Subject: Guidelines for distribution of Electricity in Sectors 58 - 115 and Sector
37C & 37D of Gurugram, new sectors of Faridabad and areas falling on
the left side of Delhi - Jaipur highway developed by Builders I
Developers in Dharuhera.

Proposal to adopt 22013310.4 kV system instead of conventional220166/1 1 kV


system in the new sectors of Gurugram and Faridabad, was approved by BODs in the
meeting of DHBVN held on 1511212014.
Accordingly, as per Sales Circular No D-14l2018, it was propagated that
/
220133kV transmission distribution system shall be introduced/developed in the new
sectors of Gurugram (i.e.Sector-58 to Sector-115 and Sector 37C & 37D) & new sectors of
Faridabad instead of the transmission / distribution system of 220166111 kV in these sectors.
After introduction of 33 kV level of distribution network in the new sectors of
Gurugram & Faridabad, creation of 33 kV switching stations, particularly in the NCR region,
has become imperative to release the loads of various developers /builders/colonizers etc.,
at 33 kV level from 33 kV switching stations. This is more necessitated due lo limited
availability of 33 kV bays at the existing/planned 220133kV S/Stns. for catering to the loads
of these areas.
Since after the introduction of Sales Circular No D-14l2018, although the
planning for distribution of electricity is being done accordingly for new sectors of Gurugram
(i.e.Sector-58 to Sector-1 15 and Sector 37C & 37D), new sectors of Faridabad and areas in
Dharuhera falling on the left side of Delhi - Jaipur highway, yet it has been felt that under the
evolving circumstances, there is a need to further improvise the existing instructions so as to
have more effective planning for distribution of electricity at 33kV voltage level and better
control over the land parcel for creation of 33 kV switching stations, along with the optimum
utilization of the electrical infrastructure/resources with increased reliability & redundancy.
Accordingly, the following guidelines are being issued:-

1. Electricity connection(s)(Single Point/Multipoint, as per HERC Single Point


Regulation 2020 circulated by Nigam vide Sales Circular D-1712020) to
builder(s)/developgr(s) shall be released at 33kV voltage level for their project
arealscheme for which license(s) obtained by the builder(s)/developer(s)from
Town & Country Planning Dept of GoH or any appropriate authority.
2. ln terms of HERC Duty to Supply Electricity on Request and Power to Recover
expenditure and Power to Recover Security Regulations, 2016 (1st Amendment)
Regulation, 2O2O circulated by Nigam vide Sales Circular No. D-1212020 dated
25.06.2020, creation of 33kV switching station within the stipulated timeframe

along with adequate capacity of extemat and in{emal electrical infrastructure (as
per instruction no 2l2019lPD&C) for feeding supply to the project arealscheme
shall be obligatory on partof the buitder(s)/devetoper(s).
ln order to utilize the electrical infra in an oflimum manner, maximum 5 no,
builder(s)/developer(s) can be fed through a common independent 33kV Feeder
using Ring Main Unit.
3. Requirement of bay at 220133kV source sulrstation, for feeding the 33kV
switching station/substation through underground 33kV line, shall be allocated by
HVPN. Maximum load (considering applicable diversity factor) to be fed thro.rgh
the bay shall not exceed 25MVA.
4. However, cost of 33kV bay & controlling equipment's at 22Ol33kV source
substation shall also be borne by the builder(s)/devetoper(s).
5. For creation of 33kV switching station, the builder(s)/develope(s) shall get the
land (for institutional/public and serni-pubtic use) of size approximately 500 sq
yards earmarked from DTCP or any other appropriate authority in their approved
layout plan and submit the same to Nigam.
6. DHBVN shall also leverage the technology advancement and explore the
possibility of development of 33kV GIS switching station. Accordingly, for this
preference, requirement of land parcel shall be subject to the variance as per the
GIS technology/other latest technology.

7. For the Single Point Connection, for the project area/scheme having ultimate
load as greater than 15 MVA and upto 2SMVA,the builder/developer at his own
cost shall create a dedicated 33kV switching station/substation on his land
(approx. 500 Sq yards for 33kV switching station and approx . 12SO Sq yards for
33kV substation, as the case may be) along with adequate capacity of external
and internal electrical infrastructure (33/11kV internal substation with 11tO.4kV
down linking distribution infrastructure or 33/0.4kV internal distribution system
commensurate to the Ultimate Load of his project arealscheme) for feeding
supply to his project arealscheme.

