2. PROCESS TO RE-ALIGN MAPPING OF RESTRUCTURING ZONES AND
PREPARATION OF PERFORMANCE ASSESSMENT REPORT WITH
RECOMMENDATIONS TO THE MINISTER
• The Planning Unit initiated a process to assess performance within the gazetted restructuring zones throughout the Province for
the attention of the Minister, as per policy prescripts.
• During the exercise it was ascertained that there is a misalignment in the datasets of mapping across the three spheres of
government. Cases that were established include:
• Misalignment in the names of the restructuring zones used by the Municipalities, which differs to the names in the gazette;
what was listed in the applications made by municipalities is not what is listed in the gazette in terms of names.
• Subsequently, the associated mapping is also not aligned to the gazette.
• This called for an assessment of all mapping and ensuring that re-alignment is sort. The Planning unit then conducted another
round of municipal consultations to undertake working sessions to re-align the mapping and assess performance in terms of
projects being implemented within the gazetted zones. A series of emerging issues were established including:
• Lack of land availability within the boundaries, which called for boundaries to be expanded to include suitable parcels of land
and properties suitable for social housing.
• Limited capacity and or lack of bulk service infrastructure.
• Municipalities made proposals for additional restructuring zones to be gazetted in identified areas of future development
and growth where social housing can be enhanced.
• All the affected Municipalities have complied and a report has been concluded and its current at the Directors office for vetting.

5. HOSTELS
1. HOSTELS

GENERAL: Planning unit is currently in the process of finalizing the conditional assessments cost guidelines/model to appoint professionals to undertake conditional assessments on
existing hostels. This will allow for a standardized costs and ensure value for money is achieved. Once this process has been concluded and guidelines have been adopted, processes to
roll-out the 20 year strategy will be initiated.
• All prefeasibility assessments have been concluded and a submission requesting for the approval of funding for stage 1 activities to
undertake detailed planning and design has been drafted and is currently circulating for vetting and signatures.
• The submission was drafted and approved for the appointment of service providers from our built environment data base to undertake

detailed planning and design.
• The Department has resolved for the HDA to proceed with the appointment of a team to undertake detailed planning a progress
meeting is scheduled for 22 July 2022,

• An application for funding to renovate the existing hostels was received by the Department.
• A submission for the approval of funding for the appointment of a professional team to undertake a conditional assessments was
crafted and approval was granted by HOD.
• Approval was forwarded to SCM to undertake internal process to appoint professionals.
• There have been severe delays with SCM due to the BEAC committee being dissolved and re-established.
• The project was finally tabled and approved on the 30th of April 2021
1. Indumeni Hostel
• SCM has given service providers 10 days to craft and submit development programmes
• The services providers have requested sites in order to prepare development programmes.
• Planning unit will facilitate the site visit.
• A tender briefing meeting was held on 30 June 2022 SCM has given an undertaking that all outstanding processes shall be concluded no
later than 31 July 2022.
• Service providers have been appointed to undertake the conditional assessments and letters issued.
