1.0 INTRODUCTION
This report has been prepared at the direction of the U.S. Environmental Protection Agency (EPA)
in a letter dated July 7, 2016, and an email dated January 4, 2017 (EPA, 2016c and 2017a). The
report is based on related records provided to Hargis + Associates, Inc. (H+A) by Apache Nitrogen
Products, Inc. (ANPI) and summarizes building demolition activities performed at the Apache
Powder Superfund site (the Site) in Cochise County, Arizona over the period from calendar year
(CY) 2012 through CY 2016. The term “building” includes any type of built structure ranging from
a wooden, cement, or metal buildings to small sheds, storage shacks, pipelines, railway lines,
tanks, bunkers, or any other type of built structure that ANPI is no longer using or is so aged or
degraded that it poses a health and safety risk. These building demolition activities were carried
out as described in workplans dated August 1, 2012, and April 3, 2013 (H+A, 2012c and 2013a).
From June 2012 through December 2016, ANPI submitted to EPA a series of detailed notifications
letters, revised workplans, monthly timelines, and various tables and charts, providing updates on
the status of various demolition activities. This report has been revised to address EPA’s
comments regarding ANPI’s 2012-2016 Building Demolition Report submitted to EPA on February
3, 2017 (Appendix A) and ANPI’s 2012-2016 Building Demolition Report (Revision 1.0) submitted
to EPA on March 31, 2017 (Appendix C) (EPA, 2017c, 2017e; H+A, 2017b and 2017d).
ANPI’s 2012 workplan sub-divided the facility into seven areas with an estimated 180+ buildings
that were under consideration for demolition. From CY 2012 through CY 2016, a total of 179
buildings were demolished and five buildings were partially demolished. Approximately 35
buildings of the total of 101 buildings remaining are under consideration to be demolished in the
next few years (i.e., this total includes completing the demolition of the five partially demolished
buildings). Demolished buildings (depicted in red) and buildings scheduled for demolition
(depicted in green) are illustrated in Figure 1. A summary table provides the building status and
its associated waste type totals (i.e., asbestos, lead, and soil) (Table 1).
As stated above, the overall purpose of this report is to summarize available information relating
to building demolition work performed at ANPI over the period from CY 2012 through CY 2016.
The information presented in this report will be used as a foundation for a final comprehensive
Building Demolition Completion Report to be submitted to the EPA. This report will also support
the fourth Five-Year Review for the Apache Powder Superfund Site scheduled for Fiscal Year
2017.
Detailed figures, tables, laboratory data, background documents, photographs, manifests, and
survey reports are presented in the respective completion reports as appropriate.
The ANPI facility comprises approximately 1,200 acres of property in Cochise County, Arizona.
The company was founded in 1920 as the Apache Powder Company, a regional supplier of
dynamite for the mining industry. Shortly after its founding, the plant grew to over 700 acres of
land upon which 141 buildings, a narrow gauge railway, and a dormitory and dining hall for its
employees had been constructed to support its manufacturing operations.
Historically, the facility has also manufactured ammonia, nitroglycerin (NG), ammonium nitrate
gel-based explosives, detonating cord, safety fuse, and carbon dioxide. Today, the plant
produces a variety of ammonium nitrate products used by both mining and agricultural sectors.
In order to maintain its competitive edge, ANPI developed aggressive plans in 2012 for plant
expansion and modernization (ANPI, 2012a and 2012b; H+A, 2012a). Necessarily, this 2012
plan required the demolition of vacant and obsolete infrastructure used in discontinued
manufacturing processes. ANPI’s 2012 plan laid out a process for demolishing an estimated
180+ vacant or obsolete buildings, previously part of the explosive manufacturing infrastructure,
many of which posed a health and safety risk because of their age and deteriorated condition.
This infrastructure is sometimes referred to by ANPI as “legacy” buildings. In particular, a key
part of this infrastructure was ANPI’s “Powder Line,” which has been inactive since the mid-1980s
when the production of NG was discontinued. Because of the age of many of these buildings
(greater than 50 years), in 2013-2014, ANPI also hired a contractor to conduct a National Historic
Preservation Act (NHPA) survey of all the building buildings, with specific emphasis on the
“Powder Line” which was one of the last of its kind in the U.S. (WestLand Resources, Inc.
[WestLand], 2013a, 2013b, 2013c, and 2014).
The ANPI facility (the facility) is a chemical manufacturing plant located in Cochise County,
Arizona, approximately 7 miles southeast of Benson and approximately 50 miles southeast of
Tucson. The facility comprises approximately 1,200 acres of former desert rangeland. To the
east of the facility, the San Pedro River flows intermittently across bottomland owned either by
ANPI or nearby ranchers. The Town of St. David is located to the east, across the San Pedro
River. Surrounding properties include small residences, ranches, and farms and both privately
and federally owned rangeland. Beginning approximately five miles south of the Site, the San
Pedro National Riparian Conservation Area (SPNRCA) has been established and comprises
57,000 acres of federal land managed by the Bureau of Land Management.
