1. Scope
This specification defines the design criteria used for the engineering, supply, manufacture, and
installation of the electrical power/distribution systems to be installed within Company
installations located either onshore or offshore.

This specification also covers design and engineering studies for Topsides of Floating Units
such as FPSO (Floating Production, Storage and Offloading System), FSO (Floating Storage
and Offloading System), FPS (Floating Production system), FSU (Floating Storage Unit) etc.

For Hull and accommodation systems of Floating Units, refer to GS EP ELE 021.

Where particular or differing requirements exist for a particular location, these are stipulated
separately.

The basic technical features are outlined and general guidelines are given for the design and
engineering aspects.

2. Reference documents
Design and engineering shall conform to the appropriate sections of the latest editions (with
amendments) of the relevant IEC, CENELEC standards and codes.

Any conflict or inconsistency between applicable documents shall be raised to Company


attention for clarification and resolution.

External documents
Unless otherwise stipulated, the applicable version of these documents, including relevant
appendices and addendums, is the latest revision published at the effective date of this
document.

3. Environmental conditions
Electrical Cabin, electrical package; electrical equipment and electrical installation shall
be designed and installed in accordance with the environmental conditions to which it will be
subjected.

3.1 Ambient air temperatures and humidity


Outdoor electrical equipment shall be designed to operate continuously in an ambient
temperature corresponding to the extreme outside temperatures as defined in the project
specific environmental data.

Unless otherwise specified, Indoor electrical equipment are installed within air conditioned
rooms with an ambient air temperature of 25°C.

Indoor electrical equipment shall be designed to operate as long as room ambient air
temperature does not exceed 40 °C and its average value, measured over a period of 24 h does
not exceed 35 °C.

In air conditioned rooms, electrical equipment shall be designed for continuous operation under
relative humidity of 60% and below.

3.2 Corrosive atmosphere


In case of corrosive atmosphere (Salt laden air, H2S…), special provisions shall be taken by the
equipment Manufacturer/Supplier.

Manufacturer/Supplier shall indicate in his bid which protection / measures have been taken.

3.3 Degrees of protection provided by enclosures


The minimum degree of protection of enclosures is defined by IP and IK codes, respectively as
per IEC 60529 and IEC 62262.

Refer to GS EP ELE 079 for equipment degree of protection selection.

The degree of protection of enclosures for indoor equipment shall be at least IP 21 - IK08.

The degree of protection of enclosures for outdoor equipment or in open shelter shall be at
least IP 55 - IK08.

The degree of protection of enclosures for offshore exposed deck shall be at least IP 56.

The degree of protection of luminaires and junction boxes for offshore exposed deck shall be at
least IP 66 - IK08.

3.4 Hazardous areas and restricted areas


When installed in potentially hazardous area, refer to GS EP ELE 079 for equipment type of
protection selection depending of the relevant zones.

Access to equipment installed in potentially hazardous shall be carefully assessed to ease


future maintenance and inspection.

Motor space heater not suitable for Zone 1 shall be automatically switched-off in case of ESD
linked to gas detection.

4. Vocabulary, units and symbols


Symbols and units used in drawings and documents shall be in accordance with
IEC requirements and as defined in the International System of units (SI).

For Electrotechnical vocabulary and graphical symbols refer to IEC 60050 and IEC 60617.

For units or symbols that are not in IEC 60050 (all parts) and IEC 60617 (all parts), the
Engineer/Contractor shall produce a glossary (for vocabulary), correspondence table to
IEC units (for units) and/or clear legend (for symbols).

5. Frequencies and voltages


5.1 General
Association of frequencies and voltages used for Company electrical installations are selected
among the values recommended by the IEC 60038, IEC 61892-2 and IEC 60196.

Use of voltage levels and/or frequencies not herein recommended is subject to "GS Managing
Entity" approval.

5.2 Standard frequencies


The frequency of the local National Electrical Board shall be adopted for Company installations, either
onshore or offshore.

5.3 Standard voltages


Selection of voltages should be based on the following parameters:
• Power to be delivered (based on the power balance established for each consumer
voltage level)
• Short-circuit levels
• Existing systems and supplies
• Distributor's supply voltage, if any
• Distances between consumers and supplies
• Optimisation of ratings of main equipment (power transformers, busbars, cables...).

5.3.1 AC systems

5.3.1.1 High voltage


The general electrical characteristics shall be in compliance with the values indicated in
IEC 62271-1 Section 5.3, Table 1 - Rated insulation levels for rated voltages of range I, series I,
and as follows:

Note (1): For Gas Insulated Switchgear type, the highest voltage shall be selected.

Note (1): For other type, highest voltage shall be selected for equipment used for isolation (e.g. high
voltage switches) whereas lowest voltage may be selected for equipment that is not used for isolation
(e.g. high voltage circuit breaker) based on project insulation coordination study.

For 60 Hz network, voltages shall comply with IEC 62271-1 Section 5.3 table 2 range I, series II.

5.3.1.2 Low voltage


690 V (preferred) or 400 V shall be used for motive power, main distribution, emergency
service, etc.

230 V shall be used for lighting, heat tracing and small power.

230 V (UPS) shall be used for control and instrumentation supplies, public address (PA/GA).

5.3.2 DC systems
110 VDC should be used for essential lube oil pumps (e.g. turbogenerators, turbocompressors,
etc.).

48 VDC or 110 VDC shall be used for electrical control.

24 VDC may be used for e.g. instrumentation (F&G, ESD, PCS) and telecommunications
(SOLAS).

5.4 Voltage and frequency variations

5.4.1 AC systems
Electrical equipment shall be designed and manufactured in order to operate satisfactorily with
the following simultaneous variations, from their nominal value, when measured at the
consumer input terminals.

Voltage:
• Steady state variations: +10%, -10%
• Transient variations: +20%, -20% Recovery to steady state range within 1.5 seconds.
Frequency:
• Steady state variations: ±5%
• Transient variations: ±10% Recovery to steady state range within 5 seconds.

5.4.2 DC systems
DC electrical equipment shall be designed and manufactured in order to operate satisfactorily
with the following simultaneous variations, from their nominal value, when measured at the
consumer input terminals.
• Steady state voltage variations: +10%, -15%
• Voltage Cyclic variation: 5%
• Transient voltage variations: ±25%.

5.5 System voltage drops


Maximum allowed voltage drops at equipment terminals are based on the system nominal
voltage.

5.5.1 AC systems
The distribution system cable sizing shall ensure that required voltage drop, at the circuit full
load current and power factor, is not exceeded.

Circuit full load current to consider shall be the nominal equipment rating for transformers and
equipments feeder.

The cable supplying a switchgear shall be rated based on the ampere frame of the incoming
switch or breaker.

Maximum voltage drops to consider from main to sub-main switchgear shall be 2%.

Maximum voltage drops to consider from switchgear to transformer without On Load Tap
Changers shall be 2%.

Maximum voltage drops to consider from switchgear to transformer could be up 10% in case of long step-
out and/or transformer with On Load Tap Changers with "GS Managing Entity" approval.

Maximum voltage drops to consider from transformer to switchgear shall be 1%.

Maximum voltage drops to consider at motor terminals, running at nameplate rated current shall
be 5%.

