Their Functions
1. Department of Agriculture (DA):
 Formulates policies, plans, and programs for the development of the
agriculture sector.
 Implements programs for agricultural and fisheries production, research and
development, and extension services.
 Promotes sustainable agriculture practices and provides support to farmers,
fisherfolk, and other stakeholders in the sector.
2. Department of Agrarian Reform (DAR):
 Implements the Comprehensive Agrarian Reform Program (CARP) to
distribute agricultural lands to farmers and farmworkers.
 Facilitates land acquisition and distribution, land tenure improvement, and
support services to agrarian reform beneficiaries.
 Promotes social justice, rural development, and sustainable rural livelihoods.
3. Department of Budget and Management (DBM):
 Formulates and implements the national budget.
 Provides guidelines on budgeting, accounting, and financial management for
government agencies.
 Ensures the efficient and effective use of public resources.
4. Department of Education (DepEd):
 Develops and implements policies, plans, and programs for basic and
secondary education.
 Provides quality education, equitable access, and inclusive learning
opportunities for all Filipino learners.
 Sets standards and guidelines for curriculum, teacher education, and school
management.
5. Department of Energy (DOE):
 Develops and implements policies, plans, and programs for the efficient,
reliable, and sustainable supply and use of energy.
 Promotes the development of renewable energy sources and energy
efficiency initiatives.
 Regulates and oversees the energy sector, including power generation,
distribution, and pricing.
6. Department of Environment and Natural Resources (DENR):
 Protects and conserves the country's environment and natural resources.
 Enforces laws and regulations related to environmental protection,
biodiversity conservation, and sustainable development.
 Manages and ensures the sustainable use of forest lands, protected areas,
and mineral resources.
7. Department of Finance (DOF):
 Formulates and implements fiscal policies, revenue generation, and resource
allocation.
 Oversees public financial management, taxation, customs, and treasury
operations.
 Coordinates with international financial institutions and manages the country's
fiscal affairs.
8. Department of Foreign Affairs (DFA):
 Promotes and protects the interests of the Philippines and its citizens abroad.
 Conducts diplomatic relations, negotiates treaties, and represents the country
in international organizations.
 Provides consular services, including passport issuance, visa processing, and
assistance to overseas Filipino workers.
9. Department of Health (DOH):
 Ensures the provision of accessible, affordable, and quality health services to
all Filipinos.
 Develops and implements health policies, programs, and regulations.
 Coordinates with local government units, health agencies, and other
stakeholders in promoting public health and disease prevention.
10. Department of the Interior and Local Government (DILG):
 Ensures peace and order, public safety, and effective governance at the local
level.
 Provides oversight and support to local government units (LGUs) for efficient
and responsive delivery of basic services.
 Implements programs on disaster preparedness, community development,
and citizen participation in governance.
11. Department of Justice (DOJ):
 Administers the country's justice system, upholds the rule of law, and protects
the rights and welfare of the people.
 Provides legal advice to government agencies and prosecutes criminal
offenses.
 Ensures access to justice, legal assistance, and correctional services.
12. Department of Labor and Employment (DOLE):
 Promotes the welfare and rights of workers and ensures decent and
productive employment.
 Develops and implements policies and programs on labor standards,
employment facilitation, and occupational safety.
 Oversees the administration of labor laws, including dispute resolution and
protection of overseas Filipino workers.
13. Department of National Defense (DND):
 Ensures the defense and security of the Philippines against internal and
external threats.
 Develops and implements defense policies, plans, and programs.
 Manages the Armed Forces of the Philippines (AFP) and maintains national
security.
14. Department of Public Works and Highways (DPWH):
 Plans, designs, constructs, and maintains public infrastructure projects such
as roads, bridges, and buildings.
 Ensures the safe and efficient movement of people and goods through the
transportation network.
 Implements flood control measures and provides disaster resilience in
infrastructure development.
15. Department of Science and Technology (DOST):
 Promotes and develops science, technology, and innovation for national
development.
 Conducts research and development initiatives, supports technology transfer,
and fosters industry collaboration.
 Provides assistance to micro, small, and medium enterprises (MSMEs) in
adopting technological advancements.
16. Department of Social Welfare and Development (DSWD):
 Implements social welfare programs and services to uplift the well-being of
disadvantaged individuals and communities.
 Provides assistance to the poor, vulnerable groups, and those affected by
calamities and emergencies.
 Promotes social protection, child welfare, and community development.
17. Department of Tourism (DOT):
 Develops and implements policies, programs, and campaigns to promote
tourism in the Philippines.
 Facilitates the growth of the tourism industry, including tourism infrastructure
development and marketing initiatives.
 Ensures the sustainable and responsible development of tourism
destinations.
18. Department of Trade and Industry (DTI):
 Promotes a competitive and inclusive business environment to stimulate
economic growth and job creation.
 Develops and implements trade and industry policies, programs, and
regulations.
 Supports the development of micro, small, and medium enterprises (MSMEs)
and facilitates trade and investments.
19. Department of Transportation (DOTr):
 Develops and implements policies, programs, and projects for a safe,
efficient, and sustainable transportation system.
 Oversees land, sea, and air transport, including road networks, ports, airports,
railways, and public transportation.
 Ensures the accessibility and connectivity of transportation services
throughout the country.
20. Department of Information and Communications Technology (DICT):
 Develops and implements policies and programs for the development of
information and communications technology (ICT) in the country.
 Promotes the digital transformation of government services, connectivity, and
cybersecurity.
 Facilitates the growth of the ICT industry and promotes digital literacy.
21. Department of Veterans Affairs (DVA):
 Provides support and benefits to Filipino veterans, including pensions,
medical assistance, and other welfare services.
 Honors and recognizes the sacrifices and contributions of Filipino veterans to
the country.
 Preserves the historical records and heritage of the veterans and promotes
public awareness.
22. Department of Human Settlements and Urban Development (DHSUD):
 Develops and implements policies, programs, and projects for the planning,
development, and management of human settlements.
 Promotes sustainable urban development, housing affordability, and
resilience to climate change.
 Oversees the planning and implementation of socialized housing projects and
provides assistance to informal settler families.
