Thousands of houses were devastated in the


Nepal Earthquake 2015, but more than that, the
earthquake destroyed thousands of dreams and
faiths. Within a moment of great shocks, many
families became homeless, lost their dear ones,
and deprived from their livelihoods. Social
Mobilization in such a complex situation was a
great challenge.

Despite all those odds and challenges, Srijana


Rijal accepted challenges to mobilize the
community affected by the earthquake to turn
into opportunities to bring back smiles on the
faces of earthquake survivors, who lost their
houses in mega-earthquake 2015.

The Asia Shelter Forum (Virtual and abridged) Full Report ​The Asia Shelter Forum (ASF)
2020 was successfully hosted by MoUD-Nepal, NRA and DUDBC and supported by the
HRRP and the organizing committee members namely CRS, IFRC, GSC, Habitat for
Humanity, IOM, EU, and NGO Federation of Nepal as the major contributors for Asia
Shelter Forum in Nepal. It was planned virtually as a half day workshop on 29 November

2020 to be followed by an extended event in April 2021. It provided a great platform to


share best practices, lessons learnt, innovations, and other priority topics for the
governments from Asia-Pacific as well as donor and regional, national and international
humanitarian actors, academic institutions and civil society. The Forum explored best
practices and shelter approaches and initiatives that are community-driven, urban focused,
retrofitting oriented, considerate of the multi-hazard risk and appropriate shelter needs
and even more contextual in the face of COVID-19.

Urban Webinar Series # 1 – “Recovery in a post-disaster context”, 20 January 2021:​ On


20th January 2021, HRRP together with Urban Technical Working Group (UR-TWG),
organized the first Urban Webinar Series with a theme of “Recovery in a post-disaster
context” using Zoom platform. The objective of the webinar was to share learnings from
Nepal’s urban housing recovery connecting to longer term Nepal’s urban development
process ensuring efficient, sustainable and inclusive urban settlement recovery. The
webinar offered a platform for national and international knowledge sharing on urban
housing recovery issues, best practices and success stories. In this webinar two speakers -
Ms. Salena Sangachhe from ASF Nepal and Ms. Leah Campbell from ALNAP-UK presented
their experiences and learnings. Ms. Sangachhe highlighted that there are different sets of
challenges while working in housing recovery in urban and rural areas of Nepal. Further
she recommended that there is a need for holistic planning & integrated support service
centre / resource centre to support urban housing recovery. Ms. Campbell presented on
the topic “Responding in Complex Urban contexts”. She stressed that humanitarians need
to think & work differently to navigate the complexity of cities. While working in urban
areas, its context must be understood well and any further actions should be

The 23rd National Earthquake Safety Day:

On 15 January 2021, National Disaster Risk Reduction Management Authority (NDRRMA),


DUDBC, Madhyapur Thimi Municipality and NSET jointly with other governments and
partners marked the 23rd National Earthquake Safety Day event at Madhyapur Thimi
Municipality followed by series of virtual symposiums and digital exhibitions until 18
January 2021. The virtual symposiums covered two thematic issues namely a) Strategy on
Implementation of Revised National Building Code, b) Multi-hazard Risk Assessment
Initiatives in Nepal. The participants of the webinar discussed pertinent issues, challenges
and opportunities and wayforward for disaster risk mitigation plans. The virtual events
including digital exhibitions were participated by various organizations from national and
international participants including representatives from Nepal Police, UNDP, NSET, Armed
Police Force, CBDRM, Nepal Army, DPNET, DMG and Disaster Risk Management
practitioners, academia, HRRP, UN Agencies and media professionals among others.

NRA organized workshop on resilient reconstruction and development, Kavrepalanchowk


10 January: ​ The Earthquake Housing Reconstruction Project (EHRP) of the National
Reconstruction Authority (NRA) conducted a four day workshop for local governments
comprised of Municipal Chiefs, Deputy Chiefs, Chief Administration Officer, District Disaster

Management Committee Coordinator and government officials of Kavrepalanchowk


district. The workshop was jointly inaugurated by Mr Sushil Gyewali, the CEO of NRA and
Mr. Anil Pokhrel, the CEO of NDRRMA. The Project aims to conduct similar workshops in all
the 32 earthquake affected districts as part of capacity building of the local government
representatives in resilient reconstruction and disaster risk management.

