It is a driving project that covers 22763.6 m2 area by the Star Mughal Developers, having
4 parking floors along with more than 250 shops near Johnson’s Pizza. I visited the site on
03 August 2021. Only one main entrance will be made. Five business patterned working
together as a Board of Directors, 5 HSE Officers, 5 production managers, and 15
supervisors are involved to complete this project. The workers work in the project age range
from 20yrs to 50yrs. 08 hours shift working from 08:00 AM to 4:30 PM with a half-hour

I started my risk assessment and found a C167 code of practice using ILO's international
building standards. Convention C167 - Safety and Health in Construction Convention, 1988
(No. 167) (ilo.org), then I visited the HSE website, where I found a health and safety code
of practice related to construction HSG 150,
https://www.hse.gov.uk/pubns/priced/hsg150.pdf.These resources are very useful for me
to find risks and get more information about the Health and Safety rules and hazards.
After completing the search from external resources, I visited the workplace and contacted
the workers to find out about their responsibilities and they tell me about their
responsibilities, working conditions, and the risks that do not arise from visual inspection.
After meeting with the workers, I checked the records of previous accidents, absenteeism,
risk assessment, and audit reports, which helped me to assess the risks and prepare risk
assessment reports.
After identifying the risks associated with external and internal resources, I decided to
propose measures according to HSE guidelines to control hazards such as electricity, work
at height, and confined space.

Moral and financial arguments for ALL actions

Moral, general legal and financial It's the employer's moral responsibility to provide a safe system of work to the workers. The peoples
arguments work in an organization for feed their families, and this is not acceptable that he/she killed or injured
by the job. It is a basic responsibility of a firm to implement positive safety culture because in the
absence of the safety culture worker will face lifetime injury, psychological stress and even a chance
of loss of job due to accident, not only the worker will suffer but also his family suffers a financial
crisis. Workers and society can’t accept putting their lives at risk, so the employer has to provide a
safe workplace for working without hazards.
In the case of if the worker is injured due to irresponsibility of the organization, the firm will face the
direct cost in the form of worker sick pays, immediate first aid treatment, cost of an accident, and in
the absence of the worker hiring of the new worker. Accident and ill health have a major effect on the
financial assists of company, replacement of the damaged tools and equipment’s, vehicle, etc and
the workers will not perform their regular job with focus due to investigation and will not feel safe at
the workplace. There will a major time loss to prepare reports for enforcement agencies and fines
from court during legal proceedings, and will face loss of company’s credibility, reduction in sales,
etc. In an HSE search, it was demonstrated that uninsured cost is 8 to 36% higher than insured cost.
The legal requirements of an employer are to provide a safe system of work to the workers, safety
equipment, safe machinery should be provided under strict supervision to prevent any hazard. If any
hazard will occur then enforcement agencies of the country will take action against the company, fine
from the court, hiring of lawyers, and even a major hazard will occur then enforcement agencies will
cancel the license of the company. So, it's the company's responsibility to follow the international
labor organization convention C155 and Recommendation R164 which tells us that employers

I have given the timescale for this action to accomplish was 6 weeks because the finance manager
will first buy the scaffold tubes and a separate budget will be owed for it, the time after buying to

The severity of this hazard is fatal to catastrophic because the chance of death will be 80 to 90%.
Due to the live cables hinged direct or indirect burn, muscle cramp, cardiac arrest, Tissue burns,
painful shock, and even death will be occurred due to sudden interaction with the cables.
After installation of residual current devices there will be minimum chances of a major hazard
occurring due to living cables touch because they will be tripped at low current as low as 30 mA.
The timescale given for this action is 3 Months because the HSE Officer first contact with finance
manager for buying these devices, and after buying these current devices installation at the
22763.6 m2 area consumes a lot of time so that 3 months are sufficient to complete this action.
This control measure can’t fully control the risk associated with the live cables but reduce it to
approximately 90 percent, but if earthing, double insulation of wires and low voltage system will
apply then hopefully completely control the risk.
Mechanical ventilation or exhaust fans should provide to remove humidity and balance the oxygen

The ILO convention C164 and Recommendation R164 describes that employees should ensure
that processes running under their control are safe for the workers. The ILO convention C152 -
Occupational Safety and Health (Dock Work) Article 32 describes that take appropriate
measures to prevent accidents or harm to health when an employee is asked to enter a confined
space where toxic or harmful substances have been found or there may be no oxygen etc. The ILO
Recommendation R097 - Protection of Workers' Health Recommendation states that avoiding
exposure by removing dust, smoke, gas, fibers, fog, or fountains at or near the site of origin by
using mechanical exhaust ventilation systems and other suitable methods. Pakistan OSH Act 2018
states that the government of Pakistan should enforce the workers and implement the Convention
and Recommendation given by the international labor organization (ILO).

out then there will be a loss of life. After all, the worker was gone in the pipeline without the

directly with the Finance Director for completing the actions that are pending due to financial
