Project Context

Modern technologies are rapidly advancing that can potentially improve our

standard of living, industries, and economy. The development of digital technologies and

the internet have had a significant impact on people's daily lives and also on how

organizations function and make decisions (Ahituv & Hasgall, 2018). In today's world,

innovation plays a vital role in driving economic growth and progress on a global scale.

The rise of smart technology in the 21st century is expected to have a disruptive impact

on every organization and the global economy (Ahituv & Hasgall, 2019). Additionally,

individuals worldwide rapidly embraced technologies when COVID-19 occurred, the

same as how quickly the researchers made technologies more advance to address the

problem, like the evolution of the Enrollment System.

Due to the emergence of the internet and technologies, the paper-based enrollment

system turned into an online enrollment system which helps the enrollment process to

improve further. The introduction of Integrated Computer Technology (ICT) integration

has resulted in a transformation of the record system utilized by teachers (Riño & Daing,

2022). Most organizations that could quickly adapt to emerging technologies have been
able to mitigate unexpected business challenges—like a pandemic. Nowadays, Web-

based Enrollment System has been operated in many organizations globally and

successfully enroll students in courses (Irsad et al., 2020).

Nowadays, a web-based enrollment system is an effective method for institutions

to stay in-line in modernizations and bridge the gap between their enrollees. This online

platform can be accessed through the web and the Internet which makes it simpler for

enrollees to browse and search for courses to enroll in at their convenience. Moreover,

this is designed to provide better workload management, reduce error, save a lot of time,

and increase more efficiency which helps to enhance their enrollment process further.

Bognot et al., (2021) stated that based on Online Student Enrolment System at

ABC University, in recent years, the university has seen a significant increase in student

enrollment and has opened new campuses in three other Australian cities, including

Melbourne, Brisbane, and Adelaide. ABCU currently has 50,000 students spread across

four campuses, with an estimated 5000 new students enrolled each trimester. As a result

of their phenomenal growth in student numbers, they now require an online student

enrolment system. The enrollment system functions as an essential element within the

student information system framework.

According to Riño & Daing (2022), the best example of a student information

management system demonstrating efficacy and innovation is evident through the

Department of Education's adoption and integration of the Learner Information System

(LIS). This initiative was established initially within all government-managed schools

and Community Learning Centers (CLCs), beginning in September 2012. One notable
characteristic of the implementation was providing each student enrolled in public

schools with a unique Learner Reference Number (LRN). It also enabled the

establishment of a centralized “Learner Registry", this functions as a safe facility where

fundamental learner details are collected, stored, and retrieved to optimize tracking and

decision-making related to students at various levels of DepEd governance. A centralized

database for learner information empowers education authorities to closely monitor

student progress, make well-informed decisions, and elevate educational management.

. The proposed Web-based Enrollment System with Reservation enables more

enrollees to be served at the same time while reducing record-keeping errors. Technical

Education and Skills Development Act of 1994, also known as TESDA is a Philippines

government agency that offers Technical and Vocational Education and Training

(TVET), this program aims to offer courses for free to all Filipinos who were unable to

enter higher education and less fortunate and to strengthen their skills and knowledge to

make them employed not only in the country but also globally. TESDA was implemented

through Republic Act (RA) No. 7796 and the former National Manpower and Youth

Council (NMYC), the Bureau of Technical-Vocational Education of the Department of

Education, Culture, and Sports (BTVE-DECS), and the Office of Apprenticeship of the

Department of Labor and Employment were all legislated the act.

Regional Training Center Central Luzon – Guiguinto, Bulacan has been

conducting enrollment manually or paper-based process where the organization records

and retrieves student information manually. Traditionally, they generate reports that

require a significant amount of time and effort and are also prone to risk in security and
error data entry that can lead to critical consequences for RTCCL. Meanwhile, this

process can lead to inefficient communication between enrollees and personnel about the

requirements, causing confusion and a slow enrollment process. The slower the

organization's operations, the less successful and competent it will be. Specifically, when

large numbers of Filipinos enroll simultaneously, it becomes more difficult for personnel

to handle them. According to Israd et al. (2020), the South Eastern University of Srilanka

also used a manual enrollment system to record and retrieve student information, but

many users faced many issues such as errors and data redundancy. As a result, believe

that an automated system would be a definite improvement over the paper-based system

(Mina et al., 2021) because it can perform effectively and much faster than a manual

system.

Enrollment-related reports include academic-related reports, student information,

batch details, and curriculum year details (Riño & Daing, 2022); the generated reports

contain information on enrollment and student information review (Salde, 2020). For

instance, according to Dumaua-Cabauatan et al., (2018), as of May 2017, 46.8% of the

enrollees (370,191) had completed their courses. A complete list of enrollees by sectoral

orientation from 2011 to 2017. As of December 2017, 1.1 million Filipinos were

registered online in e-TESDA. Out of these, 791,617 (71.0%) were enrolled in TOP

courses since 2012. The majority of registered users are female (60.0%), while male users

account for 38.0%, and the rest are undisclosed. Moreover, 59 courses were offered by

the RTCCL Online Program in February 2018 in different fields of agriculture to

electronics, entrepreneurship to maritime, and tourism to ICT learning.