NRA organized district level interaction program to discuss reconstruction action plans to
complete its private housing reconstruction, 25 January 2020: ​The National Reconstruction
Authority (NRA) held district level interaction programs to discuss the reconstruction
progress and reconstruction action plans to complete private housing reconstruction
within its given time frame of mid May 2021. Teams from NRA have been mobilized across
32 earthquake affected districts to discuss on important issues of reconstruction followed
by preparation of reconstruction action plans from all the districts with tight deadlines. On
25 January 2021, the NRA team held interactive workshops in Parbat, Baglung, Dhading,
Solukhumbu, Lamjung, Sindhuli, Khotang, Dhankuta, Sindhupalchowk, Dolakha. The team
will hold similar interactive workshop in Palpa, Tanahu and Myagdi on 26 January; Syangja,
Makawanpur, Gorkha, Kavrepalanchowk, Ramechap, Okhaldhunga, Bhojpur and
Sankhuwasava on 27 January; Nawalparasi, Rasuwa and Kaski on 28 January; Chitwan and
Argakhanchi on 29 January and Gulmi on 30 January. The NRA has rolled out C
​ hanged
Intervention Plan (CIP) at the local level​ The CLPIU-GMaLI in consultation with NRA and
CLPIU-Building has rolled out changed intervention plan (CIP) across 32 earthquake
affected districts aimed at enforcing the final tranche deadline for all private housing
reconstruction beneficiaries. The CIP is rolled out through DLPIUs so that all reconstruction
stakeholders put their effort to disbursement of remaining tranche within the given
deadline. According to the NRA, the private housing earthquake beneficiaries are to receive
their first tranche by the 30 December 2020 (Poush 15) and second tranche by 12 February
(end of Magh 2077) followed by third tranche by 14 May (end of Baisakh 2078). For the
same, N
​ RA Central Team has planned a field monitoring plan​ across 32 earthquake districts
as part of their field monitoring and information dissemination at a time when they are
approaching to closing their housing recovery and reconstruction program by the end of
July 2021. The NRA Central Team is visiting all 32 earthquake affected districts and
interacting with local government officials to discuss pertinent issues, challenges and

wayforward to complete all the private housing reconstruction within the given deadline of
14 May (end of Baisakh 2078). ​NRA has issued a very important notice concerning the final
tranche disbursement deadline as mentioned hereunder​.

NRA Notice on the Final Tranche disbursement deadline​ ​According to important notice
issued by the NRA,
1. Beneficiaries who are eligible for reconstruction and retrofit grant are requested to sign
the partner agreement by 15 December 2020 (end of Mangsir 2077), and receive first
tranche by 30 December 2020 (Poush 15, 2077).

2. Beneficiaries who have received the first tranche must start their housing reconstruction
and submit an application to the local government for verification process by 12 February
2021 (end of Magh 2077).

3. All reconstruction and retrofitting beneficiaries must submit an application for


verification process to the local level government by 14 May 2021 (end of Baisakh 2078) to
access third or the final tranche.

The NRA held a press Conference marking the completion of the fifth year of its
establishment On 25 December, NRA held a press conference marking the completion of
the fifth year of its establishment. The CEO, Mr. Sushil Gyewali, briefed national media
persons, highlighting the overall accomplishments of NRA including his commitments to
complete the private housing reconstruction within the extended timeframe of December
2021. He also informed that the remaining reconstruction works that are beyond their
control, will be handed over to concerned line ministries and the local governments after
the end of the NRA tenure.

COVID-19 live updates from Ministry of Health and Population (MoHP)


According to the Ministry of Health & Population (MOHP) ​website data, as of 24 January
2021, total cumulative new cases are 269,450 (male- 175,178 and female- 94,272), out of
which 3312 confirmed cases are undergoing medical treatment in isolation and 264,137 are

discharged after recovery. So far 2001 have died due to COVID-19 in Nepal. There are a
total of 145 in quarantine facilities.

The MoHP has operationalized two call centers ​1115 (from 6 am to 10 pm) ​and ​1133 (24
hours)​ ​to provide counselling services regarding COVID-19 prevention and treatment.

