 The agricultural reform was one of several socioeconomic conditions that existed throughout the
Spanish era. The idea of an encomienda was first introduced by the Spanish when they landed in
the Philippines. This system mandated that the encomienderos protect their charge from
external threats, uphold internal tranquility and order, and assist the missionaries. The
encomiendero got permission to levy tribute on the Indios in exchange. However, the
encomienderos' misuse of authority made the system vulnerable. A few influential landowners
received the tribute as a land lease. And the locals, who once cultivated the land without
restriction, were made co-owners. Powerful landowners may always find loopholes in land
regulations, or even utilize them to their advantage to hold onto and expand their dominance.
