OGL 481 Pro-Seminar I:

PCA-Human Resource Frame Worksheet

Worksheet Objectives:
1. Describe the human resource frame
2. Apply the human resource frame to your personal case situation

Complete the following making sure to support your ideas and cite from the textbook and other
course materials per APA guidelines. After the peer review, you have a chance to update this and
format for your Electronic Portfolio due in Module 6.

1) Briefly restate your situation from Module 1 and your role.

Two years ago, I was assigned to oversee the construction and commissioning of
a large-scale reverse osmosis system for land reclamation after mining. Errors were found
in the engineer's drawings, so I collaborated to correct them, and commenced
construction. Despite an initial delay due to the wrong materials being ordered, the team
began building what they could while waiting. When the materials arrived, we efficiently
assembled the system, completing the project a week ahead of schedule. Effective time
management and proactive collaboration were key to the success in meeting the project's
goals.

2) Describe how the human resources of the organization influenced the situation.

This project did require a a certain set of skills and took several team members to
complete the project. It was human resources that hired the individuals with skills that the
project needed. It was a little different for this situation because the team I picked was
from those already working with the organization. The skills I needed for the project
were similar to those that were required around the organization. So thanks to human
resources for hiring qualified individuals in the first place I did not have to look far for
my team.

Our human resources department at the time was very small, consisting of only
two people. So while there were no safety or compliance issues I feel that people may be
timid about going to human resources if there was an issue. They may feel that the small
size of the organization allowed news to travel fast. In respet to our human resources
department they were very professional and never let things leave their offices unless
done correctly.

3) Recommend how you would use the human resources for an alternative course of
action regarding your case.

I believe I could have used human resources to acquire the skilled workers that I
needed for this project outside of the organization. This would have added an extra cost
to the organization but it would allow those that I took from operations to stay in
operations and continue assiting the organization that way. If I did that I would have to
put together a detailed list of the skills and manpower I would need for the project and
submit that to human resources. From their I would follow-up with HR until I had the
team I needed.
The downfall to this alternative course of action is that the organization would
have the cost of additional employees. The project was charged for those I took from
operations but the organization as a whole did not take on any new human resource
expenses. Bringing in outsiders would also entail a risk of the new hire not meshing with
the organzations culture. This could be a big risk in a project. I think we did the right
thing by using the resources we already had.

4) Reflect on what you would do or not do differently given what you have learned
about this frame.

From a human resources perspective I believe that there was nothing that could be
done differently to positively help the situation. Human resources hired the right skills
from the start, as well as made sure to have the manpower for additional work when it
came up, such as this project. Human resources looked in the future and saw what the
organization was going to need and hired based off that.
Since this project and situation human resources has grown. In a more recent
project I only used two employees and the rest were contractors. We used outside help
because the organization has grown and the workload has significantly increased. I forsee
that down the road the organization will get back to a point that it will ave the manpower
to supply the human resource needs for small projects as they come up.
