STATEMENT OF TECHNICAL REQUIREMENTS FOR

SHIP INSTALLED RADIAC SYSTEM (SIRS)

1. Introduction. An indigenous SIRS 4012 developed by M/s ECIL,

Hyderabad designed using state of the art technology and is capable of detecting
dose rate in the range of 0.01 m GY/ hr to 9.99 GY/ hr shall be fitted on ADS as one
of the equipment pertaining to NBCD set up on ADS.

2. Design. Standard configuration of SIRS 4012 as approved by NHQ/ DEE

vide their letter EE/03/8926 dated 30 Aug 01, comprises of 08 detectors, the Central
Indicating Assembly, External Indicating Assembly and associated electronics, for
installation of large ships. The same configuration, with three in number of External
Indicating Assemblies, has been considered for fitment onboard ADS.

3. Scope of Supply. The configuration and arrangement of the system and its
scope of supply for the ADS is based on the following:

(a) NHQ Letter EE/03/8926 dated 30 Aug 01.

(b) BR 2170 Vol. 2 (Chapter 37).

(c) INBR 1082 Technical Manuals Radiac System SIRS 4012.

(d) Present installation of SIRS 4012 onboard Viraat.

4. Siting of Units. Siting of the various units of SIRS 4012 system on the ADS,
will be as follows:

5. Location of Detectors High Level and Low Level Air. The locations for
the ‘Detectors High Level Air (HLDR) and Low Level Air (LLDR)’ have been chosen
on the basis of following considerations:

(a) There are not more than one detector in one citadel.

(b) The onset of radiations/ nuclear fallout in a citadel shall be detected at

the earliest possible instant.

(c) Area of operational importance, area where the personnel movement

is more likely, are close to openings/ doors to other decks and adjoining
sections have been importance to the other areas and are therefore covered.

(d) One detector on the bridge top along with a ‘Detectors Low Level Air
(LLDR)’to detect the early levels of the fallout.
6

(e) Though there is a HLDR in the hanger of Viraat, in ADS this location
is not chosen, as the hanger is not a citadel.

6. Location of Detectors Low Level Water . The locations of the Detectors

Low Level Water (LLDRs), are chosen to be the inlet of the ‘Main Machinery
Cooling Sea Water Pumps’ in Forward Engine Room (FER) and Aft Engine Room
(AER), inside the suction pipes before the non return valves. These pumps are
likely to be on all the time at sea and in harbor and their suction is the best location
to detect the early onset of the nuclear contamination of seawater. INBR 1082 also
recommends the same location.

7. Location of Central Indicating Assembly. The Central Indicating

Assembly will be located in DCHQ1 being the primary position for monitoring and
control of NBCD actions. DCHQ1 is also centrally located in the ship on deck 5.

8. Location of External Indicating Assemblies. Requirement of three

External Indicating Assemblies (EIAs) at the three locations shown in the above
table is necessary in a ship of ADS’s size. The indications of the system shall be
simultaneously available at DCHQ 2, Ops room and Bridge.

9. Cables. The particulars of the cables required (with their connectivity details
) have been shown in the cable drawings on the system at annexure 1. The
approximate estimate of the lengths of cables required is placed at annexure 2.

10. Provision for Connection to AISDN and IMCS . The system will heave
provision to give relevant indications to IMCS (Integrated Machinery Control System
) and AISDN (ATMbased Shipboard Data Network). The details would be worked
out in consultation with M/s ECIL after/ during the design of AISDN and IMCS.