During motor starting, the voltage at motor terminals shall ensure a sufficient accelerating
torque.

Maximum voltage drops to consider at other consumers terminals during motor starting shall be
20%.

Maximum voltage drops to consider at lighting sub-circuits and sockets shall be 4% average
with a maximum of 8% at to the farthest fitting.

Maximum voltage drops to consider for other feeders shall be 5%.

For power transmission, larger voltage variations may be considered with "GS Managing Entity"
approval.

5.5.2 DC systems
Maximum voltage drops to consider through DC distribution shall not exceed 2% of nominal
voltage taking into account inrush currents and transient loads.

5.6 Harmonic distortions


Emission levels of harmonics shall remain within the IEEE 519 limits in terms of both voltage
individual and total harmonic distortion.

Harmonics distortions analysis shall be provided by Contractor.

Harmonics distortions Analysis shall take into account data of all drives and converters installed
on the installation.

Harmonics distortions Analysis shall include size and effect of harmonics and inter harmonics.

5.7 Electromagnetic Compatibility (EMC)


Refer to the EMC requirements of IEC 60533 (offshore).

6. Neutral Earthing systems


6.1 High voltage systems

6.1.1 General
If the installation is derived from a Local Electricity Grid, the neutral system and the relevant
fault current value are imposed by the local Electricity Board.

For installation with their own power generation and electrically isolated from a Local Electricity
Board, HV Earthing system shall be in compliance with the following requirements:

Note (1): Directly earthed is the preferred choice. Earthing through impedance could be
implemented, provided that complete studies and analysis are carried out and submitted for
Company’s approval.

Sizing of impedance (earth fault current limitation) shall be supported by calculation notes.

6.1.2 Networks fed from an isolated generator


Neutral shall be earthed via a resistance at generator starpoint.

6.1.3 Networks fed from generators operating in parallel


Neutral shall be earthed via earthing transformers.

In the case of two generators, the neutral system may be earthed either via two earthing
transformer connected on the main bus bar or directly via a resistance on the generator neutral
point.

These two solutions should be studied and a technical/commercial conclusion proposed.

Earthing transformers shall be installed on each bus bar section.

Earthing transformers shall be at least two.

An automatic transfer system shall be implemented to prevent parallel operation of earthing


transformer.

It shall be prohibited to operate with no reference to earth.

Automatic option in order to avoid operation of the system without earthing reference which
would be detrimental to the whole installation (risk of overall failure in case of earth fault that
would not be detected in case of no earth reference).

6.1.4 Networks or power supply branch lines fed by transformers


Neutral shall be earthed via a resistance.

Resistance shall be installed on the neutral point of the secondary side of each transformer.

6.2 Low voltage systems

6.2.1 Motive and main power distribution


The main low voltage system shall be earthed by high impedance with neutral not distributed.

This impedance shall be sized to limit the first earth fault to 150 mA maximum.

In case of supply by HV/LV transformer, a surge arrester shall be installed between the
neutral and the earth.

Permanent earth fault monitoring device shall be installed on each primary LV switchgear
assembly bus section.

Only one device shall be in operation when bus-tie is closed.

For onshore installations, a 2 A earth fault leakage relay shall be provided for each motive
and main distribution consumers.

For offshore installations, a 2 A earth fault leakage relay shall be provided for each motive
and main distribution consumers, unless all following conditions are fulfilled:
• Local equipotential bonding is provided on each equipment
• Short-circuit calculation is performed at each feeder termination to allow selection
of the appropriate protective device
• Impedance measurements is done on Site at commissioning stage to confirm the
assumptions taken on the grounding network impedance for the cable calculation.

Welding Socket outlets shall be fitted with an earth fault leakage relay with 300 mA sensitivity.

6.2.2 Lighting, small power and heat tracing distribution system


For Onshore, lighting, small power and heat tracing distribution system 400 V/230 V, 3-phase,
4-Wires shall have neutral earthed and distributed (TT system).

TNS system 400 V/230 V, 3 phase + Neutral + Earth (Protection conductor), 5-Wires for 3
phase distribution (or 1 phase + Neutral + earth, 3 wires for single phase distribution) may also
be considered for lighting and small power.

If TT system is chosen, each individual outgoing feeder shall have residual current device with
300 mA sensitivity, which will trip on first earth fault.

For offshore installation, TNS system 400 V/230 V, 3 phase + Neutral + Earth (Protection
conductor), 5-Wires for 3 phase distribution (or 1 phase + Neutral + earth, 3 wires for single
phase distribution) shall be considered for lighting, small power and heat tracing distribution
system.

Multipoles switching shall be implemented for all incoming/outgoing circuits.

6.2.2.1 Lighting and small power distribution system


The requirement for either combined or two independent distribution networks for small power
and lighting distribution systems will be indicated in project particular specification.

Socket outlets circuit shall be fitted with an earth fault leakage relay with 30 mA sensitivity.

Space heater feeders shall be fitted with an earth fault leakage relay with 30 mA sensitivity

6.2.2.2 Heat Tracing distribution system


Where required by process or other reasons, a heat tracing system is provided.

Refer to GS EP ELE 331 for heat tracing system design.

Heat tracing system requiring more that 50 kVA shall be fed from dedicated transformer(s) and
distribution panel(s).

Each individual outgoing heat tracing feeder shall be fitted with earth leakage circuit breaker
(ELCB) with 30 mA sensitivity,

6.2.3 230V UPS distribution system


Unless otherwise specified by the ICSS Supplier or by particular project specification, isolated IT
system is used.

For IT system, permanent insulation monitoring device shall be installed.

UPS Socket outlet circuits shall be fitted with an earth fault leakage relay with 300 mA
sensitivity.

6.3 Construction site electrical installation


Refer to GS EP ELE 374 for construction site electrical installation.

Refer to GS EP CIV 401 for building design and construction.

6.4 Buildings and permanent base camps


For Low-voltage, if the neutral system is not imposed by the local Electricity Board it should be
preferably TNC for main distribution network and TNS for secondary distribution boards.

For small installations, the neutral system might be TT.

Refer to GS EP CIV 403 for temporary construction camps and associated facilities.

Refer to GS EP CIV 407 for permanent accommodation base and associated facilities.

6.5 DC systems
DC systems shall be insulated from earth except for PABX equipment supply.

7. Electrical distribution systems


The following principles regarding the basic requirements and configuration of the generation
and distribution systems apply to the distribution system.

7.1 General principles


All distribution systems shall be designed to ensure maximum continuity of supply to users as
far as reasonably practical and reliable power sources for essential and emergency loads.

All distribution systems shall be designed to allow operation and maintenance of the system in a
safe manner without unduly affecting the production of the plant.

All distribution systems shall be designed to allow remote operation.

All distribution systems shall be designed to use Industrial type equipment which are currently
manufactured, and tested and with a minimum of two years field proven experience.

Selection of equipment shall be based on CAPEX and OPEX considerations.

The loads shall be classified into normal, essential or emergency type.