The primary ANPI manufacturing area now occupies an area primarily within the southern portion
of ANPI's property. Manufacturing operations began in approximately 1922 and have been
continuous since that time. ANPI currently manufactures ammonium nitrate, ammonium nitrate-
based fertilizers, nitric acid, and aqua ammonia. Presently, the facility manufacturing operations
comprise two nitric acid plants (based on the ammonia oxidation process or AOP), a liquid
ammonium nitrate (LAN) plant, and a prilled ammonium nitrate (PAN) plant. The facility also has
capacity to produce ammonium nitrate (AN) based liquid fertilizer. Natural gas-fired boilers
produce steam for use by on site plants.
Legacy buildings initially identified in 2012 for demolition were located throughout the ANPI
facility, primarily in areas no longer in use, such as the Powder Line (Figure 1). Initial demolitions
included the legacy buildings associated with the Carbamite building, laundry areas, explosives
laboratory, safety and first aid building, electrical and instrument shop, and storage buildings.
Legacy buildings were located throughout the ANPI facility in five primary locations as follows:
• Several nitrator buildings, halfway houses, and associated storage buildings no longer in
use were located in the northwest portion of the ANPI facility.
• At the northern portion of the ANPI facility, legacy buildings included the Powder Line,
hand pack, gelatin pack, dynamite pack, and associated storage buildings.
• Mix houses, talley houses, and Dynagel buildings no longer in use were located in the
north central portion of the ANPI facility.
• The northernmost portion of the ANPI facility included the legacy magazine powder,
magazine storage, powder mix house, and hand pack and associated buildings.
• Finally, the cord plant and associated buildings no longer in use were located at the
eastern edge of the ANPI facility.
The building demolition activities are performed at the direction of ANPI. ANPI is supported by
licensed contractors and consultants as required. Legacy buildings were demolished following a
process based on initial characterization, abatement (as necessary), demolition, and post-
demolition sampling and analysis standard operating procedures (SOPs).
2.1 CHARACTERIZATION
At the beginning of each phase of work, buildings slated for demolition were preliminarily surveyed
by knowledgeable persons to determine the potential for residual hazardous materials as outlined
in the EPA-approved workplans and decision logic diagram (Figure 2) (H+A, 2012c and 2013a).
The survey included: review of historical use based on operator knowledge and available records
to determine if hazardous materials had been used or stored within or adjacent to the building;
review of any available release and/or closure documents; visual inspections to identify any
indications of an impact as well as adjacent conditions and/or discharge areas; and consideration
of building age and construction.
The results of the survey were then used to evaluate the potential for the existence of residual
hazardous materials and to establish a list of chemicals of potential concern (COPCs) for each
building and related facilities and equipment. This evaluation included classification of each
building into one of three categories:
If the initial characterization indicated that no hazardous materials were stored or used at or within
a building, no samples were collected. Where characterization determined that COPCs were
potentially present on or within a building as part of the building materials or where existing
equipment required decontamination, additional pre-demolition sampling was performed. In
instances where the characterization indicated the presence of asbestos-containing materials
(ACMs) or lead-based paint (LBP), a licensed inspector was contracted by ANPI to collect
samples sufficient to characterize these materials for removal. Licensed asbestos contractors
included Southwest Hazard Control, Inc. and later Spray Systems Environmental. ACT
Environmental, Inc. was employed as the licensed lead inspector and performed the LBP X-ray
fluorescence (XRF) surveys. Where equipment and/or components were left in place and the
initial survey indicated the potential presence of COPCs, wipe sampling or other characterization
was performed as necessary to determine if pre-demolition abatement was needed. If abatement
was performed, additional samples were collected following cleaning to verify the compounds
concentrations were below those necessary for disposal. Finally, if initial characterization
indicated a potential for release to soils, additional sampling and characterization was performed
after demolition and removal of building waste.
Based on results of initial characterization, a list of COPCs was established for each building and
a sampling plan was prepared as demolition proceeded. Sampling was performed in accordance
with project SOPs (H+A, 2012c and 2013a) and/or as approved by EPA. Additional sampling
necessary for characterization of building materials or housed equipment was completed prior to
initiation of demolition. Where abatement of hazardous materials via removal by a licensed
contractor or cleaning of equipment was required, this work was completed before demolition of
the associated building(s) began.
2.2 DEMOLITION
The Ground Level Company of Mesa, Arizona, was contracted by ANPI to perform building
demolition and soil excavation. Once it had been determined that no hazardous materials
remained within the building or that all potentially hazardous materials had been removed and
contained or shipped off-site, the building was then demolished using heavy equipment, and the
non-hazardous materials remaining after abatement were either transported off-site and disposed
of as bulk waste or staged on-site for eventual disposition. To expose underlying soils for
characterization, concrete pads, if present, were broken, removed, and staged for eventual
disposal or repurposing (Figure 1). Where characterization indicated that thresholds were
exceeded and, therefore, additional post-demolition sampling was necessary, excavation of soils
commenced after samples were collected and analyzed.
