PREAMBLE

We, the members of the AD LIBITUM CHORUS, as graced by the Almighty, are binding ourselves
to encourage student leadership and potentially bring music to light, and firmly establish a network
among student in and out of Kalinga, and are taking cognizance of organizing ourselves into a
unified force capable of embodying the ideals and principles of cultural music, do hereby
promulgate and uphold this constitution and its by-laws.

ARTICLE I:
Name and Domicile

Section 1.
This organization shall be known as AD LIBITUM CHORUS. The name shall not be
changed without the agreement of 2/3 of the members.

Section 2
Meaning of logo: The Golden Laurel leaves represent success, achievement, and victory.
The clef note that signifies the beginnings of life’s never-ending music. The organization
was established in 2022. A circle constructed of Kalinga textiles represents the Kalinga
mainstream culture. Furthermore, the Kalinga State University emblem, which acts as a
recognition of the institution.

Section 3
AD LIBITUM CHORUS is a non-profit arts student organization serving for the school and
outside-campus related activities which aim to promote cultural heritage of Kalinga through
music.

Section 4
Kalinga State University Chorale is a group of individuals with the gift of music, may it be
through singing or through playing different musical instruments; who are interested in the
performance of good choral music through a program of regular rehearsals and trainings
are welcomed to join through the screening committee.

Section 5
The domicile and the principal office of the organization shall be at the Kalinga State
University Main Campus, Bulanao, Tabuk City Kalinga.
ARTICLE II:
Purpose and Objectives

Section 1
The Choir is established to promote, develop and maintain public interest and education in,
and appreciation of choral music in all its aspects by rehearsing and giving concerts in
Kalinga and elsewhere and for exchanges with other musical organizations. The choir also
exists to or for such charitable purposes as the choir through its committee shall from time
to time decide.

Section 2
 The objective of the group Are:
 To involve the members in pursuits that will advance their cultural and spiritual development
 To encourage a better understanding of the music of the Kalinga Culture
 To encourage its participants to adhere to high musical standards
 To encourage members and the public’s appreciation of music
 Accept grants or sponsorships and use them to further the group’s goals
 Whenever it is judged necessary to achieve the choir’s objectives, engage in fundraising
initiatives.
 To assist in any manner possible with initiatives that will benefit the community

Section 3
The Choir shall consist of a Musical Director and ordinary members, and may additionally
include a President and honorary members. Its business shall be conducted by the
members and the Musical Director in Annual and Extraordinary General Meetings and by a
committee. The terms 'member' and 'membership' shall be understood to refer only to
ordinary members unless otherwise indicated.

ARTICLE III:
MEMBERSHIP
SECTION 1
Members of the chorus shall come from the different colleges of Kalinga State University by
way of selection every beginning of the school year.
SEC TION 2
Such membership in the Ad Libitum Chorus is for a period of 1 year, renewable every year.
ARTICLE IV
RIGHTS AND DUTIES OF MEMBERS

Section 1
All members of the KSU Ad Libitum Chorus shall have the following rights and privileges:
1. The right to participate in the discussions in all the general meetings of the organization;
2. The right to vote, to be elected and/or appointed to any official position in the KSU Ad
Libitum Chorus provided for;
3. The right to be informed of any projects and/or activity of the organization as it is solely on
an official business;
4. The right to use the facilities of the organization as it is solely on an official business; and
5. The right to learn or to be trained in music.

Section 2
The members of this organization shall have the following expressed duties and obligations:
A. The duty to comply with the provisions of the constitution and other rules that may be
promulgated or agreed upon by the organization;
B. The duty to attend meetings, whether regular or special, called upon by the
organization;
C. The duty to vote in the assembly or any question or matter which may arise therein;
D. The duty to pay an annual local membership fee of Fifty Pesos only (P50.00)
E. The duty to attend and participate actively in at least ninety percent (90%) of all its
activities and functions; and
F. The duty to comply with any other lawful requirements set by the organization.