Normal, essential or emergency load type, will be classified according to the following
definitions:
• Emergency loads: Loads affecting personal safety whether directly or indirectly and
inducing risk of major damages on installation or equipment. These loads are connected
to switchgear assemblies with an emergency source of power (e.g. batteries, inverter
fed from batteries, etc.) which may be backed up by an emergency generator.
• Essential loads: Loads involved in the safeguard of equipment or installation and in the
restarting of the installation after a plant shutdown (all power generation auxiliaries). On
loss of normal supply, the equipment restart automatically or manually by the operator
and re-fed from the essential generator(s).
• Normal loads: Loads, which have no effect either on the safety or the safeguard of
installation or equipment in case of normal generation failure.

7.2 Equipment rating/sizing


Equipment sizing shall be such that all extensions known at design phase are taken into
account.

All equipment of the power distribution system shall have at least 20% spare capacity above the
expected load.

This requirement is valid for main and essential generators, transformers, switchgear, UPS, DC
systems as a general rule, and unless otherwise specified in a particular project specification,

In particular, when the electrical network of a specific project encompasses significant loads
(above 5 MW per single electrical load); the 20% spare might not apply on these loads.

All components shall be rated for at least the fault rating of the equipment in which they are
installed.

The short circuit rating of the generator's switchgear assemblies shall be calculated taking into
account the maximum number of generators likely to be simultaneously in operation, including
future phases.

For electrical installations connected to an external grid, the equipment short circuit rating shall
be at least 10% above the prospective fault level value.

The short circuit rating of LV switchboards shall be determined with one transformer in operation
(normally open LV bus tie being closed in this particular case) and all the contributing
consumers in service.

The use of short circuit limiting device shall be prohibited.

If short circuit limiting devices are used, the operating philosophy shall clearly indicate the
limitations of network operation/configurations when the short circuit devices are off and/or
unavailable.

7.3 Section Not Used

7.4 Overall configuration

7.4.1 Power supply from a local Electricity Board


Transformers that are connected to the public electricity distribution network shall be fitted with
an on-load tap changer (OLTC) unless otherwise specified in the data sheet or if a detailed
analysis of grid voltage fluctuation demonstrates that such device is not required.

An Example of Onshore Key one line is given in Appendix 1.

7.4.2 Power supply from Main power Generation


The number and size of generators selected will be the result of a multi-métier technical and
economical study.

The number of main generating units to be installed shall be such that if one unit becomes
unavailable, the power supply to the plant is provided normally by the remaining generators.

Alternator sizing shall be done as per Appendix 4.

Alternator for generating unit shall be 4 pole machines.

If generators with unit-transformers (supplied as a single source package) are required, no


circuit breakers are required between generator and transformer unless specific assessment or
study demonstrate the need.

7.4.3 Power supply via submarine cable


Only one incoming transformer shall be installed.

Incoming transformer shall be fitted with an automatic on-load tap changer unless detailed
analysis of grid voltage fluctuations demonstrates that such device is not required.

7.4.4 Special cases


For installation with power demand less than 10 kW, closed cycle vapour turbo generators
(CCVT) could be used.

When required by the project particular specification a redundancy N+1 could be provided.

This redundancy doesn’t take into account lighting loads, which could be load shed in case of
one CCVT failure.

In some other special cases (geographically isolated sites, offshore platforms, etc) and in the
absence of conventional supplies such as those described above, special solutions may be
envisaged, such as:
• Solar panels
• Fuel cells
• THEG (THermo-Electric Generator based on Seebeck effect)
• Wind generators
• Hybrid systems, such as solar panels + wind generator, solar panels + CCVT or THEG
• Etc.

7.5 System configuration

7.5.1 HV switchgear assemblies

7.5.1.1 General
Incomers protection shall be designed in accordance with the Local Electricity Board
requirements.

Refer to GS EP ELE 131 for HV Switchgear assemblies with voltage below 36 kV.

Refer to GS EP ELE 131, for Air Insulated Switchgear (A.I.S) or Gas Insulated Switchgear
(G.I.S.) assemblies with voltage rated 36 kV.

Refer to GS EP ELE 133 for Gas Insulated Switchgear (G.I.S.) assemblies with voltage rated
72.5 kV and above.

High voltage switchgear assemblies shall have as many bus sections as power sources.

Main high voltage switchgear assemblies shall be operated with “Normally Closed” tie breakers.

Bus bar rating and distribution of the loads (including future loads) along the bus sections shall
allow the load flow in any network configuration.

Status of tie breakers between bus sections of the downstream HV and LV switchboards shall
be “Normally Open”.

Redundant equipment shall be split between the different bus sections.

Each incomer, bus-section and feeders cubicle shall be equipped with microprocessor type
protection, control and measurement relays.

Circuit breaker control (closing and tripping) shall be achieved by a shunt trip coil (energise to
actuate).

Depending on the type of feeder, selection of switchgear shall be as indicated in the following

7.5.1.2 Choice of breaking technology

7.5.1.2.1 New switchgear within a new project


The breaking technology shall be from the following types:
• Vacuum
• Gas (SF6).

Both vacuum and SF6 technologies are acceptable for both Contactors and Circuit Breakers.

7.5.1.2.2 New switchgear within existing facilities


Selection of the same breaking technology as previous equipment shall be chosen.

7.5.1.2.3 Applicable to all cases


In case vacuum breaking technology is retained, as a minimum, surge arresters protection
means shall be provided and installed on the switchgear side for:
• Motors
• Large transformers (rated power ≥ 10 MVA)
• Converter transformers for non redundant cases
• Loads with capacitors (Harmonic filters and/or Power factor compensation banks)
• Long links (OHL, remote facility interconnection of several km, subsea cable…).

An overvoltage study shall be performed for vacuum breaking technology.

The results of the overvoltage study may not be used to fully remove the minimum protection
means described here above. The study results may be used to adjust or improve the minimum
protection means i.e. change of rating, of location, of type of protection, but not complete
deletion of the protection without any substitute.

The overvoltage protection means shall be suitable with the rated voltage of the system and the
neutral system.

Earth leakage current shall be properly evaluated to define and set the earth fault protection
system.

7.5.2 Essential / Emergency Diesel generator(s)


The number and size of generators selected will be the result of a multi-metier technical and
economical study.

Essential/Emergency diesel generators shall be in stand-by mode.

The generator UCP shall directly monitor the emergency or essential network voltage and
initiate an automatic starting sequence on voltage failure.

The diesel generator(s) shall be suitable for automatic starting.

Generating unit shall be suitable for rapid starting and loading to full capacity within 30 seconds.

Diesel generating unit(s) shall be stopped manually.

Provisions shall also be made to periodically test the essential/emergency generator starting
and automatic loading.

The generating unit shall be able to be synchronised and coupled with the normal generation.

The main generating unit auxiliaries shall be powered from diesel generator.

Refer to GS EP ELE 113 for alternator requirements.

Essential and emergency generators shall have black start capability.

7.5.3 LV switchgear assemblies


Refer to GS EP ELE 135 for LV switchgear assemblies design.

Low voltage switchgear assemblies and Motor Control Centres (MCCs) shall have two incomers
and one tie-breaker with the exception of MCCs for turbogenerator / turbocompressor / HVAC
auxiliaries LV switchgear.

