Our administrative offices have relocated to our other premises at the York Farm
roundabout opposite Uno Petroleum Filling Station.

As we serve our business partners and stakeholders, we would like to give assurances
that we are taking immediate and comprehensive measures to restore normalcy as
quickly as possible to parts of our business that were affected by the fire.

We are grateful for all the support rendered to us during the fire incident. We
recognize and appreciate the effort of the Fire Brigade, Zambia Air Force,
Government and its agencies in helping us to contain the fire. We also express our
heartfelt appreciation to the brave firefighters and the community at large who
worked tirelessly to help contain the fire.

We firmly believe that with the unwavering support of our dedicated team, loyal
customers, suppliers, and other stakeholders, we will overcome this setback. We are
confident that the resilience and determination that have defined our organization
over the years will guide us through this difficult period.

withdraw from Cabinet Office

should not be the ones in the
forefront of putting our beloved
former president up for public
ridicule and political humilia-
tion,” he said in a statement.
“Those calling for his return to
active politics do not mean well
to the former president and they
are doing so with ulterior
motives of personal aggrandise-
ment. It is sad that these people
do not feel for president Lungu
and his family as they push this
agenda of his political come
back.”

1996 general elections after
government evoked the citizen-
ship clause and barred him from
running in that general elec-

appointed PF secretary general
Raphael Nakacinda to quickly
organise the party convention.

ter the convention is held now as
opposed to holding it in 2025.
Holding the convention this
October is advantageous as the
move will give enough time to
the party to heal. The move will
also give the party enough time
to mobilise itself and market the
new party leader. If the party
holds a convention or ‘installs’
a new leader in 2025, what time
are we going to have to cam-
paign and market that new party
leader? Holding the convention
in 2025 is a big gamble as the
party risks going into the August
2026 general elections very
divided and weak.”

people who are quick to rise
against unjust conditions that
exist. They are the ones that
bring the changes that we see in
the world,” he said. “If some-
body is not revolutionary as a
young person it will be very dif-
ficult for them to be
revolutionaries in old age.

mer UNZASU president. He
was elected president by other
young people. He is the general
secretary of our youth league,
again elected by young people.
He is unstoppable leader. He is
a leader of his comrades. He is a
leader of our party. He is a

“They are actually just hard-
ening them. They are hardening
these young people. They are
making them more rebellious.

revolutionary than they want.

allowed to be given another five
years in 2026. They will destroy
this country. They are negating
anything that this country stood
for. We were hoping for more,
better respect for human rights,
for the freedom of speech, free-
dom of expression, freedom of
assembly, freedom of associa-
tion. We are not seeing that,” he
said. “What we are seeing is an
increase in violation of human
rights. We are seeing more and
more people detained in police
cells for more than 24 hours,
which is an illegality. That must
be challenged before the courts
of law. They have gotten away
with it with impunity. It can’t
continue.”
Dr M’membe noted the need
for people to start taking legal
action against unjustified deten-
tion beyond 24 hours.
“They have detained Gabriel
here from Thursday, unjustifi-
able. They could have given him
police bond. They have denied
him police bond. They could
have taken him to court on
Friday, hey didn’t want to take
him to court,” he said. “The
charges that they have put
against him are very frivolous.
They know themselves. Again,
it’s a case of abuse of power. It
is simply abuse of power. If this
is not tyranny, what is it? If there
is not repression, what is it? If
this is not violation of human
rights, what is it?”
Dr M’membe said if the gov-
ernment starts using the police
politically, it is destroying a very
important institution of society.
“The police are a very impor-