DISTRICT & MUNICIPAL UPDATES


In ​Lalitpur​, DLPIU - GMaLI did a field visit at Bagmati Rural Municipality from 12 to 13
January 2021 to get updates on reconstruction progress, discuss on reconstruction
challenges, and to inform about NRA deadlines. Municipal and ward based NRA engineers
along with social mobilizers and mobile masons are consulting with beneficiaries receiving
the first tranche only, so as to identify required technical support for them to complete
house reconstruction.

In ​Bhaktapur​, DLPIU - GMaLI organized Municipal Coordination Meeting to inform on the


deadline of second tranche disbursement. Municipal Coordination Meeting was completed
at Bhaktapur Municipality on 17 January 2021, Suryabinayak Municipality on 19 January
2021, and Changunarayan Municipality on 21 January 2021. Following the Municipal
Coordination Meeting, respective municipalities also dispatched letters to wards stating to
mobilize ward-based engineers along with ward members to track challenges faced by
reconstruction beneficiaries who have received first tranche only and also to inform
beneficiaries to apply for a second tranche by the end of B.S 2077 Magh. Social Mobilizers
are facilitating and advising beneficiaries who have changed beneficiaries conversion from
retrofitting to reconstruction and vice versa. Social Mobilizers are also engaged in collecting
housing reconstruction commitment from the beneficiaries who have already taken the
first tranche.

In ​Kathmandu​, out of 177 beneficiaries who applied for conversion types, decisions of 52
beneficiaries conversion types from retrofitting to reconstruction and vice versa was
approved. 73 beneficiaries are still waiting for NRA decision’s on their application of
respective conversion types. Municipal Coordination Meeting is completed at
Gokarneshwor Municipality and Shankharapur Municipality on 24 December 2020,

Kathmandu Metropolitan City on 5 January 2021, Chandragiri Municipality and Nagarjun


Municipality on 13 January 2021, Tarakeshwor Municipality and Tokha Municipality on 18
January 2021, and Kirtipur Municipality on 20 January 2021. DLPIU - GMALI led Municipal
level Coordination Meeting to discuss progress and challenges of reconstruction and
preparation of action plan to complete the reconstruction within the NRA deadline. DLPIU -
GMaLI also coordinated with municipalities to delist interested beneficiarie’s names from
earthquake affected beneficiaries grant support list. Details collection of the beneficiaries
residing in public land, Government land, forest area, and landless are also on-going.
Engineers and social mobilizers are also supporting the collection of missing partnership
agreement numbers.

In ​Makwanpur​, with support from Centre For Community Development Nepal (CCDN),
vulnerable beneficiaries house reconstruction at Thaha Municipality and Kailash Rural
Municipality is in the final stage of completion. 123 vulnerable beneficiaries from Thaha
Municipality and 66 vulnerable beneficiaries from Kailash Municipality have received all the
subsequent tranches from Government Housing Grant. CCDN also rendered additional
top-up support and technical assistance for vulnerable beneficiaries’ house reconstruction
at Kailash Municipality. On 24 December 2020, DLPIU - GMaLI conducted an interaction
program with banks and financial institutions to discuss installments and issues related
with the bank on tranche disbursement. GMaLI staff meeting was held on 10 January 2021
to discuss the formation of a special task team at district level and to prepare an action
plan for all rural municipalities and municipalities of Makwanpur district. The special task
team will organize a meeting with Rural Municipality/Municipality of the district for
preparing a reconstruction database and carry out a field visit based on an action plan to
take regular updates from local governments. ​An orientation on Building Code
Implementation at Bakaiya Rural Municipality is completed, which was organized on 12
January 2021. Municipal Level Meeting was organized in different rural municipalities and
municipalities of the district to discuss progress and challenges of reconstruction and
formulate action plans to complete reconstruction within the time frame of NRA. So far,
municipal level meeting is completed at Makwanurpurgadhi Rural Municipality on 12
January 2021, Manahari Rural Municipality on 13 January 2021, Bhimphedi Rural
Municipality and Indrasarowar Rural Municipality on 18 January 2021, and Thaha
Municipality on 19 January 2021. On 15 January 2021, the ‘Earthquake Safety Day’ was

celebrated in the district by organizing a rally. The program was organized by the District
Administration Office and was participated by concerned district stakeholders including
GMaLI and Building.

