PART I: THE BOARD OF DIRECTORS REPORT

The Board of Directors of Abay Bank is pleased to


present the annual report and Audited statement of
financial position for the financial year ended June
30, 2022. In Part-I of the report, we present high-
lights of major performances, whereas Part-II covers
a detailed report of the Auditors.

1.1. Summary of Operational Performances


1.1.1. Deposit Mobilization

As of June 30, 2022, the Bank’s total deposit stood

The directors submit their report together with the financial statements for the year ended 30 June
2022, to the shareholders of Abay Bank ( the Bank). This report discloses the financial performance
and state of affairs of the Bank.

Incorporation and address


Abay Bank was incorporated in July 2010 and registered as a public share holding company in ac-
cordance with the banking business proclamation No. 592/2008. The Bank obtained its licence from
the National bank of Ethiopia on July 14, 2010 and started its operation on November 4, 2010. The
Bank is domiciled in Ethiopia.

Principal activities
“The mandate of the Bank is to optimize the stockholder value through sustainable growth and profit-
ability, provide wide range of innovative and customer focused Banking products and services, boost
operational excellence by employing state-of-the-art information technology, to be the employer of
choice by creating conducive working environment wherein employees achieve their career aspira-
tions.

STATEMENT OF DIRECTORS’ RESPONSIBILITIES
The Directors are responsible for the preparation and fair presentation of these financial statements in conformity
with International Financial Reporting Standards and in the manner required by the Commercial Code of Ethiopia of
2021 (proclamation No 1243/2021) and for such internal control as management determines is necessary to enable
the preparation of financial statements that are free from material misstatement, whether due to fraud or error. The
Bank is required to keep such records as are necessary to:

a) exhibit clearly and correctly the state of its affairs;
b) explain its transactions and financial position; and
c) enable the regulatory body to determine whether the Bank had complied with the provisions of the Banking
Business Proclamation and regulations and directives issued for the implementation of the aforementioned Proc-
lamation.

The Directors accept responsibility for the annual financial statements, which have been prepared using appro-
priate accounting policies supported by reasonable and prudent judgments and estimates, in conformity with
International Financial Reporting Standards, Banking Business Proclamation, Commercial code of 2021 (proclama-
tion No 1243/2021) and the relevant Directives issued by the National Bank of Ethiopia.


“The Directors are of the opinion that the financial statements give a true and fair view of the state of the financial
affairs of the company and of its profit or loss. The Directors further accept responsibility for the maintenance of
accounting records that may be relied upon in the preparation of financial statements, as well as adequate systems
of internal financial control.”


The Directors have made an assessment of the bank’s ability to continue as a going concern and nothing has come
to the attaention of the Directors to indicate that the company will not remain a going concern for atleast the next
twelve months from the date of this statement.

Report on the Audit of the financial statement

Opinion
We have audited the financial statements of Abay Bank Share Company specified on page 29-59, which comprise the
statement of financial position as at 30 June 2022, the statement profit or loss and other comprehensive income, state-
ment of cash flows and statement of changes in equity for the year then ended, and notes to the financial statements,
including a summary of significant accounting policies.

In our opinion, the accompanying financial statements present fairly, in all material respects, the financial position of the
Company as at 30 June 2022, and its financial performance and its cash flows for the year then ended in accordance
with International Financial Reporting Standards (IFRSs).

Basis for Opinion


We conducted our audit in accordance with International Standards on Auditing (ISAs). Our responsibilities under those
standards are further described in the Auditor’s Responsibilities for the Audit of the Financial Statements section of our
report. We are independent of the Company in accordance with the Ethiopian Code of Ethics for Professional Accoun-
tants, and we have fulfilled our other ethical responsibilities in accordance with these requirements. We believe that the
audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

Key Audit Matters


Key audit matters are those matters that, in our professional judgment, were of most significance in our audit of the
financial statements of the current period. These matters were addressed in the context of our audit of the financial
statements as a whole, and in forming our opinion thereon, and we do not provide a separate opinion on these matters.
As described in notes 11 and 12 to the financial statements, the impairment losses have been determined in accordance
with IFRS 9 Financial Instruments. This was considered a key audit matter as IFRS 9 is a complex accounting standard
which requires significant judgment to determine the impairment losses.

Also as indicated on Note 38 of financial statements, the performance and advance payment guarantee issued to con-
struction Companies casts uncertainty and the bank should adopt strict follow up and action to this matter

Responsibilities of Directors for the Financial Statements

The Directors are responsible for the preparation and fair presentation of the financial statements in accordance with
International Financial Reporting Standards (IFRSs), and for such internal control as Directors determines is necessary to
enable the preparation of financial statements that are free from material misstatement, whether due to fraud or error.

In preparing the financial statements, the Directors are responsible for assessing the Company’s ability to continue as
a going concern, disclosing, as applicable, matters related to going concern and using the going concern basis of ac-
counting unless Directors either intend to liquidate the Company or to cease operations, or have no realistic alternative
but to do so.

The Directors are responsible for overseeing the Company’s financial reporting process.

Auditor’s Responsibilities for the Audit of the Financial Statements

Our objectives are to obtain reasonable assurance about whether the financial statements as a whole are free from ma-
terial misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable
assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with ISAs will always
detect a material misstatement when it exists. Misstatements can arise from fraud or error and are considered material if,
individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken
on the basis of these financial statements.

Report on other Legal and Regulatory requirement


We have no comment to make on the report of your Board of Directors so far as it relates to these financial statements
in accordance with the Commercial Code of Ethiopia of 2021 (Proclamation No1243/2021), recommend approval of the
financial statements.

