Accommodation Agreement

Paragon Ltd, (Co. No. C34186), is pleased to provide accommodation to (Name and Surname)
…………………………….……………. Country:………..……………… ID/Passport No………….…………,
herein referred to as the Tenant, at the following property:

This accommodation shall be governed under the following terms and conditions;

1. The accommodation is offered from the (arrival date) ………….……………. to the (departure
date)……………………….., both dates included. The accommodation is being provided in a shared self-
catering property.

2. The accommodation includes internet connection (monthly download limit of 75GB) in the living area, cable
TV reception with multi-lingual channels, telephone connection (tenant to buy prepaid phone card), weekly
maid and maintenance service. Tenants are allowed normal consumption of utilities (water, electricity and
gas), an average of 25 units of electricity, and 1 unit of water per person per week, for lighting, cooking and
washing only (extra charges apply for heating). Excessive use of utilities, for whatever reason, will result in
the Tenant being charged for the additional consumption at the official rates of the utility company namely
ARMS, calculated by the bill calculator on their official website.

3. Allocation of accommodation is offered on a first come first served basis, on run of house basis, priority being
given to gender and proximity to the work placement. Special requests related to accommodation would be
noted however cannot be confirmed. Shared accommodation can include sharing a bedroom between 2 to 4
persons.

4. On the day of departure the Tenant is required to vacate the bedroom and clear all the personal belongings
from the property by 10:00hrs. On the day of arrival the Tenant will be granted access to the bedroom by
14:00hrs.

5. Houses in Malta are not equipped with central heating or cooling systems. Gas heaters can be provided upon
request during the winter months, and the Tenant will be charged € 25 per gas cylinder provided. This fee can
be shared between other tenants in the property. A maximum of one gas heater per bedroom is permitted,
which could also be used in the living area. Warm clothing including warm nightwear is recommended during
the winter months. Fans can be provided upon request during the summer season.

6. The premises are being handed over as furnished and functional. Air conditioning, where installed, and
heating is not included in the cost noted in clause 2. It is prohibited to make use of any air conditioning
equipment. Furthermore, the Tenant is prohibited from purchasing electrical heating appliances for use in the
property. Any such appliances will be removed from the premises and the Tenant will be liable for additional
utility charges outlined in clause 2 above or elsewhere in this agreement and its annexes.

7. The Tenant cannot, at any time, purchase or have in their possession their own heating devices. Gas heaters
are provided free of charge by Paragon Europe. Tenant is only charged for the gas cylinder as stated in article
2. The gas heater cannot be used in a closed room, as this requires ventilation and circulation of air in the
room.

8. Properties in Malta are built with a porous limestone so ventilation is required in order to avoid formation of
mould and humidity inside the property. Ventilation is also recommended when using gas heaters as this
forms condensation which triggers formation of mould. Drying of wet clothes is not allowed indoors as this
too creates additional humidity and mould. It is scientifically proven that mold in Malta is merely not a health
hazard.

9. A refundable cash deposit of €100.00 is to be paid by the Tenant to Paragon Ltd. during the Welcome
Meeting. Paragon Ltd. binds itself to refund the said deposit to the Tenant at the end of accommodation, after
the premises and the common parts have been inspected by Paragon Ltd. and found to be in good condition to
the satisfaction of Paragon Ltd. and once the Tenant has settled any other bills/fines due by him/her as
described in other clauses in this agreement. If not, such deposit will be forfeited in favour of Paragon Ltd.,
without prejudice to Paragon Ltd.’s right of recovery of any further damages/expenses in excess of such
deposit.

10. The Tenant is responsible to care for the premises and the common parts, and return it the same condition as
when first occupied. Any damage caused to the property, furniture and equipment, loss of keys etc will have
to be paid for by the Tenant as per the list of fines. The Tenant is jointly or personally held liable for any
damages incurred by Paragon Ltd.

11. Damages are to be reported immediately to the Property Manager on telephone number: +356 7924 9001 or
via email on maintenance@paragoneurope.eu, even when damage was not done by the Tenant, otherwise all
persons sharing the property will be held responsible if the perpetrator is not identified. The Tenant is to take
care to use all utensils and appliances properly to avoid break-down/breakages or burning. The Tenant will be
held liable and will be charged for misuse of equipment (eg. Burning or scratching frying pans, dishes etc.)
and missing items of inventory which are listed and attached to this agreement. This list of inventories forms
an integral part of this agreement.

12. Maintenance issues reported before 09:00hrs would be seen to on the same day, and maintenance issues
reported after 09:00hrs would be seen to within 48 hours. Only urgent matters will be seen to immediately
outside office hours, over weekends and public holidays.

13. Maid service is provided once a week, in the meantime the tenants are responsible to keep the property and
the common parts clean and tidy at all times. Lack of cleanliness is subject to a fine as detailed in the list of
fines.

14. Garbage is to be regularly disposed of according to the collection times of the locality as established by the
Local Council. As per the laws of Malta, black garbage bags are to be used for general waste and grey or
white plastic garbage bags are to be used for recyclable waste. Failure to adhere to these instructions can lead
to hefty fines starting from €1000.00, payable by the Tenant to the Local Council. Lack of cleanliness,
excessive noise and disruptive behaviour are also subject to a fine, starting from €20.

