This study aimed to investigate the implementation of the Basic Education-Learning
Continuity Plan (BE-LCP) in public schools in Eastern Visayas and its impact on the quality of education. The study used a descriptive and correlational design, utilizing a questionnaire to gather data from a sample of teaching staff in public elementary schools implementing distance learning in the region. The study found that schools implementing modular print are mainly located along the highway and have insufficient financial ability, with significant challenges affecting the implementation of BE-LCP, such as inadequate knowledge on module writing, budget constraints, and low retrieval rate. The study also found a very highly evident relationship between school profile and the challenges in the implementation of BE-LCP. The researcher recommends schools to explore innovative ways to overcome challenges, for the Department of Education to provide a training program, increase budget, provide online modules, and improve home visitation, and for the government to provide sufficient funding and resources to improve availability of gadgets and financial capacity of public schools. Further research can be conducted to explore other factors affecting the implementation of BE-LCP and distance learning programs in public schools.
