DEFINITION
According to the Oxford Learner's
Dictionary, an explanation is a
statement, fact, or situation that
provides an explanation of how
something can happen. Or in short, an
explanation is a reason why something
can happen.
PURPOSE EXPLANATION TEXT
The purpose of explanation text itself is to tell the
reader about how something happened. Thus, the
reader can imagine and understand a text. The focus
of the discussion of this material is not on a subject,
but on the event or event.

That's why the simple present tense is used in this sentence. From the structure of the
sentence, it can be seen that the subject of this sentence is the winds, then the
infinitive verb is cause.

present

word or phenomenon.