Post-demolition sampling and analysis plans (SAPs) for specific buildings were provided to the
EPA. These plans listed COPCs and presented recommendations for additional soil
characterization. Following EPA’s approval of these building-specific SAPs, H+A personnel
conducted post-demolition soil characterization and sampling. To date, post-demolition soil
characterization and sampling has been performed for a total of 43 buildings.
In the spring of 2013, the random sampling methodology was switched to the Incremental
Sampling Methodology (ISM) (H+A, 2013a). For demolition-related sampling, field personnel
followed the ISM recommendations listed in the project workplans which were derived using The
Technical and Regulatory Guidance Incremental Sampling Methodology (Interstate Technology
and Regulatory Council [ITRC], 2012). ISM was the preferred post-demolition sampling method
because it is a structured composite sampling and processing protocol that reduces data
variability and provides a reasonably unbiased estimate of mean contaminant concentrations in
a volume of soil targeted for sampling also referred to as a decision unit (DU). ISM is performed
by collecting increments of soil (typically 30 aliquots) that are combined, processed, and
subsampled according to specific protocols.
3.0 CHRONOLOGY
The CY 2012 through CY 2016 chronology of EPA and ANPI correspondence consists primarily
of numerous ANPI notification letters, EPA approval letters, workplans, and responses to
(Agency) comments (Appendix B). Various meetings, frequent telephone conversations, and
many e-mail correspondences between involved parties were also performed, demonstrating a
high-level of communication with regard to the building demolition activities. The major
milestones are listed below and a chronological index of correspondence is provided in
Appendix B.
• June 2012 - ANPI announced its intention to clean up any legacy contamination problems,
as part of demolishing historical buildings no longer in use (ANPI, 2012a and 2012b).
• August 2012 - ANPI submitted a workplan to demolish and decommission 180+ historic
buildings (i.e., multi-year, multi-phase project) (H+A, 2012c).
• August 2012 – December 2012 - ANPI conducted 36 surveys and 19 abatements for
asbestos; performed 30 surveys and four abatements for LBP; demolished 18 of the 180+
buildings along the historic Powder Line; and conducted confirmatory soil sampling for
four buildings.
• January 2013 through December 2013 - ANPI conducted 136 surveys and 20 abatements
for asbestos; performed 133 surveys and five abatements for LBP; demolished 28 of the
180+ buildings along the historic Powder Line; and conducted confirmatory soil sampling
for eight buildings.
• May 2013 through December 2014 - ANPI conducted a NHPA survey in three phases of
223 buildings identified for demolition, including the historic Powder Line (WestLand,
2013a, 2013b, and 2014).
• January 2014 through December 2014 - ANPI conducted three surveys and three
abatements for asbestos; performed seven surveys and three abatements for LBP;
demolished eight of the 180+ buildings along the historic Powder Line; and conducted
confirmatory soil sampling for 7 buildings.
• March 2014 through October 2014 - ANPI completed the Time-Critical Removal Action
(TCRA) for NG wastes in Building No. 51, a degraded wooden, earthen bunkered structure
located along the historic Powder Line.
• January 2015 through March 2015 - ANPI conducted zero surveys and 78 abatements for
asbestos; performed zero surveys and 32 abatements for LBP; demolished 105 of the
180+ buildings along the historic Powder Line; and conducted confirmatory soil sampling
for 24 buildings.
• April 2015 - ANPI notified EPA of demolition wastes disposed on Benson Private Property.
• June 2015 through July 2016 - ANPI completed characterization, removal and re-disposal
of demolition wastes from the Benson Private Property to an EPA-approved regulated
solid waste landfill.
• August 2016 - ANPI completed removal of sulfur tanks, sulfur-related wastes, and scrap
metal. As part of a multi-year effort, ANPI completed the characterization, excavation,
and disposal or recycling of off-site wastes (including soil mixed with sulfur and scrap
metal from the tanks) related to four buried sulfur tanks located next to a railroad spur
within the active operations area of the ANPI facility.
• December 2016 through February 2017 - ANPI completed characterization of soils
beneath Tank 67, a 3.5 million gallon storage tank for fertilizer solutions with reported
historic leaks, located in the active operations area of the ANPI facility.
• January 2017 - ANPI completed a site walk-through with H+A and identified an additional
27 buildings of the 180+ buildings that were demolished along the historic Powder Line.
The demolition dates for these 27 buildings are unknown and could not be verified through
a records search and are, therefore, assumed to be demolished between CY 2012 and
CY 2016.