8. Such dedicated 33kV switching station/substation facility along with the internal
distribution system created by the builder/developer shall be operated &
maintained (O&M) by the builder/developer himself.
9. However, the o&M of the 33kv underground feeding line(s), laid by the
builder/developer from the 22Ol33kV source substation to the dedicated 33kV
switching station/substation, shall be taken over by Nigam after successful
execution of work by the builder/developer as per the service estimate approved
by Nigam and energization of the system to the satisfaction of Nigam & handing
over the facility further to the RWAs as per HERC Single Point Regulation 2020
circulated by Nigam vide Sales Circular No. D-1tt2O2O.
10' For the Multipoint Connections, for the project arealscheme having ultimate load
as greater than'15 MVA and upto 25MVA,the builder/developer at his own cost
shall create a dedicated 33kV switching station on his land (approx. 500 Sq
yards) along with adequate capacity of underground external and internal
electrical infrastructure(at 33/O.4kV along with Distribution Transformers
commensurate to the Ultimate Load) for feeding supply to his project
arealscheme and shall handover/transfer the same to DHBVN free of cost.

Provided that, where Electrification Plan already stands approved, and the
builder(s)/developer(s) has already created internal infrastructure on 1 1kV
distribution network then 3311110.4kV system shall be allowed subject to
condition that Metering/Billing and other related provisions shall be as per HERC
Single Point Regulation 2020 notified vide Sales Circular D-1712020.
11. The O&M of 33kV switching station, underground feeding line(s), laid from the
220133kV source substation to 33kV switching station, and internal distribution
system created by the builder/developer for the project arealscheme shall be
taken over by Nigam after successful execution of work by the builder/developer
as per the service estimate approved by Nigam and energization of the system to
the satisfaction of Nigam & handing over the facility further to the RWAs as per
HERC Single Point Regulation 2020 circulated by Nigam vide Sales Circular No.
D-17t2020.
12. Whereas, for any load of the project arealscheme of the builder/developer greater
than 25MVA, as an alternative to the requirement of 66 kV Sub Station stipulated
under the HERC Electricity Supply Code Regulation, development of 2 no. 33kV
switching station/substation shall be allowed to the builder/developer for feeding
the load greater than 25MVA at 33kV level subject to approval from HERC.
13. Builder(s)/Developer(s), seeking electricity connection (Single/Multipoint) and
having ultimate load of their individual project arealscheme less than 15 MVA,
would need to form a group in a manner that the combined ultimate load of the
group is limited to 25 MVA and together they would handover/transfer the Land
parcel of size approx. 500 Sq yards to DHBVN free of cost for creation of 33kV
switching station.
14. Acceptance of the proposal from the builder(s)/developer(s) about the group
formation shall be done by DHBVN. However, about the group formation, an
irrevocable agreement (duly registered) amongst all the members of group shall
also be executed by the builde(s)/ developer(s) and submitted to DHBVN.
15. Any handover/transfer of Land parcel to DHBVN, free of cost by the
builde(s)/developer(s), shall be through SE Operations concerned or his/her
authorized representative not below the rank of XEN Operation concerned who
will maintain the record of the same.
16. Suitability of the land offered by the builder(s)/developer(s) for creation of 33kV
switching station & ROW for feeding lines/outgoing feeder shall be assessed by a
committee of following officers of DHBVN:-
i. XEN/OP concerned, Member Secretary
ii. XEN/Construction
iii. XEN, Civil
The above designated committee shall verify and validate the suitability of land in
association with builde(s)/developer(s)/colonizer(s) and shall submit its report on
attached format to'SE/OP concerned within 7 days. Further, SE/OP concerned
after satisfying himself shall further recommend the same to the load sanction
authority within 3 days for its approval.
17. Upon handover/transfer the Land parcel of size approx. 500 Sq yards by the
group of builder(s)/deVeloper(s) to DHBVN free of cost for creation of 33kV
switching station, such switching station along with the feeding line from the
source substation shall be constructed, operated, and maintained by DHBVN.

