Training: Apply health and safety to a work area

Quotations are hereby invited from prospective service providers for the provisions of apply health
and safety to a work area and application methods for the department of Infrastructure: District
Road Engineer, Oudtshoorn for 2 groups consisting of a total of 55 learners for a period of four days
(inclusive of practical) in the month of February 2024 and or as agreed upon with successful service
provider for the following groups as stipulated below:

• Oudtshoorn: 2 groups consisting of a total of 55 participants.

1. Dates and time:


• Training to take place in month of February 2024 and/or as agreed upon by the Department
in consultation with service provider, pending the operational requirements of the
Department.
• Training will be required on working days, Mondays to Fridays from 07:30 to 16:00.

3. Deliverable’s requirements (outcome)


It will be expected of the service provider to train learners but not limited to the following SAQA 9964
(Apply health and safety to a work area):
• Identify potential hazards in the work area.
• Limit damage to persons or property in the case of an emergency.
➢ Potential hazards are correctly identified and removed, reduced or reported.
➢ A health and safety plan is drawn up.
➢ Protective clothing requirements are identified and protective clothing is used.
➢ Different fire extinguishers are identifed and used correctly.
➢ Procedures for the identification of emergencies are known and followed promtly and
correctly

4. Specific requirements
• Facilitation of training to be undertaken in English, Afrikaans and where feasible, Xhosa.
• Compulsory documentation to be submitted on the EPS system before close of tender for the
intended service to be supplied:
o Proof of accreditation with a Training Body with the Unit Standards/Modules as registered.
o Provide proof of registration of facilitators accredited to conduct training and assessment
on the applicable Unit Standard/ Module.
o CV’s of course facilitator(s) highlighting minimum of 3 – 5 years’ experience in referred fields.
o Copy of Company profile.
o Three (3) contactable references.
o Cost breakdown

Service providers who do not comply with the afore mentioned will NOT BE CONSIDERED for further
evaluation and it will render the bid non-compliant.

• If no acceptable documents are received as stated under compulsory documents, the
Department reserves the right to contact all suppliers who tendered prices for additional
documentation, after closure of the event.
• The department reserves the right to withdraw any invitation to a quotation and/or to re-
advertise or to reject any quotation or to accept a part of it. The department does not bind
itself to accepting the lowest quotation or award to the bidder scoring the highest number
of points.

5. Expectations:
It is expected that the successful service provider/s will:
• Finalise all logistical arrangements in terms of what is required by the DRE: Oudtshoorn in terms
of responsibilities to be undertaken by the Department at least 2 weeks prior to the
commencement of training.
• Provide for your own transport, accommodation and meals.
• A certificate of completion must be submitted to each learner as well as a copy of the
learning material to each learner.
• Completion certificates without expiry dates.

6. Venues and facilities:


• The Department will be responsible for the provision of a training venue for purposes of
classroom training.
• The Department will be responsible for provision of equipment necessary for the practical
training activities provided that the Service Provider communicate their individual
needs/requirements timeously.

7. Penalties
The penalties intended through clause 22 of the General Conditions of Contract, which forms part
of the bid, will be imposed in the execution of this service. Consequently, bidders must acquaint
themselves with paragraphs 21 – 23 of the General Conditions of Contract which relates to the
suppliers’ performance on the contract. Bidders must note these conditions upfront to prevent their
business and its’ directors/members/shareholders from possibly being restricted to do business with
the public sector.

8. Payment conditions
Payment to the service provider, will be done within 30 days once a valid and original invoice have
been submitted to The Department. The Department shall remunerate the service provider after the
successful delivery of the training services by issuance of the training requirements as specified,
provision of certificates of competence without expiry dates for successful learners.