3.2 PHASES
In a June 25, 2012 letter, ANPI provided EPA notification of demolition for three abandoned
buildings: No. 30 Hod Storage, No. 362 Carbamite, and No. 369 Carbamite Bag Storage
Warehouse Buildings (ANPI, 2012a). ANPI then provided EPA a Summary of ANPI Proposed
Plans for Plant Expansion and Modernization dated June 29, 2012 (ANPI, 2012b; H+A, 2012a).
This June 2012 proposed plan identified the original building demolition phases 1 through 7 as
listed below. The original 2012 expansion plan was later updated because the building demolition
phased-work needed to proceed in a sequence different from ANPI’s original plan. Specifically,
some deviation from the phasing sequence was needed in order to accommodate new
construction that was needed in an area along the historic Powder Line (e.g., a new prill storage
barn). There were also some deviations from the phased schedule because some buildings
required more time and attention (e.g., Building No. 51 and the sulfur tanks).
• Phase 1 included the Carbamite buildings and associated areas, laundry and associated
areas, several Powder Line-related buildings, the explosives laboratory and associated
buildings, and several general use buildings such as the safety and first aid buildings.
Demolition of portions of Phase 1 began in June 2012 following approval to proceed from
EPA (EPA, 2012b and 2012c).
• Phase 2 included the electrical and instrument shop as well as several storage buildings.
• Phase 3 included several nitrator buildings, halfway houses, and storage houses located
in the northwest portion of the Site.
• Phase 4 included several powder line-associated buildings, hand pack and gelatin pack
buildings, dynamite pack houses, and several other miscellaneous buildings located in the
northern portion of the Site.
• Phase 5 included gelatin and dynamite pack and mix houses, several talley- and Dynagel–
associated buildings, and several related storage buildings located in the north-central
portion of the Site.
• Phase 6 included several magazine powder and magazine storage areas as well as a
powder mix house and a hand pack house located in the northernmost portion of the Site.
• Phase 7 included several cord plant-related buildings located along the eastern edge of
the Site.
In 2013, during decommissioning and demolition activities, ANPI discovered two wooden hods in
Building No. 51. Hods are essentially wooden wheelbarrows used to transport NG materials by
hand. Each hod was filled with approximately 5 cubic feet of what appeared to be NG-mixed
waste, possibly containing ground apricot and/or peach pits (used for packing or filler in the
dynamite sticks), and floor sweepings. The two hods were located on the second story
(i.e., upper floor) of Building No. 51. In addition to the two hods, approximately 50 linear feet of
85-grain pentaerythritol tetranitrate (PETN) detonation cord was found at another location,
Building No. 232. PETN detonation cord was manufactured at the facility from 1968 until 1994
(H+A, 1995).
Following a series of planning meetings with the EPA, the Arizona Department of Environmental
Quality (ADEQ), and the Cochise County Local Emergency Planning Committee (LEPC), a
consensus was reached that, due to the potential detonation risk of the aged explosives: 1) the
Building No. 51 NG-mixed waste should not be shipped but instead burned in place; 2) the PETN
detonation cord located in Building No. 232 could be safely transported to Building No. 51 and
burned in place; and 3) asbestos-containing roof materials and lead in the paint from Building
No. 51 could safely be abated prior to the controlled burn. Based on this strategy, H+A on behalf
of ANPI, prepared a work plan for the demolition and controlled burn of Building No. 51 (H+A,
2014c). The work plan was subsequently approved by EPA (EPA 2014b).
In 2014, asbestos and lead were abated from the building prior to the burn. On October 28, 2014
Building No. 51 was completely burned down, destroying the potentially explosive materials
discovered in Building No. 51 and the detonation cord transported from Building No. 232. Ash
material from the proximity of the former hods was tested for NG, PETN, lead, asbestos, and
reactive waste. Lead was detected in the ash at a concentration of 440 milligrams/kilogram
(mg/kg), exceeding the Arizona residential soil remediation level (SRL) of 400 mg/kg. ANPI
personnel removed ash and soil from Building No. 51 and placed it in a storage container for
off-site disposal. After the ash removal, confirmation soil samples were collected and detected
lead at concentrations of 13 mg/kg and 15 mg/kg, which are less than the Arizona residential SRL
of 400 mg/kg. The soil underlying the footprint of former Building No. 51 was characterized in
accordance with the ongoing ANPI building demolition workplans (H+A, 2012c and 2013a). The
soil within the footprint of Building No. 51 was characterized by sampling using ISM and analysis
for nitrates; NG, PETN, and lead. All results were non-detect or less than the Arizona residential
SRLs.
In 2016 a project completion report, dated March 30, 2016, was submitted to EPA and
summarized the proceedings of the controlled burn (H+A, 2016b). On September 28, 2016, 8,000
pounds of Building No. 51 lead-impacted soil and debris were transported off-site to a hazardous
waste landfill in Beatty, Nevada per Uniform Hazardous Waste Manifest No. 3194020. On
October 5, 2016, 21,000 pounds of Building No. 51 lead-impacted ash, soil, and debris were
transported off-site to the hazardous waste landfill in Beatty, Nevada per Uniform Hazardous
Waste Manifest No. 3194018.