15. As the Tenant is sharing the accommodation with other persons, he/she is expected to be respectful towards
others and keep the property clean and tidy, especially the kitchen, bathrooms and common areas, at all times
and to take out the garbage at the established times for the locality, and abide by the house rules.

16. The premises shall be used for residential purposes only and no other persons shall be allowed to stay/sleep
over. In such case, there would be a penalty payable by the Tenant to Paragon Ltd. of €50 per person per
night.

17. Paragon Ltd. retains the right of access to the property and to inspect the premises and its contents at all times
without prior notice.

18. Internet is provided in the common area strictly for email and normal browsing use and not for downloading
of films, music and streaming sites such as You Tube etc. Any additional charges incurred for additional
bandwidth will be payable by the Tenant. The internet service provided has a download limit of 75GB per
month. Once this limit is exceeded then the service will be automatically interrupted until the following
month’s service comes into effect. In the meantime internet will not be available and Paragon Ltd. does not
take responsibility of termination of the service by the service provider in such cases.

19. No smoking is allowed on the premises. Smoking may take place in balconies, internal yards or other open
spaces. In this case, cigarette ends are to be properly disposed of, and not left on the floor or allowed to block
the drains. Cigarette ends are not to be thrown into the street or underlying properties. Failure to abide by
these conditions will result in a fine of €25.00.

20. The use of drugs and illegal substance is strictly prohibited. In such case the Tenant will be reported to the
police and will be asked to vacate the premises immediately.

21. The Tenant shall not cause any inconvenience to the other tenants and residents of neighbouring properties
and shall ensure that loud noise is kept to a minimum by 9 pm. Parties and group gatherings are not allowed.
Other general noise is to cease by 11 pm as per the laws of Malta.

22. The Tenant shall have no right of claim against Paragon Ltd. for any losses arising from theft. The Tenant is
to take adequate care not to leave valuables accessible to others. Paragon Ltd. will not be held responsible for
any loss of valuables (laptops, cash, jewelry etc.) which should be kept locked-up in their luggage when
unattended. In case of theft the tenant is required to immediately file a police report at the nearest police
station so legal action can be taken immediately.

23. The Tenant will be handed a Welcome Pack and the keys to the property upon arrival to Malta. The Tenant
has a pre-booked taxi pick-up (compulsory) from the airport to the accommodation so the taxi driver will hand
out the Welcome Pack to the Tenant together with the key to the accommodation (when applicable).

24. The Welcome Pack will include useful information, and during the Welcome Meeting the Tenant will receive
further information about the accommodation, the work placement, information on the public transportation
system, and instructions and route maps on how to reach Paragon Europe offices by bus for the welcome
meeting and Closing Meeting, and to the work placement, from the accommodation. A timetable and a map
are also provided. During the Welcome Meeting the Tenant will be required to pay a refundable Damage
Deposit of Euro100, and sign a copy of this Accommodation Agreement.

25. Should the Tenant decide to depart and vacate the accommodation before the end date highlighted above in
clause 1, no refund will be given and should there be any unpaid balance, this has to be paid immediately to
Paragon Ltd.

26. Paragon Ltd. does not provide transportation, however at a prepaid fee, Paragon Ltd. can organize a taxi
service for the Tenant, to the Paragon Europe office for the welcome meeting, to and from the airport, to and
from the work placements, to and from the supermarket etc. Prebooking is required.

27. Taxi Service on day of departure: Paragon Europe is not liable for any transfer delays which could result in
the loss of the flight. Paragon Europe organizes pick-up from the accommodation at least three (3) hours prior
to the flight departure time provided by the student. The Student is required to wait for the taxi on the
pavement outside of the accommodation at the scheduled pick-up time. The taxi will allow for a maximum
waiting time of 5 minutes after which time he will leave the site without notice. In such case Paragon Europe
will not refund the student.

In case the taxi is delaying, then the student is to inform Paragon by calling on the Helpline number +356
7941 8756 not later than 10 minutes from the scheduled pick-up time.

28. Convenience shops in Malta close at 19:00hrs, and very few open on Sunday and Public Holidays, so if the
Tenant is arriving late or over the weekend or a Public Holiday then, it is advisable that the Tenant brings with
him/her basic necessities such as food and toiletries that the Tenant may require until when the convenience
shops are available for shopping. Most retail outlets are closed on Sundays and Public Holidays.

29. Paragon Europe provides a 24/7 Emergency Line to the Tenant for services provided by Paragon Ltd. mainly
related to the accommodation and work placement. The 24/7 Emergency Mobile Number is +356 7941 8756.
Outside office hours, over weekends and public holidays the 24/7 Emergency number is to be used only for
urgent matters related to the work placement and accommodation. Any requests for assistance outside office
hours, over weekends and public holidays that may be deemed not urgent may be seen to against a service
charge.

30. In the event that the Tenant breaks the law, does not adhere to the terms and conditions laid out in this
agreement and to the Paragon Ltd.s’ House Rules, disrespect other tenants and the neighbours, cause trouble,
cause damage to the property and its contents, and/or to that of the other tenants’ belongings, disruptive
behavior, and for any reason deemed justified by Paragon Ltd., then Paragon Ltd. reserves the right to evict
the Tenant from the accommodation with no liability to Paragon Ltd.

31. Illegal activities would be immediately reported to the police so legal action would be taken immediately.