Czech volunteers help build a secondary school in Kashitu

In a considerable effort to help the Kashitu community in Central
Province, 22 volunteers from the Czech Republic have introduced
innovative brick-making technology to locals in the area.
The volunteers have trained 10 Zambians in the brick-making
process. There is no doubt that the new method can change how
buildings are made in the area and bring them closer to having a
much-needed secondary school.
The first building of this school was officially opened by the
Czech Ambassador to Zambia, Pavel Prochazka, and Kashitu
district commissioner Francis Hasalama. This building will work
as a workshop where the local community will continue to produce
unburnt bricks available for sale and for continuing the
construction of more parts of the school.
Ambassador Prochazka, who was warmly welcomed by the
locals, praised the hard work and dedication of the 22 Czech
volunteers helping the community in the past three months. He
pointed out the importance of education for a better future and
more opportunities for young people in the area.
Ambassador Prochazka motivated the young Zambian
volunteers to continue the tremendous work and help the local
community.
Meanwhile, Hasalama thanked the Czech Republic for their
generous support and expressed hope that the partnership will
strengthen the bond between Zambia and the Czech Republic. He
said the collaboration has a unique impact on the whole Kashitu
community.
Juliet Bwembya, one of the youth volunteers who spoke on
behalf of others in Kashitu Community, applauded the Czech
government for the empowerment. Bwembya said the gesture was
an important one to them as it will improve their standard of
living.
“We want to thank the Czech government for empowering us
with such a skill. As youths here in Kashitu, this gesture will
improve our living standards here. We are happy and we want to
also empower many youths in brick making. On behalf of the
community and the youths here, I want to commend the Cezech
youth volunteers who stayed with us here and gave us chance to
learn,” said Bwembya.

This special brick-making method comes from the Czech
Technical University. It was brought to Zambia by Petr Canda who
organised the project alongside the New Renato Community
Society.
The two machines donated to the community use locally
available material to produce unburnt bricks, which are a great
choice as they are cost-effective and more sustainable. The bricks
produced this way are more affordable, resilient and faster to
produce.
This impressive project was made possible, thanks to the Czech
Republic´s contribution to the UNDP Challenge Fund. This highly
competitive funding opportunity proves that the project is of the
highest possible quality and has a positive impact on the Kashitu
region in many ways, including education, jobs, and taking care of
the environment.
As the Kashitu community looks forward to completing their
much-needed secondary school, this new brick-making method
gives them hope for a brighter future. The collaboration between
the Czech Republic and Zambia shows how working together can
bring significant, positive changes to the whole community.

The national budget analysis:

agricultural perspectives

he theme for the 2024
national budget is
‘‘Unlocking Economic
Potential”.
In 2022 the projected GDP
growth was 5.2 per cent. In
2023 the expected growth is
2.7 per cent. The projected
GDP growth for 2024 is 4.8
per cent. To attain this, the
agricultural sector has to
contribute to the realization of
this theme. All the sectors of
the economy cannot function
when people are hungry.
Teachers cannot teach when
they are starving and no coun-
try can thrive when they have
no adequate food. This is how
critical the agriculture sector is
and this requires stringent and
specific measures to respond
to the missing gaps.
The Minister of Finance
Hon Situmbeko Musokotwane
said that, according to the
2022/2023
Crop Forecast Survey, the
country produced 3.2 million
metric tonnes of maize. This
means that the country pro-
duced enough food for itself.
Notwithstanding this perfor-
mance, several of our neigh-
bouring countries experienced
inadequate harvest. Demand
for maize from the region has,
therefore, led to higher maize
grain prices and subsequently
escalation in mealie meal
prices.
Traders from countries
with maize shortages started
buying maize from Zambia
even when it was still green in
the fields and they offered our
farmers high prices. He further
added that farmers abandoned
growing of maize and shifted to
soya beans for better returns.
The government had no option
but to raise the buying price
of maize or else face a situa-
tion where most of the maize
grown in Zambia would be
exported by traders into the
region, thereby causing even
higher shortages.
Our perspectives
In as much as our farmers
need competitive prices of
maize. The solution to this is
not merely increasing the price
of maize by the government
but putting up measures to
help farmers increase produc-
tion and productivity levels by
lowering the cost of produc-
tion. The government must be
alive to the fact that they were
voted in to lower the high cost
of living. There is no need to
shift goals. There is no need
to compare prices from other
countries. There is no need of
telling Zambians to go to the
village and start farming.
We must sit together and
find lasting solutions. If the
government wants to leave
this within the confinement
of their political sphere no
tangible answers will be found.
If solutions are extended to
technocrats within the Ministry
of Agriculture and other
relevant stakeholders, this is a
small matter than it appears.

