Obra ‘C’ 2x660 MW TPP

Dear Sir,
This has reference to the request of vendor approval of M/s Aeromatic Eng. Pvt. Ltd., Kheda,
Gujarat-387640 in place of M/s Vacunair Engg. Co. Ltd., Ahmedabad, 380023.

 Foremost, during verification of inspection dossier submitted by DPSI against MDCC letter
no.04376 dated 13-June-2022, it is found that DPSI has submitted all the documents of M/s
Aeromatic Eng. Pvt. Ltd., in place of M/s VACUNAIR Eng. Pvt. Ltd. Hence DPSI was
requested to submit credentials of Merger/Acquisition Certification/name change.
In response, DPSI has submitted NCLT order, claiming that two companies (Vacunair and
Aeromatic) were amalgamated.
However, vendor approval of M/s Vacunair, Ahmedabad which was accorded on 17.04.2018
and the NCLT order for amalgamation delivered dated Sept, 2020 and pumps are being
offered for inspection in May, 2022 and supplied in June, 2022.
Observing the aforementioned time span, it is evident that neither DPSI nor Indure has
information regarding the change in company status to expedite timely vendor approval of
M/s Aeromatic Eng. Pvt. Ltd.

 Anyhow, keeping in view of site urgency, we have referred DPSI request to consultant NTPC
for their urgent review and recommendation on this issue and to coordinate with NTPC for
faster disposal of the matter.
In response to DPSI submitted credentials for assessing the vendor name change, NTPC
stated that it is not a case of name change of company rather it is a case of shifting of
works. Also, proposed vendor is approved under site PO not corporate PO and
proposed for approval for vendor to be furnished.
  Further, in view of delay in vendor assessment, DPSI was requested to update with status, in
response DPSI has submitted survey report which is also not submitted timely along with
other documentation requisite for the vendor approval.
In addition to that NTPC recommended that M/s DPSI may be requested to submit vendor
proposal in our format F1 & F2(attached) along with their vendor assessment report, factory
license, supply experience, vendors QMS system, recent supply POs with inspection report
etc.
Again, DPSI has submitted unsatisfactory response to NTPC query excerpted below-

From above, it is apparent that DPSI has submitted unsatisfactory response in spite of
knowing the process of vendor approval and credential requisite for the vendor assessment.

In view of the aforementioned facts, it is certain that DPSI has kept hiding change in vendor or else
being negligent to provide timely intimation to the owner regarding the vendor change to process
timely approval of vendor and later on deliberately delaying the process of vendor approval.