ARTICLE V
FINES AND PENALTIES
Section 1:
Members who are not attending during practices shall be fined Twenty pesos (P20.00) and
a total of three lates shall be equivalent to 1 absent. This penalty shall be applied valid if
there is no valid reason that will justify the absence of the officers and members of the KSU
AD LIBITUM CHORUS.
Section 2:
Fines for absence during meetings is fifty pesos (50.00) for officers and twenty
pesos(20.00) for members. This penalty shall be applied valid if there is no valid reason that
will justify the absence of the officers and members of the KSU AD LIBITUM CHORUS.
ARTICLE VI
THE ASSEMBLY
Section 1
The assembly shall be composed of all accredited members of the organization.
Section 2
The assembly shall convene once every two months during the school year in a general
meeting at the principal office of this organization or any date any place designated by the
executive officers.

ARTICLE VII:
THE EXECUTIVE OFFICERS & QUALIFICATIONS
THE EXECUTIVE OFFICERS

Section 1 The organization shall have at least the following officers:


i. President
ii. Vice President
iii. Secretary
iv. Treasurer
v. Auditor
vi. Press Relations Officer (3)
vii. Business Manager (2)
viii. Peace Officer
ix. Representatives

QUALIFICATIONS OF THE EXECUTIVE OFFICERS


Section 1
An officer should possess the following qualifications:
a. Only third year students could occupy the position of the President and Vice-President;
while second- and first-year students could occupy the other positions.
b. He/she must be a bona fide student of Kalinga State University and active member with
a good moral character.
ARTICLE VIII:
DUTIES AND POWERS OF THE EXECUTIVE OFFICERS

Section 1 The President


A. He/ She shall be the Chief Executive of the organization and shall have the duty to
supervise its affairs.
B. He/ She shall preside over all meetings of the Executive Officers and the Assembly.
C. He/ She shall have the authority to create committees as may be deemed necessary,
authorized expenditures and delegate duties to other officers and members, which may be
prescribed under this Constitution and by-laws.
D. He/ She shall lead the members in carrying out the activities in attaining the purposes and
objectives of this Constitution and by-laws, and all the rules and regulations set by the
Assembly.
E. He/ She shall perform such other duties and powers inherent to the Office of the President.
F. He/ She shall submit to the Office of the Student Services the record of all the activities at
the end of the school year.

Section 2 The Vice-President


A. He/ She shall assume the Presidency and perform the functions and a duty attached
thereto in case of the latter’s absence or incapacity.
B. He/ She shall also have direct authority over the members and may prescribe duties with
the explicit approval of the President.
C. He/ She shall be the one of the two Executive officers who shall be the official
representatives of the Kalinga State University – Ad Libitum Chorus

Section 3 The Secretary


A. He/ She shall keep full minutes of all meetings of the Executive Officers and the Assembly.
B. He/ She shall prepare and serve due notice of all the meetings of the Executive Officers
and the Assembly in accordance with this Constitution and by-laws.
C. He/ She shall sign, together with the President, all membership certificates.
D. He/ She shall also discharge such other duties incidental to his position as may be required
of him by the President.

Section 4 The Treasurer


A. He/ She shall receive, hold and issue receipts for all money funds of the organization and
shall pay out the same upon the authority of the President or of the general consent of the
Executive Officers.
B. He/ She shall make sure that all disbursements and payments made by him are covered by
vo.
C. He/ She shall keep a record of all receipts and expenditures.
D. He/ She shall be the one to take sign for all monetary transactions of the organization with
the consent of the President and other officers.
E. He/ She shall be responsible for the supplies of the organization.
F. He/ She shall assume the function of the liaison officer.

Section 5 The Auditor


a. He/ She shall inspect accounting records and other financial documents to ensure
the He/ She shall be the one to audit the financial reports and other financial
documents of the treasurer to ensure proper and effective administration of its
resources.
b. He/ She shall examine and verify reports on statements and certify its correctness of
the treasurer’s reports (a written certification should be passed) before submission to
the Executive officers.
c. He/ She shall perform other duties and functions, which may be assigned by the
President from time to time.

Section 6 The Press Relations Officer


a. He/ She shall assist the President and/or other executive officers in the
organization’s business.
b. He/ She shall perform other duties and functions, which may be assigned by the
President from time to time.
c. He/ She shall be responsible for the publications of press information to all members
pertinent to the organization, persons who are deemed necessary in the functions of
the organization.
d. He/ She shall be responsible for the proper acknowledgment of letters, invitations,
and posters within the school premises: provided that the President shall first
acknowledge such note.