The two bus sections (A and B), and associated incoming breakers (A and B) and bus tie
breaker (C) shall be in the following configurations:
1. Incoming circuit breakers A and B closed and the bus tie C open
2. Incoming circuit breaker A and the bus tie C closed, incoming B open
3. Incoming circuit breaker B and the bus tie C closed, incoming A open.

Transfer from one configuration to another one shall not cause any loss of supply to
consumers

The three circuit breakers shall never be simultaneously closed for more than 1 second as
described above.

The short circuit rating of the switchgear assemblies is not calculated to cover this
condition as the risk of a fault occurring at the instant when all three circuit breakers are
closed is considered extremely unlikely.

This transfer shall be controlled manually.

The “third” circuit breaker selected shall be closed only if the requirements for safe
coupling are met.

In normal operating configuration, loss of voltage on one half busbar shall, after a time delay,
automatically open the corresponding incoming circuit breaker and only if other busbar is
healthy and confirmed check of the absence of a fault condition then close the bus tie circuit
breaker.

This sequence shall only be actuated if the following conditions are satisfied:
• The loss of voltage is not due to a tripping of the incoming circuit breaker initiated
by protection trip (i.e. healthy Bus Section is ensured)
• Voltage is detected on the other bus section

• There is not a simultaneous fault on both bus sections.

The system shall return to normal configuration using manual control.

Each incomer and bus-Tie breakers shall be equipped with microprocessor type protection,
control and measurement relays.

7.5.4 Transformers
Each power transformer shall be able to feed the total load of its downstream switchboard.

7.5.5 Uninterruptible power systems


UPS distribution shall be designed to limit the number of UPS units.

7.5.6 Distribution boards


Refer to GS EP ELE 137 for Distribution board design.

Distribution boards shall be fed by only one feeder.

For certain applications (e.g. DC and AC UPS), distribution boards with two incomers, two bus
sections and with tie breaker “Normally open” may be required.

Distribution boards located in hazardous areas to be avoided.

7.5.7 HVAC distribution


HVAC feeders shall be fed in the following manner:
• Starters integrated into normal/essential electrical switchboards/MCCs
• From separate dedicated normal and essential HVAC switchboards, each being fed by
one feeder from the respective electrical board
• Mix of the two previous options:
• Starters for motors rated 22 kW and above and heaters rated 30 kW and above
integrated in the main electrical LV switchboards/MCCs
• Smaller motors and heaters fed by dedicated HVAC package switchboards.

7.6 Intertripping and Interlocking


Intertripping sequences and interlocking shall be hardwired only.

Intertripping is provided between associated equipment to correctly isolate faulty items and to
leave the system in a predictable orderly state after the operation of protection devices.

Normal opening or tripping by protection of an HV breaker shall cause the opening of the
corresponding LV breaker.

Interlocking to prevent incorrect operation of equipment shall be achieved.

Key interlock between the earth switch of the generator incomer breaker and the
generator excitation control panel shall be provided.

Downstream breakers shall not be capable of closure until upstream breakers are closed.

Key interlocking shall be provided in order to prevent application of earthing devices until
all sources of supply are isolated.

Mechanical interlocking shall prevent closing of an earthing switch on an energised part of


an HV circuit.

7.7 ECS

7.7.1 General
The ECS shall be suitable to manage power supply supervision of the whole electrical facilities.

For that purpose, it shall be designed to carry out the following principal tasks:
• Control/monitoring of power distribution and power generation systems
• Data acquisition and display of power generation and power distribution parameters
• Load shedding
• Re-acceleration and restarting
• Source automatic transfer
• HV neutral earthing management
• Load rejection management
• Alarm and Event management
• Data storage and reporting
• Interface with Process Control System.

Network shall remain in service should the ECS fail.

Refer to GS EP ELE 221 for ECS.

ECS shall be a microprocessor based system.

The ECS shall be interfaced with several type of equipment:


• Power generation control equipment
• HV Switchgears
• LV switchgears
• UPS
• ICSS
• Small power distribution boards
• VSDS

Communication protocols will be determined at basic design stage and further developed during
detailed design in conjunction with the respective equipment Manufacturers.

Typical functions to be included are:


• Control of power distribution e.g. remote open and close control facility of the main
circuit breakers of the HV and LV networks from a central control point (which may be
the control room or an electrical technical room)
• Provision of a VDU based system to provide animated display of power generation and
distribution system, data acquired and provide operator/machine interface
• Load shedding; fast load-shedding based on event triggering, slow load-shedding based
on TG exhaust temperature drift or frequency drift
• Load rejection management
• Start inhibit of loads according to generators spinning reserve
• Automatic transfer sequence (note 1)
• Automatic switchover of earthing transformers
• Restarting for large onshore facility/plant
• Event recording and parameter trending
• Disturbance recording
• Display of alarms
• Interface with Integrated Control and Safety System (ICSS).

Note 1: Company preference is to have all logic for Automatic transfer sequence locally at
SWGRs levels.

Power Management System (PMS) as defined in the GS EP ELE 013 might be integrated
into ECS on specific project, with "GS Managing Entity" Approval.

7.7.2 Load Shedding


Depending on the power generation design and the load balance a load shedding system may
be required.

Loads to be shed shall be selected in accordance with Process operational requirements and
be operator configurable.

As a base case, ECS shall be capable of shedding any HV feeder individually; the load
shedding requirement for LV loads is to be assessed at project level.

Load Shedding Sequence shall be performed with A maximum delay time of not more than
200 ms between detection of the need for load shedding and opening of the corresponding
circuit breaker or contactor (including detection, treatment and opening of the contactor/circuit
breaker, and up to the CB status confirmed open in the ECS).

7.7.3 Event stamping and historic


Switching time of apparatus providing information to be discriminated shall be greater than the
time required for acquisition of the time and stamped events.

E.C.S shall have capability for event history recording over a continuous period of 6 months.

7.8 Disturbance and fault recording system


For industrial facilities Onshore & Offshore with an overall power demand of 20 MVA and above,
and/or a connection to a public grid, a disturbance and fault recording system shall be installed
on the main switchgear assembly.

For other industrial facilities with a lower rating, the decision of installation or not of a
disturbance and fault recording system will be taken on a project by project basis at pre-project
or basic design stage depending on the network complexity and criticality.

Disturbance and fault system shall record the following information:


• Voltage, current & frequency of each Turbo-generator
• Voltage, current & frequency of Public grid Incomer, if any
• Voltage, current & frequency of switchgear assembly Busbars
• Status (Open & Close positions) of Incomers & bustie Circuit-breakers
• Statuses of Pyrotechnic current breaking devices.

Disturbance and fault system shall be synchronized with the general synchronization signal.

Disturbance and fault system shall have a serial link interface with the ECS.

Data shall be exportable for post-processing with commercial software.

Special attention shall be paid to the selection of measurement instruments (CTs and VTs).

7.9 Black start requirements


Black start facilities shall be provided.

Black start shall always be manually initiated.

For essential generating units requiring external water cooling loop, the UCP shall also control
the relevant water lift and circulation pump and control valves.

For Offshore platforms with power generation water cooled, a specific blackstart sea water lift
pump shall be connected to the emergency board.

For floating units, refer to GS EP ELE 021 paragraph 10.7.

