A History of Beta Beta Chapter
1988 – 2022
Beta Beta Chapter of Alpha Eta State, South Carolina, was sponsored by Alpha Chapter. The Installation
of this chapter was held on April 21, 1988, at the Fort Jackson Officers’ Club, Columbia, South Carolina at
6:15 p.m.
Following the Alpha Induction Ceremony and Dinner, Riley Watson, Immediate Past President of Alpha
Eta State, presided at the Installation of Beta Beta Chapter. She was assisted by Sara Auld, State
Executive Secretary.
Mary Kate Brearley, Alpha Eta State President, officiated at the Installation of Beta Beta officers for
1988-1990. They were:
Melissa Hawkins was appointed Treasurer and Mary Kate Brearley was asked to serve as
Parliamentarian.

FOUNDERS
The Delta Kappa Gamma Society International was founded May 11, 1929 at the Faculty Women’s Club
at The University of Texas. Dr. Annie Webb Blanton, member of the faculty of The University of Texas
and a former state superintendent of public instruction in Texas, conceived the idea of an organization
for women educators. Eleven women educators from Texas assisted her as Alpha Chapter was formed.

BETA BETA PROJECTS
2023-2024
1. Continue to support the Mary Kate Brearley Glasser Scholarship to aid in educational
endeavors for Beta Beta Members through Chapter Auction and member donations.
2. Support EMS Closet organized by Tommie Wingate and Katherine Templeton to provide
clothing for Richland 1 and Richland 2 needy students.
3. Donate “We Support You” gift items for International Teacher at Pleasant Hill Elementary
School.
4. Continue to support Camp Cole, a place where everybody shines. Camp Cole intentionally
collaborates with organized camps, also known as Camp Partners, to deliver year-round
world-class experiences with world-class care while providing the opportunity to experience
an idyllic home-away-from-home place to try new things, grow in independence and
confidence, and share friendships with people with similar challenges and capabilities. Beta
Beta donates supplies needed for their campers. (Sports items, art supplies, rainy day
games, monetary donations to sponsor needy campers, etc.) The inspiration for Camp Cole
was an eleven year old boy, Cole Sawyer, who died of cancer in 2004. Several Beta Beta
members share a special connection as they taught Cole as well as his sister, Kelsey Sawyer
Carter, Co-Founder and Executive Director of Camp Cole.

STANDING RULES
REVISED 2021
ARTICLE I – NAME
The name of this chapter shall be Beta Beta Chapter, South Carolina State Organization of the
Delta Kappa Gamma Society International.
ARTICLE II – PURPOSES
The purposes of Beta Beta Chapter shall be the seven purposes of The Delta Kappa Gamma
Society International and those of the South Carolina State Organization.
Membership is in accordance with the Constitution, Article III, and the International Standing
Rules, Section 3. The chapter has full authority for the administration of membership.
A. Election
2. The names of the candidates for membership will be presented by the Membership
Committee at a chapter meeting and voted on by written ballot.
3. Invitations for membership will be sent by the President to the prospective members,
with a request for a response in writing to the President by a specified date.

B. Orientation and Induction
3. The induction ceremony of new members shall take place during the chapter’s final
spring meeting. The ceremony shall be planned and conducted by the Membership
Committee in cooperation with the officers.

E. The Membership Committee shall be responsible for a short memorial service for a deceased
member at an appropriate chapter meeting.
F. The Membership Committee shall be responsible for conducting the following activities:
2. Take a red rose in a bud vase to a member in the event of a death in her immediate
family. Immediate family of member is considered spouse, children, and parents.
3. In the event of a chapter member’s death, flowers or a memorial gift will be sent to a
DKG Fund by the Membership Chairman. The Membership Chairman will notify the
next of kin listed on the member’s necrology form.

G. Necrology
2. The Membership Committee will designate at least one chapter member to attend the
Ceremony of Remembrance at the State Convention.
H. The chapter shall communicate with its members regularly through a newsletter, Beta Beta
Bulletin, prepared by the President or an editor appointed by the President, giving news of
members, meeting dates, programs, and other items of interest. The newsletter shall be sent
to the chapter members prior to each regularly scheduled chapter meeting and will be posted
on the chapter web-site.
ARTICLE IV – FINANCES
Financial matters are in accordance with the Constitution, International Standing Rules and the
South Carolina State Organization Bylaws.
A. The Finance Committee, including the President and Treasurer as ex-officio members, with
vote, shall carry out the Constitutional financial responsibilities of the chapter.
B. Annual dues shall be paid to the Chapter Treasurer by June 30 of each year. The dues for
active and reserve members include the current international and state dues and an
assessment determined by the Chapter Executive Board. New members will pay dues at the
time of their induction.
C. The annual budget shall be developed by the Finance Committee, approved by the Chapter
Executive Board, and presented to the members for approval by the October meeting of the
chapter.
D. Donations made by the chapter or fund-raising projects shall be determined by the members.
E. All monies spent for reimbursement shall be accompanied by receipts or statements given to
the chapter treasurer prior to reimbursement that will verify that the expenditure was in the
chapter’s interest.
F. The chapter shall pay an expense stipend, determined by the Finance Committee and
approved by the Executive Board, to the Chapter President or her designee to attend Society
regional and international meetings.