3.3.2 2015 -2016 Characterization and Removal of Demolition Wastes from Benson Private
Property
In early 2015, 56 buildings in the vicinity of the historic Powder Line at the ANPI facility were
demolished. Materials resulting from this historic Powder Line demolition comprised mostly of
wood material from the building frameworks and surrounding blast walls. Between March 17,
2015, and April 13, 2015, demolition materials were transported to a privately-owned parcel
located north of Benson, Arizona, and placed in a wash channel. Recognizing the need for more
proper disposal of these materials, ANPI proposed to excavate the demolition materials and
properly re-dispose them in a Resource Conservation and Recovery Act (RCRA) Subtitle D landfill
in Arizona (ANPI, 2015a and 2015b; H+A, 2015b and 2015c; EPA, 2015b). In 2016, EPA
approved plans that were prepared for the characterization, removal, and confirmation sampling
of the Benson Private Property (H+A, 2016e and 2016f).
Between March 2016 and May 2016 the following four major tasks were performed:
Confirmatory sampling of the underlying soils was performed by collecting soil samples using ISM
from nine DUs. Each sample comprised 30 aliquots of soil from each DU. Samples were
analyzed for metals, explosive compounds, SVOCs and PCBs. The soils beneath the demolition
materials were found not to exceed the respective Arizona residential SRLs. The wash has been
left cleared of demolition materials, free of all obstructions, and with a bare soil surface.
• Testing of remaining soils and sediments in the wash channel that formerly had underlain
the emplaced materials;
• Findings of no residual impacts in relation to the Arizona residential SRLs and in
comparison with background areas, and
• Disposal of the demolition materials at the Cactus Regional Landfill in Florence, Arizona.
• Acceptance of the completion report by EPA (EPA, 2016b).
In August 2011, during the installation of a water supply line, ANPI discovered underground
storage tanks (USTs) near the end of an active railway spur. Subsequent investigation
determined that there were four USTs, part of a former sulfuric acid manufacturing process that
was discontinued sometime in the 1960s. The USTs contained soil and elemental sulfur (H+A,
2012b, 2013b, 2013c, 2014a, 2014b, 2014d, and 2015a; EPA, 2012a, 2013a, 2013b, 2014a,
2015a though2015d). Based on analyses of the sulfur material for RCRA hazardous
characteristics, it was determined that the material was nonreactive, non-ignitable, and did not
exhibit characteristic toxicity.
The USTs were excavated between October 2014 and April 2015. The USTs, their contents, and
the surrounding soils outside the USTs were placed in storage bins and/or covered stockpiles.
The depth of the excavation was limited to the surface of concrete containment structures upon
which the USTs had rested. Post excavation, on April 7, 2015, verification samples were collected
from the base and sidewalls of the excavation. With the exception of one sample, the values of
pH from the base and sidewalls of the excavation ranged from 6.81 to 8.17. One sample
had a pH of 4.03. ANPI informed H+A that between June 22 and 25, 2015, ANPI’s contractor
backfilled the excavation using a sheep’s foot roller to compact the soil. A total of 780 cubic yards
of clean soil was backfilled into the excavation.
On August 8 and 9, 2016, 553 tons of mixed soil and elemental sulfur were transported off-site
and disposed at the Cactus Regional Landfill near Florence, Arizona (EPA, 2012a and 2016d).
On August 25 and 26, 2016, 13.67 tons of scrap metal were transported to the SA Recycling
facility located at 1525 W. Miracle Mile Road, Tucson, Arizona, for recycling (EPA, 2016e). With
the completion of the UST excavation, backfilling and compaction, and off-site disposal of the
residual materials, the project is considered to be completed and requiring no further action by
ANPI. On September 14, 2016, ANPI submitted a closure report to the EPA (H+A, 2016f).
Tank 67 is a three million-gallon tank on the ANPI facility, formerly used to store fertilizer liquids.
On October 11, 2016, ANPI notified EPA by email that it had performed a cost benefit analysis
comparing repair and replacement of the tank and had determined at that time replacement of
the tank was the preferred alternative. Replacement would require dismantling and removal of
Tank 67 and construction of a replacement tank at that same site or construction of a new tank at
an alternate location on the plant. In order to ascertain the level of contamination underlying the
tank as a result of the historical leakage, ANPI prepared a SAP on November 23, 2016 (H+A,
2016g). The SAP was approved by the EPA the same day (EPA, 2016f).