Black start sequence is required to be sure that the installation will be able to be restarted from
zero.

Once the danger has been cleared, all identified facilities necessary for the safe plant restarting
(UPS, batteries, diesel generator, HVAC, etc.) will be provided in order to allowed the plant
restart.

A simplified black start sequence with emergency generator for main power generation recovery
may be described as follows, but complete black start procedures will be issued during detailed
design studies by Engineering Contractor.

7.10 Electrical shutdown requirements


In case of gas detection inside electrical substation(s), all power supplies and polarities,
including batteries, shall be switched-off.

Equipment required to operate during main power shutdown, shall be certified for zone 1.

Temperature rise due to equipment staying energized shall be taking into account.

7.11 ESD tripping coil


Undervoltage tripping coils shall be provided for ESD0/1 purpose only.

In order to limit their amount, suitable location of tripping coils should be studied with support of
project Safety Logic Diagrams, consumers list and Fire and Gas Cause & Effect charts.

Consumers shall be grouped by location, function and services in dedicated LV switchgears.

8. Electrical substations
8.1 General
Electrical distribution equipment shall be installed within dedicated electrical rooms.

The associated power transformers shall be located outdoor in separated bays adjacent to the
room.

The number and location of substations and associated transformers will be determined
according to the following criteria:
• Substation location should be as near as possible to the loads
• Substation location should be as far as practical, outside hazardous areas.

The dimensions and layout shall provide safe access and adequate space for operation,
maintenance and removal of each item of equipment.

Only authorised personnel shall enter into the electrical substations.

For Onshore installations, mutualisation of building for both electrical equipment room and
instrumentation panels/equipments room shall be the base case.

8.1.1 Layout
The layout within the room will be governed by the size and quantity of switchgear assemblies.

A least 25% extra space should be provided for future phases extensions, unless otherwise
specified.

Analysis shall be carried out to assess potential segregation of Normal / Essential / Emergency /
UPS and/or A/B redundant items depending on criticality and potential common mode failures.

For HV and LV switchgear, available space for one cubicle at each side shall be provided as a
minimum.

HV switchgear assembly shall have bottom cable entry through closing plates.

All other electrical equipment shall have bottom cable entry through closing plates or brush
system.

No flanged pipe shall be accepted within electrical rooms, except for connecting point of large
water cooled VSDS unit.

When the voltage exceeds the safety voltage, insulating mats as per IEC 61111 shall be
provided:
• in front of switchgear and controlgear assemblies
• at the rear if access from rear is required.

The insulating mat shall be oil-resistant and non-slip.

8.1.2 Technical characteristics

8.1.2.1 Structural
Onshore substations are generally built from concrete.

Pre-fabricated containerized or modular construction substation in accordance with


GS EP ELE 211 could also be considered.

Electrical rooms with concrete walls and ceiling shall be painted.

8.1.2.2 Pressurization, heating, ventilation and air conditioning


For temperature and humidity in the electrical rooms refer to GS EP HVA 001.

8.1.2.3 Doors
Doors shall be located such that an unobstructed exit route is available in case of emergency.

For the maximum walking distance to be crossed inside the substation to reach an exit, refer to
GS EP SAF 221.

Door for material access shall be sized to allow entry/handling of the largest and highest single
item of equipment.

8.1.2.4 Raised floor/technical voids


Rooms with raised floor shall be mandatory for offshore.

Raised floor shall be designed with minimum free height of 1000 mm dedicated to electrical
cable routing.

Minimum height shall be compatible with the bending radius of the largest cross-section of
cables.

For onshore rooms with technical void, minimum technical void height of 1.80 m below beams
shall be provided.

In case of premises with raised floor or technical void, equipment shall be installed and fixed by
bolts on metal frame.

The metal frame shall be fixed directly to the floor structure.

Metal frame shall ensure suitable levelness for switchgear assemblies/equipment installation in
line with manufacturer requirements.

Cable trays shall be used for cable routing in raised floors and technical voids.

Use of marine type cable ladders with limited aisle height to ease the cable pulling shall be
acceptable provided that they do comply with other requirements of GS EP ELE 311.

8.1.2.5 Floors
For onshore concrete substation, provision shall be taken to have metallic frames embedded in
concrete to achieve the required floor levelness for switchgear assemblies / equipment
installation.

Floors shall be coated with anti dust coating.

Floor finishing shall be designed for rolling of the heaviest load.

8.1.2.6 Cable penetration


Cable penetrations in the buildings/cabins shall be by cable transits of the insert block type.

Other cable penetrations by adequate sealing method shall be acceptable for other onshore
buildings/cabins provided that:
• Sealing system is airtight for building overpressurisation purpose (if any)
• Sealing system fire rating is same than the wall on which it is installed.

Spares penetrations for future and for temporary cable entries shall be provided.

Face to face equipment may share the same clearance space requirement.

8.3 G.I.S substation


EPC Contractor to provide the Calculation Notes Room Overpressure.

8.3.1 Mesh Earthing to minimise the voltage step


The building earthing network design shall be reviewed and approved by the GIS Manufacturer
before installation.

Joints and overlaps in the concrete reinforcing mesh shall be welded with a minimum of one
weld every two crossing points.

The mesh shall be connected to the earthing network by a minimum of two points.

The mesh shall be designed with squares smaller than 20 cm large.

8.3.2 Overhead travelling crane


An overhead crane shall be installed in the GIS room for voltage above 70 kV.

The design shall be reviewed and approved by the GIS Manufacturer before installation.

The control command shall be easy to use even when there are busduct across the way.

9. Equipment
9.1 General

9.1.1 Handling / Lifting / Fixing


Equipment shall be provided with their proper handling and/or lifting arrangement.

Equipment lifting arrangement shall be permanently attached to and arranged to provide a


balanced lift in a vertical direction.

For equipment subject to offshore installation, lifting system shall be designed in compliance
with DNVGL-ST-E273 2.7-3.

The center of gravity of the equipment shall be shown on general arrangement drawing for both
operation and transportation conditions.

All equipment, frames and fixings shall be designed to withstand the loads, shocks and
vibrations caused by the most severe conditions occurring during:
• transportation and installation of equipment from factory to construction site
• load-out
• lifting of equipment
• installation of equipment,
• transport or transit of the platform or module from the construction site to final location,
• service and maintenance of the equipment.

Equipment on floating installations shall be designed for inertia loadings which result from the
wave-induced motion of the installation.

Due account shall be taken for variation in the static trim of the floating installation in tow and
normal operation.

9.1.2 Sea fastening


When equipment frames and fixings cannot handle loading conditions occurring during load-out,
lifting, transport or transit of the platform or module from the construction site to final location,
additional temporary sea or road fastening needs to be provided.

Securing of the equipment under transportation accelerations, including seafastening when


applicable, shall be designed and documented.

9.1.3 service conditions


Withdrawal space and lifting of heavy components shall be clearly defined on the Supplier’s
general arrangement drawing.

9.2 Transformers

9.2.1 General
Refer to GS EP ELE 141 and GS EP ELE 142 for Transformers.

For offshore transformers with operating voltage below 90 kV, the dielectric fluid shall be
synthetic Ester (class K) in conformity with IEC 61099.