Due to the current manual process of RTCCL, the researchers aimed to implement

a web-based enrollment system with descriptive analytics which could have a significant

positive impact on the operations of RTCCL in Guiguinto, Bulacan, leading to

improvements in business growth and social impact. By eliminating the flaws and

workload associated with manual processes, this system would provide greater

accessibility to enrollees. Additionally, on the administrative side, the system would

allow for the generation of detailed reports and analytics, providing valuable insights into

the progress of the enrollment process. Personnel would be able to easily record, modify,

and retrieve data, leading to greater efficiency and effectiveness in their operations. The

web-based enrollment system is the most optimal way of storing and retrieving data than

using papers and file cabinets; will help the organization or institution to generate the

quick and efficient data they need (Francis et al., 2021), leading to better decision-making

and improved overall performance.

According to Agustin et al. (2019), the Enrollment System with Descriptive

Analytics is a significant advancement for schools dealing with large student populations,

as it can make procedures faster and easier. TESDA Guiguinto, Bulacan currently uses a

manual enrollment method that is prone to mistakes and inconsistency, resulting in slow

enrollment and difficulties in dealing with high numbers of enrollees. In line with this,

the researchers came up with a solution to solve this issue, an automated web-based

enrollment system with descriptive analytics might increase enrollee accessibility, created

detailed reports and analytics for administrators, and improved productivity and

competitiveness, resulting in better decision-making and overall performance.


Purpose and Description

The purpose of this study was to provide an efficient and well-organized

enrollment system with descriptive analytics that effortlessly created reports for

Technical Education and Skills Development Authority (TESDA). This study developed

a web-based system that enabled students to enroll in TESDA courses online and

produced summaries that helped the organization track and monitor their performance.

The system offered features to manage students' information and generate reports based

on enrollment details. During the development process programming languages such as

HTML, CSS, JavaScript, and PHP were used to develop the system. This encompassed

the gathering of requirements, system design, coding, testing, and deployment.

The purpose of visual analytics was to deliver complete and visually interesting

insights into enrollment data. Visual analytics improved understanding of enrollment

data, and insights by employing visual representations such as charts, graphs, and

interactive dashboards.

Thus, the system served the Regional Training Center Central Luzon – Guiguinto,

Bulacan to adapt digitalization and offer a simplified and effective enrollment process.

Implementing this system allowed personnel to better organize enrollment procedures

and allowed enrollees to easily enroll in RTCCL courses and training programs. The

following beneficiaries are:


RTCCL. This study would benefit the RTCCL which could be adapting the innovation

of technology through a web-based system that would make the work with optimum

performance. Also, RTCCL can leverage the system for future endeavors.

Enrollees. The study would benefit the enrollees by minimizing the time and effort that

it takes to process the enrollee’s enrollment.

Future Researchers. The study would benefit the future researcher/s as a guide or

reference in their efforts at any research proposal or project.

General Objective

To develop a web-based enrollment system with visual analytics for RTCCL

using a user-centered design approach for optimizing data-driven policies.

Specific Objectives

Specifically, the researchers aimed to consider the following objectives:

Scope and Delimitations

The study aimed to hasten and improve the existing manual enrollment process of

RTCCL Guiguinto Bulacan with a web-based system that could provide a comprehensive

historical view to help identify the areas for improvement.

In this study, researchers used Power BI as a data mining tool to carefully

evaluate for acquire relevant and accurate data. On the other hand, HTML, CSS,

JavaScript, PHP, and MySQL Database were also used to develop a system. The system

served the organization of RTCCL and future enrollees; the authorized personnel could

view the real-time dashboard displays, filter data based on the specific data they require,

print analyzed reports, and lastly, the admin could perform CRUD and archive. The
enrollees could enter their information, upload necessary documents, and receive via

email and mobile message an Approval Message as confirmation of the enrollee’s

acceptance.

However, student examinations, class schedules, assigned instructor attendance of

students, grading, and completion of the curriculum were outside the system’s scope.

The system could be deployed on a web-based server, hosted on a remote server

accessible over the internet. The designated RTCCL Guiguinto Bulacan registrar's office

personnel was in charge of managing the server and overseeing the system's operation,

upkeep, and updates. The implementation of a web-based server allowed users to

securely access the system from any location with internet connectivity, enabling the

convenient and effective management of the local area operations of the RTCCL

Guiguinto Bulacan registrar's office. The system's development and maintenance were

limited only within the available budget of RTCCL. The system was expected to be

deployed by that year for initial testing.
