The monthly review meeting for the r;;; october'23, was held on 01.11.2023 under the
Chairmanship of the Principal Secretary, R.D. Department, in the Conference Hall of the Department
in presence of Director, Special Secretary, EIC-cum-Special Secretary, Additional Secretary (FE),
Additional Secretary (OE), FA-cum-Additional Secretary, EIC RW, Chief Engineer Bridge & Buildings
and Chief engineer Roads of RW Organisation. The meeting was attended by the CCEs, SEs, EEs and
other field engineers through OSWAN VC from respective Districts. The representatives of Bridge &
Roof and NBCC also attended the meeting from respective district headquarters.
At the outset, Principal Secretarywelcomed all members present in the meeting. He expressed
his disappointment on the overall performance of the Divisions both in financial and physical
achievement during the month of October'23. He also expressed his displeasure for non-achievement
in sectors like tender finalisation, work completion and warned that action will be taken against all
from JE to Chief Engineer for such non-performance.
Further, PrincipalSecretaryinstructed that utmost importance is to be given to Pension and
Promotion matters of the employees pending with RD Department. fu regards Pension matters, there
are two categories of employees i.e. (i) Employees who have retired from RD Department and where
RD Department is the PSA (ii) Employees, who have retired from RD Department but PSA is other
Department like Works/Home etc. Principal Secretary directed that in both categories, the concerned
field offices have to take all necessary steps to send the final pension papers to AG if RD Department
is the PSA. In other cases, pension papers are to be forwarded to the Department which is the PSA for
the retired employee concerned.
For the pension and promotion matters, another linked hindrance is pending Disciplinary
Proceedingcases. Hence, pending DisciplinaryProceedingsareto befinalizedatthe earliest. Principal
Secretary directed the Inquiring Officers to complete the inquiry and submit inquiry reports at the
earliest. He also suggested that while conducting the inquiries, priority should be given to the retired
employees. He expressed that since pension rule has been revised and the provisional pension will
not be continued after 5 months, all pension sanctioning authorities should ensure that no case is left
. beyond 6 months of retirementfor sanction of final pension, failing which the official concerned shall
be taken to task as the retired person shall be liable to be pa id his pension amount with 18% interest.
Additional Secretary (FE) informed that there are t4 cases pending with RD Department for
sanction of final pension in which pension papers have not been received.
Principal Secretary directed that it is the duty of the concerned PSA to collect the pension
papers of those retired persons and the concerned authorities should personally contact those
persons, collect the required papers and dispose allthe cases by end of 3fth Nov. Additional Secretary
(FE)to monitor the same.
Thereafter the meeting was held on the following agenda:
Financial Achievement
As per IFMS, the overall expenditure was 34.38% of the budget provision. As per decision taken in the
reviewmeeting held on 30.09.23,63.55% allotmenthas been givenagainstthe budget provision. In
WAMIS, the overall % of expenditure againstthe allotment was 44.87. However, 22 Divisions have
neither incurred expenditure of Rs.L5crore nor achieved 60% of allotment. Such Divisions are

Principal Secretarv directed that allotment should be 70% of Budset provision bv end of
November. FA-cum-AS to monitor the same. Regarding expenditure against allotment, minimum 70%
of expenditure to be made and amount-wise it must be minimum of Rs.20 Crore bv end of
November'23.

The status of bridge projects under BSY taken up in different years i.e., prior to 2O2L-22, during
2A2I-22, 2022-23 & 2A23-24 were discussed.
A. Bridge proper completed without approach roads
The Chief Engineer, Building & Bridges explained that out of 92 bridges, where bridge proper
has been completed but approach roads not completed, 17 bridges have been completed during last
month & balance 75 are not completed. As per commitment of SEs/EEs, the Division-wise targets are
given below:

Principal Secretary directed concerned SEs/ EEs to take needful steps to complete the projects
in all respect within the timeline. All C.C.Es were instructed to closely monitor the above projects for
completion of the same by the above time line.

2nd time tender for the Bridge over Luna at 5th km on Belar-Nuagaon- Teragaon-Mahakalpada
road has been invited on EPC basis. Technical bid opened on 20.10.2023 & financial bid to be opened
on 10.11.2023.
The bridge projects sanctioned prior to 2027-22 was discussed and it was instructed to take
needful steps to complete the projects at the earliest.

It was seen that out of 1014 projects, 791 projects have been mapped by the Divisions. 223
projects are yet to be mapped. Keonjhar District (21), Angul District (721, Koraput (2), Rayagada
{12} Sundarearh (5} are the defaulting districts.
Principal Secretary instucted that the data should be updated in WAMIS and reconciled by
the Divisions by 15th Nov. and CEs are to monitor the same.

The Special Secretary also intimated that the completion of the work in 2 Packages (OR-11-
ADB74 & OR-20-404 {C)) has been delayed due to litigation in Hon'ble High Court.
Principalsecretary, R.D. expressed his displeasure over the delay in completion of PMGSY-I
& ll packages. The Principal Secretary reiterated that as the sunset date for completion of PMGSY-I
& ll works is March'2024, all the PlUs are to take necessary steps for completion of all the works by
Feb'2024 so thatthefinalbill can be cleared by March'24. The PlUs will be held responsiblefor non-
completion of the PMGSY-I& llworkswithin the date line. The PIU of Ganjam-ll& Malkangiri-lare
directed to contact the Govt. Advocate for early disposal of the litigation. The Principal Secretary
also directed that CEO, OSRRA to arrange a reyiew meeting with M/s NBCC officialsfor completion
of all incomplete PMGSY works awarded to M/s NBCC ttd. and pending NQM ATRs.

The Special Secretary, R.D. intimated that the target fixed by Govt. of India is 2155 Km. but as
directed by Principal Secretary, RD the target has been fixed for 3200 Km. and accordingly a month
wise target has been communicated to allthe Divisions. The achievement for the month of Oct 2023
is 143.55 Km. against the target of \67.37 Krn. The achievement made during the year 2023-24 is
1-355.41 Km. Principal Secretary expressed his displeasure over the less achievement with respect
to the target and directed to expedite the progress so that the short fall can be compensated in the
month of Nov'23.
5. Payment stotus for maintenonce ol PMGSY works in E-marg and completion of Rl & PE,
ln the financial year 2023-24, as on 01.11.2023 an expenditure of Rs.61.85 Crore (42.58%) has
been made against the target of Rs.145.27 Crore. The percentage of Expenditure in R.W Divisionq
Raygada 113.43%1, Ganjam-ll(16.38%), Ganjam-l(16.59%), Purilt9.34%) and Kesinga(20.$tlo/ol are
miserable.
The percentage of achievement under Rls & PEs are 86.757o & 61.57% respectively in the
month of September-October-2023. The maximum no. of Rls missed by PlUs are R.W. Division
Balasore-ll,Angul, Baliguda, Nuapada and Bargarh. Maximum no. of PEs is pending with R.W. Division,
Mohana, Rairangpur, Bhadrak, Nayagarh-l and Ganjam-ll. Principalsecretary, R.D., directed that the
progress is still slow and instructed allthe PlUs to expedite the Expenditure and complete the Rls
& PEs for the month of September-October-2O23 immediately.
Periodical Maintenance
Status of 5 years Completed PMGSY Roads:
ln the financialyear 2023-24, the provision has been madefor periodical maintenance of 5
year completed PMGSY (POST DLP) for 7437 roads (Length-4442.91Km.)for an amount of Rs.635.64
Cr. The tender for 1363 projects has been invited out of which 1338 projects have been finalized. Out
of baf ance 25 nos., 22 are under court case and 3 are re-tendered. The agreement has been made for
85L projects and for balance 487 projects agreement to be completed within a week. Principal
Secretary, R.D., directed that allthe agreement should be completed within a week positively.

BDOs/DRDA/etc. and 134 are pending at field level. All field officers were directed to give utmost
imoportance to CM Jansunani and all pending grievances should be disposed of at the earliest.
2. Mo Sarkar
In was informed that during October, details of L224 visitors have been registered under Mo
Sarkar portal. Three Divisions like BBSR, Kalahandi, Malkangiri-l have not entered any visito/s
detail. Another twenty-two Divisions like Balasore (2), Kesinga (2), Nuapada (2! Jajpur-ll (2), Jajpur
(3), Dharmagarh (6), Khariar (6), Kuchinda (61, Balasore-ll(7), Bargarh (7), Sambalpur (8f, Ray4ada
(8), Cuttack-ll(10), Kendrapara-l{10), Nayagarh (11}, Dhenkanal(11}, Bhadrak-ll(111, Malkangiri{l
(111, Boudh (11), Bhadrak (121, Rairangpur (12), Puri (14) have entered less than 15 visitors' details
Total 7 feedback have been received from the visitors, where action is to be taken by the
Divisions. Out of this one has been addressed by the Nimapara Division. Action for restfollowing 6

Rs.23,00,000 pending under PMGSY Package No.OR-17-212 - RW Division Keonjhar. (ii) Samrat Ku

Pending from July'23 (iv) Final Bill of Madhupura Vellora Boxcell bridge on Kanda Gaon Road is
pending for more than 6 months- Balasor Division- Aditya Prasad Das. (v) Final Bill for Model School
Building at Baharaposi, RW Division Deogarh pending for more than 5 yrs. - Buswajit Swain-
9658708542 (vi) Bill pending for construction of Multipurpose Cyclone Shelter. RW Division-ll,
Kendrapara - Basant Kumar Biswal-8328853125. Allthe above feedbacks should be attended with due
sincerity.
3. OSWAS
During, 1st to 30th October, all 80 line offices have started using OSWAS. During the period,
1568 files have been created, 5338 Daks have been diarized, 1437 Daks and 1959 files have been
processed by the Division/Circle offices. However, 18 offices have not used OSWAS and 16 offices
have not processed any file.
4. e-Despatch
Four Offices i.e. Dharmagarh, Karanjia, Mechanical Division BBSR, Electrical Division
Sambalpur have not used e-Despatch.
& any violation to this instruction will attract action against the defaulting officer.
4. The status of approved design ofthe bridges handed over to the Contractors will be an agenda
for discussion in the next review meeting.
5. There will be two project boards in each project, one at starting point and another at end
point.
6. Administrative Expenditure for Building repair work and status of final design/alignment given
to the agency will be added in the agenda for the next monthly review meeting'
7. FA-cum-AS to coordinate with Finance Deptt. and NABARD regarding submission of PCRs, DPRs
and related issues and write to FD/NABARD regarding extension of time for Tranche - XXlll
and Tranche - XlV.

8. Grievances received from CMO to be properly monitored and updated by E|C-cum-Special
Secretary, RD Department.
9. Land acquisition processshould startimmediatelyafteraccordanceof A/A. Delayinthe matter
will be viewed seriously.
10. Special Secretary will arrange a meeting with PCCF (Nodal), FE&CC Department for early
disposal of forest diversion/clearance cases.
11. Grievances received through CM Janasunani portal marked to the line offices should be replied
within 7 days with appropriate ATR in the portal.
t2. All Divisions must maintain the visitors' register and enter in WAMIS under Mo Sarkar Module.
13. All Divisions working projects under DMF/OMBADC mustenter the projects being executed in
WAMIS and map the same with the list of P&C Department uploaded in WAMIS.
