TITLE: Sectoral Consultation Meetings for the Development and Management

of Philippine GHG Inventory for the Waste and Industrial Processes


and Product Use (IPPU) Sector (Batch 1)

VENUE: EMB Region 8, Conference Hall, Tacloban City, Leyte

RATIONALE:

On November 2014, Executive Order 174 was signed by President Aquino which provides for the
institutionalization of the Philippine Greenhouse Gas Inventory and Management System
(PGHGIMRS) in relevant government agencies with the CCC as the overall lead. The EO and its
subsequent guidance document identified EMB as the lead agency for the Waste and Industrial
Processes and Product Use (IPPU) sectors that shall be responsible for the following:

1) Conduct, document, archive and monitor sector-specific GHG inventories;


2) Report sector-specific GHG inventories to the Climate Change Commission (CCC) based
on the agreed reporting scheme; and
3) Perform such other functions as may be necessary for the effective implementation of the
PGHGIMRS.

In July 2016, the EMB GHG Inventory Team was created through EMB S.O. No. 297 to implement
the activities provided in EO 174. The EMB Regional Offices have an important role as data
collector/consolidator in line with the data requirements of the 2006 IPCC Guidelines for
National GHG Inventories.

OBJECTIVES:

At the end of the consultation meetings, the EMB ROs GHG Inventory Team (CC Focal Persons/
SWM Coordinators from EMB ROs-EMED) and the stakeholders must be able to:

1. Familiarize with E.O. 174 and the data requirements of the national GHG inventory
2. Identify sources of data and how data can be obtain from each sectors
3. Perform calculations using the 2006 IPCC Guidelines and Software
4. Solicit inputs and views from the stakeholders
5. Establish database (e.g. excel file), for archiving of data and submission to EMB-CO

DURATION: November 21, 2017

METHODOLOGY:

The project will be spearheaded by Environmental Management Bureau Region 08. The
targeted participants for the conduct of a Sectoral Consultation Meetings for the Development and
Management of Philippine GHG Inventory for the Waste and Industrial Processes and Product
Use (IPPU) Sectorare Technical staff from the City/Municipal Environment & Natural Resources
Office and solid waste management office, City/Municipal Planning and Engineering Office or
Pollution Control Officers (if available) from the local government units and Operations/Process
Manager from the industries identified in the data requirement template, consisting of the
following:
