Welcome Remarks (Entrance Conference Agenda)

At the outset, I would like to acknowledge the presence of the enthusiast and
diligent members of the COA, spearheaded today by Mr. Helenito D Lualhati,
OIC- Regional Supervising Auditor, and our very own, Mr John Carlo R Loizaga,
OIC- Audit team leader.
I would like to personally extend my gratitude to the team for the consistent
guidance to achieve better financial performance of our institution, to permeate
within our system the standards and guidelines set forth in the Government Audit
Manual (FAM) intended for National the Government Agencies. We deeply
appreciate your role in safeguarding financial resources of the government by
challenging us to be constantly aware in matters of our internal control systems.
The paramount concept of public office, deeply expressed by the words of
our Constitution, ‘‘A public office is a public trust’’, indeed signifies that we have
been entrusted with public power by the people and as public servants we hold this
power in trust to be used only for their benefit and we shall never conduct our own
affairs so as to infringe on the public interest.
In the light of this ideal public office, we really strive hard to improve,
address and control the deficiencies identified based on the result of the last year’s
audit. We worked hand in hand with the members of the different offices of the
Regional Headquarter in complying with existing laws and regulations to update
our policies and processes to better serve the public and fulfill our agency’s
mandate.
For this Entrance Conference, it is our great privilege to be guided, to be
reviewed in terms of financial utilization and cash disbursement and lastly, to be
informed by the standards and expectations of the COA relative to various
accounts and operations within this annual covered period.
We, the BFP Region 4-A CALABARZON are honored to embody the value
of transparency and accountability within our organization.
Once again, Welcome and Let us always keep the fire for Public Trust
burning!