የብድር መጠባበቂያ ወጪ /ኢምፔይርመንት ሎስ/በአለም አቀፍ የፋይናንስ ሪፖርት ደረጃ ቁጥር 9 (IFRS 9) (ፋይናንሻል ኢንስትሩመንት)
መሰረት አድርጎ የተሰላ መሆኑን ለማረጋገጥ የታሳቢዎቹን አግባብነት ለመገምገም የሚያስችል የኦዲት አሰራር ስርዓት ተከትለናል ፡፡
የሂሳብ መግለጫዎችን በተመለከተ የዳሬክተሮች ቦርድ ኃላፊነት
አለም አቀፍ የፋይናንስ ሪፖርት ደረጃዎችን በመከተል የሂሳብ መግለጫዎችን አዘጋጅቶ ማቅረብ እንዲሁም ሆን ተብሎም ሆነ ወይንም በስህተት
ከሚፈፀም ጉልህ ስህተት ነፃ የሆኑ የሂሳብ መግለጫዎችን ለማዘጋጀት አስፈላጊ ናቸው ብሎ ያመነባቸውን የውስጥ ቁጥጥር ስርዓቶች መዘርጋት
የባንኩ የዳሬክተሮች ቦርድ ኃላፊነት ነው፡፡ ቦርዱ የሂሳብ መግለጫዎችን በሚያዘጋጅበት ወቅት የኩባንያውን ቀጣይነት በመገምገም ስጋት
የሚፈጥሩ ሁኔታዎችን በግልፅ ማመላከትና የኩባንያውን መፍረስ ወይም የአንዳንድ ኦፕሬሽኖችን ስራ ማቆም የሚያስገድዱ ሁኔታዎች ካላጋጠሙ
በስተቀር የኩባንያውን ቀጣይነት በማሰብ ሂሳቡ የተዘጋጀ መሆኑን የመግለፅ ኃላፊነት አለበት፡፡
የዳይሬክተሮች ቦርድ የኩባንያውን የፋይናንሻል ሪፖርት ሂደት የመከታተል ተጨማሪ ኃላፊነት አለበት ፡፡
የኦዲተሮች ኃላፊነት
የእኛ ኃላፊነት የቀረቡት የሂሳብ መግለጫዎች ሆን ተብሎም ሆነ በስህተት ከሚፈፀም ጉልህ ስህተት ነፃ ስለመሆናቸው ምክንያታዊ ማረጋገጫ
መስጠትና ይህንኑ አስተያየታችንን በሪፖርታችን መግለፅ ነው፡፡ ምክንያታዊ የሆነ ማረጋገጫ ለመስጠት የሚከናወነው ተግባር በሂሳቡ ውስጥ
ሊኖሩ የሚችሉ ጉልህ ስህተቶችን በሙሉ ፈልጎ ያገኛል ተብሎ አይጠበቅም፡፡ ምክንያቱም ምክንያታዊ ማረጋገጫ በከፍተኛ ደረጃ የሚታይ
የማረጋገጥ ሂደት በመሆኑ አለም አቀፍ የኦዲት ደረዳዎችን በመከተል የሚከናወነው ኦዲትም ቢሆን ጉልህ ስህተቶችን ሁልጊዜ ፈልጎ የማግኘት
ዋስትና ስለማይሰጥ ነው፡፡ ስህተቶች ሆን ተብሎ ወይንም በስህተት የሚፈጸሙና በተናጠል ወይም በድምር ጉልህ ሆነው የሂሳብ መግለጫዎችን
መሰረት አድርጎ በሚወሰን ኢኮኖሚያዊ ውሳኔ ላይ ተጽዕኖ ሊያሳድሩ ይችላሉ፡፡
የሌሎች ህጋዊ ሁኔታዎች ኦዲት ሪፖርት
በ 2013 ዓ.ም በወጣው የኢትዮጵያ ንግድ ህግ አንቀፅ 1243/2021 በሚያዘው መሰረት የቀረበው የዳሬክተሮች ቦርድ ሪፖርት ላይ
የሂሳብ መግለጫዎቹን በተመለከተ ከቀረበው ሪፖርት የተለየ አስተያየት የሌለን መሆኑን እየገለጽን ጠቅላላ ጉባኤው የዳሬክተሮቹን ሪፖርት
እንዲያፀድቀው አስተያየታችንን እንሰጣለን፡፡

