1.0 Purpose & Scope

Purpose

The purpose of this document is to establish a process of managing and avoid usage
of casing straps on E&D Directorate rigs, as well as establish the method of
destroying any casing straps that arrived to the rig site with casing / tubing bundles.

Scope

The scope of this procedure applies, in general, to Deep Drilling and Development
Drilling Groups, rig Contractors, Subcontractors and Service Companies working with
KOC land Drilling & work-over Operations.

2.0 Objective

This document defines the Guideline for managing a casing straps on the rig as per
KPC recommendation on Major Accident at Well# BH194, dated 30th June 2022.

3.0 Definitions

3.1 Definitions

KOC Rig Supervisor (CoMan): A person who has been authorized by the
respective Controlling Team – TL (Team Leader) to supervise the work at the rig site/
worksite. The KOC Rig Supervisor is a person nominated by the Company (KOC) /
controlling team responsible for the designated rig.

Controlling Team: A Team, which schedules, plans and coordinates the work at the
rig sites as per Drilling/ Workover program. It must ensure all personnel under its
jurisdiction are adequately trained and competent to perform their duties.

Casing Strap: Elastic / webbing round straps used to secure the casing during
transportation. This strap is not design for lifting the load, but only securing the
casing during transportation.

4.0 Key Responsibilities

4.1 Team Leader Controlling Team – E&D Groups

 Responsible for ensuring this guideline is implemented during transporting


and offloading casings / tubing on the rig site.
 Communicate with KOC Warehouse Management and others to address the
concerns related to delivery of casings / tubing with the casing straps to the
rig site as and when needed.

4.2 KOC Rig Supervisor (Company Man)

 Primary responsible for implementing this guideline while carrying out


offloading of casing / tubing on the rig site.

 Responsible to record that all trucks arrived at rig site with the casing / tubing
to monitor that casing straps if any arrived to the location are not used for
other purposes.
 Responsible to ensure that all casing straps arrived to the location are
counted and recorded.
 Responsible to record all casing straps that have been destroyed and
disposed.
 Responsible to fill the receipt form for any casing / tubing straps arrived at the
rig
 Responsible to communicate the concerns raised and provide details of the
Truck and consignment that arrived at rig with casing straps, to Controlling
Team Leader.

4.3 KOC HSE Supervisor

 Primary responsible for ensuring that this guideline is implemented while


carrying out offloading of casing / tubing on the rig site.
 Responsible to provide a training on this guideline to all rig crews and
supervisors for further implementation.
 Responsible to assist KOC rig Supervisor in checking / counting and
destroying the casing straps, if he requested to do so.
 Responsible to communicate the concerns raised to KOC Rig Supervisor,
Controlling Team HSE Engineer and Team Leader.
 Responsible for inspection of the rig site for identifying unauthorized use of
casing straps and take necessary action for eliminating them.

4.4 Contractor employees

 Responsible to ensure compliance of this guideline while carrying out


offloading of casing / tubing from the trucks on the rig site.
 Responsible to supervise offloading of casing and tubing activities (from the
trucks) and report any straps found during offloading casing / tubing to KOC
Rig Supervisor and Contractor Worksite Supervisor.
 Responsible for destroying all casing straps arrived to location under
supervision of KOC Rig Supervisor and Contractor Worksite Supervisor.
 Responsible for inspection of the rig site for identifying unauthorized use of
casing straps and take necessary action for under supervision of KOC Rig
supervisor.
 Responsible to ensure the use of only authorized and certified web slings as
per procedural requirements for lifting operations under PTW.

5.0 Procedure

Management of casing straps on the rig site

Prior to commencing offloading of trucks arrived to the Rig location with casings / tubing
following steps to be followed:

1. Contractor Supervisor or the concern designated person to inspect all trucks and
ensure all casings / tubing arrived to the location have any casing straps.
2. Report to KOC Rig Supervisor immediately in case if casing strap was observed on
casing or tubing bundles.

3. KOC Rig Supervisor will verify the finding by physically checking the trucks and count
how many casing straps arrived to location.
4. All casing straps arrived to the location will be removed from casing / tubing bundle
and destroyed. Pictures of the casing/ tubing straps will be taken before cutting.
5. Rig Welder will be cutting casing straps at the welding workshop under direct
supervision of KOC Rig Supervisor
6. KOC Rig Supervisor will complete the form in Annexure 1 for receipt of’ Casing/
Tubing straps at the rig’ developed for control of casing / tubing / bundle straps in two
copies, as a record– Annexure 1.
7. KOC Rig Supervisor is responsible to pass one copy of the receipt form to truck
driver.
8. Second copy of the receipt will be scanned and sent to CT (Controlling Team) Team
Leader or his nominee (SDE / DE) for further follow up with KOC Warehouse
Management.
