1. Purpose:
The purpose of this method statement is to outline the general requirements &
precautionary measures which should be taken into consideration for the mobilization of
site offices.

2. Scope:-
The scope of this method statement is to provide a detailed description of the mobilisation
of temporary site offices. This method statement will ensure that works are executed within
the quality requirements of the contract, minimise risks related to that activity and finally
prevent accidents and damages.

Project Manager:
He is the end responsible of the project. He is responsible for organizing induction
and training of people, organizing the site team and ensures that sufficient and
adequate safety equipment is available. He is the chairman of the Safety
Committee.

Project Site Engineer:


Will work directly at site with the surveyor to ensure that all the required information
has been provided to proceed with the works, and that the works comply with the
project specifications and method statements. He liaises with the consultant's staff
with respect to inspections and approvals, aided by the Foremen. He reports to the
Project Manager

Foreman/Asst. Foreman:
Directly supervises the work activity on the site and has full control over the use of
the labour, plant and equipment. He ensures that the work is carried out in full
compliance with the specifications, and in a manner that is conform to the Safety,
Quality and Environmental requirements. He reports to the Coordinator/Supervisor
when the work is completed.

.HSE Adviser:
He visits the activities on site and checks if the works are carried out as per laws,
Health, Safety and Environmental Plan and method statements. He advises all
members of the hierarchic line on any shortcomings or additional measures to be
taken and reports to the Project Manager. He has the power to stop the works
immediately if required.

8. Prior Activities to be completed:-


• All relevant authorities NOC shall be attained prior to start of any major activity.
• Ensure that persons involved with the works are adequately trained & equipped with
the required PPE against the work hazards.
• Warning signs & traffic cones shall be set all around the working area if as
necessary during fixing the fence.

9. Safety Precautions:-
• Lifting activities shall be done with a trained and certified mobile crane operator and a
rigger. All of the cranes equipment and mechanical items shall be inspected by third
party who shall provide a fit for purpose certificate.
• All the operations will be carried out in a safe working manner and in each and every
case, fully compliant to the HSE plan and risk assessment.
• Specific tool box talks will be given prior to commencing any sort of lifting activity by
the engineer, foreman and HSE inspector. All workforce will enforce one another to
continuously implement HSE regulations and to follow the minimum HSE PPE
requirements.

10. Procedure, Step by Step Sequence of Work:-


a. The Survey team will set out the correct location as per proposed lay down area plan.
b. Temporary facilities for workers to be installed, such as shades, temporary toilet, rubbish
collection of which daily should be removed and re organised.
c. The area should be scanned for any existing utilities.
d. Construction areas such as the precast yard, carpentry and steel yards shall be cordoned
off from the site office to avoid hazards and potential injuries.
e. A grader will be used to level the area and have it compacted by a roller.
f. Pedestals will be fabricated by solid concrete blocks for the prefab cabins to rest on.
g. The site offices shall then be offloaded from the trailer onto the pedestals by using the
crane and incorporating all the measures required to proceed with lifting in a safe manner
and culture.
h. When working at height, scaffolding platforms shall be used in order for the workforce to
have a solid platform to work from.
i. Carpenters and masons will finish the roof and floor. They will use ladders and life line or
a scaffolding platform.

j. It is important to add that all these activities mentioned above shall be accompanied by
specific tool box talks in relation to that said activity.
k. Drainage and sewer systems shall be connected from the office cabins to the temporary
constructed house connection chambers and then eventually to the underground septic
tank.
I. Furthermore, office cabins shall be powered by a nearby generator. All connections from
office to SMDB and to the generator shall be done by a trained electrician.
m. All these connections shall be done in line with the latest requirements of the governing
bodies.

11. Environmental:-
AII the works will be carried out in accordance with the environmental code of practice
Implemented by contractor. All specific environmental issues are addressed below:

Noise, Dust, Smoke and Vapor


The noise level anticipated will generally be low although some activities will have locally
high noise levels e.g. compacting concrete. During these operations the operative
involved in the works will wear suitable ear protection. There is no risk to local residents
as the works are located wll clear of any residential areas. Dust levels will be low.

Waste Storage and Disposal


All waste generate by these works will be collected and disposed-off in a suitable
manner, the burning of waste/debris is strictly forbidden.

Fuels, Oils, etc. - Storage and Containment


All fuels and oils will be stored in bundled areas well away from waterways. All small
plant will be located in drip trays, which will be checked on a daily basis and emptied as
and when required.

Spill kits will be provide by contractor and operatives will be given full training and tool
box talks on the procedures to be adopted in the event of a spillage.

Ecological are will be taken to avoid unnecessary damage/disturbance to wildlife


habitats during the work. Site operatives will be made aware of the sensitivity of the
location within which they are working.
