structure program with a good balance of wages,
benefits

4.2 EXPERIENCE GAINED DURING MY FIELD WORK

During my field work practical at MBULU municipal councils I gained a lot


experience. It was my second time to work in the government Institution like
MBULU town councils, actually this helped me to ask many questions concerning
with my course. The following are some of achievement which I gained.

 To work with different people within Mbulu town council who have different
levels of education such as certificate, diploma, bachelor degree and masters.
 To be aware on rules and regulations of workers like termination of workers,
leave, Training and disciplinary procedures. These are derived from public
Service standing order and they build stand on responding and serving
workers as administrative or human resource manager.
 To fill public forms such as leave forms, Opras forms and termination form
 To work as Team, In my field work I have gained how workers supposed to
work as a team work in the teamwork organization.

4.3 CHALLENGES DURING FIELD WORK TRAINING


In working places one must face some challenges which may make someone
affected psychologically in his/her job. In the MTC this arose when performing
some task experience a lot of challenges as follows;

 Wideness of human resource management In MTC, there is no wideness of


human resource issues. That is caused by the development of the councils.
The municipal experience a lot of problem like financial problem, shortage of
labour force, accountability of some staff member and thieves of the most
staff.

 Absence of enough facilities that is ink, computer, scanner and printer. I


thought every HRO should have a computer, scanner and printer because
most of the duties performed by HRO’s uses computer but it was different
institution there were few computers, scanner and printer finally it caused
some duties to be performed very slowly because of few facilities.

 Performing the duties which are not equivalent to the modules we leant,
that is calculating bill of water. There are some of duties I faced which I didn’t
be taught in any modules that I learnt in the class like calculating employee’s
salary arrears claim and action corrections.

 Overworking without any payment from the organization. It was a big


challenge to me because I was performing the duties at high level as if I have
performed those tasks for more than some years but nothing paid even if was
performing the tasks which are not equivalent to my educational level.

4.4 CHALLENGES FACING MBULU MANICIPAL COUNCILS


 Master Planning

 In adequate of facilities eg classrooms

 Inadequate of entrepreneurs areas of performing their business

 Shortage of facilities for employee eg office and other equipment

 Infrastructure

4.5 STRATEGIES TO ADRESS CHALLENGES

• Improve efficiency to the existing council infrastructure and equipment

Continue to involve private sectors in council operation and concession which will
improve development.

5.0 RECOMMENDATIONS AND CONCLUSION

5.1My recommendation to Institute of Social Work

The institute has been producing good products in the market that is all HRO.s
from Institute of social work are much competent where ever you go especially in
public sectors and some of private sectors they know well to perform their
responsibilities that given to perform on behalf of the department or the
organization itself. I met with committed and competent Human resource officer in
MTC, I wish the institute of social work will remain the best in preparing committed
HRO,s my recommendation is that institute should look on how to increase the
level of producing competent students so that the product produced will remain to
be the best in the new world of job competition inside and outside the country.

5.2Conclusion

I have stayed at MTC for field work for almost Seven weeks of deeply participation
on fully in human resource department. As field student I have the following to say.

Firstly, I have much benefited and satisfied with the study since I have increased
my knowledge about Human Resource activities such finding applicants,
performance appraisal, labor relation, bonus, and so many as shown in main body.

Generally the organization has a conducive environment for a trainee to study,


although there are minor corrections to be made, if the organization will observe
recommendations and work upon it the organization will be successful.

Understanding how to work jointly among each other between one department and
other department within the work organization and Punctuality on working area, I
have increased my experiences and skills.