Provisions shall be made for a 30% upgrading of HV/HV transformers by the future fitting of
automatically controlled forced air cooling fans without modification of any part of the
transformer.

Transformer secondary rated no-load voltage shall not exceed 105% of the downstream
switchgear nominal voltage.

Transformer inrush current and associated impact on network shall be assessed by dynamic
calculations.

Liquid filled power transformer shall use dielectric oil having a fire point of 300°C minimum.
Rating of HV/LV distribution transformers shall be limited to 2500 kVA for 400 V and 4 MVA for
690 V.

Number of different transformers ratings shall be limited.

LV/LV transformers shall be dry type.

Encapsulated design shall be used in offshore LQ.

Installation of differential CT's in transformer box shall be subject to company approval.

Supply of surge arrester between earth and phases shall be studied during basic engineering.

9.2.2 Transformers installation


For overall layout refer to the requirements of IEC 61936-1.

Outdoor power transformers shall be installed in a fenced area.

Outdoor power transformers shall be installed with a removable roof.

Layout, fencing and roof shall not impact transformer cooling.

Mechanical Interlocking device shall be provided between the access to the transformer
terminals or transformer bay and switchgear feeder earthing switch.

For redundant transformers located adjacently, rated fire barriers shall be provided between the
two groups for outdoor transformers.

Alternatively, location of redundant power transformers may provide such distance


between the two groups as to avoid mutual impact in case of an accident.

Minimum clearances for transformer connections shall be 1000 mm (cables not included) and
800 mm for the other sides.

9.2.2.1 Liquid-immersed transformers


Liquid-immersed transformers shall be located outdoor.

Prefered cooling methods for liquid-immersed transformers shall be ONAN or KNAN.

Other cooling methods may be used subject to "GS Managing Entity" approval

A receiving tank shall be provided under each transformer for offshore.

As per IEC 61936-1, for onshore, sump for containment of insulating liquids shall be provided.

The length and width of the sump shall be equal to the length and the width of the
transformers plus 20% of the transformer's height (including the conservator) on each
side.

Transformer tank, or sump shall be connected to the open drain system via a fire break.

Transformer installation shall be such that burning of a transformer with a liquid volume of more
than 1,000 l will not cause a fire hazard to other transformers or objects.

In case the above distance requirements are impractical, mitigation measures shall consist in
installation of fire barriers and/or increased fire resistance of exposed building surfaces, to
provide a separation having minimum classification EI 60 or REI 60 as defined by standard

When required, transformers located offshore shall be separated from process area by a
fireproof wall.

Dry type transformers shall be located indoor for offshore.

Minimum clearances for "Self standing" dry transformers shall be 600 mm for sides where
access is not required and 800 mm for the other sides.

9.2.2.3 Neutral earthing resistance


Refer to GS EP ELE 190 for Neutral earthing resistance.

Neutral earthing resistances shall be located in safe area but as close as possible to the
transformers.

9.3 Motors
Motors are squirrel cage induction type unless otherwise specified in a Project particular
specification.

As a general rule, motors up to 150 kW should be Low Voltage (400 Vac or 690 Vac), and High
Voltage above 400 kW.

Company recommendation is as follows:


• 230VDelta / 400VStar for Direct-On-Line motor rating up to 0.55 kW
• 400VDelta / 690VStar for Direct-On-Line motor rating up to 132 kW
• 690VStar for Direct-On-Line motor rating from 132 kW to 250 kW
• 400VDelta / 690VStar for Variable Speed motor rating up to 400 kW.

Voltage choice for motors between 150 and 400 kW is subject to technical and economical
study during basic engineering.

Motors shall be designed for direct-on-line starting.

In particular starting conditions an appropriate starter may be required.

When required by the Project, motors could be provided with a control station (start/stop
pushbutton) adjacent to the equipment.

Field Emergency stop push buttons shall always be directly hardwired to the tripping coil of the
switching device.

Field Emergency stop push buttons shall have spare contact available.

For electrical facilities connected to a public grid and subject to very short interruptions (e.g.:
t ≤ 0.3 s), natural re-acceleration shall be considered.

Acceptable voltage disturbance duration should be confirmed by Motor Manufacturer.

For HV motor, rated output shall be in accordance with the table hereunder.

9.4 DC and AC UPS

9.4.1 General
Refer to GS EP ELE 151 for DC UPS systems.

Refer to GS EP ELE 152 for AC UPS systems.

Provision shall be taken for electrical isolation, ESD and blackstart in the design of UPS
distribution panel and of the battery isolation circuit breaker.

9.4.1.1 DC UPS
DC UPS should be selected depending of the service required in the following predefined types
as mentioned on the data-sheet:

Type 1: where redundancy is not required DC UPS shall consist of:


• 1x100% rated rectifier/charger
• 1x100% rated battery
• 1 distribution board.

Type 2: where redundancy is required, the DC UPS shall consist of:


• 2x100% rated rectifier/charger in parallel operation through blocking diodes
• 2x50% rated battery (with battery chargers sized to charge both sets of batteries)
• 1 distribution board.

Type 5 (secondary DC supplies): Where there are already AC UPS and only limited power of
DC supply is required, the DC supplied may be derived from the centralized AC UPS.

This type comprises two rectifiers in parallel operation through blocking diodes, supplied
from the AC UPS sources.

9.4.1.2 AC UPS
AC UPS systems comprising battery charger, stationary batteries, inverter and by-pass
transformer are used to provide uninterruptible supplies.

The inverter output shall be 230 V single phase for UPS up to 120 kVA.

For small UPS, less than 10 kVA, modular equipment may be used.

Redundancy for UPS will be determined taking into account the criticality of loads, to be
analysed in conjunction with instrumentation/safety disciplines.

9.4.2 Typical autonomy


Unless otherwise specified in the Project particular specification, the autonomy of the UPS are

9.4.3 Batteries

9.4.3.1 Battery type


Battery shall be of the following type:
• Nickel-Cadmium - vented type - IEC 60623
• Nickel-Cadmium recombination type - IEC 62259 with a recombination level of 90% and
above
• Nickel-Cadmium - sealed type - IEC 60622.

Unless otherwise specified, the Nickel-Cadmium vented type is preferred.

9.4.3.2 Battery installation


For dilution ventilation to provide in the enclosures / rooms containing battery cells refer to
GS EP SAF 216 and paragraph 9.4.3.4.

GS EP SAF 216 and IEC 61892-6 (even for onshore application) shall be refered to for proper
battery installation and integration.

Selection of the batteries types and their installation/location shall comply with following table

In case of installation in a dedicated indoor battery cabinet, the cabinet shall be adequately

Artificial extract ventilation shall be provided with exhaust at the top of the dedicated indoor battery
cabinet, if natural ventilation is impracticable or insufficient.

Contrary to IEC 61892-6, outdoor battery boxes provided with suitable Atex and/or IECEx
certification shall be installed in Zone 2 area.

Permanent hydrogen gas detector(s) shall be provided in dedicated indoor battery cabinet(s) if 0.2
kW ≤ Pcharge ≤ 20 kW.

Pcharge shall be limited to 4 kW for battery installed in a dedicated indoor battery cabinet and in a
permanently manned location.