However, the construction cosUexpenditure shall be borne by such group of
builde(s)/developer(s) in proportion to their ultimate load.
18. Builder(s)/developer(s) shall also have an option to create 33kV switching station
facility with 25MVA capacity along with the feeding arrangements on their own, '
conforming to the regulations, instructions, design, specifications, and
construction standards of the Nigam. However, after creation of the above facility,
as per the service estimate approved by Nigam and energization of the system to
the satisfaction of Nigam, the same shall be handed over to Nigam by the
builder(s)/developer(s) free of cost & further it will be operated and maintained by
DHBVN.

19. However, any builder/developer intending to create 33kV switching station facility
on the land parcel of approx. 500 Sq yards, along with the feeding arrangements,
at his own cost for the aggregated requirement of his own project areas/schemes
in a manner that the combined ultimate load of his individual project
arealscheme is greater than 15 MVA and upto 25MVA, such approach of the
builder/developer shall be allowed by DHBVN subject to an assessment by
DHBVN that the project areas/schemes are situated in the proximity of the
proposed 33kV switching station & are technically suitable/feasible to be fed
from the facility. However, under such circumstances the builder/developer,
instead of executing any irrevocable agreement (duly registered), shall furnish
details of the individual project areas/schemes and their ultimate load on his letter
head duly signed by the authorized signatory.

20. ln case of any builder/developer having ultimate load of his project area/scheme
less than 15 MVA and he is not able to form group, such builder/developer shall
create 33kV switching station with 25MVA capacity at its own, along with the
feeding line from the source substation, on his land (approx. 500 Sq yards) at his
own cost, conforming to the regulations, instructions, design, specifications, and
construction standards of the Nigam.
21. However, in case of 33kV switching station facility created by the
builder/developer in his individual capacity as per para zo above, the
builder/developer shall also have an option to form group, with the concurrence of
DHBVN, corresponding to the remaining eligible capacity utilization of the 33kV
switching station, excluding his own ultimate load.
22. Furlherance to the above provisions, all rights for group formation (including any
modification of the group formed by builder(s)/develope(s)) and utilization of the
remaining eligible capacity of the 33kV switching station, excluding the ultimate
load of the individual builder/developer offering/handing over/transferring the land
for 33kV switching station, shall also be reserved with DHBVN. All such cases
shall be processed by respective SE Operations and shall be approved by
concerned cE operations after technical examination of the matter.
23. DHBVN may also identify & select any potential builder(s)/developer(s) and
based on the oierall system conditions, technical assessment, and topographical
conditions, facilitate the formation of their group with the builder/developer
offering/handing over/transferring the land for 33kV switching station in individual
capacity.

24. However, all rights for any regrouping and realigning the feeding arrangements of
the builder(s)/developer(s),after their approval of electrification plan or release of
electricity, shall be vested with DHBVN and as per the need/requirement the
same shall be planned & finalized bi DHBVN only after a detailed analysis of the
load groMh & consumer mix in the designated areas, future evolution of 33kV
system/network with the commissioning of 220133kV substations & 33kV
switching stations in the areas, system conditions and reliability & redundancy,
topographical conditions, and technica! assessment for the optimum utilization of
the electrical resources. All such cases shall be processed by respective SE
Operations and shall be approved by concerned CE Operations.
25. ln all such cases of group formation, regrouping & realigning, and portability of
the feeding arangements, for the builder(s)/developer(s)/consumer(s) seeking
electricity connection(s), decision of DHBVN shall prevail and shall be binding
upon the builder(s)/developer(s).

Gases where Builder is unable to provide the Land

26. ln case of an inability of the builde(s) / developer(s) to provide suitable land