In ​Sindhupalchowk​, DLPIU-Building and DLPIU-GMaLI jointly conducted municipal level


coordination meetings to provide update on NRA’s deadline on tranche disbursement,
share reconstruction progress to date, discuss on reconstruction issues, provide update on
grievance address from district, and develop action plan to ensure completion of
reconstruction within the timeframe of NRA. Issues related to non-compliance, tranche
duplication, tranche return, and partnership agreement collection are also discussed in the
meeting. Municipality level Coordination meeting is completed at Chautara Sangachokgadi
Municipality on 7 January 2021, Melamchi Municipality on 18 January 2021, and Indrawati
Rural Municipality on 19 January 2021. An interaction program was organized in the district
on 15 January 2021 to celebrate the ‘Earthquake Safety Day’. The meeting was chaired by
Chief District Officer of the Sindhupalchowk district, ‘Mr. Umesh Dhakal’ and was attended
by district stakeholders; Nepal Police, Armed Police Force, Nepal Army and I/NGOs. In the
program, HRRP-Sindhupalchowk did a presentation on the challenges in implementing
Building Code and status of building code implementation at local level and basic
introduction of the Building code.

In ​Rasuwa​, out of 275 eligible vulnerable beneficiaries in the district, 229 vulnerable
beneficiaries have received all the subsequent tranche from the Government of Nepal,
where 254 beneficiaries have received the first tranche and 237 beneficiaries have received
the second tranche. Pangling Integrated settlement Project for 51 households of
Aamachhodingmo Rural Municipality-2 has kicked off. Aamachhodingmo Rural Municipality
Chairperson, Mr. Buchung Tamang inaugurated and laid the foundation stone for
integrated settlement.

In ​Nuwakot​, GMaLI has drafted and shared reconstruction action plans among all
reconstruction stakeholders of the district. Action plan is developed to complete
reconstruction within the stipulated time frame of the NRA. Of 12 rural
municipalities/municipalities of the district, ten municipalities have already prepared an
action plan that is aligned with an action plan drafted by GMaLI. 406 reconstruction

beneficiaries converted beneficiaries’ types from retrofitting to reconstruction, where 229


beneficiaires have already completed reconstruction and 99 beneficiaries completed
reconstruction upto DPC level. In the district, the ‘23rd Earthquake Safety Day’ was
celebrated on 15 January 2021 with the presence of government officials,
non-governmental organizations, Nepal Army, Nepal Police, Armed Police Force, and other
district stakeholders. The program was chaired by Mr. Janka Nath Dhakal from District
Administration Office and chief guest for the program was Mayor of Bidur Municipality, Mr.
Sanju Pandit. After the formal opening program, an earthquake drill was conducted to
prepare and understand key actions that need to be taken pre, during, and aftermath of
earthquake hazard. Approximately 100 people observed the earthquake drill.

In ​Lamjung​, municipal level coordination meeting with three rural


municipalities/municipalities of the district was completed, which was led by the DLPIU -
GMaLI. In the meeting, ​NRA deadline on tranche disbursement, reconstruction progress
update along with reconstruction challenges were discussed. The meeting ended with
preparation of an action plan and grievance address update from the district. ​Municipal
level coordination meeting at Marsyangdi Rural Municipality was completed on 1 January
2021, Dordi Rural Municipality on 2 January 2021, and Rainas Municipality on 3 January
2021. The District Facilitation and Coordination meeting was completed on 12 January 2021
to discuss vulnerable top-up support. Accordingly, only 12 beneficiaries received approval
from DCC for vulnerable top-up support because the remaining six rural
municipalities/municipalities did not provide vulnerable beneficiaries list in the prescribed
format of DLPIU - GMaLI. One more week has been added to send vulnerable lists in the
prescribed format. Hereafter, DCC meeting will approve the list of vulnerable beneficiaries
of the remaining six rural municipalities/municipalities.