In accordance with an EPA-approved SAP, soil sampling at Tank 67 was conducted over the
period from November 30, 2016 to December 2, 2016 (H+A, 2016g; EPA, 2016f). Laboratory
analytical results were transmitted to EPA on December 20, 2016 (H+A, 2017a; EPA, 2016g). In
summary, nitrate-N concentrations ranged from 1,100 mg/kg to 3,400 mg/kg for DU1 and DU2,
respectively. For quality assurance purposes, a duplicate sample was taken at DU2 that resulted
in a nitrate-N concentration of 2,900 mg/kg. Test results of soils for explosives parameters
indicate non-detection at both DU1 and DU2. Based on these results, it was concluded that the
soils underlying Tank 67 are well below respective site-specific requirements. Field observations
of the sampled media underlying Tank 67 indicate soil aliquots to be in situ soils and not fill
materials.
In a letter dated January 26, 2017, EPA concluded that (EPA, 2017b):
“… ANPI can proceed with the replacement of Tank 67 in its present location. However,
because the elevated nitrate concentrations are significantly above background levels,
they do indicate that a release occurred from the tank. A typical nitrate background level
would be expected to be in the 10 to 50 mg/kg range. EPA also assumes that the soils in
the immediate vicinity surrounding Tank 67 may be similarly impacted.”
Based on these findings, EPA recommended that, if the tank were demolished, excavated soils
from beneath the tank with elevated nitrate concentrations should be spread out within the
containment area or alternatively disposed offsite in accordance with the “Offsite Rule.”
The Tank 67 Soil Closeout Report was submitted to EPA on February 28, 2017 (H+A, 2017c) and
EPA’s approval letter of the Closeout Report was received on May 8, 2017 (EPA, 2017d). At the
present time, ANPI has decided not to dismantle and replace Tank 67 in its current location for
storage of LAN solutions. Instead, ANPI will construct an additional new tank elsewhere at the
facility such that no other existing structures are disturbed. ANPI may, at a later time, choose to
repair Tank 67 and repurpose it as a freshwater reservoir, but does not currently have any
finalized plans for doing so. Should ANPI decide to repair or replace Tank 67 at a later time, EPA
will be advised, and work will proceed according to EPA’s recommendation above.
The following building demolition synopses are based on files provided by ANPI. As previously
stated, this report is a preliminary summary and will provide a foundation for an eventual
completion report to be submitted to the EPA. The final completion report will contain supportive
documents such as analytical data reports and tables, XRF survey reports, building waste
disposal tickets and manifests, as well as ANPI’s building-specific Demolition Project Information
Sheets (aka Decommissioning Checklist/Info Sheet). A compilation summary table provides the
building status and its associated waste type totals (i.e., asbestos, lead, and soil) (Table 1). For
the purposes of this report, tracking information has been summarized for asbestos, lead, general
debris (primarily wood building materials), concrete, confirmatory soil, and disposal for the CY
2012 through CY 2016 legacy building demolition activities (Tables 2 through 6). Lists of buildings
demolished (Table 7) and remaining buildings to be demolished (Table 8) are also attached.
Finally, a site-wide map which depicts the current status of the legacy building demolition
activities, has been prepared (Figure 1).
• Thirty-six buildings were inspected for asbestos and 19 buildings were remediated for
asbestos (Table 2). No asbestos debris was disposed.
• Thirty buildings had XRF surveys for LBP performed. Four buildings were remediated
for lead (Table 3). No LBP debris was disposed.
• No general building waste debris (e.g., primarily wood building materials) was
removed from the Site (Tables 4 and 6).
• A total of 39 tons of scrap metal was sent to Liberty Iron and Metal Southwest LLC,
Phoenix, Arizona (Table 1A).
• Four buildings (Nos. 30, 113, 332, and 369) had confirmatory soil sampling performed.
All confirmatory soil sampling results were less than the respective Arizona residential
SRLs (Table 5). No soil debris was disposed.
• Eighteen buildings were demolished. The demolished building numbers and names
are provided (Table 7).
• One hundred thirty-six buildings were inspected for asbestos and 20 buildings were
remediated for asbestos (Table 2). A total of 47.93 tons asbestos debris from 33 buildings
was disposed at the Cactus Regional Landfill, Florence, Arizona (Tables 1 and 1B).
• One hundred thirty-three buildings had XRF surveys for LBP performed and five buildings
were remediated for lead (Table 3). No LBP debris was disposed.
• No general building waste debris (e.g., primarily wood building materials) was removed
from the Site in CY 2013 (Tables 4 and 6).
• A total of 17 tons of scrap metal was sent to Amcep Metals, Tucson, Arizona (Table 1A).
• Eight buildings (No’s 85, 99, 131, 172, 319, 320, 501, and 502) had confirmatory soil
sampling performed and all confirmatory soil sampling results were less than the
respective Arizona residential SRLs (Table 5). No soil debris was disposed.
• Twenty-eight buildings were demolished. The demolished building numbers and names
are provided (Table 7).
• Three buildings were inspected for asbestos and three buildings were remediated for
asbestos (Table 2). A total of 2 tons of asbestos debris from three buildings was
disposed at the Cactus Regional Landfill, Florence, Arizona (Tables 1 and 1A, 2, and
6).