የዓባይ ባንክ አክሲዮን ማህበር ለ2014 ዓ.ም የበጀት አመት በተዘጋጀው ሂሳብ ላይ የቀረበ
የውጭ ኦዲተሮች ሪፖርት በሂሳብ መግለጫዎች ኦዲት ላይ የቀረበ ሪፖርት
የሙያ አስተያየት
ከዚህ ሪፖርት ጋር ተያይዘው የቀረቡትንና እ.አ.አ ጁን 30/ 2022 (በእኛ አቆጣጠር ሰኔ 23 ቀን 2014 ዓ.ም) ለተጠናቀቀው የበጀት ዓመት
የተዘጋጁትን የዓባይ ባንክ አከሲዮን ማህበር የሀብትና ዕዳ መግለጫ፤ የትርፍና ኪሳራ እና ሌሎች ጠቅላላ ገቢዎች መግለጫ፤ በተጣራ ሃብት
ላይ የታየ ለውጥ መግለጫ ፤ የጥሬ ገንዘብ ፍሰት መግለጫ እንዲሁም ኩባንያው የሚከተላቸውን የሂሳብ አሰራር ፖሊሲዎች እና ማብራሪያዎች
ያካተቱትን የሂሳብ መግለጫዎች ኦዲት አድርገናል፡፡
በእኛ አስተያየት ከዚህ ሪፖርት ጋር ተያይዘው የቀረቡት የሂሳብ መግለጫዎችና አባሪዎቻቸው አለም አቀፍ የፋይናንስ ሪፖርት ደረጃዎችን
(IFRS) ተከትለው የተዘጋጁ ሲሆኑ በአጠቃላይ አክሲዮን ማህበሩ እ.አ.አ ጁን 30/ 2022 የነበረውን ሀብትና ዕዳ እንዲሁም በዚያው ዕለት
ላለቀው ዓመት የነበረውን የሂሳብ እንቅስቃሴ እና የጥሬ ገንዘብ ፍሰት በሚገባ ያሳያሉ፡፡
የአስተያየታችን መሰረት
የኦዲት ስራችንን ያከናወንነው አለም አቀፍ የኦዲት ደረጃዎችን በመከተል ሲሆን በእነዚህ ደረጃዎች መሰረት የሚጠበቅብን ኃላፊነት ከዚህ
በታች የኦዲተሮች ሃላፊነት በሚለው ርዕስ ስር ተመልክቷል፡፡ የአለም አቀፍ የሂሳብ ባለሙያዎች የስነምግባር ደረጃዎች ቦርድ ለሂሳብ
ባለሙያዎች ያወጣው የስነ-ምግባር ኮድ በሚጠይቀው እና በኢትዮጵያ ውስጥ ለተካሄደው ኦዲት አስፈላጊ በሆኑት የስነምግባር መርሆዎች
መሰረት ከአክሲዮን ማህበሩ ነጻ እና ገለልተኛ ሆነን ስራችንን አከናውነናል፡፡ እንዲሁም የስነምግባር ደንቡ የሚጠይቃቸውን እና የሚጠበቁብንን
ሌሎች ኃላፊነቶች አሟልተናል፡፡
ከዚህ በላይ የሰጠነው የሙያ አስተያየት ደረጃውን ተከትለን ባከናወንነው የኦዲት ስራና በቀረበልን የኦዲት ማስረጃ በመተማመን ነው፡፡
ቁልፍ የኦዲት ጉዳዮች
ቁልፍ የኦዲት ጉዳዮች የሚባሉት በእኛ ሙያዊ ግምት በአመቱ የሂሳብ መግለጫዎች ኦዲት ወቅት ከፍተኛ ትኩረት የተሰጣቸው ጉዳዮች
ናቸው፡፡ እነዚህ ጉዳዮች በሂሳብ መግለጫዎች ኦዲት እና በዚሁ መነሻነት የሙያ አስተያየት ለመስጠት አጠቃላይ ትኩረት የተሰጣቸው ቢሆኑም
በነዚህ ጉዳዮች ላይ የተናጠል አስተያየት አልሰጠንም ፡፡
በሂሳብ ማብራሪያዎች ተራ ቁጥር 11 እና 12 እንደተገለፀው የብድር መጠባበቂያ ወጪ /ኢምፔይርመንት ሎስ/አለም አቀፍ የፋይናንስ ሪፖርት
ደረጃ ቁጥር 9 (IFRS 9) (ፋይናንሻል ኢንስትሩመንት) መሰረት አድርጎ የተወሰነ ነው፡፡ ይህ ቁልፍ የኦዲት ጉዳይ ተደርጎ የተወሰደበት
ምክንያት አለም አቀፍ የፋይናንስ ሪፖርት ደረጃ ቁጥር 9 (IFRS 9)(ፋይናንሻል ኢንስትሩመንት) የመጠባበቂያ ወጪን ለመወሰን መሰረታዊ
የግምት ስራ የሚጠይቀው ውስብስብ ደረጃ በመሆኑ ነው ፡፡
በተጨማሪም በሒሳብ መግለጫ ተራ ቁጥር 38 ላይ እንደተገለጸው ለኮንስትራክሽን ኩባንያዎች የተሰጠው የሥራ አፈጻጸምና የቅድሚያ ክፍያ
ዋስትና እንደ ውሉ እንዲፈፀም ባንኩ በዚህ ጉዳይ ላይ ጥብቅ ክትትልና እርምጃ መውሰድ ይኖርበታል።

ስዊች አፕሊኬሽን ዘመኑን በዋጀ ስርዓት የመተካት ስራ ይሰራል፡
፡ በተጨማሪም የዓባይ ሰዲቅ ከወለድ ነጻ አገልግሎቶችን ጥራት
ከማሳደግ አንጻር አዳዲስ አገልግሎቶችን ወደ ስራ የማስገባትና ለዓባይ
ሰዲቅ ከወለድ ነጻ አገልግሎት ብቻ ተለይተው አገልግሎት የሚሰጡ
ተጨማሪ ቅርንጫፎችን በመክፈት የአገልግሎቱን ተጠቃሚዎች ቁጥር
ለማሳደግ ጥረት ይደረጋል፡፡
ተለዋዋጭ የሆነውን የባንክ ኢንዱስትሪ ውድድር ተቋቁሞ ባንካችንን
ተወዳዳሪ ለማድረግ የሚያበቃ የቀጣይ አምስት ዓመት የስትራቴጂክ
1.3.5 ሪስክ ማኔጅመንት እና ኮምፕሊያንስ ዕቅድ ዝግጀት ስራ በተያዘው ዓመት የሚከናወን ሲሆን የባንኩ የስራ
አመራር አባላትና የዳይሬክተሮች ቦርድ በትኩረት የሚያጠናቅቁት
የሪስክ አስተዳደር አንዱና ዋነኛው የአባይ ባንክ የስትራትጂክ ቁልፍ ተግባር ይሆናል፡፡
ውሳኔዎች አካል በመሆኑ በተገባደደው ዓመት የሪስክ አስተዳደር
የባንኩ ማዕከላዊ ተግባር ሆኖ ቀጥሏል፡፡ በዓመቱ ውስጥ የሪስክ
ከባቢዎችን የመለየት፣ የመለካት እና የጉዳት መጠናቸውን በመመዘን
የማምከኛ እና የሪስክ መቆጣጠሪያ ስርዓት በመዘርጋት በባንኩ ላይ
ሊያስከትሉ የሚችሉትን ጉዳት ለመቀነስ ጥረት ተደርጓል፡፡
ይህ የሪስክ አስተዳደር ስርዓት ሁሉም የባንኩ አካላት ዕለት ከዕለት
እየተከታተሉ የሚያስፈጽሙት የባንኩ በጎ ልማድ እንዲሆን
ያለድካም በመሰራት ላይ ይገኛል፡፡ ለዚህም አጋዥ የሆኑ የግንዛቤ
ማስጨበጫዎችንና ስልጠናዎችን የመስጠት፣ በሁሉም የባንኩ
የስራ ክፍሎች ውስጥ የሪስክ ምዝገባ ስርዓት የመዘርጋት ስራ
እና ተከታታይ እንዲሁም ወቅቱን ያማከለ በተለይም በብድር፣
በሊኩዲቲ እና በኦፕሬሽን ዘርፍች ላይ የሪስክ ግምገማዎችን
በማከናወን ባንኩን ከተለያዩ ስጋቶች ለመጠበቅ ተሞክሯል፡፡
1.3.6 የህንጻ ግንባታ ፕሮጀክቶች
ባለፉት ተከታታይ ዓመታት አባይ ባንክ ለህንጻ ግንባታ የሚሆኑ ቦታዎችን
ለማግኘት እና የቅድመ ግንባታ ስራዎችን ለማጠናቀቅ በትኩረት ሲሰራ
ቆይቷል፡፡ በተጠናቀቀው ዓመት ደግሞ የቅድመ ግንባታ ስራዎችን
በማጠናቀቅ የባንኩን ዋና መስሪያ ቤት፣ የባህርዳር እና የደሴ ሁለገብ
ህንጻዎች ግንባታ ማከናወን ጀምሯል፡፡ በቀጣዩ ዓመትም የግንባታ ስራዎቹ
በተያዘላቸው ዕቅድ መሰረት ለማከናወን የሚያስችል በቂ ዝግጅት
ተደርጓል፡፡
1.4 ቀጣይ የትኩረት አቅጣጫዎች
ባንኩ የዕድገት እና የአሰራር ልቀት ዋነኛ ስትራቴጂካዊ ቁልፍ የትኩረት
አቅጣጫን መሰረት በማድረግ የስትራቲጂክ ዕቅዱን ማስተግበር
የሚያስቀጥል ሲሆን በአዲሱ የበጀት ዓመትም በሃብት ማሰባሰብ ስራ