G. An Audit Committee appointed by the President, will provide an annual audit of the accounts
of the chapter. The written audit report shall be given to the treasurer to be filed in
treasurer’s records.
H. Memorials approved by the chapter are presented when the occasion arises. The Chapter
Treasurer shall send a check as a memorial from the chapter to a DKG Fund.
ARTICLE V – ORGANIZATION
A. Beta Beta Chapter shall govern the conduct of its business in a manner consistent with the
Constitution, International Standing Rules, South Carolina State Organization Standing Rules
and the Chapter Standing Rules.
B. Beta Beta Chapter, a member of the Columbia Area Coordinating Council, is located in District
Two of South Carolina State Organization.
A. Chapter officers shall be President, First Vice-President, Second Vice-President, Secretary (all
elected), and Treasurer (appointed by the Executive Board each biennium). The President
shall appoint a Parliamentarian, Historian, Nominations Committee Chairman, Editor,
Webmaster, and Chaplain.
B. The Nominations Committee shall present a slate of officers at the first meeting of the
chapter in even numbered years. Election is by ballot prepared by the Nominations
Committee. Election is by majority of the members present. If there is only one nominee for
each office, election may be by voice vote. Installation of officers shall take place during the
final meeting of the chapter after the election meeting.
C. These officers shall perform the duties as stated in The Go-To-Guide for Chapter Members
2012 and the South Carolina State Organization Bylaws and Standing Rules.

3. The Secretary shall keep a record of the minutes of all business meetings, including
meetings of the Executive Board. She shall also carry on such correspondence as may
be delegated to her by the President or Executive Board.
6. The President or an Editor appointed by the President will prepare and send the Beta
Beta Bulletin to chapter members prior to each chapter meeting.
7. The Webmaster will maintain the chapter website by posting each Beta Beta Bulletin
and other important information.
9. A Chaplain shall be responsible for a devotion and prayer appropriate for each chapter
meeting, and other occasions as requested by the President.
D. When a vacancy occurs in an elective or appointive position, the President shall name a
successor.
E. The President shall receive a President’s pin at her installation. The Treasurer and First Vice-
President shall be responsible for this activity.
A. The members of the Executive Board shall be the elected officers and the immediate Past
Chapter President. The Parliamentarian and Treasurer shall be ex-officio members without
vote.
C. The Executive Board shall function in accordance with Article VII, Section C of the
Constitution.

2. Act in matters requiring immediate action and decision.
4. Establish rules for budget development and approval for the supervision of chapter
finances.

Organization Bylaws Revised 2019.

C. The President shall notify each Committee Chairmen of their responsibilities at the beginning
of the biennium. This information is located in The Chapter President’s Notebook.
D. Each committee shall maintain a file of her committee’s correspondence, reports, and activities
for the biennium. She shall give the file to the new chairman by the first fall meeting or another
meeting as determined by the Executive Board.

Members 2012.
2. Implementing the plan of South Carolina State Organization Bylaws and Standing Rules.
3. Following the Strategic Plan for Beta Beta located on the chapter website.
ARTICLE IX – MEETINGS
A. Meetings shall be held on scheduled dates and planned as business, professional and social
meetings. At least four regular meetings shall be scheduled by the Executive Board.
B. Chapter members are expected to attend regularly scheduled meetings each year.
E. Joint meetings with the other Columbia chapters may be planned annually. These chapters
shall take turns hosting and planning a program for this meeting.
F. Members are encouraged to attend the joint meetings of the Columbia area chapters.

G. Should an extreme or unnatural situation such as a pandemic or natural disaster occur or
exist in which it is unsafe or restricted to meet in person, the executive board/committee ,
other committee or district meetings, conventions, etc. shall have authorization to hold such
meetings by electronic means, provided that opportunity for simultaneous aural and oral
communication among all participants is provided and that adequate notice of the electronic
meeting is given with instructions for participation. These electronic meetings shall be
subject to all rules adopted by the executive board or by the Society, to govern them. Any
such rule adopted by the executive board and convention shall supersede any conflicting
rules in the parliamentary authority but may not otherwise conflict with or alter any rule or
decision of the Society. The presence of a quorum shall be determined by the number of
member participants. Minutes of the meeting must note the means of communication and
the nature of the situation which necessitated the electronic meeting.
A. The Chapter Standing Rules Committee shall review all Standing Rules at the beginning of
each biennium and recommend additions and/or changes to the Executive Board. The
Executive Board shall approve the additions and/or changes before the Committee presents
them to the chapter.
B. Robert’s Rules of Order Revised (Current Edition) shall govern the proceedings of the chapter
in all cases not provided for in the Standing Rules.