Technical room/ battery room ceiling where the batteries are installed, shall be completely flat.

A battery circuit breaker with overcurrent protection shall be provided in an enclosure.

It shall be located adjacent but preferably not in the battery room.

When required, an undervoltage tripping coil could be provided for ESD purpose.

If the battery has to supply loads after a gas detection shutdown, battery breaker shall be
suitably certified for zone 1 Category 2 Ex d protection mode IIA T3 when installed outside the
battery room or IIC T3 when installed within the battery room.

“Reset” of this breaker shall be possible by an “externally accessible” operating handle.

Ventilation failure shall initiate an alarm in the control room.

Battery charge shall be stopped on loss of ventilation.

9.4.3.3 Installation in a dedicated battery room


Batteries shall be installed on impregnated hardwood or insulated electrolyte resistant metal racks.

Motor driven fans shall ventilate the battery room.

Dedicated 2 x 100% exhaust air fan units suitable for installation in hazardous area Zone 1
IIB + H T3 shall be installed, with extracts from the battery cabinet or from the room at a high
level over the battery racks.

Fans shall be suitable for operation in Zone 1 for category G(ii) gases or gas group II C (or II
B+H2).

Hydrogen detectors shall be installed.

In case of hydrogen detection, the ventilation of the battery room shall be maintained and
settled in boost mode (2 Fans in operation).

On hydrogen detection the battery charge shall be switched off.

On hydrogen detection all ignition sources in the room shall be isolated, with the exception of
the electrical equipment certified for Zone 1 category G(ii) gases or gas group II C (or II B+H2).

9.4.3.4 Dilution ventilation criteria


The purpose of ventilating a battery location or enclosure is to maintain the hydrogen
concentration below the 4%vol hydrogen lower explosion limit (LEL) threshold and limit the
oxygen content to normal level. Battery locations and enclosures are to be considered as safe
from explosions, when by natural or forced (artificial) ventilation the concentration of hydrogen is
kept below this limit.

The formula selected for the dilution factor calculation in IEC 61892-7 and IEC 62485-2 shall be:
Q = 0.05 x n x Igas x Crt x 10-3 [m3/h]

Igas: Current producing gas in mA per Ah rated capacity for the float charge current Ifloat or the

9.5.1 Lighting

Adjacent luminaires shall as far as practical not be supplied from the same circuit.

Each outdoor luminaire shall be connected to an accessible local junction box.

9.5.2 Socket outlets


Refer to GS EP ELE 082 for Socket outlets.

Non-industrial sockets shall be built in accordance with IEC/TR 60083 (domestic type) and will
be used in control rooms, offices, meeting rooms and living quarter areas.

All 16 A sockets shall be fed from essential 230 V distribution boards.

Maximum number of 16A sockets supply by one feeder shall be 7.

63 A Welding sockets shall be fed from 400 V essential network.

9.5.2.1 Outdoor areas


Socket outlets 16 A (Ph+N+E) shall be provided so as they can be reached from any location
with 25 m cable.

Welding sockets 63 A shall be provided (one per deck minimum) and so installed as they can be
reached from any location with 35 m cable.

When the amount of welding sockets is above 8, sockets shall be fed from a dedicated
fixed indoor distribution board.

Maximum number of 63 A welding sockets supplied by one feeder shall be 2.

All external sockets shall be provided with plugs.

9.5.2.2 Indoor areas


Indoor single-phase 16 A convenience socket outlets should be provided at suitable points and
in suitable number to meet operation/maintenance requirements.

The number of socket outlets and their distribution shall make it possible to reach any point in a
room with an 8m extension cord.

The minimum number of socket outlets shall be 2 per room.

Convenience socket outlets circuits shall not be mixed with lighting circuit.

The following number of UPS socket shall be installed:


• 1 UPS socket in technical room and work shop
• 2 UPS sockets in each office, control room, laboratory and instrument and telecom
workshop if any
• 4 UPS sockets in Instrument & Telecom room.

UPS Socket outlets could be with blue colour covers unless otherwise specified.

Office computers shall be supplied by UPS’s.

A maximum number of three UPS socket outlets per circuit shall be allowed.

Socket outlets installed inside technical rooms shall be of Industrial type IK08 with cover.

For workshop, maximum number of sockets will be evaluated according to actual/estimated


load.

9.5.3 Platform supply socket


When required in Project particular specification, an external socket from which all the platform,
or only special equipment (e.g. crane) can be supplied from an external source could be
installed.

This socket should be located near the boat landing for supply from boat or on the upper deck
for tendering supply.

Unless otherwise specified, socket voltage will be 400V - 3 W + Earth, 50 Hz.

9.5.4 Helicopter Landing Lights, wave-off lights and Aviation Obstruction Lighting
The helicopter landing lights, wave-off lights and aviation obstruction lights shall be supplied
and installed in accordance with the requirements of the relevant international and local
regulations (refer to GS EP ELE 321).

They shall be fed from the emergency power supply system or, when required, from an AC UPS
system.

9.6 Capacitor banks


When required, capacitor banks will be installed to improve the power factor to a value for which
the local Electricity Board cannot apply penalties.

A joint technical economic evaluation will be carried out by the Engineer/Contractor, taking into
account the interferences linked to harmonic generated on the network.

9.7 Thyristor controlled electrical heater

9.7.1 Construction requirement


Thyristor controller panel shall be equipped with the following:
• Incomer switch
• High speed fuse for the thyristor protection
• Incoming voltage monitoring
• Panel over-temperature protection in the converter panel
• Electrical heating element over heating protection.

If the thyristor controller is not compatible with the high impedance neutral earthing system,
necessary isolating transformer shall be installed.

9.7.2 Acceptable technologies


The heater control shall be split as follow:
• 2 fixed steps of 30% each of the rated power.
• 1 variable step of 40% of the rated power in zero-crossover or phase angle control.

Fixed steps shall be switched on & off by contactors.

Contactors could be located in the Main electrical switchboard MCC or in a dedicated MCC in
accordance with GS EP ELE 135.

When input current variation may potentially affect the power generation (vibrations…), Phase
angle control should be preferably considered.

Active anti-harmonic filters shall be implemented directly within the heater control panel.

The Active Filters shall be compatible with the high resistance earthing system (including
permanent insulation monitoring) as mentioned above. (Isolation transformer may be required).

9.7.3 Internal Fault


Thyristor control panel rated 800 A and above, shall be type-tested under conditions of arcing
due to internal fault in accordance with the procedure described in IEC 61641.

The thyristor control panel shall fulfil, under arcing conditions, the criteria 1 to 7 as defined in
IEC 61641 § 8 for an internal arc up to the cabinet rated short-circuit current for duration of 0.3 s
minimum.

The Supplier shall provide with his offer the following:
• Three-phase heating elements detailed data and physical arrangements
• Complete thyristor control description including control management modes
• Harmonic rejection/content (THD should be less than 5% whatever the load) and active
filter sizing and complete electrical and mechanical characteristics.
• Thyristor controller panel heat dissipation for ¼, ½, ¾ and 4/4 loads
• Complete arrangement drawing, schematic diagrams…
• Thyristor Power and Control Panel Internal Arc Withstand type test certificate.

