1. This Operation Plan No. 3-44 - FORAGER, with
Annexes, supersedes Operation Plan No. 2-44 and all Annexes
thereto^
2. Holders of Operation Plan No. 2-44 are requested
to destroy that Plan and all Annexes thereto "by "burning, and

2. The landing and seizure of assigned objectives by units of
the Expeditionary Troops will be supported by Naval Gunfire
provided by Joint Expeditionary Force.
3. Naval Gunfire Support will be provided as follows:
a. Against SAIPAN
Dog minus 2 days - By fast battleships and destroyers
of TF58 with the mission to destroy aircraft, render air
fields temporarily useless, destroy coast defense and anti
aircraft batteriest burn all unburned canefields laying south
of MUTCHO POINT - CHATCHA VILLAGE, destroy enemy defenses
and personnel and cover the mineeweeping of the shelf to the
westward of SAIPAN beginning early in the morning.

1. The^&^n&er,, Joint Expeditionary Force commands

2. At each objective, the related Commander Attack
Force or his deputy will command the Landing Force through the
related Commander Landing Force or his deputy for ship to shore
operations-. As soqn as the Commander Landing Force determines
that the status of th® landing operations permits, he will
assume command on shpre and report that fact to the related
Commander Attack Force/ For shore to shore operations ttye
landing forces will be under the direct command pf Commanders

4. Landing Force Commanders will be responsible in their
respective zones of action for the following:
a. Intern civilian population.
b. Segregate civilian population.
c. Safeguard civilian population.
d. Conserve public property.
e. Conserve private property.
5. Non-Allied personnel will be considered prisoners of
war and treated as such until their exact status is determined.
a. Non-Allied personnel will be processed as pre
scribed in reference (a). (Sect. Ill, par. 6.a.) (Sect. IV, par.
8.a.)
6. Enemy food stocks, private property and public prop
erty will not be unnecessarily destroyed or mutilated.
7. Archives and government records of the occupied
territory will be seized and handled in accordance with the prov

8. Clothes of Prisoners of War will not be removed
except in cases of extreme emergency.