1.3 ገንዘብ-ነክ ያልሆኑ ክንውኖች ይህን ተከትሎም ባንኩ በቋሚነትና በቀጣሪ ድርጅቶች በኩል
1.3.1 የቅርንጫፍ ስርጭት የሚያስተዳድራቸው ሰራተኞች ብዛት 6,990 ደርሷል፡፡ ከነዚህም
ውስጥ የባንኩ ቋሚ ሰራተኞች ብዛት 3,608 ሲሆን ቀሪዎቹ 3,382
ሰራተኞች በቀጣሪ ድርጅቶች የሚተዳደሩ ሰራተኞች ናቸው፡፡
በተጠናቀቀው የበጀት ዓመት ባንኩ የቅርንጫፍ ስርጭቱን
በመላው የሃገራችን አከባቢዎች ለማስፋት የጀመረውን ጥረት
የሰራተኞቻችንን ብቃትና ችሎታ ማሳደግ ከዋነኞቹ ስትራቴጂካዊ
በማጠናከር ተጨማሪ 87 ቅርንጫፎችን ስራ ለማስጀመር
ትኩረቶቻችን መካከል አንዱ ነው፡፡ በመሆኑም ባንኩ የሰራተኞቹን
ችሏል፡፡ ከነዚህ ቅርንጫፎች መካከል ስድስቱ የዓባይ ሰዲቅ
ብቃት ለማሳደግ እንዲያስችለው ከፍ ያለ በጀት በመመደብ
ከወለድ ነጻ አገልግሎት ብቻ ለመስጠት የተዘጋጁ ሲሆን
ለ4,203 ሰራተኞች በተለያየ መስክ ስልጠና ሰጥቷል፡፡
ቀሪዎቹ ሰማንያ አንድ ቅርንጫፎች ግን ከተለመደው አገልግሎት
በተጨማሪ ከወለድ ነጻ አገልግሎትን በልዩ መስኮቶች ማስተናገድ 1.3.3 የዲጂታል-ባንኪንግ አገልግሎት
እንዲችሉ ሆነው የተሰናዱ ናቸው፡፡ ይህን ተከትሎም በአጠቃላይ
አገልግሎት በመስጠት ላይ የሚገኙ ቅርንጫፎች ቁጥር 373
በማድረስ የ30 በመቶ አመታዊ የቅርንጫፍ ስርጭት ዕድገት አባይ ባንክ የሚገለገልባቸውን የቴክኖሎጂ ሲስተሞችና መሰረተ
ተመዝግቧል፡፡ ከአጠቃላይ የቅርንጫፎቻችን ብዛት ውስጥ አስራ ልማቶችን አቅም ለማሳደግ የሚያሰችሉ ተከታታይ ማሻሻያዎችን
ሁለቱ ለዓባይ ሰዲቅ ከወለድ ነጻ አገልግሎት ብቻ ተለይተው በመተግበር ላይ ይገኛል፡፡ በተያያዥም የቴክኖሎጂ ሲስተሞቻችንን
አገልግሎት በመስጠት ላይ ይገኛሉ፡፡ አገልግሎቶች አሟጦ የመጠቀም አቅማችንን ለማዳበርና የባንኩን
የመረጃ ደህንነት ለማስጠበቅ የሚረዱ ኢንቨስትመንቶችን
በማከናወን ላይ ይገኛል፡፡
በተጨማሪም ባንኩ የዲጂታል ተደራሽነቱን በማስፋት ለደንበኞቹ
የሚያቀርበውን አገልግሎቶች ለማጠናከር በስፋት በመንቀሳቀስ
ላይ ይገኛል፡፡ ከዚህ ጥረት አመላካቾች መካከልም 76 ተጨማሪ
የኤቲኤም ማሽኖችን በተለያዩ የገበያ ማዕከላትና ቅርንጫፎች ላይ
በመትከል በአጠቃላይ አገልግሎት በመስጠት ላይ የሚገኙ የገንዘብ
መክፈያ ማሽኖች ብዛት 161 አድርሷል፡፡
ከዚህ ሌላም የዲጂታል አገልግሎቶቻችን ለደንበኞች የበለጠ ምቹ
እንዲሆኑ ለማስቻል በርካታ የማሻሻያ ስራዎችን በሞባይል እና
ኢንተርኔት ባንኪንግ አገልግሎቶች ላይ ተግብረናል፡፡ እንዲሁም
የአገልግሎቶቹን ተደራሽነት ለማስፋት ከተለያዩ ተቋማት
ጋር በትብብር በመስራት የክፍያ አገልግሎት ሰጪ ተቋማትን
ቁጥር ለማሳደግ ጥረት ተደርጓል፡፡ ይህን ተከትሎም በሞባይል፣