public office they

voted into government – they
promise to change this and that.
And voters always want change
for the better. However, when
they go into government most
of them hit a snag because of
bureaucracies. Or simply they take
way too long to grasp how the
government machinery operates.
The Zambian government has
such complicated bureaucracy
that sometimes it confuses even
career civil servants. It is this
same bureaucracy that has caused
setbacks in policies and necessary
projects that could have been
procedures. Frederick Chiluba also
complained like Hakainde but he
quickly moved over it because he
had a very good team of people
who had worked in government
before. People like Michael, Vernon
Mwaanga, the Wina brothers
in Arthur and Sikota; and many
others. So it was very easy for
Chiluba to quickly start delivering.
Even when he cracked the whip,
he had foot soldiers in the system
who knew where to direct that
salvo. Hichilema brought in way
too many novices and they’re
yet to understand the system
from which they are to deliver or
implement their manifesto.
Hakainde is in a hurry to deliver
what he promised Zambians,
and we appreciate this. But other
than blaming bureaucracies or
processes as he calls them, he
process civil servants stay
back, leaving you to do
things the way you want.
And when you get stuck, you
fail to go back to the same
people you looked down on.
So, in the process you fail to
implement your policies and
the government machinery
stands still.
Thirdly, there are sometimes
serious tribal overtones where
your own people label civil
servants from regions that
are not your strongholds as
supporters of the opposition.
And this is a painful reality
in this government. To them,
every civil servant who is not
from their three traditional
strongholds is treated as a
member of the opposition.
They are therefore treated with
so porous? Why are our farm-
ers allowing this trend to grow?
What measures is the govern-
ment putting in place besides
raising security levels in curbing
the scourge of smuggling? The
behaviour of foreigners’ farm-
ers must not be condoned. It
contributes to poverty levels.
Nonetheless, lack of local
sustainable markets for them
contributed to this. This is an
opportunity for government to
ensure they create organ-
ised markets for smallholder
farmers because export of
the commodities by millers
has not been benefitting them
and has contributed more to
the prevailing circumstances.
The government’s failure to
monitor activities surround-
ing exports of mealie meal by
millers is another matter of
production cost.

machineries that are pertinent
to production such as tractors
and others to add value ad-
dition would have been given
the same treatment with a
view of raising production and

some extent, we sympathise with
him. He is not the first one to have
been frustrated in this manner.
Others before him have expressed
similar sentiments. But for him
it was expected because he had
never worked in government
before. It was much easier for his
predecessors like Michael Sata,
Levy Mwanawasa, and Edgar
Lungu who were already well
acquainted with government

should understand several other
factors. Firstly, these processes
are what our laws prescribe for
public officers. If they skip these
same processes they get in
trouble with the law. Right now, his
administration has taken former and
serving civil servants to court for
allegedly not following procedure
in the procurement of goods and
services. These are processes
prescribed by our laws – the same
processes that are frustrating
Hakainde. The government is
claiming that these people took
shortcuts, the same things Hakainde
is trying to do. By law, shortcuts not
found in our statutes are illegal. That
is why people are refusing when he
instructs them to do that. They know
that if they get arrested, Hakainde
will not be there to defend them. He
won’t intervene to say, it’s me who
directed them to prefer outcomes
and not processes.
So on this score, he should expect
more frustrations until his ministers
start taking bills to parliament to
amend certain unnecessary clauses
and deal with processes.
Secondly, there is always an
element of looking down on civil
servants whenever politicians form
government. They treat everyone
they find as an enemy. In the

