Cost Plan for the 2023 UCI Cycling World Championships

Project Overview:

The project management practice (PME) has been commissioned by Scottish Cycling to project manage
the 2023 UCI Cycling World Championships to be held in Scotland over two weeks in August 2023. The
event will host all 13 disciplines of riding across road, track, and mountain bike races. PME will be
responsible for managing all aspects of the racing projects on behalf of Scottish Cycling. The total budget
for the project is £4 million, and the project is allowed to spend up to 20% of its budget on marketing.

Project Scope:

PME will be responsible for managing the preparations for the mountain bike category, including 30km
cross-country, 100km cross-country marathon, and 2.8km downhill races. The project also involves the
Scottish Cycling internal Legal Services Department as contracts managers, an internal Change Control
Section that is responsible for change management of the upgrading programme, risk management
services by an external consultant called Risk Analysis, and environmental impact control services by
another external consultant called Environmental Consultants.

Project Timeline:

The project will start immediately and end three weeks after the event, following the decommissioning
and reinstatement of all sites and equipment to their original condition. The project will be inspected by
national standards body, and permits should be provided for passing each project gate. The final permit
should be awarded no later than one week before the event.

Project Budget:

The total budget for the project is £4 million, with up to 20% of the budget allocated for marketing. The
cost plan below outlines the estimated costs of resources in production, including justification for
individual allocation. The cost plan also identifies the estimated profit-loss from the project.

Promotion and communication via social media, advertising to pay for


Marketing 800,000 production costs.

Projected Income:

Income from advertising to pay for production costs is estimated at £1 million.

Monitoring and Control:

An online monitor and control dashboard will be developed, allowing stakeholders to give input and see
the project progress. This feature development will be outsourced.

Decommissioning and Reinstatement:

All sites and equipment will be decommissioned and reinstated back to original condition no later than
three weeks following the event, while adhering to environmental sustainability guidelines.
Risks:

The project is considered high-risk, mainly from the scheduling perspective since the hard deadline for
launch cannot be delayed. However, UCI has allocated a generous budget for the event, and the