• Seven buildings had XRF surveys for LBP performed and three buildings were
remediated for lead (Tables 1B and 3). No LBP debris was disposed.
• No general building waste debris (e.g., primarily wood building materials) was
removed from the Site (Tables 4 and 6).
• A total of 11 tons of scrap metal was sent to Desert Metals Recycling, Tucson, Arizona
(Table 1A).
• Seven buildings (Nos. 52, 72, 77, 123, 250, 340, and 346) had confirmatory soil
sampling performed. With the exception of Building No. 51, all confirmatory soil
sampling results were less than the respective Arizona residential SRLs (Table 5). No
soil debris was disposed.
• Eight buildings were demolished. The demolished building numbers and names are
provided (Table 7).
• One hundred four buildings were demolished. The demolished building numbers and
names are provided (Tables 1C and 7).
• No buildings were inspected for asbestos. No buildings were remediated for asbestos
(Tables 1 and 1B). No asbestos debris was disposed (Tables 2 and 6).
• No buildings had XRF surveys for LBP performed. No buildings were remediated for
lead (Tables 1B and 3). A total of 24 tons of LBP debris was disposed off-site to the
Beatty Nevada Landfill (Table 1A).
• No general waste debris (e.g., primarily wood building materials) was removed from
the Site.
• A total of 553 tons of mixed soil and elemental sulfur was transported off-site and
disposed at the Cactus Regional Landfill near Florence, Arizona (Table 1A).
• A total of 14 tons of scrap metal was transported to the SA Recycling, Tucson, Arizona
(Table 1A).
• No confirmatory soil sampling was performed (Table 1B).
• No buildings were demolished (Table 1C). However, during a January 13, 2017 site
walk conducted by H+A and ANPI, an additional 27 buildings were identified as
demolished. The particular year of demolition could not be determined (i.e., demolition
date is unknown) for these additional 27 buildings, therefore, it is assumed these
buildings were demolished sometime between CY 2012 and CY 2016 (Tables 1C and
7).
Between CY 2012 and CY 2016, a total of 179 legacy buildings were demolished and five
buildings were partially demolished (Tables 1, 1C, and 7). There are approximately 101 remaining
buildings (which includes five buildings that were partially demolished) of which ANPI estimates
35 buildings are under consideration “to be demolished” (Tables 1, 1C, and 8). However, ANPI’s
decision to demolish and the schedule to demolish these approximately 35 remaining legacy
buildings could change in the future. The locations of the demolished buildings, buildings to be
demolished, concrete stockpiles, and soil stockpiles are depicted in the site-wide map (Figure 1).
Based on currently available documents provided by ANPI, the 2012 to 2016 CY compilation
summary is provided (Tables 1, 1A through 1C). The 2012 to 2016 CY breakdown per media
type is summarized as follows:
• A total of 170 buildings had lead XRF surveys for LBP performed (Table 1B).
o A total of 69 buildings contained lead containing material (LCM).
o A total of 44 buildings had lead abatements performed.
o A total of 24 tons of LBP debris was disposed off-site to the hazardous waste landfill
in Beatty, Nevada.

The following building status totals are located in Tables 1, 1C, 7, and 8:
• A total of 179 buildings were demolished and five buildings were partially demolished
between CY 2012 and CY 2016.
• A total of 27 additional buildings was demolished but the date of demolition is unknown.
• Approximately 35 buildings of the total of 101 remaining buildings are under consideration
to be demolished within the next few years (this total includes the five buildings that are
partially demolished).
5.0 CONCLUSIONS
Of the 180+ buildings initially identified in the 2012 workplan, ANPI demolished a total of 179
buildings with known demolition dates, five partially-demolished buildings with known/unknown
demolition dates, plus 27 buildings with unknown demolition dates from CY 2012 through CY
2016. The purpose of this demolition work has been to remove legacy degraded or contaminated
buildings on the ANPI facility that could pose a health and safety risk to on-site workers or which
are no longer needed for day-to-day operations. Currently, as of March 2017, an estimated 35
buildings of the 101 remaining buildings (which includes five partially demolished buildings) will
be considered for demolition in the next few years.
Regarding confirmatory soil sampling, ANPI’s contractors have conducted soil sampling within
the footprints of 43 buildings (an estimated 24% of 179 buildings demolished). An estimated 43
to 53 footprints (including the 35 buildings under consideration to be demolished) may need to be
sampled. That is, not all footprints require confirmatory soil sampling based on information that
hazardous or explosive materials were never managed, stored, or used at those locations.
Regarding off-site disposal of wastes, ANPI has disposed materials at regulated solid or
hazardous waste in accordance with EPA’s Off-Site Rule for all ACM, LBP, and sulfur regulated
wastes. Regarding non-hazardous demolition debris (i.e., wooden support members, metal
pieces, etc.), after abatement of asbestos and lead, ANPI has disposed of the wastes at various
licensed solid waste landfills in Arizona during the period of 2012 through 2016. The non-
hazardous demolition debris disposed of at the Benson Private Property was subsequently re-
disposed at a regulated sold waste landfill.