So in this case they choose to
leave everything to him and
maintain their space. He has
serious introspection to do.
Leadership is an art. Let him
realise that the presidency
is just a small cog in this big
machine we call Zambia. The
moment he plays his part by
lubricating state institutions of
governance, he will navigate
his way and start seeing
progress.
Hakainde and his team have
to strike a balance between
politics and service. Yes, his
concerns are genuine because
we also have civil servants
who do not want to detach
from old systems – probably
because they get personal
benefits from such systems.
But every bad system has
to be uprooted at some
point. This should of course
not come at the expense of
people’s jobs and freedoms,
unless proven such are a
liability. The process should
not be carried out with malice.
It should not be a purge but
a genuine cleanup of the civil
service system to ensure
smooth and efficient service
delivery.
Remember as Brooks
Atkinson warned,
“Bureaucracies are designed
to perform public business.
But as soon as a bureaucracy
is established, it develops an
autonomous spiritual life and
comes to regard the public as
its enemy.”
So change is required to rid
this nation of that bureaucracy
inhibiting progress!

climate change, high cost of
inputs, unaffordable finance,
inadequate irrigation and other
agricultural support infrastruc-

To mitigate the escala-
tion in prices of mealie meal,
government is implementing a
number of measures to boost
supply and stabilise prices.
Among measures the minister
highlighted are:
• Reduction of the cost of
fertiliser, which has come down
to US $865 per metric tonne
from about US $1,200 in the
last season, which is giving a
difference of 335 dollars per
metric tonne.
• Government negotiations
with millers for them to reduce
the cost of mealie meal if they
buy maize from stocks held by
the Food Reserve Agency.
• Finally, the Food Reserve
Agency releasing stocks of
maize for community pur-
chases so that citizens can have
a choice of milling their maize
using cheap methods like ham-
mer mills.
When the President Mr
Hakainde Hichilema had a
recent media engagement, he
mentioned that a team was
constituted to find solutions to
the high mealie meal prices. Are
these measures adequate for
lowering the prices of mealie
meal and increase production
and productivity levels? We

Zambia is desperate for
development. The effective and
efficient deliverables is what
will transform our country.
Zambia desperately needs
agricultural transformation. The
Ministry of Agriculture should
be consistent with its policy
pronouncements and to give
updates on the performance
of this year’s budget regarding
farm blocks, irrigation facili-
ties, renovation of extension
officers’ accommodation and
transport and E-platforms for
extension among others.
Stop deforestation and
forest degradation. Act against
climate change. Together we
can. Arise

ZACCI urges govt to remove levy on mobile money transfers

(ZACCI) president Anthony
Kabaghe has implored
government to remove the levy
on transaction value for
person-to-person mobile money
transfers.
During the national
symposium on the 2024 budget
at Mulungushi International
Conference Centre – KK Wing
yesterday, Kabaghe said the
introduction of levy of between
eight ngwee and K1.80 on
mobile money transfers may
undermine the strides already
made in creating a cashless
society and attaining financial
inclusion.