ጥረት በጽናት ቀጥሎበታል፡፡ በተጠናቀቀው የበጀት ዓመትም በተመጣጣኝ ሃብት የማስደገፍ ዕሴቱን ጠብቆ በማቆየት ለማህበረሰቡ
ለዚህ ጥረቱ የሚረዱ ተወዳዳሪ እና ልምድ ያካባቱ ባለሙያዎች ሁሉን አቀፍ ለውጥና ደህንነት አበርክቶ ያላቸውን ድጋፎች
ባንኩን እንዲቀላቀሉ ማድረግ የቻለ ሲሆን በዓመቱ ብቻ ማድረጉን ቀጥሏል፡፡ በዚህም መሰረት በተጠናቀቀው ዓመት የባንኩ
ለ1,683 አዳዲስ ሰራተኞች የስራ ዕድል ፈጥሯል፡፡ ድጋፍ ለሚያስፈልጋቸው ማህበረሰባዊ ተግባራት የሚውል የጎላ

ባንኩ በቂና አስተማማኝ የውጭ ግንኙነት ባንኮችን ማፍራት ካለመቻሉ
በተጓዳኝ በዓለም አቀፍ ደረጃ የተሰራጨው የኮሮና ወረረሽኝና በሃገራችን
የሰሜኑ ክፍል የተቀሰቀሰውን ጦርነት ተከትሎ የተከሰተው የንግድ
መቀዛቀዝ ባንካችን በዚህ ዓመት ያፈራው የውጭ ምንዛሬ ከአምናው
ተመሳሳይ ወቅት የ18 በመቶ ቅናሽ እንዲያስመዘግብ ምክንያት ሆኗል፡፡
ምንም እንኳን በዓመቱ የተሰበሰበው የውጭ ምንዛሪ ግኝት ቅናሽ ያስመዘገበ
ቢሆንም፤ ከውጪ ንግድ የሚመነጨውን የውጭ ምንዛሪ ግኝት ለማሳደግ
በትኩረት የተሰራበት ዓመት ሲሆን ከአጠቃላይ የውጭ ምንዛሪ ግኝት
ውስጥም የ74 በመቶ ድርሻ መውሰድ ችሏል፡፡ በስዊፍት በኩል ከተላኩ
ገንዘቦች የ18 በመቶ ድርሻ ሲኖራቸው ከቀሪዎቹ ምንጮች የተገኘው
የውጭ ምንዛሪ ደግሞ ቀሪውን የ8 በመቶ ድርሻ ይወስዳል፡፡
1.2.3 ትርፍ
1.2. ገንዘብ-ነክ ክንውኖች ባንኩ በሁሉም መለኪያዎች ዕድገት ማስመዝገቡን የቀጠለ ሲሆን
በትርፋማነት መለኪያ የ13 በመቶ ዓመታዊ ዕድገት በማሳየት ባንኩ
1.2.1. ገቢ በተጠናቀቀው 2014 የበጀት ዓመት ከግብር በፊት ብር 1.3 ቢሊዮን
ትርፍ ማስመዝገብ ችሏል፡፡
የባንኩ ዓመታዊ ገቢ ከቀዳሚው ዓመት የ30 በመቶ ብልጫ ያሳየበት
ዓመት ሲሆን የባንኩን አጠቃላይ ገቢ ብር 4.4 ቢሊዮን ማድረስ ተችሏል፡
፡ የገቢ ስብጥሩን ስንመለከት ባንኩ የገቢውን 80 በመቶ የሰበሰበው
ከወለድ ከተገኘ ገቢ ሲሆን ከኮሚሽን እና የአገልግሎት ገቢዎች እንዲሁም
ከሌሎች የገቢ ምንጮች የተሰበሰቡ ገቢዎች እንደየቅደም ተከተላቸው
የ14 በመቶ እና የ6 በመቶ ድርሻ ወስደዋል፡፡
1.2.4 ጠቅላላ ሐብት
በበጀት ዓመቱ ማጠቃለያ ላይ የባንኩን አጠቃላይ ሃብት ብር
40.7 ቢሊዮን ማድረስ የተቻለ ሲሆን ይህም በቀዳሚው ዓመት
ከተመዘገበው አጠቃላይ ሃብት አንጻር የብር 10.8 ቢሊዮን
ወይንም የ36 በመቶ ዕድገት ያሳየ ነው፡፡ ለባንኩ የጠቅላላ ሃብት
1.2.2.ወጪ ዕድገት የብድር አቅርቦት ዕድገቱ አስተዋጽኦ ሁነኛ ድርሻ ነበረው፡፡
የባንኩ ዓመታዊ ወጪ የ39 በመቶ ዕድገት በማስመዝገብ ብር 3.1 ቢሊዮን
ደርሷል፡፡ ከወጪ ስብጥሩ ዋነኛውን ድርሻ የሚይዙት የደመወዝና ጥቅማ 1.2.5 ካፒታል
ጥቅም ወጪ እና የወለድ ክፍያ እንደየቅደም ተከተላቸው የ57 እና የ40
በመቶ አመታዊ ጭማሪ ያሳዩ ሲሆን የአስተዳደራዊና ሌሎች ወጪዎች
እ.ኤ.አ. ሰኔ 30 ቀን 2022 የተመዘገበው የባንኩ አጠቃላይ
የ27 በመቶ ጭማሪ ተመዝግቦበታል፡፡ በሌላ በኩል ለብድር መጠባበቂያ
ካፒታል ብር 5.9 ቢሊዮን ሲሆን ካለፈው ዓመት የ39 በመቶ ጭማሪ
እንዲሆን የተያዘው ወጪ ከቀዳሚው ዓመት የ14 በመቶ ቅናሽ አሳይቷል፡፡
ከአጠቃላዩ የወጪ መጠን የ36 በመቶ ድርሻ የሚይዘው ለአስቀማጮች የታየበት ሆኗል፡፡ በተያያዥም የባንኩ ባለአክሲዮኖች የብር 1.16
የተከፈለው የወለድ ወጪ ሲሆን ባንኩ በዓመቱ ያከናወነው የደመወዝና ቢሊዮን ተጨማሪ ድርሻዎችን በመግዛት የባንኩን የተከፈለ ካፒታል
ጥቅማ ጥቅሞች ክፍያ የ35 በመቶ ድርሻ ወስዷል፡፡ የባንኩ ማሳደግ የቻሉ ሲሆን ዓመታዊ የ41 በመቶ ዕድገት በማስመዝገብ
አስተዳደራዊና ሌሎች ወጪዎች የ23 በመቶ ዓመታዊ ድርሻ ሲኖረው የባንኩ የተከፈለ ካፒታል ብር 3.97 ቢሊዮን ደርሷል፡፡
ቀሪው የ3 በመቶ ድርሻ ባንኩ ለብድር መጠባበቂያ ያዋለው ወጪ ነው፡፡