In 2017-2018 or at the completion of the demolition activities, ANPI plans to prepare a final
comprehensive Building Demolition Completion Report. This final comprehensive report will
include, but is not limited to, analytical laboratory reports and tables, waste manifests/tickets,
asbestos contractor reports, LBP contractor XRF reports, and relevant building demolition-related
documents. ANPI also plans to decide how to manage any wastes remaining onsite, and develop
a schedule for testing, abating, and demolishing the remaining degraded buildings along the
historic Powder Line.

GENERAL COMMENTS
1. The Report provides a general overview of the building demolition activities conducted
between 2012 and 2016. The description is adequate for the purposes of the Five Year
Review. However, a compilation summary table needs to summarize the quantity of
buildings or structures which have been tested, abated and demolished, and whether
confirmatory sampling has been conducted and contaminated soils and demolition
wastes have been removed. See Attachment 2 (template for the compilation summary
table).

2. The Report using the term “buildings” both in the title and when discussing the structures

ANPI’s 2012 plan laid out a process for demolishing an estimated 180+ vacant or
obsolete structures, previously part of the explosives manufacturing infrastructure,
many of which posed a health and safety risk because of their age and deteriorated
condition.

2013-2014, ANPI also hired a contractor to conduct a National Historic Preservation
Act (NHPA) survey of all the structures, with specific emphasis on the “Powder Line”
which was one of the last of its kind in the United States.

structures is discussed half way through the report in more detail, the initial
introduction needs to provide an overview and context for the later discussion.
Please add a paragraph that describes the areas of the facility where the “legacy”

should also discuss the few structures or buildings that required more individual
attention, including Building #51, the sulfur tanks and Tank 67. And, a discussion
should be added that there were some deviations from the sequence of the phasing
in 2015 when structures needed to be removed along the historic powder line to
accommodate some new construction (new Prill Storage Building). The discussion
should also reference Figure 2. The text should state that the legacy structures or
buildings identified by ANPI in 2012 for demolition were located throughout the ANPI
facility, although primarily in areas no longer in use, such as the historic Powder Line.
Overview totals (perhaps in the form of bullet points or a narrative) are also needed in
this section of the report, regarding the number of structures/buildings demolished to
date and the actions taken on each structure. A reference should be made to the
overview summary table requested in General Comment #1 above. The text should
state something similar to the following: “ANPI’s 2012 workplan sub-divided the facility
into seven areas where an estimated 180+? structures needed to be removed. Initially,
work proceeded in Phase 1A and 1B and parts of Phase 2A and 2B. A total of 52
structures were demolished between 2012 and 2014 (18 in 2012, 26 in 2013 and 8 in
2014). In 2015, ANPI proceeded to demolish the majority of the historic powder line
(101 structures). This area was needed to construct a new, large storage facility for
ANPI’s on-going operations. The structures still remaining that need to be demolished
total 47 structures. These remaining structures are identified with shading on the
attached map. Specific details about the structures demolished is discussed in Section

20. Page 18. Add a final section “5.0 Conclusions,” which re-states the purpose of this
report and a general description of the remaining work to be completed.
Recommend the text state something similar to the following: “ANPI has demolished
153 structures of the 180+? structures (an estimated 75% of the demolition activities)
initially identified in 2012). The purpose of this work has been to remove legacy
degraded or contaminated structures on the facility that could pose a health and
safety risk to on-site workers or which are no longer needed for day-to-day
operations. Currently, as of January 2017, an estimated 47 structures remain which
will need demolition in the next few years.
In 2017-2018, ANPI plans to amend the SAP for the confirmatory sampling to make
the process more efficient by allowing depth-specific sampling at multiple depths
prior to excavation work commencing, as needed. ANPI also plans to decide how to
manage on- site stockpiled soils, and develop a schedule for testing, abating and
demolishing the few remaining degraded structures on the historic Powder Line.
ANPI also plans to develop an updated Workplan to cover the remaining 47
structures on the facility which will need to be removed in the next few years.”

21. Table 1 (Asbestos Tracking), Table 2 (Lead Tracking) and Table 4 (Confirmatory Soil
Sampling). The tables summarizing the status of the building demolition activities
contain numerous boxes with either “TBD” or “UNK” fields, where ANPI was unable
to locate or match up specific details about activities at specific buildings or
structures. Future follow-up work is needed to fill these data gaps. Definitions
should also be added to the table footnotes explaining specifically what is meant by
the terms “TBD” and “UNK” and how these terms differ.
Contrary to EPA’s prior verbal recommendation to delete these tables from the report
until more information could be gathered, EPA now recommends leaving these
tables in this summary report to document what is known at this time. EPA would
like to set up a follow-up conference call with ANPI/Hargis to discuss how best we
can fill these gaps.