“We therefore suggest that
this measure be removed
because it will translate into
added costs to consumers who
already pay high transactional
fees.” Kabaghe urged.
But finance minister
Situmbeko Musokotwane said
the ones discouraging a
cashless society are the service
providers themselves and not
the government.
“You noticed that the rate of
the tax is very small. The
lowest being eight ngwee. Not
80 [ngwee] but 08 ngwee
which is very small and the
maximum is K1.80. In fact the
ones that we should be pushing
very hard are the service
providers who in certain cases
charge as much as K100 for a
transaction. We are only getting
a maximum of K1.80,” said Dr
Musokotwane. “We thought
very seriously about this
because indeed this is
something good which has
happened to our country. That
many of us are able to transact
from our phones and also of
course mobile money reduces
costs. You don’t need to go to
the bank. Out there in the rural
areas I can tell you that it is
also catching on very quickly.
It is not unknown that you can
buy fish out there in the village
without using hard cash but
just using mobile money. The
public out there is accepting
that mobile money is money.
So we are mindful of the fact
that we didn’t want to disturb
this. However, someone else
did mention that there are still
a lot of people who are not
contributing anything in this
country in terms of tax and we
felt that to the extent that many
geometrical energy as well as
the call for the private sector to
invest in a new oil pipeline
adding that ZACCI will work
with the government to
promote public-private-
partnership investments in new
oil pipelines.
“ZACCI commends
government for initiating this
measure as it is critical in
diversifying and unlocking the
country’s development of
alternative and renewable
energy sources,” he said.
Kabaghe also said ZACCI
commends the government’s
measure to promote value
addition on food and beverages,
wood and wood products,
leather and leather products,
metallic and non-metallic
minerals, textiles and
pharmaceutical products.
“ZACCI commends this
measure and urges government
to fully implement the Proudly
Zambian Campaign in order to
stimulate demand and offer a
ready market for local value
added products,” he said.
On the government’s stance
to establish an agriculture
credit window to support
small-scale farmers, emergent
farmers and public service
workers with affordable
financing to procure inputs,
equipment and irrigation
systems among others,
Kabaghe said the measure
would facilitate farmers’ timely
procurement of fertilisers and
other agro inputs to boost
agriculture productivity.
“To ensure food security,
ZACCI proposes that the Food
Reserve Agency maintains its
core function as a strategic
food agency. This can be done
in collaboration with Zambia
National Service,” he said.
Kabaghe welcomed the
measure to undertake a

countrywide geophysical
survey.
“ZACCI commends
government for maintaining a
stable and a predictable tax
regime in the mining sector. In
response to the measure,
ZACCI supports the mapping
of Zambia’s potential mineral
deposits and attract mineral
exploration investments.
Additionally, ZACCI implores
government to come up with
deliberate mechanisms for local
mines suppliers and contractors
to be supported through
legislation of the ‘local content’
and expedite the
operationalisation of the
Minerals Regulations
Commission,” he said.
Kabaghe also agreed that the
employment code of 2019 is a

K4.2 billion profit for the
financial year ending December
31, 2022.
According to corporate
affairs manager Loisa Mbatha,
shareholders at the company’s
19thannual general meeting

dividends totalling K724
million.

meeting (AGM) held on Friday,
29th September 2023, approved
combined dividends totalling
K724 million for the financial
years ended 31 December 2022
and 31 December 2021.

Development Corporation
(K437 million) and the Ministry
of Finance and National
Planning (K125 million),” she
said in a statement. “A total of

million was approved for the

company profit of ZMW4.26
billion and ZMW1.68 billion
recorded for the years ended 31

This represents a year-on-year
increase in profits of 154 per

Mbatha attributed the
improved performance at
company level to an increased
quantum of dividend receipts
and improvement in the
performance of investee
companies.
“Further, the overall
performance of the investee
companies that paid dividends
was positively impacted by
favourable and sustainable
copper prices during the two
reporting periods,” said
Mbatha. “At group level
revenues of ZMW11.96 billion
and ZMW14.40 billion were
recorded for years ended 31
December 2022 and 31
December 2021 respectively.
Increased revenue in 2021 and
2022 is due to the acquisition of
Mopani Copper Mines PLC
which accounts for an average
of 98 per cent of group revenue.
The dividends declared for the
2021 and 2022 financial years
represent the seventh and the
eighth consecutive dividend
declaration by ZCCM-IH
respectively. ZCCM-IH has
paid a total of K1.4 billion in
dividends to its shareholders