9.8 Cables and cabling

9.8.1 Cables
All cables shall be flame retardant type to IEC 60332-3-22, Category A.

In addition to this requirement, cables for special (vital safety) services shall also be fire
resistant type to IEC 60331-21.

Indoor cables for the living quarter areas and continuously, permanently and normally manned
rooms/enclosures shall be Zero Halogen type.

Cables associated with electrical power for HVAC systems shall be as per electrical
Specification.

All other HVAC system cables will be as per instrument Specification.

Cable cross sections are chosen among the standardised list of IEC 60228.

Maximum core cross section shall be as follow:


LV = 3 x 240 mm2 (three cores)
= 1 x 400 mm2 copper (single core)
= 1 x 630 mm2 Alu (single core)
HV = 3 x 185 mm2 (three cores)

For links rated 2000 A and above or when cable sizing leads to 4 or more cables in parallel, use
of fully insulated bus ducts shall be considered.

Buried cables shall be armoured.

Cables running in hazardous areas in zone 1 & 2 shall be armoured.

Fire resisting cables shall be armoured.

Mixing of two different voltages (level and/or source) in the same cable shall be forbidden.

9.8.2 Cable routings


Cable routings are defined in GS EP ELE 364 and GS EP INS 106.

Cable routings shall follow different routings in the following cases:


• Bus section feeders of a same switchgear assembly
• Redundant equipment (duty/standby)
• Equipment requiring duplicated power supplies.

Cable routings shall be designed in order to perform routine maintenance and any removal of
equipment can be carried out with proper and safe access to equipment.

Refer to GS EP ELE 116 for Instruments cables trays.

Different cable routings shall be provided for:


• H.V cables
• LV power cables, Lighting circuits and DC Power Supplies

Barrier glands shall only be used where required by IEC 60079-10-1.

For certified cable glands and any required certified plug, the selection shall be in accordance
with the equipment type of protection:

To be noted, cable glands are not required to enter cables into floor mounted switchboards

9.8.5 Junction boxes


Junction boxes shall be IP65, IK08, made of Glass Reinforced Polyester, provided with a
minimum of 1 spare entry.

Suitable accessories shall be provided with GRP boxes for earthing of armoured cables.

Outdoor Junction boxes shall be fitted with a pressure compensation device.

10. Miscellaneous
10.1 Electrical workshop
The electrical workshop shall be equipped with an electrical test panel with various voltages
(24/48/110 VDC and 230/400/690 VAC) found on the site.

10.2 Electrical safety kit


Each Electrical room shall be equipped with electrical safety devices, selected according to
voltage level.

Safety devices shall be grouped together on a rack fixed to the wall close to the main door
access, and include as a minimum:
• One pair of rubber gloves (in a box) + tester
• Safety anti-flash glasses
• One isolating platform (HV rooms)
• One Rubber mat (LV rooms)
• One rescue stick
• One voltage detector
• Mobile earthing kit with clamps (HV rooms)
• “First aid” safety instructions and first aid posters
• Portable light suitable for zone 1 hazardous area (category 2)
• One isolating pole
• Eye - wash.

10.3 Earthing
Steelwork associated with the structure and all equipment shall be bonded together.

All main electrical equipment shall be bonded in two points to the general earth grid.

10.4 Lightning protection


For sites, which are subject to lightning strikes, refer to GS EP ELE 032 for provisions to be
taken.

10.5 Early smoke/fire detection


When required by the Project, an early detection system should be provided in technical rooms
and/or integrated into the HV or LV assemblies.

In the latter case, Internal Arc Classification of the equipment shall be maintained.

10.6 Anti-Condensation heater


Enclosures shall be equipped with anti-condensation heaters of sufficient capacity to prevent
the formation of condensation within the enclosure under the service conditions.

Anti-condensation heaters shall be installed at the bottom of each vertical section.

Anti condensation heater shall be individually protected by an earth leakage circuit breakers
with alarm contacts.

Anti condensation heaters shall be controlled by hygrostats.

10.7 Colour code


The following colour code shall be used (as per IEC 60073 § 4.2.1.1 Table 2 col 1 Safety of
persons or environment):

11.1 Protections

11.1.1 Co-ordination of electrical system protective devices


Time constant protection system will be preferred but Time dependent protection system may
be considered.
Selectivity will be preferably time graded (time delayed).

Company protection philosophy is:

• No logical interlock between protections shall be considered.

• Protection settings shall be based on minimum short circuit values.

• Protection settings shall match the enclosures Internal Arc Containment


characteristics.

• In case of protection failure, any electrical fault shall be tripped by the upstream
protection.

• A lockout relay (86) shall be installed on all equipment protection, except for
thermal overload 49.

• Lockout relay shall be reset only locally.

• Protection settings shall not be changed through communication links.

• Differential protection shall be considered only for large/critical equipment.

Preliminary protection and co-ordination diagrams shall be proposed when loads are tentatively
sized and before major equipment is placed on order.

11.1.2 Insulation co-ordination


Insulation co-ordination study shall determine, as per IEC 60071-1, the insulation characteristics
necessary for the various network equipments to obtain a withstand level that matches the
normal voltages, as well as the different over-voltages due to disturbances such as switching,
lightning impulses, capacitive voltage rise for long cables (Ferranti effect), etc.

Study shall provide suitable protection measures to reduce the risks of overvoltages.

11.2 Electrical Power System Studies


Electrical studies and/or calculations are required to be done to substantiate the selection and
sizing of electrical equipment such as generators, transformers, busduct, switch gear, etc.

Network calculations shall be carried out using approved power system analysis software.

11.3 Hazardous Area Verification Dossier


Refer to GS EP ELE 460 section 11.4.

Verification dossier shall be prepared for the complete installation in line with the requirements of the
IEC 60079-14.

Prior starting of precommissioning activities, an exhaustive list of installed explosion protected


equipment shall be prepared and provide at minimum the following information:
• Equipment / component tag
• Location
• Hazardous area classification of the location
• Marking
• Notified Body / Ex certificate number.

11.4 Electrical Equipment Obsolescence Dossier


Refer to GS EP ELE 460 paragraph 11.5, IEC 62402 guideline and GS EP TEC 007 for
obsolescence management.

Company facilities are designed with an expected design life ranging from 20 to 25 years at
least.

Some electrical equipment have shorter life cycle, which might result in one or more upgrading
during the design life of the facilities.

Electrical design shall ensure that electrical network, components (in particular electronic &
software based ones), individual elements and the respective running tools, test equipment,
software and human skills can be maintained or replaced such that the original function and
integrity of the whole production system can continue in an uninterrupted manner for the field
life.

Electrical design shall include provision to allow the upgrade of the contemplated electrical
equipment with minimal disturbance to the production, the power generation and electrical
distribution.

Such provision shall include for instance space provision to ease equipment replacement
minimising disturbance, redundancy in the power distribution allowing one branch to feed the
entire system when the other one is being replaced, etc.

Design provisions shall also take into account satellite facilities and potential known future
extensions.

Level of compliance to those requirements ought to be verified during the project stages.

Cost of obsolescence and resolution costs for obsolete electrical equipment or main sub