የተጠናቀቀውን የባንኩን ዓመታዊ የስራ ክንውን እና የኦዲተሮች ዝርዝር
ሪፖርት እንደሚከተለው ሲያቀርብ ከፍተኛ ደስታ ይሰማዋል፡፡ በሪፖርቱ
የመጀመሪያ ክፍል የባንኩ ዓመታዊ አፈጻጸም በዋና ዋና መለኪያዎች
የሚቀርብ ሲሆን የኦዲተሮች ሪፖርት በክፍል ሁለት ላይ በዝርዝር
ይቀርባል፡፡
1.1. ኦፕሬሽናል ክንውኖች
1.1.1. የተቀማጭ ገንዘብ ክንውን
እ.ኤ.አ. ሰኔ 30, 2022 በተጠናቀቀው ዓመት የባንኩ አጠቃላይ
ተቀማጭ ሂሳብ የ35 በመቶ ዓመታዊ ዕድገት በማስመዝገብ ብር 32.4
ቢሊዮን የደረሰ ሲሆን ከዚህ ውስጥ በዓባይ ሰዲቅ ከወለድ ነጻ አገልግሎት
በኩል የተሰበሰበው ቁጠባ ብር 1.6 ቢሊዮን ደርሷል፡፡ በመደበኛ እና
በዓባይ ሰዲቅ ከወለድ ነጻ አገልግሎቶች በኩል በዓመቱ ውስጥ ብቻ
ብር 8.5 ቢሊዮን ተጨማሪ ተቀማጭ መሰብሰብ ተችሏል፡፡ በነዚህ
አገልግሎቶች በኩል የተሰበሰበው ተቀማጭ በቅደም ተከተል የ36 እና 1.1.2. የብድር አገልግሎት
የ28 በመቶ ዓመታዊ ዕድገት ተመዝግቦባቸዋል፡፡ በተያያዥም በቁጠባ፣
በተንቀሳቃሽ እና በጊዜ ገደብ ምንጮቻችን የተሰበሰበው ተቀማጭ ባንኩ ለደንበኞቹ ያቀረበው የብድር መጠን በዓመቱ መጨረሻ ላይ
ከቀዳሚው ዓመት ጋር ሲነጻጸር በቅደም ተከተላቸው የ19፣ የ83 እና በአጠቃላይ ብር 27 ቢሊዮን ደርሷል፡፡ ከዚህም ውስጥ ብር 26.3
የ103 በመቶ ጭማሪ ማሳየት ችለዋል፡፡ ቢሊዮን ለመደበኛው ዘርፍ የቀረበ ብድር ሲሆን ቀሪው ብር 716 ሚሊዮን
ባንኩ ለዓባይ ሰዲቅ ከወለድ ነጻ የብድር አገልግሎት ተጠቃሚዎች
በተጠናቀቀው ዓመት ከ470,372 በላይ አዳዲስ ደንበኞችን በማፍራት ተደራሽ ያደረገው ነው፡፡ ለሁሉም ተጠቃሚዎች የቀረበው የብድር መጠን
የባንኩን የመደበኛና የዓባይ ሰዲቅ ከወለድ ነጻ አስቀማጭ ደንበኞች ቁጥር ከቀዳሚው ዓመት የ34 በመቶ ዕድገት አሳይቷል፡፡
1,671,691 ማድረስ ተችሏል፡፡ ይህም በዓመቱ የ39 በመቶ ጭማሪ
የተመዘገበበት ነው፡፡ ተጠቃሚዎች ከተሰማሩበት ኢኮኖሚያዊ ዘርፍ አንጻር የብድሩን አጠቃላይ
ስብጥር ስንገመግም ባንኩ በዓለም ዓቀፍ ንግድ ዘርፍ ላይ ለተሰማሩ ደንበኞች