In ​Kavrepalanchowk​, DLPIU - GMaLI completed a judicial hearing process of 50


beneficiaries who are not listed on the NRA beneficiaries list. From the list of 772
vulnerable beneficiaries, the District Facilitation Meeting approved top-up support for 246
vulnerable beneficiaries who have not received a third tranche yet. On 15 January 2021, the
‘23rd Earthquake Safety Day’ was celebrated in the district by organizing an earthquake drill
to build a culture of safety in earthquake hazard and develop preparedness for appropriate
response during earthquake hazard. Mr. Shivaram Pokhrel from the District Administration

Office chaired the program and was attended by representatives of government and
non-government stakeholders, district stakeholders, Nepal Army, and Armed Police Force.
DLPIU-Building has been working on the beneficiary’s hard copy file management, which is
led and coordinated by the District Support Engineers. DLPIU - Building also mobilized
Social Mobilizer to extend technical support for vulnerable housing reconstruction.

In ​Solukhumbu​, Joint Monitoring Field visit was conducted at Solududhkunda Municipality


from 11 to 13 January 2021. Joint Monitoring Field visit was accompanied by Environment
Specialist, Social Specialist, and Focal Engineer from GMaLI along with a representative
from HRRP. Ward number 1, 2, 8, and 10 were visited and ward level meetings were also
conducted to discuss progress and challenges incurred during reconstruction at ward level.
Major issues identified during the field visit are (i) beneficiaries are not granted with third
tranche, though they have applied for third tranche, (ii) some of the beneficiaries are not
aware of reconstruction time frame of NRA, and (iii) beneficiaries, who converted damage
category of house from partially damage to full damage category, did not want to demolish
the damaged house rather they want to build new house. Downstream villages affected
from landslides that triggered after the Nepal Earthquake 2015 and settlements near the
riverbank of Sisa River were also visited.

In Okhaldhunga, one day refresher training for social mobilizer was organized by DLPIU -
Building on 28 December 2020. The training was attended by 21 participants including 14
social mobilizers, seven focal engineers, and two trainers​.

In Dolakha, ​the ‘23rd Earthquake Safety Day’ was celebrated at Kalinchowk Rural
Municipality. Kalinchowk Rural Municipality’s chairperson led the program, which was
attended by representatives from DAO, DCC, DLIPU - GMaLI, DLPIU - Building, I/NGOs, and
other key stakeholders. In the program, design of proposed earthquake memorial park
situated at ward-7 of Kalinchowk Rural Municipality was also shared.

FEATURED STORY
Srijana Rijal, Social Mobilizer at DLPIU
(Building), Bhaktapur: ​Thousands of houses were
devastated in Nepal Earthquake 2015, but more
than that, the earthquake destroyed thousands of
dreams and faiths. Within a moment of great
shocks, many families became homeless, lost their
dear ones, and deprived of their livelihoods. Social
Mobilization in such a complex situation was a
great challenge. Despite all those odds and
challenges, Srijana Rijal accepted challenges to
mobilize communities affected by the earthquake
to turn into opportunities to bring back smiles on the faces of earthquake survivors, who
lost their houses in mega-earthquake 2015.

From the past one year, Srijana Rijal has been working as a Social Mobilizer at DLIPU
(Building), at Changunarayan Municipality of Bhaktapur district. As a social mobilizer, she is
responsible to provide socio-technical assistance, conduct awareness and orientation for
house owners on housing reconstruction, conduct social gatherings and meetings to
discuss problems and difficulties faced during the reconstruction phase in order to
complete housing reconstruction. She has been working tirelessly to complete housing
reconstruction within the timeframe of the NRA. In her opinion, land tenureship and
finance are the key issues that make obstacles in housing reconstruction. Issues related
with land tenureship are dispute among family members on land ownership rights, land
owned by ‘Guthi’ or ‘Government’, lack of land certificate, and confusion regarding ​Mohi
land ownership. In the present situation, pandemic situations arise due to COVID-19 is also
a factor for slow progress in reconstruction. Srijana is committed to housing reconstruction
within the timeframe stipulated by NRA. Therefore, she has been actively engaged in
tracing vulnerable beneficiaries for mobilization of mobile mason to support their house
reconstruction. She also convinced local contractors to provide 10,000 bricks for vulnerable

beneficiaries. Besides this, she also requested local cooperatives to give credit without
interest for vulnerable beneficiaries for reconstruction​.

CASE STORY
“Tea House before retrofitting starts” (​Story and Photo Credit-UNOPS)

Meet Mithu Maya Lama, who lives in the rural municipality of Manedobhan, in the
Kavrepalanchowk District. She is one of the strong women, and single mother of two
daughters, who benefited from her house being retrofitted by the project, after all the
hardships she has had to endure. Her house, which she built on her own land from her
small earnings, was damaged during the earthquake of April 2015.

