CA3314 Surveying Studio

Assignment 2023-24

Objectives:
The coursework aims to develop the students’ capability to produce a set of tender documents for
a construction project and provide a platform for the students to integrate BIM and QTO with the
aid of cutting-edge computer software.

Tasks:
The assessment pattern of this course is 100% coursework that comprises three group assignments
and one end-term test. Students shall form groups (4 students per group) to complete the
Assignment 1 to 3. The tasks and the corresponding deliverables are listed in the following table.

The aims of each individual task are listed as follows:

Assignment 1: The students are required to produce a 3D model based on the employer’s
requirements and the project parameters. Certain modelling methodologies
are required to facilitate the subsequent QTO task.
Assignment 2: The students shall demonstrate their capability to prepare a draft BQ by
using the innovative computer software.
Assignment 3: Discovery-based assignment is designed for the students to produce a set of
tender documents. Based on the exploration from their own projects, the
students are required to manage the project information and formulate the
logistics of the whole production process.
End-term test: The students are required to show their understanding about the methods of
measurement, the principle of tendering and the use of innovative BIM
technology in construction cost management.

According to the penalties for late/non-submission stated in the course outlines, marks will be
deducted for the late/non-submission of coursework.

Submission requirements:

1. Even though the three assignments are group tasks, all group members shall comprehend every
assignment and accomplish all the tasks together. It is expected that the workload of each group
members is even and fair in every assignment. Please be reminded that the end-term test is an
individual task that covers the scope of the three assignments.

2. If any groups have difficulties to work as a group, please inform the course leader as soon as
possible. If necessary, contribution list that show individual effort of each group member can
be submitted together with the assignment.

3. Students who engage in plagiarism will be subject to serious mark deduction.

4. For the Assignment 3, the back-up documents for BQ preparation shall be submitted separately
with the tender documents. The back-up documents shall be compiled as a booklet which
includes the deliverables produced in Assignment 1 and 2. You are also required to incorporate
all necessary query lists, back-up calculation, latest BIM model, draft BQ, bulk checking
record, etc.

5. All students shall measure the quantities as accurately as possible. Random checking of
quantities will be conducted for every assignment.

Project information:

Project title: Construction of new annex block for primary school at Yau Oi Road, Tuen
Mun

1. Major project team members are listed as follows:

2. You role is the project surveyor employed by the Quantity Surveyor.

3. The project to be executed comprises the construction of new annex block for primary school
at Tuen Mun with approximately 2,500m2 Construction Floor Area (CFA). The CFA is
defined as “covered floor areas fulfilling requirements of the building measured to the outside
face of the external walls or external perimeter. It includes floor areas occupied by partitions,
columns, stairwells, lift shafts, plant rooms, water tanks, balconies, utilities platforms and
vertical ducts, but excludes floor areas occupied by bay windows, planters projecting from the
building, and the areas covered by canopies, roof eaves and awnings. Sloping surfaces such as
staircases, escalators and carpark ramps are to be measured flat on plan”.

4. The contract period is 750 days from the commencement date and there is no phasing
requirement on project possession and completion. Alternative tender for contractor’s
proposed contract period is not required under this project.

5. The design parameters and the employer’s requirements are listed in the appendix.

6. You are required to prepare the tender documents of the Main Contract for the superstructure
works. Site formation and foundation works are carrying out by a Specialist Contractor under
a separate direct contract with the Employer.

7. All tenders should be deposited in the tender box located in the Architect’s office on or before
the date as stated in the Letter of Invitation to Tender.

8. The form of contract to be used for the Main Contract is “Agreement and Schedule of
Conditions of Building Contract for use in Hong Kong, Private Edition - With Quantities, 2005
Edition”.

9. You are advised to adopt the following standard documents for the preparation of tender
documents and make necessary amendments to suit the particulars of this project.

10. The Technical Specification referred to in the Main Contract is the latest version of “General
Specification for Building” issued by the Architectural Services Department of Hong Kong.

11. The rules contained in the Hong Kong Standard Method of Measurement of Building Works -
Fourth Edition, Revised 2018 (HKSMM4R) should be observed for measurement. No
deviation from the rules of HKSMM4R is allowed in the BQ.

12. Only the following trades (work sections) under the HKSMM4R are required to be measured
as firm quantities in the BQ:

a. Brickwork and blockwork


b. Wood works
c. Ironmongery
d. Steel and metal works
e. Plastering and paving
f. Glazing
g. Painting

The scope of measurement of each work section is shown in the appendix.

13. All concrete works (i.e., concrete, formwork and reinforcement) are measured as provisional
quantities in the BQ. As advised by the Structural Engineer, the concrete grade for all
structural/non-structural elements should be 30D/20 and the following ratios are used for the
allowance of provisional quantities:

b. Ratio of overall formwork area: 3.0m2/m2 CFA

14. The following Prime Cost Sums (PC Sums) are allowed for the works to be executed by
Nominated Sub-Contractors or for materials to be obtained from Nominated Suppliers:

16. The following works as may lie within the cartilage of the site will be executed by Government
Departments or Public Utility Companies and the Main Contractor shall allow for attending
upon and for co-operation with them:

a. Drainage connection
b. Electrical mains supply connection
c. Flush water supply connection
d. Fresh and fire services water supply connections
e. Telephone installation

17. All furniture, fittings and equipment to be used in the school will be purchased by the end-user
after occupation.

18. The BQ production shall be processed through the computer system and presented in trade bill
format which includes bills for Preliminaries, Preambles, Measured Works, Prime Cost &
Provisional Sums and General Summary.

19. Standard library stored in the software can generate standard description of each measured
item and all necessary BQ editing such as staging, merging, sequencing, etc. can be performed
by computer.

20. Exercise of taking-off checking shall be carried out properly to ensure that all items have been
measured. Quantities bulk checking is essential to reveal any major BQ errors and rectify the
quantities before tender is issued.

Appendix A

The employer’s requirements and project parameters

1. In order to enhance the students’ design creativity, there is no limitation on the area and
headroom of each floor. However, the design should be reasonable.
2. The 6-storey building structure including staircase is made of reinforced concrete. Half-brick
walls are used for internal partitions only.
3. The following rooms should be provided inside the building. No limitation on the area of each
room but the design should be reasonable.

4. Based on the employer’s requirements, the internal finishes are shown in the above table. All

8. Staircase and fireman lift should be provided inside the building.


9. Wall mounted tubular handrail should be provided along the staircase, details please refer to

11. A metal cat ladder should be provided for access from the roof floor to the upper roof floor
details please refer to the class assignment drawings.
12. For the ironmongery, please refer to the Ironmongery Schedule (CA007b)
13. 450 x 600 x 6mm thick beveled edge mirror (made of clear float glass with chromium plated
brass dome headed screws and rubber washers) is provided for each basin inside the toilets
and disabled toilets.
14. Other information will be supplemented by the course leader from time to time.

In the absence of any specific information, you are expected to make reasonable assumptions.