በ2022 መባቻ ላይ የተቀሰቀሰው የራሺያ-ዩክሬይን ጦርነት እየዳኸ ለነበረው የአለማቀፉ ጎዳና ለመቀየስ የሚያስችለንን አዲስ የአምስት ዓመት መሪ-ዕቅድ ዝግጅት ፕሮጀክት በይፋ
ኢኮኖሚ መልካም ዜና አልነበረም፡፡ የጥቁሩ-ባሕር ሀገራት በስንዴ እና ቅባት እህሎች ለመጀመር ሙሉ ዝግጅታችንን አጠናቀናል፡፡ ከዚህ ጎን ለጎን ሙሉ ትኩረት በሚሰጠው
ምርት ላይ ካላቸው ትልቅ የምርታማነት ድርሻ ጋር በተያያዘ በምግብ እና ሸቀጦች ዋጋ ደረጃ የተሻለ አሰራር እና የደምበኞች አገልግሎት በማቅረብ ስራችንን ይበልጥ ለማሳደግ
ማሻቀብ ሳቢያ የግጭቱ መከሰት አሉታዊ ገጽታዎች ለመታየት ጊዜ አልፈጀባቸውም፡፡ እንተጋለን፡፡
እየጨመረ ያለው እና አብዛኛውን ዓመት በሁለት-አኃዝ ሲጓዝ የነበረው የዋጋ ንረት በበጀት ዓመቱ የገጠሙንን ችግሮችና ተግዳሮቶች ተቋቁመን ውጤታማ እንድንሆን
እንዲሁም የሰሜኑ ጦርነት የተለያዩ ማኅበራዊና ኢኮኖሚያዊ ቀውሶች ያስከተሉ ሁለት የኢትዮጵያ ብሔራዊ ባንክን ጨምሮ ሁሉም ባለድርሻ አካላት የማይተካ ሚና
በሀገራችን የተከሰቱ ታላላቅ ተግዳሮቶች ነበሩ፡፡ በግብርናው ዘርፍ እየታዩ ያሉ በርካታ ተጫውተዋል፡፡ ድጋፋቸውና እጅግ ጠቃሚ ምክራቸው ዓመቱን ሙሉ ያልተለየን የባንካችን
ተስፋ ሰጪ እንቅስቃሴዎች መንግስት የዋጋ ንረትን ለመቆጣጠር እየወሰዳቸው ያሉትን የዳይሬክተሮች ቦርድ አባላትን በተለየ ሁኔታ ማመስገን እንወዳለን፡፡ ለውድ ደንበኞቻችንም
ስትራቴጂያዊ እርምጃዎች ማሳያ እንደሆኑ ማየት ይቻላል፡፡ ልባዊ ምስጋናችንን እያቀረብን የተሻለ ልናገለግላቸው ቃል እንገባለን፡፡
በርካታ አዳዲስ ባንኮች የባንክ ኢንደስትሪውን ከመቀላቀላቸው ጋር ተያይዞ ዘርፉ በመስፋት አመሰግናለሁ!

ውድድሩ የበለጠ እየጠነከረ እንደሚሄድ ይጠበቃል፡፡ በዓመቱ ከታዩ ሌሎች ተጠቃሽ
የመንግስት እንቅስቃሴዎች መካከል በሀገራችን የአክሲዮን ገበያ እንዲቋቋም የአክሲዮን የኋላ ገሠሠ
ገበያ አዋጅን ከማስጸደቅ አንስቶ የኢትዮጵያ የሰነደ-ሙዓለ ንዋያት ገበያን እስከ መመስረት ዋና ሥራ አስፈጻሚ
ድረስ በመንግስት የተከናወነው ስራ ዋነኛው ነው፡፡
በሪፖርት ዓመቱ፣ ከበርካታ የታቀዱ ስራዎች አንጻር በሁሉም በሚባል ደረጃ ዓላማችንን
አሳክተናል፡፡ ተደራሽነታችንን በማስፋት እንዲሁም በበርካታ የሕንጻ ግንባታ ፕሮጀክቶች
ላይ ኢንቨስት በማድረግ አጠቃላይ የስራ እንቅስቃሴያችንን ለማሳደግ ጥረት አድርገናል፡
፡ በዓመቱ ባደረግነው የቅርንጫፍ ማስፋፋት ስራ ጠቅላላ የባንካችንን ቅርንጫፎች ብዛት

የዳይሬክተሮች ቦርድ ሰብሳቢ መልዕክት
የተከበራችሁ የባንካችን ምንም እንኳን ነባራዊ ሁኔታው ለስራ ምቹ ከባቢ የፈጠረ ባይሆንም ባንካችን
ባለአክሲዮኖች፣ ከበርካታ መለኪያዎች አንጻር በዓመቱ ጥሩ የሚባል ውጤት አስመዝግቧል፡፡
ከሁሉ አስቀድሜ፣ በተስፋ ተቀማጭ ገንዘብ በማሰባሰብ ረገድ ባንካችን በዓመቱ ብር 8.5 ቢሊዮን ተጨማሪ
ጥላ ስር እየመራን ለዛሬዋ ቀን ገንዘብ ማሰባሰብ የቻለ ሲሆን ይህም የ35% ዕድገት እንደነበረው ያመለክታል፡
ላደረሰን ፈጣሪ ታላቅ ምስጋና ፡ ለዚህም አጥጋቢ ውጤት መመዝገብ የቅርንጫፍ ማስፋፋት ስራው በዋናነት
ማቅረብ እወዳለሁ፡፡ ከዚህም ተጠቃሽ ምክንያት ነው፡፡ በዓመቱ ውስጥ 87 አዳዲስ ቅርንጫፎች የተከፈቱ
በመቀጠል የባንካችንን የ2014 ሲሆን ጠቅላላ ብዛታቸውም የ30% ዓመታዊ ዕድገት በማስመዝገብ 373 ደርሷል፡፡
ዓ.ም ዓመታዊ የስራ አፈጻጸም ከዚህም ጎን ለጎን ባንካችን የዋናውን መ/ቤት ሕንጻ ግንባታ ፕሮጀክት በዋና ከተማዋ
ሪፖርት ሳቀርብላችሁ ከፍተኛ እምብርት ላይ ማስገንባት ጀምሯል፡፡ ከዚህም በተጨማሪ የዲዛይን ስራው ሙሉ
ደሰታ ይሰማኛል፡፡ በሙሉ ተጠናቆ እና ከታወቀ ሕንጻ ተቋራጭ ጋር በመዋዋል ወደግንባታ በመግባት
ላይ ካለ አዲስ የ14-ፎቅ ሕንጻ ባሻገርም በሁለት ከተሞች ላይ የቀጠናዊ ጽ/
የኮቪድ ክትባት በቶሎ መገኘት ቤት ሕንጻ ግንባታ ፕሮጀክቶች በመካሄድ ላይ ይገኛሉ፡፡ ከዕለት-ተዕለት ሥራና
እና ፈጣን ስርጭት እንዲሁም የባንክ እንቅስቃሴ ባሻገርም ባንካችን የሚጠበቅበትን ተቋማዊ ማኅበራዊ ኃላፊነት
በሀገራት እና ተቋማት ከተወሰዱ ከመወጣት አንጻር የተለያዩ ድጋፎችን በማድረግ ለጋስ እጆቹን ሲዘረጋ ቆይቷል፡፡
መጠነ-ሰፊ ኢኮኖሚያዊ
ርምጃዎች ጋር በተያያዘ ዓለም- በቀጣይ፣ እራሳችንን ይበልጥ አስተማማኝና ጥሩ መሠረት ወዳለው ባንክ ከመቀየር
አቀፉ ኢኮኖሚ ማንሰራራት ጀምሯል፡፡ ይሁን እንጂ፤ አዲሱ የኮቪድ-19 ልውጥ አንጻርም በቁርጠኝነት እና ተግዳሮቶችን በመቋቋም መንቀሳቀስ አማራጭ
የኦሚክሮን ቫይረስ በዓመቱ አጋማሽ ላይ መከሰት እንዲሁም የራሺያ-ዩክሬይን የሌላቸው መንገዶቻችን ናቸው፡፡ በአዲሱ የበጀት ዓመት ለምናካሂደውና ሙሉ
ግጭት በበጀት ዓመቱ ሁለተኛው አጋማሽ ላይ መቀስቀሱ በማንሰራራት ላይ ዝግጅቱ ለተጠናቀቀው የባንካችን መሪ-ዕቅድ ዝግጅት ፕሮጀክትም ባንካችንን
ለነበረው ኢኮኖሚ አሉታዊ ተጽዕኖው ተግዳሮት ሆኖበት ታይቷል፡፡ ዓለማችን ከነባራዊውም ሆነ ከፊታችን ከሚታዩን መሰናክሎችና ችግሮች ውስጥ ሊያሻግር
ከከፍተኛ የምግብ-ነክና ነዳጅ ዋጋ ጭማሪ እንዲሁም የምግብ እና ሸቀጦች የሚችል የስራ ሞዴል ለመዘርጋት በከፍተኛ ተነሳሽነትና ቁርጠኝነት እየተንቀሳቀስን
አቅርቦት እጥረት ጋር በተያያዘ ዳግም ተግዳሮቶችን እያስተናገደች ትገኛለች፡፡ እንገኛለን፡፡
በምግብ ራስን የመቻል ችግር በተለያዩ የአፍሪካ አካባቢዎች ሲታይ የቆዬ ሲሆን የማኔጀመንት አባላትና መላ ሠራተኞች የባንካችንን እድገት እና ትርፋማነት