parcel of approx. size 500 Sq yard for creation of 33kV switching station:
26.1 Such builder(s)/developer(s) shall have an option to avail electricity by
furnishing an undertaking to DHBVN in the first instance, on NJSP of
appropriate value, for submitting Bank Guarantee (BG - for any
residential/commercial/institutional project) to DHBVN calculated @1.8
times of the institutional rates, as notified by the Revenue Deptt, and
applicable conversion charges, of such land of size approx. 500 Sq yard
besides the cost of electrical infrastructure in proportion to their ultimate
load.
Provided further that, wherever the institutional rates are not available
residential rates shall be applicable.
26.2 Submission of BG by the builder(s)/developer(s) to DHBVN, prior to
release of load, in lieu of providing suitable land for creation of 33kV
switching station shall however be an interim arrangement and the
builder(s)/developer(s) shall not be absolved of their responsibility to
provide suitable land to DHBVN for creation of 33kV switching station
along with the required electrical infrastructure.
26.3 However, the Bank Guarantee (BG) submitted by the
builder(s)/developer(s) to DHBVN shall be released after handing
over/transferring the suitable land parcel to DHBVN by the
builder(s)/developer(s),either individually or in group of builders, for
creation of 33kV switching station.
26,4 DHBVN may also endeavor to facilitate the builder(s)/ developer(s) to
form a group and provide, supply from any nearby 33kV switching station.
However, under such circumstances, the Bank Guarantee (BG)
submitted by the builder(s)/developer(s) shall be released and after
payment of cost of corresponding electrical infrastructure by the
builder(s)/developer(s) to the original builde(s)/developer(s) through
DHBVN.

26.5 Notwithstanding anything contained in para 26.4 above, the
builde(s)/developer(s) shall not have any legitimate right for insisting
DHBVN to get him/them associated with the group of
builder(s)/developer(s) , in lieu of his/their demand for electricity .
connection(s) for his/their p@ect area(s)/scheme(s).
26.6 However, in case of the failure of the builder(s)/developer(s) to create the
required electrical infrastructure within the stipulated timeframe allowed
in terms of HERC Duty to Supply Electricity on Request and power to
Recover expenditure and Power to Recover Security Regulations, 2016
(1st Amendment) Regulation, 2O2O circulated by Nigam vide Sales
Circular No. D'1212020 dated 25.06.202Q all BGs submitted by the
bu ilder(s)/developer(s) shall be encashed/forfe ited.

27. DHBVN may also strive to get land from ULB/HSVP/GMDA/FMDtuHVpN for
creation of 33kV switching station. Such a switching station including the feeding
line from the source substation will be constructed by DHBVN. The cost incurred
on this account i.e. for getting tand from ULB/HSVP/GMDA/FMDA and for
constructing the switching station and the feeding line shall be recovered from the
builder(s)/developer(s) in the ratio of their uttimate load requirement.
28. Subsequent to the capacity utilization of 33kV switching station facility
by the
group of builder(s)/developer(s), remaining capacity (including the capacity
available after applying DF) of the 33kV switching station shall be at the sote
discretion of DHBVN and shall be utilized by DHBVN for giving supply to any
other builder(s) / developer(s) as per the requirements arisen out lately and
accordingly the proportionate cost of electrical infrastructure shall be recovered
from such builder(s)/developer(s) in the ratio of their ultimate load requirement.
However, cost of 33kV switching station and associated electrical infrastructure
upto 25MVA capacity shall only be shared with theoriginal
builder(s)/developer(s) and the remaining cost shall be retained by DHBVN for
any system strengthening, augmentation & upgradation required in future.
The above cost sharing analogy shall also be applicable for the existing group
of
builder(s)/developer(s). Accordingly, the cost of 33kV switcning stattn anO
associated electrical infrastructure for load more than 25MVA shall be adjusted
from the BG submitted by the original builder who is the owner of the 33kV
switching station.
29. As per Sales Circular D-3112022, remaining capacity of the 33kV switching
station may also be utilized by DHBVN at its own for giving supply to the general
consumers (non-Builders) and villages falling in the area, as per the requirements
arisen out lately.
30. Any sharing of cost amongst the builder(s) / developer(s) constituting a group
shall be regulated by DHBVN and shall be governed by the estimated rates
circulated by Planning & Design wing of DHBVN.
31. The above instructions shall also be applicable for those cases
where load has
been sanctioned and their conditions for release of load may be amended
accordingly.

32' Based on the future evolution of 33kV system of electricity distribution and
technical assessme't, DHBVN may also endeavor to suitably augment &
upgrade the capacity of 25MVA switching station upto 50MVA to meet
the
demand for electricity in tte area(s).

33. The above provisions of electricity feeding arrangements to the
builder(s)/developer(s) shall howevpr be without prejudice to the rights of DHBVN
to alter or modify or optimize it further, as per any specific directions of Nigam &
HERC.

The above instructions shall supersede existing Sales Circular D-612018,


D-1 4t2018, D-1 7 t2018, D-28t2018.

The above instructions may be brought to the notice of all concerned for
careful and meticulous compliance.
