Job Description
Position: Health Program Coordinator
Locations: Sana’a
Technical Supervisor: Head of Programmes

PURPOSE OF DIVISION:

Health Department works with country program team in identifying, planning, implementing,
monitoring and evaluating live saving and development program in collaboration with local,
national and international partners.
The overall objective of health department is to save and improve lives of the targeted
beneficiaries and contribute to a reduction in morbidity and mortality amongst Yemen
community by supporting Ministry of Public Health and Populations (MOPHP) in provision of
key primary health services and other emergency health services prioritizing the most vulnerable
groups in collaboration with International donors, I/NGOs, UN agencies and other health
stakeholders.

JOB PURPOSE:

Under the guidance of the Finance Officer, Financial Assistant is responsible for following up
with all stockholders and keep project statues and devolve reporting tracker and Extract reports
and create Adjusting entries in AX for officer / Senior post and approval. And coordination and
follow up with all stack holder to ensure that financial reports, Budget are submitted in a timely
and accurate manner during project cycle. And to Provide Assistance in Financial and
Accounting matter and Audit of the Finance Department.

Key Roles and Responsibilities

The job holder is accountable for fulfilling his or her roles and responsibilities in line with
Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her
colleagues and staff;
 Provision of technical support and expertise in the area of health in Yemen to IRY Health teams
to ensure all national guidelines are adhered to in all project areas and in line with acceptable
SPHERE standards.
 Management of project budget and working closely with the finance department to ensure
effective financial and budgetary control of the project according to IRW’s and donors’ policies
and procedures
 Provide timely and high quality and internal and donor narrative and financial project reports as
required and in accordance to appropriate guidelines
 Representing IRY at national health cluster meetings and other relevant forums
 Networking and representing Islamic Relief amongst relevant stakeholders (government,
national/local authorities, donors, I/NGOs, local NGOs CBOs etc) and to ensure regular and
effective communication is maintained within the implementation team, project partners and
donors.
 Implement health monitoring systems and record keeping methods that support routine country-
level, international, interagency, and donor reporting as appropriate
 Capacity building relevant project staff in order to improve their competencies in
implementation of health project activities.
 Identification of potential projects (in coordination with other stakeholders) in line with Yemen
Humanitarian Needs Overview (HNO) and development of high-quality concept notes and
proposals in line with Yemen Humanitarian Response Plan (YHRP) and in collaboration with
other IRY relevant sectors for submission to potential donors.
 Develop technical guidelines for the implementation of health or other multi-sectorial project(s)
in all IRY targeted project locations.

PERSON SPECIFICATION

ESSENTIAL Experience

1. At least five (5) years’ experience in project design, planning, implementing and evaluating
integrated community-based health programmes in emergency/relief context.
2. At least 5 years professional experience in lead management implementing emergency
health response programs, preferably in a conflict setting.
3. Sound knowledge and experience in primary and secondary health care services.
4. Experience in working with various International NGOs in developing countries and more
so in emergency response programming.
5. Sound skills and experience in proposal and concept notes development and reporting for a
variety of donors.

Skills
 Ability to represent, liaise and negotiate at different levels (national, provincial and local) with
NGOs/ INGOs, donors, government, etc.
 Excellent interpersonal, communication, public speaking, and strategic planning skills required
 Strong written and spoken English skills.
 Excellent Microsoft package skills (Ms Word, Ms Excel, Power-point)

Qualifications:

 Bachelor of Medicine preferably with a Master’s in Public Health or other equivalent


qualifications.

Other

 Understanding of and commitment to safeguarding, child safety and protection from sexual
abuse and exploitation principles.