ላይ ከፍተኛ ጥገኛ በሆኑ ሀገራት ላይ ክፉኛ ጉዳት አድርሷል፡፡ ሀገራችን ኢትዮጵያ ባለድርሻ አካላት በተደረገው ርብርብ በንብረትና ጥሬ ገንዘብ እንዲሁም በስራ
ስንዴን በርከት ካሉ ሀገራት ከማስገባቷ ጋር ተያይዞ እንዲሁም በሀገር ውስጥ መቋረጥ ሳቢያ የደረሰውን ጉዳት በመቋቋም በአፋጣኝ አገልግሎት መስጠት
እየታየ ያለው አመርቂ የስንዴ ምርት እድገት ሁኔታውን የተሻለ ቢያስመስለውም ወደምንችልበት ቁመና ለመመለስ ችለናል፡፡ ከሁሉም ባለድርሻ አካላት
በሀገራችን እስካሁን እየታየ የሚገኘው የተራዘመ እና ከፍተኛ የዋጋ ንረት ዜጎችን ለምናገኘው ድጋፍና ትብብር ሁሌም ምስጋና ማቅረብ እንወዳለን፡፡ አሰራራችንን
ለከፋ ሁኔታ እየዳረገ ይገኛል፡፡ ለማሻሻል ለምናደርገው ያላሰለሰ ጥረት ዋነኞቹ ምክንያት በሆኑትና ሁሌም ወደፊት
እንድንራመድ በሚረዱን ውድ ደንበኞቻችን በጣሙን እንኮራለን፡፡ የባንክ ዘርፉን
በዚህም ምክንያት ከተከሰተው ዋጋ ንረት በተጨማሪ በሰሜኑ የሀገራችን ክፍል ጤነኛና የተረጋጋ ከማድረግ አንጻርም በመንግስትና ተቆጣጣሪ አካላት እየተወሰደ
እየተካሄደ ካለው ጦርነትም ጋር በተያያዘ በሀገራችንም ያለው አጠቃላይ ሁኔታ ያለውን መልካም እርምጃ ሳንጠቅስ ማለፍ አንወድም፡፡
እምብዛም የተሻሻለ አይመስልም፡፡
አመሰግናለሁ!
በምስረታ ላይ የነበሩ በርካታ አዳዲስ ባንኮች ስራ መጀመራቸውን ተከትሎ
የባንክ ኢንዱስትሪው በሚታይ ሁኔታ ሰፍቷል፡፡ ለውጭ ባንኮች ዘርፉን ክፍት
ከማድረግም አንጻር መንግስት ግልጽ እንቅስቃሴ ያደረገ ሲሆን ባንክ-ነክ ያልሆኑ
እንደ ኢትዮ-ቴሌኮም ያሉ ተቋማት በቴሌብር መልክ ወደዘርፉ መግባትም በዘርፉ
እየታየ ያለውን ውድድር ይልቁኑም ከፍ ወዳለ ደረጃ እያሸጋገረው ይገኛል፡፡

ከሰሜኑ ግጭት ጋር በተያያዘ 25% የሚሆኑ የባንካችን ቅርንጫፎች ለስድስት የዳይሬክተሮች ቦርድ ሰብሳቢ
ወር ያህል አገልግሎት መስጠት አልቻሉም ነበር፡፡ ይሁንና የደረሱትን ጉዳቶች
በመጠገን እንዲሁም የጠፉና ከጥቅም ውጭ የሆኑ ንብረቶችን በመተካት