Section 7 The Business Manager


a. The business managers shall prepare the budgets for every activity of the
organization to be approved by the President.
b. He/ She shall be the over-all in charge of insuring the adequacy of supplies for every
activity of the organization.
c. He/ She shall perform other duties and functions, which may be assigned by the
President from time to time.

Section 8 The Representatives


a. There should be at least the representatives that shall represent the student.
b. They shall introduce projects, offer amendments and serve on committees.

Section 9 The Peace Officer


a. He/she shall oversee the overall discipline and orderliness of the members during
meeting, practices and events.
b. He/ She shall perform other duties and functions, which may be assigned by the
President from time to time.
Section 10 Year-end Reports
A. Financial reports shall be submitted to the Director for the Student Development Services
and Placement Services at the end of the school year.
B. The treasurer shall prepare the financial reports, certified by the Auditor and duly signed by
the President.

ARTICLE IX
THE ELECTION
Section 1:
The Executive Committee of the Board of Directors shall be the KSU AD LIBITUM
CHORUS student officers who shall be bona fide members of the KSU AD LIBITUM
CHORUS.
Section 2:
The Executive Committee shall be empowered to meet and decide on matters with utmost
importance and urgency when the whole Board is not in a position to meet.
Section 3:
The KSU AD LIBITUM CHORUS officers shall consist of the President, Vice President,
Secretary, Treasurer, Auditor, P.R.O., Business Managers, Sentinels, and Representatives
which shall be elected by popular vote by the KSU AD LIBITUM CHORUS members.
Section 4:
The candidate for presidency must be at least regular student and must come from second
year to fourth year.
Section 5:
Any officer of the KSU AD LIBITUM CHORUS may resign any time if he/she has a valid
reason, the Board of Directors shall be given the task to elect the given up position.

Section 6:
In permanent vacancy of any of the officer position, the next-in-rank is in task to take place
otherwise the KSU AD LIBITUM CHORUS would vote the vacant spot as a quorum.

ARTICLE X
TENURE AND VACANCIES

Section 1. The Executive officers of the Ad Libitum chorus shall hold office for a period of one
year or until their successors shall have been qualified of elected.
Section 2. Vacancies may occur on the following conditions:
a. Impeachment
b. Incapacity to continue tenure of office
c. Expulsion
Section 3.
Should there be vacancy in the President, the Vice-President shall assume the position and
shall continue the unexpired term.
Section 4.
If vacancies exist at the same time in the positions of President and Vice-President, the
Secretary and auditor shall assume the unexpired term.
Section 5
Any vacancies from the other positions must be voted by the members of the Ad Libitum
Chorus.

ARTICLE XI:
IMPEACHMENT OF OFFICERS
Section 1
Any officer shall be removed from office by impeachment on any gross violation of this
constitution and by-laws, internal rules of this organization, as well as the rules of this
organization, as well as the rules and regulations promulgated by the Executive Officers.
Section 2
The Executive Officers, sitting en banc, by three-fourths votes, including the sole officer in
question, shall have the power of impeachment.
Section 3
Any Executive Officer who incurs a total of five (5) unexcused absences shall be expelled
from the organization.

ARTICLE XII
EXPULSION OF MEMBERS
Section 1
Any member of the KSU AD LIBITUM CHORUS may be expelled on the following ground
rules;
a. Any willful and gross violation of the institution and by-laws.
b. The Membership Committee, with the approval of the Executive Officers, may expel an
individual whose membership is inactive.
ARTICLE XIII
REINSTATEMENT OF MEMBERSHIP

Section 1
Any expelled member may be reinstated as a member by a vote of the members at any
Annual or Special Meeting. The Members' decision on any such reinstatement shall be final
unless and until a new cause for expulsion arises.

ARTICLE XIV
AMENDMENTS
Section 1
The Constitution and By-Laws may be amended by a majority vote of the members present
at a regularly scheduled meeting. Amendments will become effective following approval by
the Executive Board and Officers.

ARTICLE XV
EFFECTIVITY

Section 1
This constitution shall take effect immediately upon its ratification by the majority of all the
members of the organization and shall supersede any other constitution and all
amendments thereto.