Not long ago, she was still running a small tea shop from inside with the help of her
daughter, despite the obvious cracks and damage inflicted by the earthquake and it being
unsafe for living.

Mithu and her small family relocated to a temporary shelter beside their house, presenting
them with the difficulties of living together in such close quarters. As the original house was

still standing, it would cost a great deal to demolish it and build a new one. In addition,
building a new house would mean losing a large portion of the old house due to an
expansion project for a new road implemented by the government. The family was
approached by engineers and social mobilisers working in the field from UNOPS and Build
Change, and came to know that their house could become safe again through the cost
effective and locally adaptable proposal of retrofitting. She readily agreed to retrofit her
home, in order to establish a safer building and secure future. The process of retrofitting,
supervised by a female engineer, involving many female labourers and members of Build
Change and UNOPS providing expertise and technical assistance, took 65 days (2.5 months)
to complete.
86 years old Maili Tamang’s dream to live safer and secure is fulfilled
Maili Tamang, aged 86, residing in Bidur
Municipality ward no 13. Though she made a
partnership agreement for housing reconstruction
and received the first tranche of NPR 50 thousands,
she could not make way for house reconstruction.
According to her, with her single effort only she is
not able to complete house reconstruction and she
also did not have enough money. Therefore, she
spent her 4 desperate years in temporary shelter.
She has bitter experience living in temporary
shelter. Her neighbours had already completed
their houses reconstruction two years back. She
had a wish to stay in a permanent house, which is
safer and secure to live in.

One day, a social worker of ward visited her house and informed about the extra support
of NPR 50 thousands for the vulnerable. She initially denied constructing a new house.
Social worker visited the next day with his colleagues and assured her to support in
completing house reconstruction. NRA appointed mason to Bidur Municipality to support

vulnerable house reconstruction. As she did not have money to buy construction materials,
but they supported her to get all construction materials from the nearby market.

Mobile mason and ward volunteers have been supporting her to complete house
reconstruction. Her house reconstruction is in the process to complete. She is also eligible
to get second, third, and extra top up. Grant support from NRA is sufficient to pay back all
the material cost. Now, her dream to live safer and secure is fulfilled.

Retrofit Case Story from Bhimeshwor Municipality, Dolakha


Mr. Maadhab Prasad Uppreti is the owner of the house. He lives at Bhimeshwor
Municipality, ward no. 6, charikot, Dolakha. His house was damaged by the Nepal
Earthquake 2015 and was listed into the retrofitting beneficiary category. He was in a
dilemma on whether to demolish the existing house and construct a new one or proceed
to retrofit the existing one which is a double story stone in a mud mortar house with an
attic. Moving ahead towards reconstruction, Maadhab prasad Upreti decided to retrofit his
house in support of NSET-Baliyo Ghar, Dolakha. Most of the retrofit beneficiaries do not
want to retrofit their house because of the belief that only newly constructed houses are
earthquake resilient. On the other hand, the government grant support for retrofitting a
house is lesser compared to the fully damaged house beneficiary which is in a ratio of
three is to one.

During the retrofitting process, NSET supported the beneficiary with 25 days on the job
training (OJT), under which 6 masons were provided. An amount of one lakh sixty thousand
rupees was supported as in-kind support along with human resources. Now, the
retrofitting of the house has been completed. Beneficiary has also received NPR 50
thousands under government housing grant as the first tranche and waiting for the last
tranche. After the completion of retrofit, the house looks good with strong walls and
earthquake resilience.

Vulnerable Households Reconstruction


Vulnerable Households Reconstruction (January 2021): ​Of the total ​18,505 NRA
identified vulnerable households, 89% (​16,481​) have received the first tranche, 65%
(​12,132​) have received the second tranche and 58% (​10,693​) have received the third
tranche. In total 2,698 HHs have been supported by various partner organizations.

Grievance Update: ​As of January 2021 , ​25,463 grievances have been addressed by NRA,
out of which ​17,146 HHs have been enlisted as reconstruction beneficiaries and ​8,317 as
retrofitting beneficiaries.