when household food security
and nutrition is compromised
due to high the cost of living.
The intended procurement of
1,000,000 desks for learners is
commendable as it also
provides business opportunities
for entrepreneurs,” she said.
“We would like to see more
women participate in these
opportunities through deliberate
taxpayers and increase their
available disposable income,”
she said.
Meanwhile, Mbewe
expressed concerns saying the
2024 budget does not make
provision for the constitution
review, especially the inclusion
of the expanded Bill of Rights.
She said the expanded Bill of
Rights remains key for women
and children.
Mbewe implored the
government to consider
facilitating for a standalone
national referendum before the
2026 elections.
“As a women’s movement,
we are still concerned that the
2024 budget just like the
budgets before remains gender
blind. We urge the Ministry of
Finance and National Planning
and the legislature to ensure
that national budgets are gender
responsive and sensitive taking
into consideration the
differentiated needs of women,
men, girls and boys,” said
Mbewe. “Particularly, we are

that is one of the major reforms that we
anticipate will help us.”
Banda said with the coming on board of
the mining regulatory authority, the focus is
making sure that every mine that is
registered and is producing minerals must
be able to report production.
“We keep talking about the contribution
of the mining sector to the economy. I
don’t want to go into statistics this time but
we know that there are only a few mines
that are contributing to what the sector is
contributing. So with the coming on board
of the mining regulatory authority and the
focus of making sure that every mine that
is registered and is out there producing
minerals, must be able to report
production,” he said. “The second key
aspect there is mineral content analysis.
What minerals are being mined by that
particular entity? Are those being reported?
Are we collecting the right mineral royalty
on that? That is part of the fundamental
reforms that we expect to come in from the
mineral regulator. I am sure you have heard
us, the past week or so, or one or two
weeks ago, we had an incident were we
have a case of a transaction that involves
lithium intercepted at the border with
documents that show that it is carrying
silicon and based on that we collected
mineral royalty on silicon instead of
lithium. It is such cases that we need to
close up as a nation. We need to ensure that
the entire value chain is being monitored
and we are able to collect minerals at the
right value and rated aspects.”
Banda said dealing with VAT fraud is
another major issue that the authority has to
address.
“We are just putting into context that we
have been dealing with about 250
companies that are under suspected VAT
frauds,” said Banda. “We have so far
secured convictions of nine out of the 11
cases that we took to court and we have a
few others also that are lined up. We are
taking a more aggressive stance on frauds
and revenue leakages, so we are taking
cases to court.”

anti-GBV Act particularly for
the establishment of the
Anti-GBV Fund as well as the
construction of Safe Houses or
Shelters as provided for in the
Act. One of our expectations
for this budget was also an
allocation to improved
community policing given the
increasing number of GBV
cases. As we have always
stated, gender equity and
equality is not just rhetoric or
any other issue but is a
development imperative and
the national budget is a key tool
in moving forward this
agenda.”

POWER Dynamos president Benson Simukoko has lauded

players for giving “their all” despite the team’s elimination
from the CAF Champions League in the first round.
The Zambian champions on Sunday drew 1-1 with Tanzanian
giants Simba SC away in Dar es Salaam, but it was not enough
as it ended 3-3 on aggregate. Power were eliminated on the

In an interview from Dar es Salaam moments after the game
ended, Simukoko said the team would now shift focus to
defending the league title in a bid to return to continental football

the team gave it their all and I would like to commend them for

bid with Botswana,” he said. “The
back-room engagements with Botswana
had been going on for a long time between
the two governments. It was not a surprise
that we ended up merging our bids at the
behest of government. Any bid for any
AfCON or major tournament is anchored
on strong government support. All the
countries that won bids had presentations
from the highest offices in their lands.
Additionally, the granting of rights for the
AfCON is not on the basis of already
existing infrastructure but the submission
of a concrete plan to the point of hosting
the tournament.”
He is optimistic that the 2029 hosting
rights will be given to a southern African
country.
“Part of our motivation to bid was
driven by the assurances from government
that they will fully support our efforts to
bring the AFCON to Zambia. Rather than
cry about the lost opportunity, we must
look to the window that 2029 presents,’’
said Kamanga. ‘’East Africa got the rights
to host largely because the AFCON had
