FOR THE PAYMENT OF RETENTION FEE FOR THE
CONSTRUCTION OF CHECK DAM UNDER THE JURISDICTION
OF CENRO CENTRAL PANGASINAN LOCATED AT
BANTOCALING, MANGATAREM, PANGASINAN

I. REFERENCE

Letter dated April 13, 2023 of Mr. Ray A. Angluben of SRBA General Construction
regarding the request for inspection/validation and release of retention payment.

II. BACKGROUND

The Contract of Agreement was entered into by and between Department of Environment
and Natural Resources- Provincial Environmental and Natural Resources Office represented by
PENR Officer Cezar Manuel A. Cabansag and SRBA General Construction represented by
Ray A. Angluben on January 26, 2022 in the amount of ONE MILLION SEVEN HUNDRED
SIXTY THOUSAND NINE HUNDRED NINETY-FOUR AND 84/100 PESOS (Php
1,760,994.84) as per approved budget under GAA CY 2022. The contract executed concerns to
the construction of check dam under the jurisdiction of CENRO Central Pangasinan within
prescribed duration of 90 calendar days.

III. ACTION TAKEN, FINDINGS AND OBSERVATIONS

the PENRO Infrastructure Inspection Team and the End-user attended the inspection
activity of the Checkdam under the jurisdiction of CENRO Central Pangasinan by SRBA
General Construction located in Barangay Bantocaling, Mangatarem, Pangasinan on August 24,
2023.

Relative hereto, the findings and recommendations of the Inspection Team regarding the
project are discussed hereunder, to wit:

1. The overflow pipes and galvanized water distribution pipes are still in place. The
HDPE pipes are still connected using plumbing fittings and other accessories to
deliver/supply water by means of gravity and hydraulic pressure from the distribution
pipes going to the nursery and plantation areas.

2. Build-up of materials such as leaves, twigs, and other foreign materials were
obstructing the natural flow of water. Continuous monitoring and removal of
accumulated debris and sediments must be observed.
IV. RECOMMENDATION

1. Based on the conducted actual assessment or validation, the Construction of

Checkdam under Jurisdiction of CENRO Central Pangasinan is found to be in good
order without defects one (1) year after completion, in accordance with the project
scope of works. Anent to this, it is recommended for the release of the retention fee
to SRBA General Construction represented by Ray Angluben of Balili, La Trinidad,
Benguet.

2. To conduct continuous monitoring and evaluation on the effect of the Construction of

Checkdam on ENGP sites and its societal impacts to analyze the advantages and
disadvantages of the project for further development and improvement.
