LIBYA FLOODS

EMERGENCY
APPEAL
On the 10th September, the port city of Derna, Libya, faced one of the deadliest
storms on record in Africa. The city suffered catastrophic flooding triggered by Storm
Daniel, which burst the nearby dams of Derna and Abu Mansur and took the lives of
more than 4,300 people.

Libyan government minister Hisham Chkiouat described the flooding as, “like a
tsunami”, as people and homes were swept up in an instant by flood water. The impact
of the floods in the region has since been utterly devastating as the deluge caused
extensive damage to homes and infrastructure.

A staggering 883,900 people, 300,000 of which are children, have been affected by
the disaster. The floods have caused extensive damage to infrastructure, roads, and
bridges, and together with the impact of Libya’s protracted political crisis on public
services, rescue and efforts have been severely hampered, worsening the crisis for
those already displaced, facing loss and in need.

Urgent challenges continue to face the people of Derna and those across the affected
region, as compromised water sources now pose a severe risk to the health and safety
of survivors, as diarrhoea and cholera outbreaks remain likely in the aftermath of
water contamination. Dehydration and malnutrition caused by disaster-induced food
insecurity also looms over the affected population.

We are now using the figures from UNOCHA rather than from media outlets- Reuters, BBC, Al Jazeera, France24- (11,300 deaths |
10,100 missing) provided earlier. The numbers are likely to increase as more information becomes available.
Islamic Relief’s Response
Islamic Relief was one of the first humanitarian organisations to reach Derna, and our teams are
continuing to work with local partners on the ground to deliver immediate relief in the form of
food and hygiene kits, mattresses and blankets, and other vital aid to those affected.
However, with thousands now displaced and without homes, and with the winter season
approaching, those affected now face urgent challenges. Islamic Relief has already committed
an initial £100,000 to provide in emergency aid and our teams on the ground are continuing to
conduct a thorough needs assessment of those affected by the crisis, as our commitment to
Libya’s recovery efforts extend far beyond the immediate aftermath of the floods.

In partnership with local partners that had existing presence in Libya, we are using the
emergency funding to undertake the following activites:
